Vision of a Ram and a Goat

In the third year of the reign of King Belshazzar a vision appeared to me, Daniel, after the one that had appeared to me at first. In the vision I was looking and saw myself in Susa the capital, in the province of Elam,[a] and I was by the river Ulai.[b] I looked up and saw a ram standing beside the river.[c] It had two horns. Both horns were long, but one was longer than the other, and the longer one came up second. I saw the ram charging westward and northward and southward. All beasts were powerless to withstand it, and no one could rescue from its power; it did as it pleased and became strong.

As I was watching, a male goat appeared from the west, coming across the face of the whole earth without touching the ground. The goat had a horn[d] between its eyes. It came toward the ram with the two horns that I had seen standing beside the river,[e] and it ran at it with savage force. I saw it approaching the ram. It was enraged against it and struck the ram, breaking its two horns. The ram did not have power to withstand it; it threw the ram down to the ground and trampled upon it, and there was no one who could rescue the ram from its power. Then the male goat grew exceedingly great; but at the height of its power, the great horn was broken, and in its place there came up four prominent horns toward the four winds of heaven.

Out of one of them came another[f] horn, a little one, which grew exceedingly great toward the south, toward the east, and toward the beautiful land. 10 It grew as high as the host of heaven. It threw down to the earth some of the host and some of the stars, and trampled on them. 11 Even against the prince of the host it acted arrogantly; it took the regular burnt offering away from him and overthrew the place of his sanctuary. 12 Because of wickedness, the host was given over to it together with the regular burnt offering;[g] it cast truth to the ground, and kept prospering in what it did. 13 Then I heard a holy one speaking, and another holy one said to the one that spoke, “For how long is this vision concerning the regular burnt offering, the transgression that makes desolate, and the giving over of the sanctuary and host to be trampled?”[h] 14 And he answered him,[i] “For two thousand three hundred evenings and mornings; then the sanctuary shall be restored to its rightful state.”

Gabriel Interprets the Vision

15 When I, Daniel, had seen the vision, I tried to understand it. Then someone appeared standing before me, having the appearance of a man, 16 and I heard a human voice by the Ulai, calling, “Gabriel, help this man understand the vision.” 17 So he came near where I stood; and when he came, I became frightened and fell prostrate. But he said to me, “Understand, O mortal,[j] that the vision is for the time of the end.”

18 As he was speaking to me, I fell into a trance, face to the ground; then he touched me and set me on my feet. 19 He said, “Listen, and I will tell you what will take place later in the period of wrath; for it refers to the appointed time of the end. 20 As for the ram that you saw with the two horns, these are the kings of Media and Persia. 21 The male goat[k] is the king of Greece, and the great horn between its eyes is the first king. 22 As for the horn that was broken, in place of which four others arose, four kingdoms shall arise from his[l] nation, but not with his power.

23 At the end of their rule,
    when the transgressions have reached their full measure,
a king of bold countenance shall arise,
    skilled in intrigue.
24 He shall grow strong in power,[m]
    shall cause fearful destruction,
    and shall succeed in what he does.
He shall destroy the powerful
    and the people of the holy ones.
25 By his cunning
    he shall make deceit prosper under his hand,
    and in his own mind he shall be great.
Without warning he shall destroy many
    and shall even rise up against the Prince of princes.
But he shall be broken, and not by human hands.

26 The vision of the evenings and the mornings that has been told is true. As for you, seal up the vision, for it refers to many days from now.”

27 So I, Daniel, was overcome and lay sick for some days; then I arose and went about the king’s business. But I was dismayed by the vision and did not understand it.

Daniel’s Prayer for the People

In the first year of Darius son of Ahasuerus, by birth a Mede, who became king over the realm of the Chaldeans— in the first year of his reign, I, Daniel, perceived in the books the number of years that, according to the word of the Lord to the prophet Jeremiah, must be fulfilled for the devastation of Jerusalem, namely, seventy years.

Then I turned to the Lord God, to seek an answer by prayer and supplication with fasting and sackcloth and ashes. I prayed to the Lord my God and made confession, saying,

“Ah, Lord, great and awesome God, keeping covenant and steadfast love with those who love you and keep your commandments, we have sinned and done wrong, acted wickedly and rebelled, turning aside from your commandments and ordinances. We have not listened to your servants the prophets, who spoke in your name to our kings, our princes, and our ancestors, and to all the people of the land.

