Cities of Refuge(A)

19 When the Lord your God has cut off the nations, whose land the Lord your God is giving you, and you dispossess them, and dwell in their cities, and in their houses, you shall set apart three cities for yourselves in the midst of your land, which the Lord your God is giving you to possess. You shall prepare a roadway for yourself, and divide the territory of your land into three parts, which the Lord your God is giving you to inherit, so that every manslayer may flee there.

This is the word concerning the manslayer who will flee there, so that he may live: Whoever kills his neighbor unintentionally, whom he did not hate previously, like when a man goes into the forest with his neighbor to cut wood, and his hand raises the axe to cut down the tree, and the axe head slips from the handle and lands on his neighbor causing him to die, then he may flee to one of those cities, and live. Otherwise the avenger of blood might, while he is angry, pursue the manslayer and overtake him (because the way is long) and kill him, even though he was not worthy of death (since he did not hate him previously). Therefore, I command you, saying, “You shall set apart three cities for yourselves.”

If the Lord your God enlarges your borders as He promised your fathers, and gives you all the land which He promised to give to your fathers, and if you will carefully keep all these commandments, which I command you today, to love the Lord your God, and to always walk in His ways, then you must add three cities more for yourself, besides these three. 10 Then innocent blood will not be shed in your land, which the Lord your God is giving you for an inheritance, and blood guiltiness be on you.

11 But if any man hates his neighbor, and lies in wait for him, and rises up against him, and mortally strikes him, causing him to die, and flees to one of these cities, 12 then the elders of his city must send and fetch him from there, and deliver him to the hand of the avenger of blood, so that he may die. 13 Your eye must not pity him, but you must remove the guilt of innocent blood from Israel, so that it may go well with you.

14 You shall not remove your neighbor’s landmark, which they of old time have set in your inheritance, which you shall inherit in the land that the Lord your God is giving you to possess.

Witnesses

15 A single witness must not rise up against a man on account of any iniquity or any sin that he sins. At the testimony of two witnesses or at the testimony of three witnesses shall the matter be established.

16 If a false witness rises up against any man to testify against him to accuse him of doing wrong, 17 then both the men between whom the controversy is must stand before the Lord, before the priests and the judges, who are in office those days. 18 The judges will thoroughly investigate, and if the witness is a false witness and has testified falsely against his brother, 19 then you must do to him as he conspired to have done to his brother. In this way you must remove the evil from among you. 20 Those who remain will hear and fear, and will never again commit any such evil among you. 21 You must not show pity. But life will be for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

19 »Cuando el Señor tu Dios haya destruido a las naciones cuya tierra el Señor tu Dios te da en posesión, y tú la hayas ocupado y habites en sus ciudades y en sus casas; en la tierra que el Señor tu Dios te da en posesión apartarás tres ciudades.(B) Dividirás en tres partes la tierra que el Señor tu Dios te da en posesión, y arreglarás los caminos para que todo homicida pueda huir a ellas.

»Éstas son las reglas para el homicida que huya a ellas: vivirá el que, sin proponérselo y sin antes haber tenido enemistad con su prójimo, lo hiera de muerte. Por ejemplo, si va al monte a cortar leña en compañía de su prójimo y, al soltar el golpe con el hacha para cortar algún árbol, ésta se suelta del mango y golpea a su prójimo y éste muere; entonces podrá huir a una de estas ciudades, y quedar con vida. De lo contrario, si el camino es largo, el que quiera vengar al muerto podría perseguir al homicida y alcanzarlo y, enfurecido, herirlo de muerte, cuando en realidad no merecía morir porque nunca antes medió enemistad con su prójimo.

»Por lo tanto, yo te mando que apartes tres ciudades. Y si el Señor tu Dios ensancha tu territorio, como se lo juró a tus padres, y te da toda la tierra que prometió dar a tus padres, entonces a estas tres ciudades añadirás tres más, siempre y cuando cumplas todos estos mandamientos que hoy te prescribo, y los pongas por obra, y ames al Señor tu Dios y vayas siempre por sus caminos. 10 Así no se derramará sangre inocente en la tierra que el Señor tu Dios te da en posesión, ni serás culpado de derramar sangre.

