حَدِيثُ مُوسَى لِلشَّعب

هَذَا هُوَ الكَلَامُ الَّذِي كَلَّمَ بِهِ مُوسَى بَنِي إسْرَائِيلَ شَرقِيَّ نَهْرِ الأُرْدُنِّ، فِي الصَّحْرَاءِ، فِي وَادِي الأُرْدُنِّ قُرْبَ سُوفٍ، بَيْنَ صَحرَاءِ فَارَانَ وَمُدُنِ تُوفَلَ وَلَابَانَ وَحَضَيرُوتَ وَذِي ذَهَبٍ. وَهِيَ تَبْعُدُ مَسيرَةَ أحَدَ عَشَرَ يَومًا عَبْرَ مِنْطَقَةِ سَعِيرَ الجَبَلِيَّةِ، مِنْ جَبَلِ حُورِيبَ إلَى قَادِشَ بَرْنِيعَ.

فَفِي اليَوْمِ الأوَّلِ مِنَ الشَّهْرِ الحَادِي عَشَرَ، فِي السَّنَةِ الأرْبَعِينَ، تَكَلَّمَ مُوسَى إلَى بَنِي إسْرَائِيلَ بِحَسَبِ مَا أمَرَهُ اللهُ بِأنْ يَقُولَ لَهُمْ. حَدَثَ هَذَا بَعْدَ أنْ هَزَمَ مُوسَى سِيحُونَ مَلِكَ الأمُورِيِّينَ الَّذِي حَكَمَ فِي حَشْبُونَ، وَعُوجًا مَلِكَ بَاشَانَ الَّذِي حَكَمَ فِي عَشْتَارُوثَ فِي مَدِينَةِ إذْرَعِي.

وَابْتَدَأ مُوسَى فِي شَرْقِيِّ نَهْرِ الأُرْدُنِّ، فِي أرْضِ مُوآبَ يَشْرَحُ هَذِهِ الشَّرِيعَةَ فَقَالَ:

«تَكَلَّمَ إلَهُنَا إلَينَا فِي جَبَلِ حُورِيبَ وَقَالَ: ‹كَفَاكُمْ قُعُودٌ عِنْدَ هَذَا الجَبَلِ! قُومُوا وَتَابِعُوا رِحلَتَكُمْ إلَى مِنْطَقَةِ الأمُورِيِّينَ الجَبَلِيَّةِ، وَكُلِّ جِيرَانِهِمْ فِي مِنْطَقَةِ وَادِي الأُرْدُنِّ، وَالمِنْطَقَةِ الجَبَلِيَّةِ وَالسُّهُولِ الغَرْبِيَّةِ وَالنَّقَبِ وَسَاحِلِ البَحْرِ،[a] أيْ أرْضِ الكَنْعَانِيِّينَ وَمِنْطَقَةِ لُبْنَانَ إلَى النَّهرِ العَظِيمِ، نَهْرِ الفُرَاتِ. هَا إنِّي قَدْ وَضَعْتُ تِلْكَ الأرْضَ أمَامَكُمْ. اذْهَبُوا وَامْتَلِكُوا الأرْضَ الَّتِي أقسَمْتُ، أنَا اللهَ، أنْ أعْطِيَهَا لِآبَائِكُمْ إبْرَاهِيمَ وَإسْحَاقَ وَيَعْقُوبَ، وَلِنَسْلِهِمْ مِنْ بَعْدِهِمْ.›

اختِيَارُ القَادَة

«قُلْتُ لَكُمْ فِي ذَلِكَ الوَقْتِ: ‹لَا أسْتَطِيعُ وَحْدِي أنْ أهتَمَّ بِأُمُورِكُمْ. 10 إلَهُكُمْ كَثَّرَكُمْ، فَهَا أنْتُمُ اليَوْمَ بِكَثْرَةِ نُجُومِ السَّمَاءِ. 11 فَلْيُضَاعِفْ إلَهُ آبَائِكُمْ عَدَدَكُمْ ألْفَ مَرَّةٍ، وَلِيُبَارِكْكُمْ كَمَا وَعَدَكُمْ. 12 كَيْفَ يُمكِنُنِي وَحْدِي أنْ أحمِلَ أثْقَالَكُمْ وَأحمَالَكُمْ وَقَضَايَاكُمْ؟ 13 اخْتَارُوا مِنْ كُلِّ قَبِيلَةٍ مِنْ قَبَائِلِكُمْ رِجَالًا حُكَمَاءَ وَذَوِي فَهْمٍ وَخِبرَةٍ، لِأُعَيِّنَهُمْ رُؤَسَاءَ لَكُمْ.›

