레위 사람들의 성읍
35 여리고 맞은편 요단 강 가에 있는 모압 평원에서 주께서 모세에게 말씀하셨다. 2 “이스라엘 자손에게 그들이 유산으로 받을 땅에서 레위 사람들이 살 성읍을 마련해 주라고 하여라. 그리고 그 성읍 둘레에 있는 목초지도 함께 주라고 하여라. 3 그러면 레위 사람도 자기들이 살 성읍과 자기들이 가진 소 떼와 양 떼와 다른 가축들을 놓아기를 목초지를 가지게 될 것이다.
4 너희가 레위 사람에게 주어야 할 목초지는 성읍의 성벽에서 사방으로 천 자[a] 거리 안에 드는 땅이다. 5 성읍을 한가운데에 두고 성읍의 바깥쪽으로 동쪽으로 이천 자[b], 남쪽으로 이천 자, 서쪽으로 이천 자, 북쪽으로 이천 자씩을 재어라. 이 지역이 그들이 사는 성읍에 딸린 목초지가 될 것이다.
6 너희가 레위 사람에게 주는 성읍 가운데서 여섯 성읍은 도피성으로 삼아서, 실수로 사람을 죽인 사람이 도망갈 수 있게 하여라. 이들 밖에 마흔 두 개의 성읍을 레위 사람에게 더 주어라. 7 너희는 모두 합하여 마흔 여덟 개의 성읍과 거기 딸린 목초지를 레위 사람에게 주어야 한다. 8 이스라엘 자손이 받은 땅에서 레위 사람에게 떼어 줄 땅은 각 가문이 받은 유산의 크기에 따라야 한다. 많이 가진 가문에서는 많은 성읍을 떼어 주고, 적게 가진 가문에서는 적게 떼어 주어라.”
도피성
(신 19:1-13; 수 20:1-9)
9 그런 다음 주께서 모세에게 말씀하셨다. 10 “이스라엘 자손에게 전하여라. ‘너희가 요단 강을 건너 가나안 땅에 들어가게 되면 11 몇 개의 성읍을 골라서 너희의 도피성으로 삼아라. 그리하여 실수로 사람을 죽인 사람이 그곳으로 도망갈 수 있게 하여라. 12 그곳은 복수를 노리는 사람들로부터 피난처가 되어, 살인죄로 고발당한 사람이 회중 앞에서 재판을 받을 때까지 안전하게 머물 수 있는 곳이 될 것이다. 13 이렇게 너희가 레위 사람에게 주는 여섯 개의 성읍이 너희 자신을 위한 도피성이 될 것이다. 14 요단 강 동쪽의 세 성읍과 가나안 땅의 세 성읍을 도피성으로 주어라. 15 이 여섯 성읍은 이스라엘 사람뿐만 아니라 그들 가운데 몸 붙여 사는 외국인의 피난처도 되어, 누구든지 실수로 사람을 죽인 사람은 그곳으로 도망할 수 있다.
16 누구든지 쇠로 만든 무기를 휘둘러 다른 사람을 죽게 하면 그는 살인자다. 살인자는 반드시 죽여야 한다. 17 또 사람을 죽일만한 돌로 다른 사람을 쳐서 죽게 한 사람도 살인자다. 그 사람도 반드시 죽여야 한다. 18 또 사람을 죽일만한 나무 연장으로 다른 사람을 쳐서 죽게 한 사람도 살인자다. 그 사람도 죽여야 한다. 19 그 살인자를 죽일 수 있는 사람은 피해자의 친족이다. 그는 그 살인자를 만나는 대로 죽일 수 있다.
20 미워하는 마음에서 다른 사람을 밀쳐서 죽게 하거나, 일부러 물건을 던져 죽게 하거나, 21 원한이 있어서 주먹으로 쳐서 죽게 하면 그는 살인자다. 그런 사람은 반드시 죽여야 한다. 피해자의 친족은 그 살인자를 만나는 대로 죽일 수 있다.
22 그러나 미워하는 마음이 없는데도 다른 사람을 밀치거나, 실수로 그에게 물건을 던지거나, 23 또는 사람을 못 보고 사람을 죽일만한 돌을 떨어뜨려서 그 사람을 죽이는 수가 있을 수 있다. 그러나 죽인 사람을 미워하지 않았고 그를 해칠 마음으로 일부러 그런 것이 아니기 때문에, 24 회중은 죽인 사람과 피해자의 친족 사이에서 판단하여야 한다. 그때에는 다음과 같은 규정에 따라 판단하도록 하여라. 25 회중은 살인 혐의를 받는 사람을 피해자의 친족의 손에서 지켜야 하니, 그가 도망갔던 도피성으로 일단 그를 되돌려 보내야 한다. 그는 거룩한 기름을 부어 임명받은 대제사장이 죽을 때까지 그 성에 머물러야 한다.
