He said:

The Lord roars(A) from Zion
and makes his voice heard from Jerusalem;
the pastures of the shepherds mourn,[a](B)
and the summit of Carmel(C) withers.

Judgment on Israel’s Neighbors

The Lord says:

I will not relent from punishing Damascus(D)
for three crimes, even four,(E)
because they threshed Gilead with iron sledges.
Therefore, I will send fire against Hazael’s palace,
and it will consume Ben-hadad’s(F) citadels.
I will break down the gates[b](G) of Damascus.
I will cut off the ruler from the Valley of Aven,
and the one who wields the scepter from Beth-eden.
The people of Aram will be exiled to Kir.(H)
The Lord has spoken.

The Lord says:

I will not relent from punishing Gaza(I)
for three crimes, even four,
because they exiled a whole community,
handing them over to Edom.
Therefore, I will send fire against the walls of Gaza,
and it will consume its citadels.
I will cut off the ruler from Ashdod,(J)
and the one who wields the scepter from Ashkelon.(K)
I will also turn my hand against Ekron,
and the remainder of the Philistines(L) will perish.
The Lord God has spoken.

The Lord says:

I will not relent from punishing Tyre(M)
for three crimes, even four,
because they handed over
a whole community of exiles to Edom
and broke[c] a treaty of brotherhood.(N)
10 Therefore, I will send fire(O) against the walls of Tyre,
and it will consume its citadels.

11 The Lord says:

I will not relent from punishing Edom(P)
for three crimes, even four,
because he pursued his brother with the sword.(Q)
He stifled his compassion,
his anger tore at him(R) continually,
and he harbored his rage incessantly.
12 Therefore, I will send fire against Teman,(S)
and it will consume the citadels of Bozrah.

13 The Lord says:

I will not relent from punishing the Ammonites(T)
for three crimes, even four,
because they ripped open
the pregnant women of Gilead(U)
in order to enlarge their territory.(V)
14 Therefore, I will set fire to the walls of Rabbah,(W)
and it will consume its citadels.
There will be shouting on the day of battle(X)
and a violent wind on the day of the storm.(Y)
15 Their king and his princes
will go into exile together.(Z)
The Lord has spoken.

The Lord says:

I will not relent from punishing Moab(AA)
for three crimes, even four,
because he burned the bones
of the king of Edom to lime.(AB)
Therefore, I will send fire against Moab,
and it will consume the citadels of Kerioth.(AC)
Moab will die with a tumult,(AD)
with shouting and the sound of the ram’s horn.
I will cut off the judge(AE) from the land
and kill all its officials(AF) with him.
The Lord has spoken.

    and for four, I will not revoke the punishment,[a]
because they have threshed Gilead
    with threshing sledges of iron.(B)
So I will send a fire on the house of Hazael,
    and it shall devour the strongholds of Ben-hadad.(C)
I will break the gate bars of Damascus
    and cut off the inhabitants from the Valley of Aven
and the one who holds the scepter from Beth-eden,
    and the people of Aram shall go into exile to Kir,
            says the Lord.(D)

Thus says the Lord:
For three transgressions of Gaza,
    and for four, I will not revoke the punishment,[b]
because they carried into exile entire communities,
    to hand them over to Edom.(E)
So I will send a fire on the wall of Gaza,
    and it shall devour its strongholds.
I will cut off the inhabitants from Ashdod
    and the one who holds the scepter from Ashkelon;
I will turn my hand against Ekron,
    and the remnant of the Philistines shall perish,
            says the Lord God.(F)

Thus says the Lord:
For three transgressions of Tyre,
    and for four, I will not revoke the punishment,[c]
because they delivered entire communities over to Edom
    and did not remember the covenant of kinship.(G)
10 So I will send a fire on the wall of Tyre,
    and it shall devour its strongholds.(H)

11 Thus says the Lord:
For three transgressions of Edom,
    and for four, I will not revoke the punishment,[d]
because he pursued his brother with the sword
    and cast off all pity;
he maintained his anger perpetually[e]
    and kept his wrath[f] forever.(I)
12 So I will send a fire on Teman,
    and it shall devour the strongholds of Bozrah.(J)

13 Thus says the Lord:
For three transgressions of the Ammonites,
    and for four, I will not revoke the punishment,[g]
because they have ripped open pregnant women in Gilead
    in order to enlarge their territory.(K)
14 So I will kindle a fire against the wall of Rabbah,
    and it shall devour its strongholds,
with shouting on the day of battle,
    with a storm on the day of the whirlwind;(L)
15 then their king shall go into exile,
    he and his officials together,
            says the Lord.(M)

Thus says the Lord:
For three transgressions of Moab,
    and for four, I will not revoke the punishment,[h]
because he burned to lime
    the bones of the king of Edom.(N)
So I will send a fire on Moab,
    and it shall devour the strongholds of Kerioth,
and Moab shall die amid uproar,
    amid shouting and the sound of the trumpet;(O)
I will cut off the ruler from its midst
    and will kill all its officials with him,
            says the Lord.(P)