14 «فَقُلْتُمْ: ‹هَذَا أمرٌ جَيِّدٌ يَنْبَغِي عَمَلُهُ.›

15 «فَاختَرْتُ رُؤَسَاءَ قَبَائِلِكُمْ، رِجَالًا حُكَمَاءَ وَذَوِي خِبْرَةٍ وَعَيَّنْتُهُمْ رُؤَسَاءَ عَلَيْكُمْ، أيْ قَادَةَ أُلُوفٍ وَقَادَةَ مِئَاتٍ وَقَادَةَ خَمَاسِينَ وَقَادَةَ عَشَرَاتٍ، وَرُؤسَاءَ بِحَسَبِ كُلِّ قَبَائِلِكُمْ.

16 «وَأوصَيتُ قُضَاتَكُمْ فِي ذَلِكَ الوَقْتِ، وَقُلْتُ لَهُمْ: اسْتَمِعُوا إلَى الخُصُومَاتِ الَّتِي بَيْنَ إخْوَتِكُمْ، وَاحْكُمُوا بِالحَقِّ وَالعَدلِ بَيْنَ إنْسَانٍ وَآخَرَ، مُواطِنًا كَانَ أمْ غَرِيبًا مُقِيمًا بَيْنَكُمْ. 17 لَا تَنحَازُوا فِي القَضَاءِ، بَلِ اسْتَمِعُوا إلَى الصَّغِيرِ وَالعَظِيمِ عَلَى حَدٍّ سَوَاءٍ. لَا تَخَافُوا أحَدًا لِأنَّ القَضَاءَ لَلَّهِ. وَالقَضِيَّةُ الَّتِي تَصْعُبُ عَلَيْكُمْ، أحْضِرُوهَا إلَيَّ وَأنَا أسْمَعُهَا. 18 وَهَكَذَا أمَرتُكُمْ فِي ذَلِكَ الوَقْتِ، بِكُلِّ مَا يَنْبَغِي أنْ تَعْمَلُوهُ.

استِكشَافُ الأرْض

19 «وَانطَلَقْنَا مِنْ جَبَلِ حُورِيبَ، وَسِرْنَا عَبْرَ الصَّحرَاءِ الكُبْرَى الرَّهيبَةِ الَّتِي رَأيْتُمُوهَا فِي الطَّرِيقِ إلَى بِلَادِ الأمُورِيَّينَ الجَبَلِيَّةِ، كَمَا أمَرَنَا إلَهُنَا. وَوَصَلْنَا إلَى قَادِشَ بَرْنِيعَ. 20 فَقُلْتُ لَكُمْ: ‹قَدْ أتَيْتُمْ إلَى بِلَادِ الأمُورِيَّينَ الجَبَلِيَّةِ الَّتِي أعْطَاهَا إلَهُنَا لَنَا. 21 هَا هِيَ الأرْضُ الَّتِي وَضَعَهَا إلهُكُمْ أمَامَكُمْ، فَاذْهَبُوا وَامتَلِكُوهَا كَمَا وَعَدَ اللهُ، إلَهُ آبَائِكُمْ. لَا تَرْتَاعُوا وَلَا تَخَافُوا مِنْ شَيءٍ.›

22 «فَأتَيْتُمْ جَمِيعُكُمْ إلَيَّ وَقُلْتُمْ: ‹لِنُرسِلْ رِجَالًا أمَامَنَا لِيَسْتَكْشِفُوا لَنَا الأرْضَ، ثُمَّ يَعُودُوا بِخَبَرٍ عَنِ الطَّرِيقِ الَّتِي سَنَسْلُكُهَا، وَالمُدُنِ الَّتِي سَنَذْهَبُ إلَيْهَا.› 23 فَاسْتَحْسَنْتُ ذَلِكَ، وَاخْتَرْتُ مِنكُمُ اثنَيْ عَشَرَ رَجُلًا، وَاحِدًا مِنْ كُلِّ قَبِيلَةٍ. 24 فَدَارُوا وَصَعِدُوا إلَى المِنْطَقَةِ الجَبَلِيَّةِ، وَأتَوْا إلَى وَادِي أشْكُولَ وَاسْتَكْشَفُوهُ. 25 وَأخَذُوا بِأيدِيهِمْ بَعْضَ ثَمَرِ الأرْضِ وَأحْضَرُوهُ لَنَا، وَعَادُوا بِتَقْرِيرٍ عَنِ الأرْضِ وَقَالُوا: ‹الأرْضُ الَّتِي أعْطَاهَا لَنَا إلَهُنَا جَيِّدَةٌ.›

