19 Moisés continuó diciendo:
«Nuestro Dios va a destruir a la gente que ahora vive en el territorio que va a darles. Ustedes serán los nuevos dueños de las ciudades y las casas de esa gente. 2 Cuando suceda esto, deberán apartar tres ciudades 3-4 y arreglar el camino que lleva hasta ellas.
»Luego dividirán el país en tres regiones; una por cada ciudad. Así, cualquiera que sin quererlo mate a otra persona podrá ir a refugiarse en cualquiera de esas tres ciudades. Seguramente los familiares del muerto lo buscarán para vengarse, pero el que mató deberá probar que el muerto no era su enemigo, sino que todo fue un accidente.
5-6 »Supongamos que dos leñadores salen al bosque y que, al cortar leña, el hacha se le zafa a uno de ellos, y golpea a su compañero. Si a causa del golpe el otro muere, el que lo mató podrá refugiarse en una de esas ciudades. Si esas ciudades no estuvieran cerca, los familiares del muerto podrían alcanzar y matar al compañero, sin tomar en cuenta que todo fue un accidente. 7 Por eso les mando apartar esas tres ciudades.
8-10 »Si ustedes me hacen caso, y aman y obedecen a nuestro Dios, él les dará todo el territorio que prometió a sus antepasados. Cuando ya lo hayan recibido y ocupado, deberán apartar otras tres ciudades, para que sirvan de refugio. Así ninguno de ustedes será culpable de la muerte de un inocente.
11 »Ahora bien, supongamos que una persona odia a otra, y que la espera en un lugar alejado para atacarla y matarla cuando ésta pase. Si el asesino huye y busca refugio en una de estas ciudades, 12 los líderes de la ciudad a la que él pertenece mandarán traerlo, para que sea entregado a los familiares del muerto y se le condene a muerte.
13 »No perdonen a ningún asesino. No permitan que en Israel muera gente inocente. Así les irá bien en todo lo que hagan.
14 »En el país que Dios va a darles, deberán respetar los límites de la propiedad de cada persona. Esos límites fueron establecidos hace mucho tiempo.
Instrucciones acerca de los testigos
15 »Para acusar a alguien de haber cometido un crimen será necesario que se presenten dos o tres testigos. La acusación de un solo testigo no tendrá ningún valor.
16 »Si alguien es acusado de haber cometido un crimen, y uno de los testigos miente, 17 entonces el testigo y el acusado deberán ir al Santuario y presentarse ante los sacerdotes y jueces. 18 Éstos investigarán el asunto con mucho cuidado, y si descubren que el testigo está mintiendo, 19-21 ordenarán que el testigo reciba el mismo castigo que pedía para el acusado. Cobren ojo por ojo, diente por diente, mano por mano, pie por pie, y vida por vida. No perdonen a nadie que cometa una falta. Si cumplen con estas instrucciones, nadie cometerá ninguna maldad, pues todos tendrán miedo de acusar a otro falsamente».

19 Cuando el Señor tu Dios haya destruido a las naciones cuyo territorio va a entregarte, y tú las hayas expulsado y te hayas establecido en sus ciudades y en sus casas, 2 apartarás tres ciudades en medio de la tierra que el Señor tu Dios te da en posesión. 3 Dividirás en tres partes la tierra que el Señor tu Dios te da por herencia, y construirás caminos para que cualquiera que haya matado a alguien pueda ir a refugiarse en ellas.
4 En cuanto al homicida que llegue allí a refugiarse, solo se salvará el que haya matado a su prójimo sin premeditación ni rencor alguno. 5 Por ejemplo, si un hombre va con su prójimo al bosque a cortar leña, y al dar el hachazo para cortar un árbol el hierro se desprende y golpea a su prójimo y lo mata, tal hombre podrá refugiarse en una de esas ciudades y ponerse a salvo. 6 Es necesario evitar grandes distancias, para que el enfurecido vengador del delito de sangre no le dé alcance y lo mate; aquel hombre no merece la muerte, puesto que mató a su prójimo sin premeditación. 7 Por eso te ordeno apartar tres ciudades.
8 Si el Señor tu Dios extiende tu territorio, como se lo juró a tus antepasados, y te da toda la tierra que te prometió, 9 y si tú obedeces todos estos mandamientos que hoy te ordeno, y amas al Señor tu Dios y andas siempre en sus caminos, entonces apartarás tres ciudades más. 10 De este modo, no se derramará sangre inocente en la tierra que el Señor tu Dios te da por herencia, y tú no serás culpable de homicidio.
11 Pero si un hombre odia a su prójimo y le prepara una emboscada, lo asalta, lo mata y luego busca refugio en una de esas ciudades, 12 los jefes de su ciudad mandarán arrestarlo y lo entregarán al vengador para que lo mate. 13 No le tendrás lástima, porque así evitarás que Israel sea culpable de que se derrame sangre inocente y a ti te irá bien.
14 Cuando ocupes el territorio que el Señor tu Dios te da como herencia, no reduzcas el límite de la propiedad de tu prójimo, la que hace mucho tiempo fue señalada.
Los testigos requeridos
15 Un solo testigo no bastará para condenar a un hombre acusado de cometer algún crimen o delito. Todo asunto se resolverá mediante el testimonio de dos o tres testigos.
16 Si un testigo falso acusa a alguien de un crimen, 17 las dos personas involucradas en la disputa se presentarán ante el Señor, en presencia de los sacerdotes y de los jueces que estén en funciones. 18 Los jueces harán una investigación minuciosa y, si comprueban que el testigo miente y que es falsa la declaración que ha dado contra su hermano, 19 entonces le harán a él lo mismo que se proponía hacerle a su hermano. Así erradicarás el mal que haya en medio de ti. 20 Y cuando todos los demás oigan esto, tendrán temor y nunca más se hará semejante maldad en el país. 21 No le tengas lástima a nadie. Cobra vida por vida, ojo por ojo, diente por diente, mano por mano y pie por pie.

