Moses Talks to the Israelites
1 This is the message Moses gave the people of Israel. They were in the desert east of the Jordan River. They were in the Jordan Valley near Suph, between Paran and the towns of Tophel, Laban, Hazeroth and Dizahab.
2 (The trip from Mount Sinai to Kadesh Barnea on the Mount Edom road takes 11 days.) 3 But it was now 40 years after the Israelites had left Egypt. On the first day of the eleventh month, Moses spoke to the people. He told them everything the Lord had commanded him to tell them. 4 This was after the Lord had defeated Sihon and Og. Sihon was king of the Amorite people and lived in Heshbon. Og was king of Bashan and lived in Ashteroth and Edrei.
5 Now the Israelites were east of the Jordan River in the land of Moab. There Moses began to explain what God had commanded. Moses said:
6 The Lord our God spoke to us at Mount Sinai. He said, “You have stayed long enough at this mountain. 7 Get ready. Go to the mountain country of the Amorites. Go to all the places around there—the Jordan Valley, the mountains, the western slopes, the southern area, the seacoast, the land of Canaan and Lebanon. Go as far as the great river, the Euphrates. 8 See, I have given you this land. Go in and take it for yourselves. The Lord promised it to your ancestors—Abraham, Isaac and Jacob and their descendants.”
Moses Appoints Leaders
9 At that time I said, “I am not able to take care of you by myself. 10 The Lord your God has made you grow in number. There are as many of you as there are stars in the sky. 11 I pray that the Lord, the God of your ancestors, will give you a thousand times more people. That’s what he promised. 12 But I cannot take care of your problems, your troubles and your arguments by myself. 13 So choose some men from each tribe. Choose wise men who have understanding and experience. I will make them leaders over you.”
14 And you said, “That’s a good thing to do.”
15 So I took the wise and experienced leaders of your tribes. And I made them your leaders. I appointed commanders over 1,000 people, over 100 people, over 50 people and over 10 people. I made them officers over your tribes. 16 Then I told your judges, “Listen to the arguments between your people. Judge fairly between two Israelites or between an Israelite and a foreigner. 17 When you judge, be fair to everyone. Don’t act as if one person is more important than another. Don’t be afraid of anyone, because your decision comes from God. Bring the hard cases to me. I will judge them.” 18 At that time I told you everything you must do.
Spies Enter the Land
19 Then, as the Lord our God commanded us, we left Mount Sinai. We went toward the mountain country of the Amorite people. We went through that large and terrible desert you saw. Then we came to Kadesh Barnea. 20 Then I said to you, “You have now come to the mountain country of the Amorites. The Lord our God will give us this land. 21 Look, there it is! Go up. Take it. The Lord, the God of your ancestors, told you to do this. So don’t be afraid. Don’t worry.”
22 Then all of you came to me. You said, “Let’s send men before us to spy out the land. They can come back and tell us the way we should go. They can tell us about the cities we will find.”
23 I thought that was a good idea. So I chose 12 of your men, 1 for each tribe. 24 They left and went up to the mountains. They came to the Valley of Eshcol and explored it. 25 They took some of the fruit from that land. And they brought it down to us. They said, “It is a good land that the Lord our God is giving us.”
Israel Refuses to Enter
26 But you refused to go. You would not obey the command of the Lord your God. 27 You grumbled in your tents. You said, “The Lord hates us. He brought us out of Egypt just to give us to the Amorites. They will destroy us. 28 Where can we go now? The spies we sent have made us afraid. They said, ‘The people there are bigger and taller than we are. The cities are big. They have walls up to the sky. And we saw the Anakites there!’”
29 Then I said to you, “Don’t be frightened. Don’t be afraid of those people. 30 The Lord your God will go ahead of you. He will fight for you as he did in Egypt. You saw him do it. 31 And in the desert you saw how the Lord your God carried you. He was like a man carrying his son. And he has brought you safely all the way to this place.”
32 But you still did not trust the Lord your God. 33 As you moved, he went before you. He found places for you to camp. He went before you in a fire at night and in a cloud during the day. He showed you which way to go.
34 When the Lord heard what you said, he was angry. He made a promise. He said, 35 “I promised a good land to your ancestors. But none of you evil people will see it. 36 Only Caleb son of Jephunneh will see it. I will give him and his descendants the land he walked on. I will do this because he followed me completely.”
37 Because of you, the Lord was also angry with me. He said to me, “You won’t enter the land either. 38 But your assistant, Joshua son of Nun, will go there. Encourage Joshua, because he will lead Israel to take the land for their own.”
39 The Lord said to us, “You said your babies would be captured. But they will go into the land. They are too young to know right from wrong. So I will give the land to them. And they will take it for their own. 40 But you must turn around. Follow the desert road toward the Gulf of Aqaba.”