26 «لَكِنَّكُمْ لَمْ تُرِيدُوا الذَّهَابَ إلَى الأرْضِ، بَلْ تَمَرَّدْتُمْ عَلَى أمْرِ إلَهِكُمْ. 27 تَذَمَّرْتُمْ فِي خِيَامِكُمْ وَقُلْتُمْ: ‹لِأنَّ اللهَ يَكْرَهُنَا، أخْرَجَنَا مِنْ أرْضِ مِصْرٍ لِيُتِيحَ لِلأمُورِيِّينَ فُرْصَةً لِقَتْلِنَا. 28 أيُّ مَصِيرٍ يَنْتَظِرُنَا هُنَاكَ؟ لَقَدْ أثَارَ إخْوَتُنَا الخَوفَ فِي قُلُوبِنَا إذْ قَالُوا: الشَّعْبُ أعْظَمُ وَأطوَلُ مِنَّا، وَالمُدُنُ حَصِينَةٌ وَأسوَارُهَا مُرْتَفِعَةٌ كَارتِفَاعِ السَّمَاءِ، كَمَا أنَّنَا رَأينَا العَنَاقِيِّينَ هُنَاكَ.› 29 فَقُلْتُ لَكُمْ: ‹لَا تَرْتَعِبُوا وَلَا تَخَافُوا مِنْهُمْ. 30 إلَهُكُمْ سَيَسِيرُ أمَامَكُمْ، وَهْوَ نَفْسُهُ سَيُحَارِبُ عَنْكُمْ كَمَا فَعَلَ أمَامَ عُيُونِكُمْ فِي مِصْرٍ. 31 رَأيْتُمْ كَيْفَ حَمَلَكُمْ إلَهُكُمْ فِي الصَّحْرَاءِ كَمَا يَحْمِلُ الرَّجُلُ ابْنَهُ كُلَّ الطَّرِيقِ الَّذِي سِرْتُمْ فِيهِ، حَتَّى وَصَلْتُمْ إلَى هَذَا المَكَانِ.› 32 «لَكِنَّكُمْ لَمْ تَثِقُوا بِإلَهِكُمْ، 33 الَّذِي يَسِيرُ أمَامَكُمْ فِي رِحلَتِكُمْ، لِيَجِدَ لَكُمْ مَكَانًا تُخَيِّمُونَ فِيهِ. فَكَانَ يَسِيرُ فِي النَّارِ لَيْلًا، وَفِي السَّحَابِ نَهَارًا لِيُرِيَكُمُ الطَّرِيقَ الَّتِي تَسْلُكُونَ.

عَدَمُ السَّمَاحِ لِلشَّعْبِ بِدُخُولِ الأرْض

34 «وَسَمِعَ اللهُ تَذَمُّرَكُمْ فَغَضِبَ جِدًّا وَأقْسَمَ: 35 ‹لَنْ يَرَى أحَدٌ مِنْ هَذَا الجِيلِ الشِّرِّيرِ الأرْضَ الجَدِيدَةَ الَّتِي أقْسَمْتُ بِأنْ أعْطِيَهَا لِآبَائِكُمْ. 36 كَالَبُ بْنُ يَفُنَّةَ، هُوَ الوَحِيدُ الَّذِي سَيَرَاهَا. وَلَهُ وَلِنَسْلِهِ فَقَطْ سَأُعْطِي الأرْضَ الَّتِي سَارَ عَلَيْهَا، لِأنَّهُ ظَلَّ أمِينًا مَعَ اللهِ.›