11 »Pero si alguien aborrece a su prójimo y lo acecha, y se levanta contra él y le quita la vida, aunque huya a alguna de estas ciudades 12 los ancianos de su ciudad mandarán sacarlo de allí, y lo entregarán al vengador del homicidio para que lo mate. 13 No lo compadezcas, sino quita de Israel al que derrame sangre inocente. Así te irá bien.

14 »Cuando tomes posesión de la tierra que el Señor tu Dios te da, no reduzcas los linderos de la propiedad de tu prójimo,(C) que tus antepasados fijaron.

Leyes sobre el testimonio

15 »En caso de algún delito o pecado relacionado con alguna ofensa cometida, no se tomará en cuenta contra nadie a un solo testigo. La acusación(D) se mantendrá sólo por el testimonio de dos o tres testigos.

16 »Cuando algún testigo acuse falsamente a alguien, 17 las dos partes se presentarán delante del Señor, y delante de los sacerdotes y jueces que en esos días estén en funciones. 18 Los jueces investigarán el caso, y si el testigo resulta ser falso, y falsamente acusa a su hermano, 19 entonces se hará con él lo que él había pensado hacer con su hermano. Así quitarás el mal de en medio de ti, 20 y el resto de la gente se enterará y temerá, y no se volverá a cometer una maldad semejante en tu medio.

21 »No tengas compasión de nadie. Vida por vida, ojo por ojo, diente por diente,(E) mano por mano, pie por pie.

Three Cities of Refuge(A)

“And (D)this is the case of the manslayer who flees there, that he may live: Whoever kills his neighbor [a]unintentionally, not having hated him in time past— as when a man goes to the woods with his neighbor to cut timber, and his hand swings a stroke with the ax to cut down the tree, and the head slips from the handle and strikes his neighbor so that he dies—he shall flee to one of these cities and live; (E)lest the avenger of blood, while his anger is hot, pursue the manslayer and overtake him, because the way is long, and kill him, though he was not deserving of death, since he had not hated the victim in time past. Therefore I command you, saying, ‘You shall separate three cities for yourself.’

“Now if the Lord your God (F)enlarges your territory, as He swore to (G)your fathers, and gives you the land which He promised to give to your fathers, and if you keep all these commandments and do them, which I command you today, to love the Lord your God and to walk always in His ways, (H)then you shall add three more cities for yourself besides these three, 10 (I)lest innocent blood be shed in the midst of your land which the Lord your God is giving you as an inheritance, and thus guilt of bloodshed be upon you.

11 “But (J)if anyone hates his neighbor, lies in wait for him, rises against him and strikes him mortally, so that he dies, and he flees to one of these cities, 12 then the elders of his city shall send and bring him from there, and deliver him over to the hand of the avenger of blood, that he may die. 13 (K)Your eye shall not pity him, (L)but you shall [b]put away the guilt of innocent blood from Israel, that it may go well with you.

Property Boundaries

14 (M)“You shall not remove your neighbor’s landmark, which the men of old have set, in your inheritance which you will inherit in the land that the Lord your God is giving you to possess.

The Law Concerning Witnesses

15 (N)“One witness shall not rise against a man concerning any iniquity or any sin that he commits; by the mouth of two or three witnesses the matter shall be established. 16 If a false witness (O)rises against any man to testify against him of wrongdoing, 17 then both men in the controversy shall stand before the Lord, (P)before the priests and the judges who serve in those days. 18 And the judges shall make careful inquiry, and indeed, if the witness is a false witness, who has testified falsely against his brother, 19 (Q)then you shall do to him as he thought to have done to his brother; so (R)you shall put away the evil from among you. 20 (S)And those who remain shall hear and fear, and hereafter they shall not again commit such evil among you. 21 (T)Your eye shall not pity: (U)life shall be for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

Thou shalt prepare thee the way, and divide the borders of thy land, which Jehovah thy God causeth thee to inherit, into three parts, that every manslayer may flee thither.

And this is the case of the manslayer, that shall flee thither and live: whoso killeth his neighbor unawares, and hated him not in time past; as when a man goeth into the forest with his neighbor to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the [a]head slippeth from [b]the helve, and lighteth upon his neighbor, so that he dieth; he shall flee unto one of these cities and live: lest the avenger of blood pursue the manslayer, while his heart is hot, and overtake him, because the way is long, and smite him mortally; whereas he was not worthy of death, inasmuch as he hated him not in time past. Wherefore I command thee, saying, Thou shalt set apart three cities for thee.