19 When the Lord your God has cut off the nations whose land the Lord your God gives you, and you dispossess them and dwell in their cities and in their houses,
2 You shall set apart three cities for yourselves in the land which the Lord your God gives you to possess.
3 You shall prepare the road and divide into three parts the territory of your land which the Lord your God gives you to possess, so that any manslayer can flee to them.
4 And this is the case of the slayer who shall flee there in order that he may live. Whoever kills his neighbor unintentionally, for whom he had no enmity in time past—
5 As when a man goes into the wood with his neighbor to hew wood, and his hand strikes with the ax to cut down the tree, and the head slips off the handle and lights on his neighbor and kills him—he may flee to one of those cities and live;
6 Lest the avenger of the blood pursue the slayer while his [mind and] heart are hot with anger and overtake him, because the way is long, and slay him even though the slayer was not worthy of death, since he had not been at enmity with him previously.
7 Therefore I command you, You shall set apart three [refuge] cities.
8 And if the Lord your God enlarges your territory, as He has sworn to your fathers to do, and gives you all the land which He promised to your fathers to give,
9 If you keep all these commandments to do them, which I command you this day, to love the Lord your God and to walk always in His ways, then you shall add three other cities to these three,
10 Lest innocent blood be shed in your land, which the Lord your God gives you as an inheritance, and so blood guilt be upon you.
11 But if any man hates his neighbor and lies in wait for him, and attacks him and wounds him mortally so that he dies, and the assailant flees into one of these cities,
12 Then the elders of his own city shall send for him and fetch him from there and give him over to the avenger of blood, so that he may die.
13 Your eyes shall not pity him, but you shall clear Israel of the guilt of innocent blood, that it may go well with you.
14 You shall not remove your neighbor’s landmark in the land which the Lord your God gives you to possess, which the men of old [the first dividers of the land] set.
15 One witness shall not prevail against a man for any crime or any wrong in connection with any sin he commits; only on the testimony of two or three witnesses shall a charge be established.
16 If a false witness rises up against any man to accuse him of wrongdoing,
17 Then both parties to the controversy shall stand before the Lord, before the priests and the judges who are in office in those days.
18 The judges shall inquire diligently, and if the witness is a false witness and has accused his brother falsely,
19 Then you shall do to him as he had intended to do to his brother. So you shall put away the evil from among you.
20 And those who remain shall hear and [reverently] fear, and shall henceforth commit no such evil among you.
21 Your eyes shall not pity: it shall be life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

Cities of Refuge(A)
19 When the Lord your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses,(B) 2 then set aside for yourselves three cities in the land the Lord your God is giving you to possess. 3 Determine the distances involved and divide into three parts the land the Lord your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.
4 This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought. 5 For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. 6 Otherwise, the avenger of blood(C) might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. 7 This is why I command you to set aside for yourselves three cities.
8 If the Lord your God enlarges your territory,(D) as he promised(E) on oath to your ancestors, and gives you the whole land he promised them, 9 because you carefully follow all these laws I command you today—to love the Lord your God and to walk always in obedience to him(F)—then you are to set aside three more cities. 10 Do this so that innocent blood(G) will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.(H)
11 But if out of hate someone lies in wait, assaults and kills a neighbor,(I) and then flees to one of these cities, 12 the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13 Show no pity.(J) You must purge from Israel the guilt of shedding innocent blood,(K) so that it may go well with you.
14 Do not move your neighbor’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess.(L)
Witnesses
15 One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses.(M)
16 If a malicious witness(N) takes the stand to accuse someone of a crime, 17 the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges(O) who are in office at the time. 18 The judges must make a thorough investigation,(P) and if the witness proves to be a liar, giving false testimony against a fellow Israelite, 19 then do to the false witness as that witness intended to do to the other party.(Q) You must purge the evil from among you. 20 The rest of the people will hear of this and be afraid,(R) and never again will such an evil thing be done among you. 21 Show no pity:(S) life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.(T)