37 «حَتَّى أنَا غَضِبَ اللهُ عَلَيَّ بِسَبَبِكُمْ، وَقَالَ لِي: ‹حَتَّى أنْتَ لَنْ تَدْخُلَ الأرْضَ. 38 يَشُوعُ بْنُ نُونٍ الَّذِي يَقِفُ أمَامَكَ سَيَدْخُلُ الأرْضَ. فَشَجِّعْهُ لِأنَّهُ سَيَجْعَلُ بَنِي إسْرَائِيلَ يَمْتَلِكُونَ الأرْضَ. 39 وَأطْفَالُكُمُ الَّذِينَ قُلْتُمْ إنَّهُمْ سَيَكُونُونَ غَنِيمَةً لِلأعْدَاءِ، وَأبنَاؤُكُم الَّذِينَ لَا يُمَيِّزُونَ الخَيْرَ مِنَ الشَّرِّ بَعْدُ، هُمْ سَيَدْخُلُونَ الأرْضَ. سَأُعْطِي الأرْضَ لَهُمْ وَسَيَمْتَلِكُونَهَا. 40 أمَّا أنْتُمْ فَدُورُوا وَانْطَلِقُوا إلَى الصَّحرَاءِ فِي الطَّرِيقِ إلَى البَحْرِ الأحْمَرِ.›

41 «فأجَبْتُمْ وَقُلْتُمْ: ‹أخْطَأنَا إلَى اللهِ، وَنَحْنُ مُسْتَعِدُّونَ الآنَ لِكَي نَذْهَبَ وَنُحَارِبَ كَمَا أمَرَنَا إلَهُنَا.› فَجَهَّزتُمْ أنْفُسَكُمْ لِلمَعرَكَةِ، وَظَنَنْتُمْ أنَّهُ مِنَ السَّهلِ أنْ تَصْعَدُوا إلَى المِنْطَقَةِ الجَبَلِيَّةِ.

42 «فَقَالَ لِيَ اللهُ: ‹قُلْ لَهُمْ لَا تَصْعَدُوا وَلَا تُحَارِبُوا لِأنِّي لَسْتُ مَعَكُمْ. إنْ سَمِعْتُمْ لِي فَلَنْ تُقتَلُوا أمَامَ أعْدَائِكُمْ.›

43 «فَأخْبَرتُكُمْ بَهَذَا، لَكِنَّكُمْ لَمْ تَسْمَعُوا، بَلْ عَصَيتُمْ كَلَامَ اللهِ وَكُنْتُمْ عَنِيدِينَ مُتَكَبِّرِينَ، وَصَعِدْتُمْ إلَى المِنْطَقَةِ الجَبَلِيَّةِ لِأخْذِهَا. 44 فَأتَى الأمُورِيُّونَ الَّذِينَ كَانُوا يَسْكُنُونَ المِنْطَقَةَ الجَبَلِيَّةَ وَحَارَبُوكُمْ وَطَارَدُوكُمْ كَمَا يُطَارَدُ النَّحلُ. سَحَقُوكُمْ فِي سَعِيرَ وَطَارَدُوكُمْ حَتَّى حُرْمَةَ. 45 فَرَجِعْتُمْ وَبَكَيتُمْ أمَامَ اللهِ، لَكِنَّ اللهَ لَمْ يُعِرِ انتِبَاهًا لِصَوْتِكُمْ وَلَمْ يُصغِ لَكُمْ. 46 وَأقَمْتُمْ فِي قَادِشَ مُدَّةً طَوِيلَةً.

Orden de entrar a la tierra prometida

Estas son las palabras que Moisés habló a todo Israel al otro lado del río Jordán, en el desierto(A), en el Arabá(B), frente a Suf[a], entre Parán, Tofel, Labán, Hazerot y Dizahab. Hay once días de camino desde Horeb(C) hasta Cades Barnea(D) por el camino del monte Seir(E). En el año cuarenta(F), el mes undécimo, el primer día del mes, Moisés habló a los israelitas conforme a todo lo que el Señor le había ordenado(G) que les diera, después de haber derrotado[b] a Sehón, rey de los amorreos, que habitaba en Hesbón(H), y a Og, rey de Basán(I), que habitaba en Astarot y[c] en Edrei(J).

Al otro lado del Jordán, en la tierra de Moab, Moisés comenzó a explicar esta ley: «El Señor nuestro Dios nos habló en Horeb(K) y dijo: “Ustedes han permanecido[d] bastante tiempo en este monte. Vuélvanse; pónganse en marcha y vayan a la región montañosa de los amorreos, y a todos sus vecinos, en el Arabá, en la región montañosa, en el valle[e](L), en el Neguev[f], y por la costa del mar, la tierra de los cananeos y el Líbano, hasta el gran río, el río Éufrates(M). Miren, he puesto la tierra delante de ustedes. Entren y tomen posesión de la tierra que el Señor juró dar a sus padres Abraham, Isaac y Jacob, a ellos y a su descendencia[g] después de ellos(N)”.