“Righteousness is on your side, O Lord, but open shame, as at this day, falls on us, the people of Judah, the inhabitants of Jerusalem, and all Israel, those who are near and those who are far away, in all the lands to which you have driven them, because of the treachery that they have committed against you. Open shame, O Lord, falls on us, our kings, our officials, and our ancestors, because we have sinned against you. To the Lord our God belong mercy and forgiveness, for we have rebelled against him, 10 and have not obeyed the voice of the Lord our God by following his laws, which he set before us by his servants the prophets.

11 “All Israel has transgressed your law and turned aside, refusing to obey your voice. So the curse and the oath written in the law of Moses, the servant of God, have been poured out upon us, because we have sinned against you. 12 He has confirmed his words, which he spoke against us and against our rulers, by bringing upon us a calamity so great that what has been done against Jerusalem has never before been done under the whole heaven. 13 Just as it is written in the law of Moses, all this calamity has come upon us. We did not entreat the favor of the Lord our God, turning from our iniquities and reflecting on his[n] fidelity. 14 So the Lord kept watch over this calamity until he brought it upon us. Indeed, the Lord our God is right in all that he has done; for we have disobeyed his voice.

15 “And now, O Lord our God, who brought your people out of the land of Egypt with a mighty hand and made your name renowned even to this day—we have sinned, we have done wickedly. 16 O Lord, in view of all your righteous acts, let your anger and wrath, we pray, turn away from your city Jerusalem, your holy mountain; because of our sins and the iniquities of our ancestors, Jerusalem and your people have become a disgrace among all our neighbors. 17 Now therefore, O our God, listen to the prayer of your servant and to his supplication, and for your own sake, Lord,[o] let your face shine upon your desolated sanctuary. 18 Incline your ear, O my God, and hear. Open your eyes and look at our desolation and the city that bears your name. We do not present our supplication before you on the ground of our righteousness, but on the ground of your great mercies. 19 O Lord, hear; O Lord, forgive; O Lord, listen and act and do not delay! For your own sake, O my God, because your city and your people bear your name!”

The Seventy Weeks

20 While I was speaking, and was praying and confessing my sin and the sin of my people Israel, and presenting my supplication before the Lord my God on behalf of the holy mountain of my God— 21 while I was speaking in prayer, the man Gabriel, whom I had seen before in a vision, came to me in swift flight at the time of the evening sacrifice. 22 He came[p] and said to me, “Daniel, I have now come out to give you wisdom and understanding. 23 At the beginning of your supplications a word went out, and I have come to declare it, for you are greatly beloved. So consider the word and understand the vision:

24 “Seventy weeks are decreed for your people and your holy city: to finish the transgression, to put an end to sin, and to atone for iniquity, to bring in everlasting righteousness, to seal both vision and prophet, and to anoint a most holy place.[q] 25 Know therefore and understand: from the time that the word went out to restore and rebuild Jerusalem until the time of an anointed prince, there shall be seven weeks; and for sixty-two weeks it shall be built again with streets and moat, but in a troubled time. 26 After the sixty-two weeks, an anointed one shall be cut off and shall have nothing, and the troops of the prince who is to come shall destroy the city and the sanctuary. Its[r] end shall come with a flood, and to the end there shall be war. Desolations are decreed. 27 He shall make a strong covenant with many for one week, and for half of the week he shall make sacrifice and offering cease; and in their place[s] shall be an abomination that desolates, until the decreed end is poured out upon the desolator.”

Daniel’s Vision of a Ram and a Goat

In the third year of King Belshazzar’s reign, I, Daniel, had a vision, after the one that had already appeared to me. In my vision I saw myself in the citadel of Susa in the province of Elam; in the vision I was beside the Ulai Canal. I looked up, and there before me was a ram with two horns, standing beside the canal, and the horns were long. One of the horns was longer than the other but grew up later. I watched the ram as it charged toward the west and the north and the south. No animal could stand against it, and none could rescue from its power. It did as it pleased and became great.