26 그러나 그 사람이 도피성의 경계 밖으로 나갔을 경우, 27 피해자의 친족이 그 사람을 만나게 되어 그를 죽인다 하더라도, 그 친족이 한 일은 살인죄로 여기지 않는다. 28 살인 혐의를 받는 사람은 대제사장이 죽을 때까지 도피성 안에 머물러 있어야 한다. 대제사장이 죽은 뒤에는 자기가 살던 곳으로 돌아가도 좋다.
29 위에서 말한 것들은 너희가 어디에 가서 살든지 대대로 지켜야 할 법적 규정이다.
30 사람을 죽인 사람이라도 목격자들의 증언이 있을 때에만 살인자로 처형할 수 있다. 그러나 단 한 사람의 목격자의 증언으로는 어느 누구도 사형에 처할 수 없다.
31 죽을 죄를 지은 살인자의 목숨을 대신하여 돈을 받고 그 살인자를 살려 주면 안 된다. 그는 반드시 사형에 처해야 한다.
32 대제사장이 죽기 전에 도피성으로 도망친 사람에게서 돈을 받고, 그를 살던 곳으로 돌아가 살게 하여서는 안 된다.
33 너희가 사는 땅을 오염시켜서는 안 된다. 사람을 죽여 흘린 피는 땅을 오염시킨다. 살인으로 오염된 땅은, 피를 흘린 그 살인자의 피가 아니고서는 깨끗하게 할 수 없다. 34 너희가 사는 땅이며 나 자신이 사는 땅을 더럽혀서는 안 된다. 나 주가 이스라엘 백성 가운데 살기 때문이다.’”

9 Chúa phán với Môi-se, 10 “Hãy nói với dân I-sơ-ra-ên và bảo họ: Khi các ngươi đã đi qua Sông Giô-đanh để vào trong xứ Ca-na-an rồi, 11 các ngươi hãy chọn trong các thành một số thành để làm thành ẩn náu cho mình, hầu những kẻ không cố ý gây thiệt mạng có thể chạy đến đó ẩn náu. 12 Những thành ấy sẽ là những nơi cho kẻ gây thiệt mạng đến ẩn náu khỏi tay kẻ báo thù, hầu kẻ gây thiệt mạng sẽ không bị giết trước khi được đem ra xét xử trước hội chúng.
13 Các ngươi phải chọn sáu thành làm thành ẩn náu cho mình. 14 Các ngươi sẽ chọn ba thành ở phía đông Sông Giô-đanh và ba thành trong xứ Ca-na-an để làm các thành ẩn náu. 15 Sáu thành ấy sẽ là những nơi ẩn náu cho dân I-sơ-ra-ên và cho những kiều dân ở giữa họ, để những kẻ không cố ý gây thiệt mạng có thể chạy đến đó ẩn náu.
Tội Giết Người và Sự Báo Thù
16 Nếu ai dùng một vật bằng sắt đánh chết người khác, đó là kẻ sát nhân; kẻ sát nhân phải bị xử tử. 17 Nếu ai lấy tay cầm hòn đá đánh chết người khác, đó là kẻ sát nhân; kẻ sát nhân phải bị xử tử. 18 Hoặc nếu ai dùng vật gì bằng gỗ đánh chết người khác, đó là kẻ sát nhân; kẻ sát nhân phải bị xử tử. 19 Chính người đòi nợ máu phải giết kẻ sát nhân. Khi gặp kẻ sát nhân, người đòi nợ máu có quyền giết nó.
20 Tương tự nếu kẻ nào vì lòng ganh ghét mà đẩy người khác ngã, hay cố tình ném vật chi vào người ấy khiến người ấy chết, 21 hoặc vì thù ghét mà vung tay đánh người ta chết thì kẻ sát nhân phải bị xử tử, vì nó là kẻ sát nhân. Khi gặp kẻ sát nhân, người đòi nợ máu có quyền giết nó.
