Chapter 23
1 A man shall not marry his father’s wife,[a] nor shall he dishonor his father’s bed.(A)
Membership in the Assembly. 2 [b]No one whose testicles have been crushed or whose penis has been cut off may come into the assembly of the Lord.(B) 3 No one born of an illicit union may come into the assembly of the Lord, nor any descendant of such even to the tenth generation may come into the assembly of the Lord.(C) 4 (D)No Ammonite or Moabite may ever come into the assembly of the Lord, nor may any of their descendants even to the tenth generation come into the assembly of the Lord, 5 because they would not come to meet you with food and water on your journey after you left Egypt, and because they hired Balaam, son of Beor, from Pethor in Aram Naharaim, to curse you. 6 The Lord, your God, would not listen to Balaam but turned his curse into a blessing for you, because the Lord, your God, loves you. 7 Never seek their welfare or prosperity as long as you live.(E) 8 (F)Do not abhor the Edomite: he is your brother. Do not abhor the Egyptian: you were a resident alien in his country. 9 Children born to them may come into the assembly of the Lord in the third generation.
Cleanliness in Camp. 10 When in camp during an expedition against your enemies, you shall keep yourselves from anything bad. 11 (G)If one of you becomes unclean because of a nocturnal emission, he shall go outside the camp; he shall not come back into the camp. 12 Toward evening, he shall bathe in water; then, when the sun has set, he may come back into the camp. 13 Outside the camp you shall have a place set aside where you shall go. 14 You shall keep a trowel in your equipment and, when you go outside to relieve yourself, you shall dig a hole with it and then cover up your excrement. 15 Since the Lord, your God, journeys along in the midst of your camp to deliver you and to give your enemies over to you, your camp must be holy, so that he does not see anything indecent in your midst and turn away from you.(H)
Various Precepts. 16 (I)You shall not hand over to their master any slaves who have taken refuge with you from their master. 17 Let them live among you in any place they choose, in any one of your communities[c] that seems good to them. Do not oppress them.
18 There shall be no temple prostitute[d] among the Israelite women, nor a temple prostitute among the Israelite men.(J) 19 You shall not offer a prostitute’s fee or a dog’s pay[e] as any kind of votive offering in the house of the Lord, your God; both these things are an abomination to the Lord, your God.(K)
20 (L)You shall not demand interest from your kindred on a loan of money or of food or of anything else which is loaned. 21 From a foreigner you may demand interest, but you may not demand interest from your kindred, so that the Lord, your God, may bless you in all your undertakings on the land you are to enter and possess.
22 (M)When you make a vow to the Lord, your God, you shall not delay in fulfilling it; for the Lord, your God, will surely require it of you and you will be held guilty. 23 Should you refrain from making a vow, you will not be held guilty. 24 But whatever your tongue utters you must be careful to do, just as you freely vowed to the Lord, your God, with your own mouth.
25 When you go through your neighbor’s vineyard, you may eat as many grapes as you wish, until you are satisfied, but do not put them in your basket. 26 When you go through your neighbor’s grainfield, you may pluck some of the ears with your hand, but do not put a sickle to your neighbor’s grain.

- 23:2 Exclusion of an emasculated male may have had to do with association of emasculation with the practices of other peoples, or it may have been rejection of someone with a significant blemish who was thus not suitable for participation in the sacral assembly.
- 23:17 In any one of your communities: from this it would seem that the slave in question is a fugitive from a foreign country.
- 23:18–19 Temple prostitute: Heb. qedesha, lit., “holy one,” a title of the goddess of fertility. The role or function of the qedesha is debated; some see this as simply a term for a prostitute (Heb. zona). Others see it as designating a cultic role but not necessarily one involving sexual activity. The evidence is insufficient to give a final answer.
- 23:19 Dog’s pay: “dog” is a derogatory term for a male temple prostitute.

