Cities of Refuge(A)

19 When the Lord your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses,(B) then set aside for yourselves three cities in the land the Lord your God is giving you to possess. Determine the distances involved and divide into three parts the land the Lord your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.

This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought. For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. Otherwise, the avenger of blood(C) might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. This is why I command you to set aside for yourselves three cities.

If the Lord your God enlarges your territory,(D) as he promised(E) on oath to your ancestors, and gives you the whole land he promised them, because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him(F)—then you are to set aside three more cities. 10 Do this so that innocent blood(G) will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.(H)

11 But if out of hate someone lies in wait, assaults and kills a neighbor,(I) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity.(J) You must purge from Israel the guilt of shedding innocent blood,(K) so that it may go well with you.

14 Do not move your neighbor’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess.(L)

Witnesses

15 One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses.(M)

16 If a malicious witness(N) takes the stand to accuse someone of a crime, 17 the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges(O) who are in office at the time. 18 The judges must make a thorough investigation,(P) and if the witness proves to be a liar, giving false testimony against a fellow Israelite, 19 then do to the false witness as that witness intended to do to the other party.(Q) You must purge the evil from among you. 20 The rest of the people will hear of this and be afraid,(R) and never again will such an evil thing be done among you. 21 Show no pity:(S) life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.(T)

19 »Cuando el Señor tu Dios haya destruido a las naciones cuyo territorio va a entregarte, y tú las hayas expulsado y te hayas establecido en sus ciudades y en sus casas, apartarás tres ciudades centrales en la tierra que el Señor tu Dios te da en posesión. Dividirás en tres partes la tierra que el Señor tu Dios te da por herencia, y construirás caminos para que cualquiera que haya cometido un homicidio pueda ir a refugiarse en ellas.

»En cuanto al homicida que llegue allí a refugiarse, solo se salvará el que haya matado a su prójimo sin premeditación ni rencor alguno. Por ejemplo, si un hombre va con su prójimo al bosque a cortar leña, y al dar el hachazo para cortar un árbol el hierro se desprende y golpea a su prójimo y lo mata, tal hombre podrá refugiarse en una de esas ciudades y ponerse a salvo. Es necesario evitar grandes distancias, para que el enfurecido vengador del delito de sangre no le dé alcance y lo mate; aquel hombre no merece la muerte, puesto que mató a su prójimo sin premeditación. Por eso te ordeno apartar tres ciudades.

»Si el Señor tu Dios extiende tu territorio, como se lo juró a tus antepasados, y te da toda la tierra que te prometió, y si tú obedeces todos estos mandamientos que hoy te ordeno, y amas al Señor tu Dios y andas siempre en sus caminos, entonces apartarás tres ciudades más. 10 De este modo no se derramará sangre inocente en la tierra que el Señor tu Dios te da por herencia, y tú no serás culpable de homicidio.

11 »Pero, si un hombre odia a su prójimo y le prepara una emboscada, y lo asalta y lo mata, y luego busca refugio en una de esas ciudades, 12 los ancianos de su ciudad mandarán arrestarlo y lo entregarán al vengador para que lo mate. 13 No le tendrás lástima, porque así evitarás que Israel sea culpable de que se derrame sangre inocente, y a ti te irá bien.

14 »Cuando ocupes el territorio que el Señor tu Dios te da como herencia, no reduzcas el límite de la propiedad de tu prójimo, que hace mucho tiempo le fue señalado.

Los testigos requeridos

15 »Un solo testigo no bastará para condenar a un hombre acusado de cometer algún crimen o delito. Todo asunto se resolverá mediante el testimonio de dos o tres testigos.

16 »Si un testigo falso acusa a alguien de un crimen, 17 las dos personas involucradas en la disputa se presentarán ante el Señor, en presencia de los sacerdotes y de los jueces que estén en funciones. 18 Los jueces harán una investigación minuciosa y, si comprueban que el testigo miente y si comprueban que es falsa la declaración que el testigo ha dado contra su hermano, 19 entonces le harán a él lo mismo que se proponía hacerle a su hermano. Así extirparás el mal que haya en medio de ti. 20 Y cuando todos los demás oigan esto, tendrán temor y nunca más se hará semejante maldad en el país. 21 No le tengas consideración a nadie. Cobra vida por vida, ojo por ojo, diente por diente, mano por mano y pie por pie.

19 When the Lord thy God hath cut off the nations, whose land the Lord thy God giveth thee, and thou succeedest them, and dwellest in their cities, and in their houses;

Thou shalt separate three cities for thee in the midst of thy land, which the Lord thy God giveth thee to possess it.

Thou shalt prepare thee a way, and divide the coasts of thy land, which the Lord thy God giveth thee to inherit, into three parts, that every slayer may flee thither.

And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;

As when a man goeth into the wood with his neighbour to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the head slippeth from the helve, and lighteth upon his neighbour, that he die; he shall flee unto one of those cities, and live:

Lest the avenger of the blood pursue the slayer, while his heart is hot, and overtake him, because the way is long, and slay him; whereas he was not worthy of death, inasmuch as he hated him not in time past.

Wherefore I command thee, saying, Thou shalt separate three cities for thee.

And if the Lord thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers;

If thou shalt keep all these commandments to do them, which I command thee this day, to love the Lord thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

10 That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee.

11 But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities:

12 Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

13 Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.

14 Thou shalt not remove thy neighbour's landmark, which they of old time have set in thine inheritance, which thou shalt inherit in the land that the Lord thy God giveth thee to possess it.

15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

16 If a false witness rise up against any man to testify against him that which is wrong;

17 Then both the men, between whom the controversy is, shall stand before the Lord, before the priests and the judges, which shall be in those days;

18 And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;

19 Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.

20 And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.

21 And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
