19 “When Yahweh your God has exterminated[a] the nations concerning whom Yahweh your God is giving to you their land, and you have dispossessed them, and you have settled in their towns and in their houses, you shall set apart three cities for you in the midst of your land that Yahweh your God is giving to you to take possession of it. You shall prepare the roads[b] for yourselves, and you shall divide the regions of your land into thirds that Yahweh your God gives you as a possession, so that it will be available for any manslayer to flee there.[c]

“Now this is the case of the manslayer who may flee there and live there who has killed his neighbor unintentionally,[d] and he did not hate him previously.[e] For example,[f] when somebody goes with his neighbor into the forest to cut wood, and the iron head slips from the handle of the tool and strikes his neighbor and he dies, then he may flee to one of these cities, and so he may live. He does this lest the avenger of blood might pursue after the killer, because he is hot with anger[g] and he overtakes him, because it is a long distance to the city of refuge, and so he kills him,[h] but he did not deserve a death sentence,[i] because he was not hating him before.[j] Therefore I am commanding you, saying,[k] ‘You shall set apart three cities.’ Then if Yahweh your God enlarges your territory just as he swore to your ancestors[l] and gives[m] to you all the land that he promised[n] to give to your ancestors,[o] then if you diligently observe this entire commandment[p] that I am commanding you today[q] by loving Yahweh your God and by going[r] in his ways at all times,[s] then you shall add three more cities for yourselves to these three. 10 Do this so that innocent blood will not be shed[t] in the midst of your land that Yahweh your God is giving to you as an inheritance and thereby bloodguilt would be on you.[u]

11 But if someone hates[v] his neighbor and lies in wait for him and rises up[w] against him and murders him,[x] and the murderer flees to one of these cities, 12 then the elders of his city shall send and take him from there, and they shall give him into the hand of the avenger of blood, and he shall be put to death. 13 Your eye shall not take pity on him, and you shall purge the guilt of innocent blood from Israel, so that good will be directed toward you.[y]

14 “You shall not move the boundary marker of your neighbor that former generations[z] set up on your property in the land that Yahweh your God is giving to you to take possession of it. 15 The testimony of a single witness may not be used to convict[aa] with respect to any crime and for any wrongdoing in any offense that a person[ab] committed; on the evidence[ac] of two witnesses or on the evidence[ad] of three witnesses a charge shall be sustained.[ae] 16 If a malicious witness[af] gets up to accuse[ag] anyone to testify against him falsely, 17 then the two men to whom the legal dispute pertains[ah] shall stand before[ai] Yahweh, before[aj] the priests and the judges who are in office in those days. 18 Then judges shall make a thorough inquiry, and if it turns out[ak] that the witness is a false witness and he testified falsely against his brother, 19 then you shall do to him as he meant[al] to do to his brother, and so you shall purge the evil from your midst. 20 And the rest[am] shall hear and shall fear, and they shall not continue to do such a thing again[an] as this evil thing in your midst. 21 You must show no pity:[ao] life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.”

Cities of Refuge

19 (A)When the Lord your God cuts off the nations whose land the Lord your God is giving you, and you dispossess them and settle in their cities and in their houses, (B)you shall set aside for yourself three cities in the midst of your land which the Lord your God is giving you to [a]possess. You shall prepare the [b]roads for yourself, and divide into three regions the territory of your land which the Lord your God will give you as an inheritance, [c]so that anyone who commits manslaughter may flee there.

(C)Now this is the case of the one who commits manslaughter, who may flee there and live: when he [d]kills his friend [e]unintentionally, [f]not hating him previously— as when a person goes into the forest with his friend to cut wood, and his hand [g]swings the axe to cut down the tree, and the iron head slips off the [h]handle and [i]strikes his friend so that he dies—he may flee to one of these cities and live. Otherwise, the avenger of blood might pursue [j]him [k]in the heat of his anger, and overtake him because the way is long, and [l]take his life, though he was not sentenced to death since he had not hated him previously. Therefore I command you, saying, ‘You shall set aside for yourself three cities.’