The Lord’s assembly
23 [a] No man whose testicles are crushed or whose penis is cut off can belong to the Lord’s assembly. 2 No one born of an illegitimate marriage[b] can belong to the Lord’s assembly either. Not even the tenth generation of such children can belong to the Lord’s assembly. 3 Ammonites and Moabites can’t belong to the Lord’s assembly. Not even the tenth generation of such people can belong to the Lord’s assembly, as a rule, 4 because they didn’t help you with food or water on your journey out of Egypt, and because they hired Balaam, Beor’s son, from Pethor of Mesopotamia to curse you. 5 But the Lord your God wasn’t interested in listening to Balaam. The Lord your God turned that curse into a blessing because the Lord your God loves you. 6 So don’t be concerned with their health and well-being as long as you live.
7 Don’t detest Edomites, because they are your relatives. Don’t detest Egyptians because you were immigrants in their land. 8 Children born to them are permitted to belong to the Lord’s assembly starting with the third generation.
Rules for the war camp
9 When you are camped in battle against your enemies, guard yourself from every possible evil. 10 If an individual in the camp becomes polluted due to a nighttime emission, he must exit the camp area and not reenter. 11 When the next evening arrives, he must wash with water; and when the sun sets, he can come back to the camp.
12 The latrines[c] must be outside the camp. You will use them there, outside the camp. 13 Carry a shovel with the rest of your gear; once you have relieved yourself, use it to dig a hole, then refill it, covering your excrement.
14 Do these things because the Lord your God travels with you, right in the middle of your camp, ready to save you and to hand your enemies over to you. For this reason your camp must be holy. The Lord must not see anything indecent among you, or he will turn away from you.
Escaped slaves
15 Don’t return slaves to owners if they’ve escaped and come to you. 16 They can stay with you: in your own community or in any place they select from one of your cities, whatever seems good to them. Don’t oppress them.
Consecrated workers
17 No Israelite daughter is allowed to be a consecrated worker.[d] Neither is any Israelite son allowed to be a consecrated worker.[e] 18 Don’t bring a female prostitute’s fee or a male prostitute’s[f] payment to the Lord your God’s temple to pay a solemn promise because both of these things are detestable to the Lord your God.
Charging interest
19 Don’t charge your fellow Israelites interest—whether on money, provisions, or anything one might loan. 20 You can charge foreigners interest, but not your fellow Israelite. Do this so that the Lord your God blesses you in all your work on the land you are entering to possess.
Solemn promise
21 When you make a promise to the Lord your God, don’t put off making good on it, because the Lord your God will certainly be expecting it from you; delaying would make you guilty. 22 Now if you simply don’t make any promises, you won’t be guilty of anything. 23 But whatever you say, you should be sure to make good on, exactly according to the promise you freely made to the Lord your God because you promised it with your own mouth.
Neighbor’s goods
24 If you go into your neighbor’s vineyard, you can eat as many grapes as you like, until full, but don’t carry any away in a basket. 25 If you go into your neighbor’s grain field, you can pluck ears by hand, but you aren’t allowed to cut off any of your neighbor’s grain with a sickle.

2 “One of illegitimate birth shall not enter the assembly of the Lord; even to the tenth generation none of his descendants shall enter the assembly of the Lord.
3 (B)“An Ammonite or Moabite shall not enter the assembly of the Lord; even to the tenth generation none of his descendants shall enter the assembly of the Lord forever, 4 (C)because they did not meet you with bread and water on the road when you came out of Egypt, and (D)because they hired against you Balaam the son of Beor from Pethor of [a]Mesopotamia, to curse you. 5 Nevertheless the Lord your God would not listen to Balaam, but the Lord your God turned the curse into a blessing for you, because the Lord your God (E)loves you. 6 (F)You shall not seek their peace nor their prosperity all your days forever.

