The Cities of Refuge(A)
19 (B)“After the Lord your God has destroyed the people whose land he is giving you and after you have taken their cities and houses and settled there, 2-3 divide the territory into three parts, each with a city that can be easily reached. Then any of you that kill will be able to escape to one of them for protection. 4 If you accidentally kill someone who is not your enemy, you may escape to any of these cities and be safe. 5 For example, if two of you go into the forest together to cut wood and if, as one of you is chopping down a tree, the ax head comes off the handle and kills the other, you can run to one of those three cities and be safe. 6 If there were only one city, the distance to it might be too great, and the relative who is responsible for taking revenge for the killing might catch you and angrily kill an innocent person. After all, it was by accident that you killed someone who was not your enemy. 7 This is why I order you to set aside three cities.
8 “When the Lord your God enlarges your territory, as he told your ancestors he would, and gives you all the land he has promised, 9 then you are to select three more cities. (He will give you this land if you do everything that I command you today and if you love the Lord your God and live according to his teachings.) 10 Do this, so that innocent people will not die and so that you will not be guilty of putting them to death in the land that the Lord is giving you.
11 “But suppose you deliberately murder your enemy in cold blood and then escape to one of those cities for protection. 12 In that case, the leaders of your own town are to send for you and hand you over to the relative responsible for taking revenge for the murder, so that you may be put to death. 13 No mercy will be shown to you. Israel must rid itself of murderers, so that all will go well.

Concerning Witnesses
15 (D)“One witness is not enough to convict someone of a crime; at least two witnesses are necessary to prove that someone is guilty. 16 If any of you try to harm another by false accusations, 17 both of you are to go to the one place of worship and be judged by the priests and judges who are then in office. 18 The judges will investigate the case thoroughly; and if you have made a false accusation, 19 you are to receive the punishment the accused would have received. In this way your nation will get rid of this evil. 20 Then everyone else will hear what happened; they will be afraid, and no one will ever again do such an evil thing. 21 (E)In such cases show no mercy; the punishment is to be a life for a life, an eye for an eye, a tooth for a tooth, a hand for a hand, and a foot for a foot.

Laws concerning the Cities of Refuge
19 “When the Lord your God has cut off the nations whose land the Lord your God is giving you and you have dispossessed them and settled in their towns and in their houses,(A) 2 you shall set apart three cities in the land that the Lord your God is giving you to possess.(B) 3 You shall calculate the distances[a] and divide into three regions the land that the Lord your God gives you as a possession, so that any homicide can flee to one of them.
4 “Now this is the case of a homicide who might flee there and live, that is, someone who has killed another person unintentionally when the two had not been at enmity before.(C) 5 Suppose someone goes into the forest with another to cut wood, and when one of them swings the ax to cut down a tree, the head slips from the handle and strikes the other person, who then dies; the killer may flee to one of these cities and live. 6 But if the distance is too great, the avenger of blood in hot anger might pursue and overtake and put the killer to death, although a death sentence was not deserved, since the two had not been at enmity before.(D) 7 Therefore I command you: You shall set apart three cities.
8 “If the Lord your God enlarges your territory, as he swore to your ancestors—and he will give you all the land that he promised your ancestors to give you, 9 provided you diligently observe this entire commandment that I command you today, by loving the Lord your God and walking always in his ways—then you shall add three more cities to these three,(E) 10 so that the blood of an innocent person may not be shed in the land that the Lord your God is giving you as an inheritance, thereby bringing bloodguilt upon you.(F)
11 “But if someone at enmity with another lies in wait and attacks and takes the life of that person and flees into one of these cities, 12 then the elders of the killer’s city shall send to have the culprit taken from there and handed over to the avenger of blood to be put to death. 13 Show no pity; you shall purge the guilt of innocent blood from Israel, so that it may go well with you.(G)

14 “You must not move your neighbor’s boundary marker, set up by former generations, on the property that will be allotted to you in the land that the Lord your God is giving you to possess.(H)
Law concerning Witnesses
15 “A single witness shall not suffice to convict a person of any crime or wrongdoing in connection with any offense that may be committed. Only on the evidence of two or three witnesses shall a charge be sustained.(I) 16 If a malicious witness comes forward to accuse someone of wrongdoing,(J) 17 then both parties to the dispute shall appear before the Lord, before the priests and the judges who are in office in those days,(K) 18 and the judges shall make a thorough inquiry. If the witness is a false witness, having testified falsely against another, 19 then you shall do to the false witness just as the false witness had meant to do to the other. So you shall purge the evil from your midst.(L) 20 The rest shall hear and be afraid, and a crime such as this shall never again be committed among you. 21 Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.(M)

