22 until the Ancient of Days came and opened his court and vindicated his people, giving them worldwide powers of government.

23 “This fourth animal,” he told me, “is the fourth world power[a] that will rule the earth. It will be more brutal than any of the others; it will devour the whole world, destroying everything before it. 24 His ten horns are ten kings that will rise out of his empire; then another king[b] will arise, more brutal than the other ten, and will destroy three of them.

23 “He gave me this explanation: ‘The fourth beast is a fourth kingdom that will appear on earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it.(B) 24 The ten horns(C) are ten kings who will come from this kingdom. After them another king will arise, different from the earlier ones; he will subdue three kings.