Ayudantes para Moisés

»En aquel tiempo les hablé: “Yo solo no puedo llevar la carga de todos ustedes(O). 10 El Señor su Dios los ha multiplicado y hoy son como las estrellas del cielo en multitud(P). 11 Que el Señor, el Dios de sus padres, los multiplique mil veces más de lo que son y los bendiga, tal como les ha prometido[h](Q). 12 ¿Cómo puedo yo solo llevar el peso y la carga de ustedes y sus pleitos? 13 Escojan[i] de entre sus tribus hombres sabios, entendidos y expertos, y yo los nombraré como sus jefes(R)”. 14 Entonces ustedes me respondieron: “Bueno es que se haga lo que has dicho”. 15 Así que tomé a los principales[j] de sus tribus, hombres sabios y expertos, y los nombré[k] como dirigentes[l] suyos: jefes de mil, de[m] cien, de[n] cincuenta y de[o] diez, y oficiales para sus tribus.

16 »En aquella ocasión di órdenes a sus jueces y les dije: “Oigan los pleitos entre sus hermanos[p], y juzguen justamente(S) entre un hombre y su hermano[q], o el extranjero que está con él. 17 No mostrarán parcialidad en el juicio; lo mismo oirán al pequeño que al grande(T). No tendrán temor del[r] hombre, porque el juicio es de Dios(U). El caso que sea muy difícil para ustedes, me lo traerán a mí, y yo lo oiré(V)”. 18 En aquella misma ocasión les mandé todas las cosas que debían hacer(W).

Misión de los doce espías

19 »(X)Entonces salimos de Horeb(Y) y pasamos por todo aquel vasto y terrible desierto(Z) que ustedes vieron, camino de la región montañosa de los amorreos(AA), tal como el Señor nuestro Dios nos había mandado, y llegamos a Cades Barnea(AB). 20 Y les dije: “Han llegado a la región montañosa de los amorreos que el Señor nuestro Dios nos va a dar. 21 Mira, Israel, el Señor tu Dios ha puesto la tierra delante de ti; sube, toma posesión de ella, como el Señor, el Dios de tus padres, te ha dicho. No temas ni te acobardes(AC)”.

22 »Entonces todos ustedes se acercaron a mí, y dijeron: “Enviemos hombres delante de nosotros, que nos exploren la tierra, y nos traigan noticia[s] del camino por el cual hemos de subir y de las ciudades a las cuales entraremos(AD)”. 23 Me agradó el plan[t], y tomé a doce hombres de entre ustedes, un hombre por cada tribu. 24 Ellos salieron[u] y subieron a la región montañosa, y llegaron hasta el valle[v] de Escol, y reconocieron la tierra[w](AE). 25 Entonces tomaron en sus manos del fruto de la tierra y nos lo trajeron; y nos dieron[x] un informe y dijeron[y]: “Es una tierra buena que el Señor nuestro Dios nos da”.

26 »Sin embargo, ustedes no quisieron subir(AF), y se rebelaron contra el mandato[z] del Señor su Dios(AG). 27 Murmuraron en sus tiendas(AH) y dijeron[aa]: “Porque el Señor nos aborrece, nos ha sacado de la tierra de Egipto para entregarnos en manos de los amorreos y destruirnos. 28 ¿Adónde subiremos? Nuestros hermanos nos han atemorizado[ab], diciendo: ‘El pueblo es más grande y más alto que nosotros; las ciudades son grandes y fortificadas hasta el cielo. Y además vimos allí a los hijos de Anac(AI)’”.

29 »Entonces yo les dije: “No teman ni les tengan miedo. 30 El Señor su Dios, que va delante de ustedes, Él peleará por ustedes(AJ), así como lo[ac] hizo delante de sus ojos en Egipto 31 y en el desierto, donde has visto cómo el Señor tu Dios te llevó, como un hombre lleva a su hijo(AK), por todo el camino que anduvieron hasta llegar a este lugar”. 32 Pero con todo esto[ad], ustedes no confiaron en el Señor su Dios(AL), 33 que iba delante de ustedes en el camino para buscarles lugar donde acampar, con fuego de noche y nube de día(AM), para mostrarles el camino por donde debían andar(AN).