As I was thinking about this, suddenly a goat with a prominent horn between its eyes came from the west, crossing the whole earth without touching the ground. It came toward the two-horned ram I had seen standing beside the canal and charged at it in great rage. I saw it attack the ram furiously, striking the ram and shattering its two horns. The ram was powerless to stand against it; the goat knocked it to the ground and trampled on it, and none could rescue the ram from its power. The goat became very great, but at the height of its power the large horn was broken off, and in its place four prominent horns grew up toward the four winds of heaven.

Out of one of them came another horn, which started small but grew in power to the south and to the east and toward the Beautiful Land. 10 It grew until it reached the host of the heavens, and it threw some of the starry host down to the earth and trampled on them. 11 It set itself up to be as great as the commander of the army of the Lord; it took away the daily sacrifice from the Lord, and his sanctuary was thrown down. 12 Because of rebellion, the Lord’s people[a] and the daily sacrifice were given over to it. It prospered in everything it did, and truth was thrown to the ground.

13 Then I heard a holy one speaking, and another holy one said to him, “How long will it take for the vision to be fulfilled—the vision concerning the daily sacrifice, the rebellion that causes desolation, the surrender of the sanctuary and the trampling underfoot of the Lord’s people?”

14 He said to me, “It will take 2,300 evenings and mornings; then the sanctuary will be reconsecrated.”

The Interpretation of the Vision

15 While I, Daniel, was watching the vision and trying to understand it, there before me stood one who looked like a man. 16 And I heard a man’s voice from the Ulai calling, “Gabriel, tell this man the meaning of the vision.”

17 As he came near the place where I was standing, I was terrified and fell prostrate. “Son of man,”[b] he said to me, “understand that the vision concerns the time of the end.”

18 While he was speaking to me, I was in a deep sleep, with my face to the ground. Then he touched me and raised me to my feet.

19 He said: “I am going to tell you what will happen later in the time of wrath, because the vision concerns the appointed time of the end.[c] 20 The two-horned ram that you saw represents the kings of Media and Persia. 21 The shaggy goat is the king of Greece, and the large horn between its eyes is the first king. 22 The four horns that replaced the one that was broken off represent four kingdoms that will emerge from his nation but will not have the same power.

23 “In the latter part of their reign, when rebels have become completely wicked, a fierce-looking king, a master of intrigue, will arise. 24 He will become very strong, but not by his own power. He will cause astounding devastation and will succeed in whatever he does. He will destroy those who are mighty, the holy people. 25 He will cause deceit to prosper, and he will consider himself superior. When they feel secure, he will destroy many and take his stand against the Prince of princes. Yet he will be destroyed, but not by human power.

26 “The vision of the evenings and mornings that has been given you is true, but seal up the vision, for it concerns the distant future.”

27 I, Daniel, was worn out. I lay exhausted for several days. Then I got up and went about the king’s business. I was appalled by the vision; it was beyond understanding.

Daniel’s Prayer

In the first year of Darius son of Xerxes[d] (a Mede by descent), who was made ruler over the Babylonian[e] kingdom— in the first year of his reign, I, Daniel, understood from the Scriptures, according to the word of the Lord given to Jeremiah the prophet, that the desolation of Jerusalem would last seventy years. So I turned to the Lord God and pleaded with him in prayer and petition, in fasting, and in sackcloth and ashes.

I prayed to the Lord my God and confessed:

“Lord, the great and awesome God, who keeps his covenant of love with those who love him and keep his commandments, we have sinned and done wrong. We have been wicked and have rebelled; we have turned away from your commands and laws. We have not listened to your servants the prophets, who spoke in your name to our kings, our princes and our ancestors, and to all the people of the land.

“Lord, you are righteous, but this day we are covered with shame—the people of Judah and the inhabitants of Jerusalem and all Israel, both near and far, in all the countries where you have scattered us because of our unfaithfulness to you. We and our kings, our princes and our ancestors are covered with shame, Lord, because we have sinned against you. The Lord our God is merciful and forgiving, even though we have rebelled against him; 10 we have not obeyed the Lord our God or kept the laws he gave us through his servants the prophets. 11 All Israel has transgressed your law and turned away, refusing to obey you.

“Therefore the curses and sworn judgments written in the Law of Moses, the servant of God, have been poured out on us, because we have sinned against you. 12 You have fulfilled the words spoken against us and against our rulers by bringing on us great disaster. Under the whole heaven nothing has ever been done like what has been done to Jerusalem. 13 Just as it is written in the Law of Moses, all this disaster has come on us, yet we have not sought the favor of the Lord our God by turning from our sins and giving attention to your truth. 14 The Lord did not hesitate to bring the disaster on us, for the Lord our God is righteous in everything he does; yet we have not obeyed him.