“And if the Lord your God (D)enlarges your territory, just as He has sworn to your fathers, and gives you all the land that He [m]promised to give your fathers— if you [n]carefully follow all of this commandment which I am commanding you today, (E)to love the Lord your God, and to walk in His ways always—(F)then you shall add three more cities for yourself, besides these three. 10 So innocent blood will not be shed in the midst of your land which the Lord your God is giving you as an inheritance, and (G)guilt for bloodshed will not be on you.

11 “But (H)if there is a person who hates his neighbor, and waits in ambush for him and rises up against him and strikes [o]him so that he dies, and he flees to one of these cities, 12 then the elders of his city shall send men and take him from there, and hand him over to the avenger of blood, so that he may die. 13 [p](I)You shall not pity him, but (J)you shall eliminate the guilt for the bloodshed of the innocent from Israel, so that it may go well for you.

Laws of Landmark and Testimony

14 (K)You shall not displace your neighbor’s boundary marker, which the ancestors have set, in your inheritance which you will inherit in the land that the Lord your God is giving you to [q]possess.

15 (L)A single witness shall not rise up against a person regarding any wrongdoing or any sin [r]that he commits; on the [s]testimony of two or three witnesses a matter shall be confirmed. 16 (M)If a malicious witness rises up against a person to testify against him of wrongdoing, 17 then both people who have the dispute shall stand (N)before the Lord, before the priests and the judges who will be in office in those days. 18 And the judges (O)shall investigate thoroughly, and if the witness is a false witness and he has testified against his brother falsely, 19 then (P)you shall do to him just as he had planned to do to his brother. So you shall eliminate the evil from among you. 20 And (Q)the rest of the people will hear and be afraid, and will never again do such an evil thing among you. 21 So [t](R)you shall not show pity: (S)life for life, (T)eye for eye, tooth for tooth, hand for hand, and foot for foot.

19 “When Adonai your God cuts off the nations whose land Adonai your God is giving you, and you take their place and settle in their cities and houses, you are to set aside three cities for yourselves in your land that Adonai your God is giving you to possess. Divide the territory of your land, which Adonai your God is having you inherit, into three parts; and prepare the roads, so that any killer can flee to these cities. The killer who will live if he flees there is someone who has killed his fellow member of the community by mistake, who did not hate him in the past. An example would be if a man goes into the forest with his neighbor to cut wood and takes a stroke with the axe to fell a tree, but the head of the axe flies off the handle, hits his neighbor and kills him. Then he is to flee to one of these cities and live there. Otherwise the next-of-kin avenger, in the heat of his anger, may pursue the killer, overtake him because the distance [to the city of refuge] is long, and strike him dead — even though he didn’t deserve to die, inasmuch as he hadn’t hated him in the past. This is why I am ordering you to set aside for yourselves three cities.

“If Adonai your God expands your territory, as he swore to your ancestors that he would, and gives you all the land he promised to give to your ancestors — provided you keep and observe all these mitzvot I am giving you today, loving Adonai your God and always following his ways — then you are to add three more cities for yourselves, besides these three; 10 so that innocent blood will not be shed in the land Adonai your God is giving you as an inheritance, and thus blood guilt be on you.

11 “However, if someone hates his fellow member of the community, lies in wait for him, attacks him, strikes him a death blow, and then flees into one of these cities; 12 then the leaders of his own town are to send and bring him back from there and hand him over to the next-of-kin avenger, to be put to death. 13 You are not to pity him. Rather, you must put an end to the shedding of innocent blood in Isra’el. Then things will go well with you.

(vi) 14 “You are not to move your neighbor’s boundary marker from the place where people put it long ago, in the inheritance soon to be yours in the land Adonai your God is giving you to possess.

15 “One witness alone will not be sufficient to convict a person of any offense or sin of any kind; the matter will be established only if there are two or three witnesses testifying against him.

16 “If a malicious witness comes forward and gives false testimony against someone, 17 then both the men involved in the controversy are to stand before Adonai, before the cohanim and the judges in office at the time. 18 The judges are to investigate carefully. If they find that the witness is lying and has given false testimony against his brother, 19 you are to do to him what he intended to do to his brother. In this way, you will put an end to such wickedness among you. 20 Those who remain will hear about it, be afraid and no longer commit such wickedness among you. 21 Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