22 Nhưng nếu ai vô tình làm cho người khác bị đẩy ngã, hay vô tình ném vật chi lỡ trúng người khác, 23 hoặc khi khuân vác đá mà sẩy tay làm rơi đá trúng nhằm người khác khiến người ấy chết, tuy chẳng có thù ghét gì hoặc cũng chẳng có ý làm hại người ấy, 24 thì hội chúng sẽ chiếu theo những luật sau đây để xét xử giữa kẻ gây thiệt mạng và người đòi nợ máu, 25 và hội chúng có thể cứu mạng kẻ gây thiệt mạng khỏi tay người đòi nợ máu. Hội chúng sẽ bắt kẻ gây thiệt mạng quay về sống trong thành ẩn náu mà nó đã đến trú ẩn khi mới xảy ra án mạng. Kẻ gây thiệt mạng phải sống ở đó cho đến khi vị thượng tế, người đã được xức dầu thánh, qua đời. 26 Nhưng bất cứ lúc nào kẻ gây thiệt mạng đi ra khỏi ranh giới của thành ẩn náu mà nó đang ở, 27 và nếu người đòi nợ máu bắt gặp nó trong lúc nó đang ở bên ngoài ranh giới của thành ẩn náu, và người đòi nợ máu giết nó đi, thì người ấy không mắc tội làm đổ máu, 28 vì kẻ gây thiệt mạng phải luôn ở trong thành ẩn náu cho đến khi vị thượng tế qua đời. Sau khi vị thượng tế qua đời kẻ gây thiệt mạng mới được phép trở về sống trong sản nghiệp của mình.
29 Ðó là những luật lệ và quy tắc cho các ngươi trải qua mọi thế hệ của các ngươi, bất kể các ngươi sống ở đâu.
30 Nếu ai giết chết một người nào, người ta sẽ dựa vào bằng chứng của các nhân chứng mà kết án tử hình kẻ sát nhân. Towns for the Levites
35 On the plains of Moab by the Jordan across from Jericho,(A) the Lord said to Moses, 2 “Command the Israelites to give the Levites towns to live in(B) from the inheritance the Israelites will possess. And give them pasturelands(C) around the towns. 3 Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.(D)
4 “The pasturelands around the towns that you give the Levites will extend a thousand cubits[a] from the town wall. 5 Outside the town, measure two thousand cubits[b](E) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.(F)
Cities of Refuge(G)
6 “Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(H) In addition, give them forty-two other towns. 7 In all you must give the Levites forty-eight towns, together with their pasturelands. 8 The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(I)
9 Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(J) 11 select some towns to be your cities of refuge, to which a person who has killed someone(K) accidentally(L) may flee. 12 They will be places of refuge from the avenger,(M) so that anyone accused of murder(N) may not die before they stand trial before the assembly.(O) 13 These six towns you give will be your cities of refuge.(P) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.
16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(Q) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(R) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(S) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(T) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(U) that person is a murderer. The avenger of blood(V) shall put the murderer to death when they meet.
22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(W) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(X) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(Y) who was anointed(Z) with the holy oil.(AA)
26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.
29 “‘This is to have the force of law(AB) for you throughout the generations to come,(AC) wherever you live.(AD)
30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(AE)
31 “‘Do not accept a ransom(AF) for the life of a murderer, who deserves to die. They are to be put to death.
32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.
33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(AG) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(AH) where you live and where I dwell,(AI) for I, the Lord, dwell among the Israelites.’”

2 Command the children of Israel, that they give unto the Levites of the inheritance of their possession cities to dwell in; and ye shall give also unto the Levites suburbs for the cities round about them.
3 And the cities shall they have to dwell in; and the suburbs of them shall be for their cattle, and for their goods, and for all their beasts.
4 And the suburbs of the cities, which ye shall give unto the Levites, shall reach from the wall of the city and outward a thousand cubits round about.
5 And ye shall measure from without the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits; and the city shall be in the midst: this shall be to them the suburbs of the cities.
6 And among the cities which ye shall give unto the Levites there shall be six cities for refuge, which ye shall appoint for the manslayer, that he may flee thither: and to them ye shall add forty and two cities.
7 So all the cities which ye shall give to the Levites shall be forty and eight cities: them shall ye give with their suburbs.
8 And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.
9 And the Lord spake unto Moses, saying,
10 Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;
11 Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.
12 And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.
13 And of these cities which ye shall give six cities shall ye have for refuge.
14 Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.
15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.
16 And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.
17 And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.
18 Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.
19 The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.
20 But if he thrust him of hatred, or hurl at him by laying of wait, that he die;
21 Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.
22 But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,
23 Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:
24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:
25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.
26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;
27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:
28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.
29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.
30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.
31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.
32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.
33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.
34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.

Cities for the Levites

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.
22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.
29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”