El castigo de Dios

34 »(AO)Entonces el Señor oyó la voz de las palabras de ustedes, y se enojó y juró: 35 “Ninguno de estos hombres, esta generación perversa, verá la buena tierra que juré dar a sus padres(AP), 36 excepto Caleb, hijo de Jefone; él la verá, y a él y a sus hijos daré la tierra que ha pisado, pues él ha seguido fielmente al Señor(AQ)”. 37 El Señor se enojó también contra mí por causa de ustedes(AR) y dijo: “Tampoco tú entrarás allá(AS). 38 Josué, hijo de Nun, que está delante de ti, él entrará allá; anímale(AT), porque él hará que Israel la posea(AU). 39 Además, en cuanto a los pequeños, que ustedes dijeron que vendrían a ser presa(AV), y sus hijos, que hoy no tienen conocimiento del bien ni del mal(AW), entrarán allá, y a ellos les daré la tierra y ellos la poseerán. 40 Pero ustedes, vuélvanse y vayan hacia el desierto por el camino del mar Rojo[ae](AX)”.

41 »(AY)Entonces ustedes respondieron: “Hemos pecado contra el Señor; nosotros subiremos y pelearemos tal como el Señor nuestro Dios nos ha mandado”. Y cada uno de ustedes se puso sus armas de guerra, y pensaron que era fácil subir a la región montañosa. 42 Pero el Señor me dijo: “Diles: ‘No suban, ni peleen, pues Yo no estoy entre ustedes; para que no sean derrotados por[af] sus enemigos(AZ)’”. 43 Así les hablé, pero no quisieron escuchar. Al contrario, se rebelaron contra el mandamiento[ag] del Señor, y obraron con orgullo, y subieron a la región montañosa(BA). 44 Los amorreos que moraban en aquella región montañosa salieron contra ustedes, y los persiguieron como lo hacen las abejas(BB), y los derrotaron[ah] desde Seir hasta Horma(BC). 45 Entonces volvieron y lloraron delante del Señor, pero el Señor no escuchó su voz, ni les hizo caso(BD). 46 Por eso ustedes permanecieron en Cades muchos días, los días[ai] que pasaron allí(BE).

These be the words which Moses spake unto all Israel on this side Jordan in the wilderness, in the plain over against the Red sea, between Paran, and Tophel, and Laban, and Hazeroth, and Dizahab.

(There are eleven days' journey from Horeb by the way of mount Seir unto Kadeshbarnea.)

And it came to pass in the fortieth year, in the eleventh month, on the first day of the month, that Moses spake unto the children of Israel, according unto all that the Lord had given him in commandment unto them;

After he had slain Sihon the king of the Amorites, which dwelt in Heshbon, and Og the king of Bashan, which dwelt at Astaroth in Edrei:

On this side Jordan, in the land of Moab, began Moses to declare this law, saying,

The Lord our God spake unto us in Horeb, saying, Ye have dwelt long enough in this mount:

Turn you, and take your journey, and go to the mount of the Amorites, and unto all the places nigh thereunto, in the plain, in the hills, and in the vale, and in the south, and by the sea side, to the land of the Canaanites, and unto Lebanon, unto the great river, the river Euphrates.

Behold, I have set the land before you: go in and possess the land which the Lord sware unto your fathers, Abraham, Isaac, and Jacob, to give unto them and to their seed after them.

And I spake unto you at that time, saying, I am not able to bear you myself alone:

10 The Lord your God hath multiplied you, and, behold, ye are this day as the stars of heaven for multitude.

11 (The Lord God of your fathers make you a thousand times so many more as ye are, and bless you, as he hath promised you!)

12 How can I myself alone bear your cumbrance, and your burden, and your strife?

13 Take you wise men, and understanding, and known among your tribes, and I will make them rulers over you.

14 And ye answered me, and said, The thing which thou hast spoken is good for us to do.

15 So I took the chief of your tribes, wise men, and known, and made them heads over you, captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and officers among your tribes.

16 And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him.

17 Ye shall not respect persons in judgment; but ye shall hear the small as well as the great; ye shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you, bring it unto me, and I will hear it.

18 And I commanded you at that time all the things which ye should do.

19 And when we departed from Horeb, we went through all that great and terrible wilderness, which ye saw by the way of the mountain of the Amorites, as the Lord our God commanded us; and we came to Kadeshbarnea.