41 Then you said to me, “We have sinned against the Lord. But now we will go up and fight, as the Lord our God commanded us.” Then all of you put on weapons. You thought it would be easy to go into the mountains.
42 But the Lord said to me, “Tell them not to go up there and fight. I will not be with them. Their enemies will defeat them.”
43 So I told you, but you would not listen. You would not obey the Lord’s command. You were proud. So you went on up into the mountains. 44 The Amorites who lived there came out and fought you. They chased you like bees. They defeated you from Edom to Hormah. 45 So you came back and cried to the Lord. But the Lord did not hear you. He refused to listen to you. 46 So you stayed in Kadesh a long time.

The Previous Command to Enter Canaan
1 These are the words which Moses spoke to all Israel (A)on this side of the Jordan in the wilderness, in the [a]plain opposite [b]Suph, between Paran, Tophel, Laban, Hazeroth, and Dizahab. 2 It is eleven days’ journey from Horeb by way of Mount Seir (B)to Kadesh Barnea. 3 Now it came to pass (C)in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke to the children of Israel according to all that the Lord had given him as commandments to them, 4 (D)after he had killed Sihon king of the Amorites, who dwelt in Heshbon, and Og king of Bashan, who dwelt at Ashtaroth (E)in[c] Edrei.
5 On this side of the Jordan in the land of Moab, Moses began to explain this law, saying, 6 “The Lord our God spoke to us (F)in Horeb, saying: ‘You have dwelt long (G)enough at this mountain. 7 Turn and take your journey, and go to the mountains of the Amorites, to all the neighboring places in the [d]plain, in the mountains and in the lowland, in the South and on the seacoast, to the land of the Canaanites and to Lebanon, as far as the great river, the River Euphrates. 8 See, I have set the land before you; go in and possess the land which the Lord [e]swore to your fathers—to (H)Abraham, Isaac, and Jacob—to give to them and their descendants after them.’
Tribal Leaders Appointed(I)
9 “And (J)I spoke to you at that time, saying: ‘I [f]alone am not able to bear you. 10 The Lord your God has multiplied you, (K)and here you are today, as the stars of heaven in multitude. 11 (L)May the Lord God of your fathers make you a thousand times more numerous than you are, and bless you (M)as He has promised you! 12 (N)How can I alone bear your problems and your burdens and your complaints? 13 Choose wise, understanding, and knowledgeable men from among your tribes, and I will make them [g]heads over you.’ 14 And you answered me and said, ‘The thing which you have told us to do is good.’ 15 So I took (O)the heads of your tribes, wise and knowledgeable men, and [h]made them heads over you, leaders of thousands, leaders of hundreds, leaders of fifties, leaders of tens, and officers for your tribes.
16 “Then I commanded your judges at that time, saying, ‘Hear the cases between your brethren, and (P)judge righteously between a man and his (Q)brother or the stranger who is with him. 17 (R)You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid in any man’s presence, for (S)the judgment is God’s. The case that is too hard for you, (T)bring to me, and I will hear it.’ 18 And I commanded you at that time all the things which you should do.
Israel’s Refusal to Enter the Land(U)
19 “So we departed from Horeb, (V)and went through all that great and terrible wilderness which you saw on the way to the mountains of the Amorites, as the Lord our God had commanded us. Then (W)we came to Kadesh Barnea. 20 And I said to you, ‘You have come to the mountains of the Amorites, which the Lord our God is giving us. 21 Look, the Lord your God has set the land before you; go up and possess it, as the Lord God of your fathers has spoken to you; (X)do not fear or be discouraged.’
22 “And every one of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we shall come.’
23 “The plan pleased me well; so (Y)I took twelve of your men, one man from each tribe. 24 (Z)And they departed and went up into the mountains, and came to the Valley of Eshcol, and spied it out. 25 They also took some of the fruit of the land in their hands and brought it down to us; and they brought back word to us, saying, ‘It is a (AA)good land which the Lord our God is giving us.’
26 (AB)“Nevertheless you would not go up, but rebelled against the command of the Lord your God; 27 and you (AC)complained in your tents, and said, ‘Because the Lord (AD)hates us, He has brought us out of the land of Egypt to deliver us into the hand of the Amorites, to destroy us. 28 Where can we go up? Our brethren have [i]discouraged our hearts, saying, (AE)“The people are greater and taller than we; the cities are great and fortified up to heaven; moreover we have seen the sons of the (AF)Anakim there.” ’
29 “Then I said to you, ‘Do not be terrified, (AG)or afraid of them. 30 (AH)The Lord your God, who goes before you, He will fight for you, according to all He did for you in Egypt before your eyes, 31 and in the wilderness where you saw how the Lord your God carried you, as a (AI)man carries his son, in all the way that you went until you came to this place.’ 32 Yet, for all that, (AJ)you did not believe the Lord your God, 33 (AK)who went in the way before you (AL)to search out a place for you to pitch your tents, to show you the way you should go, in the fire by night and in the cloud by day.