Cleanliness of the Campsite
9 “When the army goes out against your enemies, then keep yourself from every wicked thing. 10 (I)If there is any man among you who becomes unclean by some occurrence in the night, then he shall go outside the camp; he shall not come inside the camp. 11 But it shall be, when evening comes, that (J)he shall wash with water; and when the sun sets, he may come into the camp.
12 “Also you shall have a place outside the camp, where you may go out; 13 and you shall have an implement among your equipment, and when you sit down outside, you shall dig with it and turn and cover your refuse. 14 For the Lord your God (K)walks in the midst of your camp, to deliver you and give your enemies over to you; therefore your camp shall be holy, that He may see no unclean thing among you, and turn away from you.
Miscellaneous Laws
15 (L)“You shall not give back to his master the slave who has escaped from his master to you. 16 He may dwell with you in your midst, in the place which he chooses within one of your gates, where it [b]seems best to him; (M)you shall not oppress him.
17 “There shall be no ritual [c]harlot (N)of the daughters of Israel, or a (O)perverted[d] one of the sons of Israel. 18 You shall not bring the wages of a harlot or the price of a dog to the house of the Lord your God for any vowed offering, for both of these are [e]an abomination to the Lord your God.
19 (P)“You shall not charge interest to your brother—interest on money or food or anything that is lent out at interest. 20 (Q)To a foreigner you may charge interest, but to your brother you shall not charge interest, (R)that the Lord your God may bless you in all to which you set your hand in the land which you are entering to possess.
21 (S)“When you make a vow to the Lord your God, you shall not delay to pay it; for the Lord your God will surely require it of you, and it would be sin to you. 22 But if you abstain from vowing, it shall not be sin to you. 23 (T)That which has gone from your lips you shall keep and perform, for you voluntarily vowed to the Lord your God what you have promised with your mouth.
24 “When you come into your neighbor’s vineyard, you may eat your fill of grapes at your pleasure, but you shall not put any in your container. 25 When you come into your neighbor’s standing grain, (U)you may pluck the heads with your hand, but you shall not use a sickle on your neighbor’s standing grain.

23 He that is wounded in the stones, or hath his privy member cut off, shall not enter into the congregation of the Lord.
2 A bastard shall not enter into the congregation of the Lord; even to his tenth generation shall he not enter into the congregation of the Lord.
3 An Ammonite or Moabite shall not enter into the congregation of the Lord; even to their tenth generation shall they not enter into the congregation of the Lord for ever:
4 Because they met you not with bread and with water in the way, when ye came forth out of Egypt; and because they hired against thee Balaam the son of Beor of Pethor of Mesopotamia, to curse thee.
5 Nevertheless the Lord thy God would not hearken unto Balaam; but the Lord thy God turned the curse into a blessing unto thee, because the Lord thy God loved thee.
6 Thou shalt not seek their peace nor their prosperity all thy days for ever.
7 Thou shalt not abhor an Edomite; for he is thy brother: thou shalt not abhor an Egyptian; because thou wast a stranger in his land.
8 The children that are begotten of them shall enter into the congregation of the Lord in their third generation.
9 When the host goeth forth against thine enemies, then keep thee from every wicked thing.
10 If there be among you any man, that is not clean by reason of uncleanness that chanceth him by night, then shall he go abroad out of the camp, he shall not come within the camp:
11 But it shall be, when evening cometh on, he shall wash himself with water: and when the sun is down, he shall come into the camp again.
12 Thou shalt have a place also without the camp, whither thou shalt go forth abroad:
13 And thou shalt have a paddle upon thy weapon; and it shall be, when thou wilt ease thyself abroad, thou shalt dig therewith, and shalt turn back and cover that which cometh from thee:
14 For the Lord thy God walketh in the midst of thy camp, to deliver thee, and to give up thine enemies before thee; therefore shall thy camp be holy: that he see no unclean thing in thee, and turn away from thee.
15 Thou shalt not deliver unto his master the servant which is escaped from his master unto thee:
16 He shall dwell with thee, even among you, in that place which he shall choose in one of thy gates, where it liketh him best: thou shalt not oppress him.
17 There shall be no whore of the daughters of Israel, nor a sodomite of the sons of Israel.
18 Thou shalt not bring the hire of a whore, or the price of a dog, into the house of the Lord thy God for any vow: for even both these are abomination unto the Lord thy God.
19 Thou shalt not lend upon usury to thy brother; usury of money, usury of victuals, usury of any thing that is lent upon usury:
20 Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that the Lord thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.
21 When thou shalt vow a vow unto the Lord thy God, thou shalt not slack to pay it: for the Lord thy God will surely require it of thee; and it would be sin in thee.
22 But if thou shalt forbear to vow, it shall be no sin in thee.
23 That which is gone out of thy lips thou shalt keep and perform; even a freewill offering, according as thou hast vowed unto the Lord thy God, which thou hast promised with thy mouth.
24 When thou comest into thy neighbour's vineyard, then thou mayest eat grapes thy fill at thine own pleasure; but thou shalt not put any in thy vessel.
25 When thou comest into the standing corn of thy neighbour, then thou mayest pluck the ears with thine hand; but thou shalt not move a sickle unto thy neighbour's standing corn.