20 And I said unto you, Ye are come unto the mountain of the Amorites, which the Lord our God doth give unto us.

21 Behold, the Lord thy God hath set the land before thee: go up and possess it, as the Lord God of thy fathers hath said unto thee; fear not, neither be discouraged.

22 And ye came near unto me every one of you, and said, We will send men before us, and they shall search us out the land, and bring us word again by what way we must go up, and into what cities we shall come.

23 And the saying pleased me well: and I took twelve men of you, one of a tribe:

24 And they turned and went up into the mountain, and came unto the valley of Eshcol, and searched it out.

25 And they took of the fruit of the land in their hands, and brought it down unto us, and brought us word again, and said, It is a good land which the Lord our God doth give us.

26 Notwithstanding ye would not go up, but rebelled against the commandment of the Lord your God:

27 And ye murmured in your tents, and said, Because the Lord hated us, he hath brought us forth out of the land of Egypt, to deliver us into the hand of the Amorites, to destroy us.

28 Whither shall we go up? our brethren have discouraged our heart, saying, The people is greater and taller than we; the cities are great and walled up to heaven; and moreover we have seen the sons of the Anakims there.

29 Then I said unto you, Dread not, neither be afraid of them.

30 The Lord your God which goeth before you, he shall fight for you, according to all that he did for you in Egypt before your eyes;

31 And in the wilderness, where thou hast seen how that the Lord thy God bare thee, as a man doth bear his son, in all the way that ye went, until ye came into this place.

32 Yet in this thing ye did not believe the Lord your God,

33 Who went in the way before you, to search you out a place to pitch your tents in, in fire by night, to shew you by what way ye should go, and in a cloud by day.

34 And the Lord heard the voice of your words, and was wroth, and sware, saying,

35 Surely there shall not one of these men of this evil generation see that good land, which I sware to give unto your fathers.

36 Save Caleb the son of Jephunneh; he shall see it, and to him will I give the land that he hath trodden upon, and to his children, because he hath wholly followed the Lord.

37 Also the Lord was angry with me for your sakes, saying, Thou also shalt not go in thither.

38 But Joshua the son of Nun, which standeth before thee, he shall go in thither: encourage him: for he shall cause Israel to inherit it.

39 Moreover your little ones, which ye said should be a prey, and your children, which in that day had no knowledge between good and evil, they shall go in thither, and unto them will I give it, and they shall possess it.

40 But as for you, turn you, and take your journey into the wilderness by the way of the Red sea.

41 Then ye answered and said unto me, We have sinned against the Lord, we will go up and fight, according to all that the Lord our God commanded us. And when ye had girded on every man his weapons of war, ye were ready to go up into the hill.

42 And the Lord said unto me, Say unto them. Go not up, neither fight; for I am not among you; lest ye be smitten before your enemies.

43 So I spake unto you; and ye would not hear, but rebelled against the commandment of the Lord, and went presumptuously up into the hill.

44 And the Amorites, which dwelt in that mountain, came out against you, and chased you, as bees do, and destroyed you in Seir, even unto Hormah.

45 And ye returned and wept before the Lord; but the Lord would not hearken to your voice, nor give ear unto you.

46 So ye abode in Kadesh many days, according unto the days that ye abode there.

Events at Horeb Recalled

These are the words that Moses spoke to all Israel beyond the Jordan in the wilderness, in the Arabah over against Suph, between Paran and Tophel, Laban, Haze′roth, and Di′zahab. It is eleven days’ journey from Horeb by the way of Mount Se′ir to Ka′desh-bar′nea. And in the fortieth year, on the first day of the eleventh month, Moses spoke to the people of Israel according to all that the Lord had given him in commandment to them, after he had defeated Sihon the king of the Amorites, who lived in Heshbon, and Og the king of Bashan, who lived in Ash′taroth and in Ed′re-i. Beyond the Jordan, in the land of Moab, Moses undertook to explain this law, saying, “The Lord our God said to us in Horeb, ‘You have stayed long enough at this mountain; turn and take your journey, and go to the hill country of the Amorites, and to all their neighbors in the Arabah, in the hill country and in the lowland, and in the Negeb, and by the seacoast, the land of the Canaanites, and Lebanon, as far as the great river, the river Euphra′tes. Behold, I have set the land before you; go in and take possession of the land which the Lord swore to your fathers, to Abraham, to Isaac, and to Jacob, to give to them and to their descendants after them.’