The Penalty for Israel’s Rebellion(AM)
34 “And the Lord heard the sound of your words, and was angry, (AN)and took an oath, saying, 35 (AO)‘Surely not one of these men of this evil generation shall see that good land of which I [j]swore to give to your fathers, 36 (AP)except Caleb the son of Jephunneh; he shall see it, and to him and his children I am giving the land on which he walked, because (AQ)he [k]wholly followed the Lord.’ 37 (AR)The Lord was also angry with me for your sakes, saying, ‘Even you shall not go in there. 38 (AS)Joshua the son of Nun, (AT)who stands before you, he shall go in there. (AU)Encourage him, for he shall cause Israel to inherit it.
39 (AV)‘Moreover your little ones and your children, who (AW)you say will be victims, who today (AX)have no knowledge of good and evil, they shall go in there; to them I will give it, and they shall possess it. 40 (AY)But as for you, turn and take your journey into the wilderness by the Way of the Red Sea.’
41 “Then you answered and said to me, (AZ)‘We have sinned against the Lord; we will go up and fight, just as the Lord our God commanded us.’ And when everyone of you had girded on his weapons of war, you were ready to go up into the mountain.
42 “And the Lord said to me, ‘Tell them, (BA)“Do not go up nor fight, for I am not among you; lest you be defeated before your enemies.” ’ 43 So I spoke to you; yet you would not listen, but (BB)rebelled against the command of the Lord, and (BC)presumptuously[l] went up into the mountain. 44 And the Amorites who dwelt in that mountain came out against you and chased you (BD)as bees do, and drove you back from Seir to Hormah. 45 Then you returned and wept before the Lord, but the Lord would not listen to your voice nor give ear to you.
46 (BE)“So you remained in Kadesh many days, according to the days that you spent there.

1 Estas palabras las pronunció Moisés ante todo Israel en la ribera oriental del río Jordán, en el desierto, en el Arabá, frente al Mar Rojo, entre Parán, Tofel, Labán, Jaserot y Dizahab. 2 Desde Horeb hasta Cadés Barnea, por el camino al monte Seir, se hacen once días de camino.
3 Moisés habló con los hijos de Israel, en conformidad con todo lo que el Señor les había ordenado por medio de él. Les habló el día primero del mes undécimo del año cuarenta, 4 después de haber derrotado a Sijón, el rey de los amorreos(A) que reinaba en Jesbón, y a Og, el rey de Basán(B) que reinaba en Astarot, en Edrey. 5 Moisés resolvió exponer esta ley cuando estaba ya en tierra de Moab, de este lado del Jordán. Y dijo:
6 «El Señor nuestro Dios nos habló en Horeb. Nos dijo: “Ustedes han estado ya bastante tiempo en este monte. 7 Ahora diríjanse a los montes de los amorreos y a todas sus comarcas en el Arabá, en los montes y en los valles, en el Néguev y hasta la orilla del mar, a la tierra de los cananeos, al Líbano y hasta el gran río Éufrates. 8 Miren, yo les he entregado la tierra; ¡entren y tomen posesión de ella! Es la tierra que yo, el Señor, juré dar a Abrahán, Isaac y Jacob, antepasados de ustedes, y a su descendencia.”

9 »En aquel entonces yo les dije a ustedes: “Yo solo no puedo sobrellevarlos. 10 El Señor su Dios los ha multiplicado, y ahora ustedes son tan numerosos como las estrellas del cielo. 11 ¡Que el Señor y Dios de sus padres los haga mil veces más numerosos de lo que ahora son! ¡Que los bendiga, como les ha prometido! 12 Porque yo solo, ¿cómo podría sobrellevar sus molestias, sus cargas y sus pleitos? 13 Denme de entre las tribus de ustedes algunos hombres sabios y entendidos, y con experiencia, para que yo los ponga al frente de ustedes.” 14 Y ustedes me respondieron, y dijeron: “Está bien hacer lo que dices.”
15 »Tomé entonces de entre los jefes de sus tribus a hombres sabios y con experiencia, y los puse al frente de ustedes como jefes de millares, de centenas, y de grupos de cincuenta y de diez hombres, y como gobernadores de sus tribus. 16 Ese día les ordené a sus jueces: “Presten atención a sus hermanos. Sean justos con cada uno de ellos, y con los extranjeros. 17 Al dictar sentencia, no hagan distinción de personas, sino que deben atender lo mismo al débil que al poderoso. No tengan miedo de nadie, porque el juicio es de Dios. Si se les presenta un caso difícil, pásenmelo a mí, y yo lo atenderé.” 18 Así que ese día les dije todo lo que debían hacer.