15 “Now, Lord our God, who brought your people out of Egypt with a mighty hand and who made for yourself a name that endures to this day, we have sinned, we have done wrong. 16 Lord, in keeping with all your righteous acts, turn away your anger and your wrath from Jerusalem, your city, your holy hill. Our sins and the iniquities of our ancestors have made Jerusalem and your people an object of scorn to all those around us.

17 “Now, our God, hear the prayers and petitions of your servant. For your sake, Lord, look with favor on your desolate sanctuary. 18 Give ear, our God, and hear; open your eyes and see the desolation of the city that bears your Name. We do not make requests of you because we are righteous, but because of your great mercy. 19 Lord, listen! Lord, forgive! Lord, hear and act! For your sake, my God, do not delay, because your city and your people bear your Name.”

The Seventy “Sevens”

20 While I was speaking and praying, confessing my sin and the sin of my people Israel and making my request to the Lord my God for his holy hill 21 while I was still in prayer, Gabriel, the man I had seen in the earlier vision, came to me in swift flight about the time of the evening sacrifice. 22 He instructed me and said to me, “Daniel, I have now come to give you insight and understanding. 23 As soon as you began to pray, a word went out, which I have come to tell you, for you are highly esteemed. Therefore, consider the word and understand the vision:

24 “Seventy ‘sevens’[f] are decreed for your people and your holy city to finish[g] transgression, to put an end to sin, to atone for wickedness, to bring in everlasting righteousness, to seal up vision and prophecy and to anoint the Most Holy Place.[h]

25 “Know and understand this: From the time the word goes out to restore and rebuild Jerusalem until the Anointed One,[i] the ruler, comes, there will be seven ‘sevens,’ and sixty-two ‘sevens.’ It will be rebuilt with streets and a trench, but in times of trouble. 26 After the sixty-two ‘sevens,’ the Anointed One will be put to death and will have nothing.[j] The people of the ruler who will come will destroy the city and the sanctuary. The end will come like a flood: War will continue until the end, and desolations have been decreed. 27 He will confirm a covenant with many for one ‘seven.’[k] In the middle of the ‘seven’[l] he will put an end to sacrifice and offering. And at the temple[m] he will set up an abomination that causes desolation, until the end that is decreed is poured out on him.[n][o]

Human Wretchedness

40 Hard work was created for everyone,
    and a heavy yoke is laid on the children of Adam,
from the day they come forth from their mother’s womb
    until the day they return to[a] the mother of all the living.[b]
Perplexities and fear of heart are theirs,
    and anxious thought of the day of their death.
From the one who sits on a splendid throne
    to the one who grovels in dust and ashes,
from the one who wears purple and a crown
    to the one who is clothed in burlap,
there is anger and envy and trouble and unrest,
    and fear of death, and fury and strife.
And when one rests upon his bed,
    his sleep at night confuses his mind.
He gets little or no rest;
    he struggles in his sleep as he did by day.[c]
He is troubled by the visions of his mind
    like one who has escaped from the battlefield.
At the moment he reaches safety he wakes up,
    astonished that his fears were groundless.
To all creatures, human and animal,
    but to sinners seven times more,
come death and bloodshed and strife and sword,
    calamities and famine and ruin and plague.
10 All these were created for the wicked,
    and on their account the flood came.
11 All that is of earth returns to earth,
    and what is from above returns above.[d]

Injustice Will Not Prosper

12 All bribery and injustice will be blotted out,
    but good faith will last forever.
13 The wealth of the unjust will dry up like a river,
    and crash like a loud clap of thunder in a storm.
14 As a generous person has cause to rejoice,
    so lawbreakers will utterly fail.
15 The children of the ungodly put out few branches;
    they are unhealthy roots on sheer rock.
16 The reeds by any water or river bank
    are plucked up before any grass;
17 but kindness is like a garden of blessings,
    and almsgiving endures forever.