Appointment of Tribal Leaders

“At that time I said to you, ‘I am not able alone to bear you; 10 the Lord your God has multiplied you, and behold, you are this day as the stars of heaven for multitude. 11 May the Lord, the God of your fathers, make you a thousand times as many as you are, and bless you, as he has promised you! 12 How can I bear alone the weight and burden of you and your strife? 13 Choose wise, understanding, and experienced men, according to your tribes, and I will appoint them as your heads.’ 14 And you answered me, ‘The thing that you have spoken is good for us to do.’ 15 So I took the heads of your tribes, wise and experienced men, and set them as heads over you, commanders of thousands, commanders of hundreds, commanders of fifties, commanders of tens, and officers, throughout your tribes. 16 And I charged your judges at that time, ‘Hear the cases between your brethren, and judge righteously between a man and his brother or the alien that is with him. 17 You shall not be partial in judgment; you shall hear the small and the great alike; you shall not be afraid of the face of man, for the judgment is God’s; and the case that is too hard for you, you shall bring to me, and I will hear it.’ 18 And I commanded you at that time all the things that you should do.

Israel’s Refusal to Enter the Land

19 “And we set out from Horeb, and went through all that great and terrible wilderness which you saw, on the way to the hill country of the Amorites, as the Lord our God commanded us; and we came to Ka′desh-bar′nea. 20 And I said to you, ‘You have come to the hill country of the Amorites, which the Lord our God gives us. 21 Behold, the Lord your God has set the land before you; go up, take possession, as the Lord, the God of your fathers, has told you; do not fear or be dismayed.’ 22 Then all of you came near me, and said, ‘Let us send men before us, that they may explore the land for us, and bring us word again of the way by which we must go up and the cities into which we shall come.’ 23 The thing seemed good to me, and I took twelve men of you, one man for each tribe; 24 and they turned and went up into the hill country, and came to the Valley of Eshcol and spied it out. 25 And they took in their hands some of the fruit of the land and brought it down to us, and brought us word again, and said, ‘It is a good land which the Lord our God gives us.’

26 “Yet you would not go up, but rebelled against the command of the Lord your God; 27 and you murmured in your tents, and said, ‘Because the Lord hated us he has brought us forth out of the land of Egypt, to give us into the hand of the Amorites, to destroy us. 28 Whither are we going up? Our brethren have made our hearts melt, saying, “The people are greater and taller than we; the cities are great and fortified up to heaven; and moreover we have seen the sons of the Anakim there.”’ 29 Then I said to you, ‘Do not be in dread or afraid of them. 30 The Lord your God who goes before you will himself fight for you, just as he did for you in Egypt before your eyes, 31 and in the wilderness, where you have seen how the Lord your God bore you, as a man bears his son, in all the way that you went until you came to this place.’ 32 Yet in spite of this word you did not believe the Lord your God, 33 who went before you in the way to seek you out a place to pitch your tents, in fire by night, to show you by what way you should go, and in the cloud by day.

The Penalty for Israel’s Rebellion

34 “And the Lord heard your words, and was angered, and he swore, 35 ‘Not one of these men of this evil generation shall see the good land which I swore to give to your fathers, 36 except Caleb the son of Jephun′neh; he shall see it, and to him and to his children I will give the land upon which he has trodden, because he has wholly followed the Lord!’ 37 The Lord was angry with me also on your account, and said, ‘You also shall not go in there; 38 Joshua the son of Nun, who stands before you, he shall enter; encourage him, for he shall cause Israel to inherit it. 39 Moreover your little ones, who you said would become a prey, and your children, who this day have no knowledge of good or evil, shall go in there, and to them I will give it, and they shall possess it. 40 But as for you, turn, and journey into the wilderness in the direction of the Red Sea.’

41 “Then you answered me, ‘We have sinned against the Lord; we will go up and fight, just as the Lord our God commanded us.’ And every man of you girded on his weapons of war, and thought it easy to go up into the hill country. 42 And the Lord said to me, ‘Say to them, Do not go up or fight, for I am not in the midst of you; lest you be defeated before your enemies.’ 43 So I spoke to you, and you would not hearken; but you rebelled against the command of the Lord, and were presumptuous and went up into the hill country. 44 Then the Amorites who lived in that hill country came out against you and chased you as bees do and beat you down in Se′ir as far as Hormah. 45 And you returned and wept before the Lord; but the Lord did not hearken to your voice or give ear to you. 46 So you remained at Kadesh many days, the days that you remained there.