Misión de los doce espías(D)
19 »Cuando salimos de Horeb, anduvimos por todo ese desierto grande y terrible que ya han visto. Anduvimos por el camino de los montes amorreos, tal y como el Señor nuestro Dios nos lo ordenó, hasta llegar a Cadés Barnea. 20 Entonces les dije: “Ustedes han llegado a estos montes de los amorreos, que el Señor nuestro Dios nos da. 21 Dense cuenta de que el Señor su Dios les ha entregado la tierra. ¡Adelante! Tomen posesión de ella, conforme a la promesa del Señor, el Dios de sus antepasados. ¡No teman ni desmayen!”
22 »Entonces todos ustedes vinieron a verme, y dijeron: “Enviemos algunos de nosotros que vayan y exploren la tierra, y que vuelvan y nos informen qué camino debemos seguir y a qué ciudades debemos llegar.” 23 Lo que ustedes me dijeron me pareció bien, así que escogí a doce de ustedes, un hombre por cada tribu. 24 Y ellos partieron y subieron al monte, y llegaron hasta el valle de Escol y exploraron la tierra. 25 Trajeron consigo algunos frutos del país, y nos dieron este informe: “La tierra que el Señor nuestro Dios nos da es muy buena.” 26 Sin embargo, ustedes no quisieron ir, sino que se rebelaron al mandato del Señor su Dios(E) 27 y en sus tiendas murmuraban y decían: “El Señor nos aborrece. Por eso nos ha sacado de Egipto: ¡para entregarnos en manos de los amorreos, para destruirnos! 28 ¿A dónde iremos? Nuestros hermanos nos han descorazonado al decir que esa gente es más alta y más fuerte que nosotros; que sus ciudades son grandes, con murallas que llegan hasta el cielo, y que además allí vieron a los anaquitas.” 29 Pero yo les dije: “No teman. No les tengan miedo. 30 El Señor su Dios va delante de ustedes, y él peleará por ustedes, como antes vieron que lo hizo por ustedes en Egipto. 31 Además, ustedes son testigos de que, en el desierto,(F) y por todo el camino que han recorrido, el Señor su Dios los ha traído como un padre que lleva a su hijo de la mano, hasta llegar a este lugar.” 32 Aun así, ustedes no creyeron en el Señor su Dios,(G) 33 que iba por el camino delante de ustedes para explorar el lugar donde ustedes habrían de acampar. De noche, les mostraba con fuego el camino por donde debían ir, y de día los guiaba con una nube.
Dios castiga a Israel(H)
34 »Cuando el Señor oyó lo que ustedes dijeron, se enojó y, con un juramento, dijo: 35 “Ninguno de éstos verá la buena tierra que prometí a sus padres que les daría. ¡Son una generación malvada!(I) 36 Sólo la verá Caleb hijo de Yefune. A él y a sus hijos les daré la tierra que él pisó, porque me ha seguido fielmente.”
37 »También por culpa de ustedes el Señor se enojó contra mí, y me dijo: “Tampoco tú entrarás allá. 38 Quien entrará será Josué hijo de Nun, el cual te sirve. Anímalo, porque él le dará a Israel posesión de la tierra. 39 También entrarán allá sus hijos, esos niños que no saben hoy lo que es bueno ni lo que es malo, y de los cuales dijeron que servirían de botín de guerra. A ellos y a sus hijos les daré la tierra. Ellos serán quienes la reciban en propiedad. 40 En cuanto a ustedes, den la vuelta y diríjanse al desierto, en dirección al Mar Rojo.”
La derrota en Jormá(J)
41 »Ustedes respondieron, y me dijeron: “Hemos pecado contra el Señor. Pero iremos y pelearemos, tal y como el Señor nuestro Dios nos lo ha ordenado.” Y cada uno de ustedes tomó sus armas y se preparó para subir al monte. 42 Entonces el Señor me dijo: “Diles que no suban ni peleen, porque yo no estoy con ellos. De lo contrario, serán derrotados por sus enemigos.” 43 Y yo hablé con ustedes, pero ustedes no me hicieron caso. Al contrario, fueron rebeldes al mandato del Señor y con gran arrogancia subieron al monte. 44 Pero los amorreos, que habitaban en aquel monte, salieron a su encuentro y los persiguieron como avispas hasta Jormá, y los derrotaron en Seir. 45 Entonces ustedes volvieron y lloraron delante del Señor, pero el Señor no escuchó su voz, ni les hizo caso. 46 Fue así como ustedes estuvieron en Cades muchos días, es decir, todo el tiempo que han estado allí.