13 And I saw a beast rising out of the sea, having ten horns and seven heads; and on its horns were ten diadems, and on its heads were blasphemous names. And the beast that I saw was like a leopard, its feet were like a bear’s, and its mouth was like a lion’s mouth. And the dragon gave it his power and his throne and great authority. One of its heads seemed to have received a death-blow, but its mortal wound[a] had been healed. In amazement the whole earth followed the beast. They worshiped the dragon, for he had given his authority to the beast, and they worshiped the beast, saying, “Who is like the beast, and who can fight against it?”

The beast was given a mouth uttering haughty and blasphemous words, and it was allowed to exercise authority for forty-two months. It opened its mouth to utter blasphemies against God, blaspheming his name and his dwelling, that is, those who dwell in heaven. Also it was allowed to make war on the saints and to conquer them.[b] It was given authority over every tribe and people and language and nation, and all the inhabitants of the earth will worship it, everyone whose name has not been written from the foundation of the world in the book of life of the Lamb that was slaughtered.[c]

Let anyone who has an ear listen:

10 If you are to be taken captive,
    into captivity you go;
if you kill with the sword,
    with the sword you must be killed.

Here is a call for the endurance and faith of the saints.

The Second Beast

11 Then I saw another beast that rose out of the earth; it had two horns like a lamb and it spoke like a dragon. 12 It exercises all the authority of the first beast on its behalf, and it makes the earth and its inhabitants worship the first beast, whose mortal wound[d] had been healed. 13 It performs great signs, even making fire come down from heaven to earth in the sight of all; 14 and by the signs that it is allowed to perform on behalf of the beast, it deceives the inhabitants of earth, telling them to make an image for the beast that had been wounded by the sword[e] and yet lived; 15 and it was allowed to give breath[f] to the image of the beast so that the image of the beast could even speak and cause those who would not worship the image of the beast to be killed. 16 Also it causes all, both small and great, both rich and poor, both free and slave, to be marked on the right hand or the forehead, 17 so that no one can buy or sell who does not have the mark, that is, the name of the beast or the number of its name. 18 This calls for wisdom: let anyone with understanding calculate the number of the beast, for it is the number of a person. Its number is six hundred sixty-six.[g]

The Beast out of the Sea

13 The dragon[a] stood on the shore of the sea. And I saw a beast coming out of the sea. It had ten horns and seven heads, with ten crowns on its horns, and on each head a blasphemous name. The beast I saw resembled a leopard, but had feet like those of a bear and a mouth like that of a lion. The dragon gave the beast his power and his throne and great authority. One of the heads of the beast seemed to have had a fatal wound, but the fatal wound had been healed. The whole world was filled with wonder and followed the beast. People worshiped the dragon because he had given authority to the beast, and they also worshiped the beast and asked, “Who is like the beast? Who can wage war against it?”

The beast was given a mouth to utter proud words and blasphemies and to exercise its authority for forty-two months. It opened its mouth to blaspheme God, and to slander his name and his dwelling place and those who live in heaven. It was given power to wage war against God’s holy people and to conquer them. And it was given authority over every tribe, people, language and nation. All inhabitants of the earth will worship the beast—all whose names have not been written in the Lamb’s book of life, the Lamb who was slain from the creation of the world.[b]

Whoever has ears, let them hear.

10 “If anyone is to go into captivity,
    into captivity they will go.
If anyone is to be killed[c] with the sword,
    with the sword they will be killed.”[d]

This calls for patient endurance and faithfulness on the part of God’s people.

The Beast out of the Earth

11 Then I saw a second beast, coming out of the earth. It had two horns like a lamb, but it spoke like a dragon. 12 It exercised all the authority of the first beast on its behalf, and made the earth and its inhabitants worship the first beast, whose fatal wound had been healed. 13 And it performed great signs, even causing fire to come down from heaven to the earth in full view of the people. 14 Because of the signs it was given power to perform on behalf of the first beast, it deceived the inhabitants of the earth. It ordered them to set up an image in honor of the beast who was wounded by the sword and yet lived. 15 The second beast was given power to give breath to the image of the first beast, so that the image could speak and cause all who refused to worship the image to be killed. 16 It also forced all people, great and small, rich and poor, free and slave, to receive a mark on their right hands or on their foreheads, 17 so that they could not buy or sell unless they had the mark, which is the name of the beast or the number of its name.

18 This calls for wisdom. Let the person who has insight calculate the number of the beast, for it is the number of a man.[e] That number is 666.