19 “When Adonai your God cuts off the nations whose land Adonai your God is giving you, and you take their place and settle in their cities and houses, 2 you are to set aside three cities for yourselves in your land that Adonai your God is giving you to possess. 3 Divide the territory of your land, which Adonai your God is having you inherit, into three parts; and prepare the roads, so that any killer can flee to these cities. 4 The killer who will live if he flees there is someone who has killed his fellow member of the community by mistake, who did not hate him in the past. 5 An example would be if a man goes into the forest with his neighbor to cut wood and takes a stroke with the axe to fell a tree, but the head of the axe flies off the handle, hits his neighbor and kills him. Then he is to flee to one of these cities and live there. 6 Otherwise the next-of-kin avenger, in the heat of his anger, may pursue the killer, overtake him because the distance [to the city of refuge] is long, and strike him dead — even though he didn’t deserve to die, inasmuch as he hadn’t hated him in the past. 7 This is why I am ordering you to set aside for yourselves three cities.
8 “If Adonai your God expands your territory, as he swore to your ancestors that he would, and gives you all the land he promised to give to your ancestors — 9 provided you keep and observe all these mitzvot I am giving you today, loving Adonai your God and always following his ways — then you are to add three more cities for yourselves, besides these three; 10 so that innocent blood will not be shed in the land Adonai your God is giving you as an inheritance, and thus blood guilt be on you.
11 “However, if someone hates his fellow member of the community, lies in wait for him, attacks him, strikes him a death blow, and then flees into one of these cities; 12 then the leaders of his own town are to send and bring him back from there and hand him over to the next-of-kin avenger, to be put to death. 13 You are not to pity him. Rather, you must put an end to the shedding of innocent blood in Isra’el. Then things will go well with you.
(vi) 14 “You are not to move your neighbor’s boundary marker from the place where people put it long ago, in the inheritance soon to be yours in the land Adonai your God is giving you to possess.
15 “One witness alone will not be sufficient to convict a person of any offense or sin of any kind; the matter will be established only if there are two or three witnesses testifying against him.
16 “If a malicious witness comes forward and gives false testimony against someone, 17 then both the men involved in the controversy are to stand before Adonai, before the cohanim and the judges in office at the time. 18 The judges are to investigate carefully. If they find that the witness is lying and has given false testimony against his brother, 19 you are to do to him what he intended to do to his brother. In this way, you will put an end to such wickedness among you. 20 Those who remain will hear about it, be afraid and no longer commit such wickedness among you. 21 Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

The Message
19 1-3 When God, your God, throws the nations out of the country that God, your God, is giving you and you settle down in their cities and houses, you are to set aside three easily accessible cities in the land that God, your God, is giving you as your very own. Divide your land into thirds, this land that God, your God, is giving you to possess, and build roads to the towns so that anyone who accidentally kills another can flee there.
4-7 This is the guideline for the murderer who flees there to take refuge: He has to have killed his neighbor without premeditation and with no history of bad blood between them. For instance, a man goes with his neighbor into the woods to cut a tree; he swings the ax, the head slips off the handle and hits his neighbor, killing him. He may then flee to one of these cities and save his life. If the city is too far away, the avenger of blood racing in hot-blooded pursuit might catch him since it’s such a long distance, and kill him even though he didn’t deserve it. It wasn’t his fault. There was no history of hatred between them. Therefore I command you: Set aside the three cities for yourselves.
8-10 When God, your God, enlarges your land, extending its borders as he solemnly promised your ancestors, by giving you the whole land he promised them because you are diligently living the way I’m commanding you today, namely, to love God, your God, and do what he tells you all your life; and when that happens, then add three more to these three cities so that there is no chance of innocent blood being spilled in your land. God, your God, is giving you this land as an inheritance—you don’t want to pollute it with innocent blood and bring guilt upon yourselves.
11-13 On the other hand, if a man with a history of hatred toward his neighbor waits in ambush, then jumps him, mauls and kills him, and then runs to one of these cities, that’s a different story. The elders of his own city are to send for him and have him brought back. They are to hand him over to the avenger of blood for execution. Don’t feel sorry for him. Clean out the pollution of wrongful murder from Israel so that you’ll be able to live well and breathe clean air.

14 Don’t move your neighbor’s boundary markers, the longstanding landmarks set up by your pioneer ancestors defining their property.

15 You cannot convict anyone of a crime or sin on the word of one witness. You need two or three witnesses to make a case.
16-21 If a hostile witness stands to accuse someone of a wrong, then both parties involved in the quarrel must stand in the Presence of God before the priests and judges who are in office at that time. The judges must conduct a careful investigation; if the witness turns out to be a false witness and has lied against his fellow Israelite, give him the same medicine he intended for the other party. Clean the polluting evil from your company. People will hear of what you’ve done and be impressed; that will put a stop to this kind of evil among you. Don’t feel sorry for the person: It’s life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
