Deuteronomy 23:21-23
New English Translation
21 When you make a vow to the Lord your God you must not delay in fulfilling it, for otherwise he[a] will surely[b] hold you accountable as a sinner.[c] 22 If you refrain from making a vow, it will not be sinful. 23 Whatever you vow, you must be careful to do what you have promised, such as what you have vowed to the Lord your God as a freewill offering.

21 “When you make a vow[a] to Yahweh your God, you shall not postpone fulfillment of it,[b] for certainly Yahweh your God shall require it from you and if postponed you will incur guilt.[c] 22 And if you refrain from vowing,[d] you shall not incur guilt.[e] 23 The utterance of your lips you must perform diligently[f] just as you have vowed freely to Yahweh your God whatever it was that you promised[g] with your mouth.
