摩西宣述昔从何烈起行之事
1 以下所记的,是摩西在约旦河东的旷野,疏弗对面的亚拉巴,就是巴兰、陀弗、拉班、哈洗录、底撒哈中间,向以色列众人所说的话。 2 从何烈山经过西珥山,到加低斯巴尼亚,有十一天的路程。 3 出埃及第四十年十一月初一日,摩西照耶和华借着他所吩咐以色列人的话,都晓谕他们。 4 那时,他已经击杀了住希实本的亚摩利王西宏和住以得来、亚斯他录的巴珊王噩。 5 摩西在约旦河东的摩押地讲律法说: 6 “耶和华我们的神在何烈山晓谕我们说:‘你们在这山上住的日子够了, 7 要起行转到亚摩利人的山地和靠近这山地的各处,就是亚拉巴、山地、高原、南地、沿海一带迦南人的地,并黎巴嫩山,又到伯拉大河。 8 如今我将这地摆在你们面前,你们要进去得这地,就是耶和华向你们列祖亚伯拉罕、以撒、雅各起誓应许赐给他们和他们后裔为业之地。’

9 “那时,我对你们说:‘管理你们的重任,我独自担当不起。 10 耶和华你们的神使你们多起来,看哪,你们今日像天上的星那样多! 11 唯愿耶和华你们列祖的神使你们比如今更多千倍,照他所应许你们的话赐福于你们。 12 但你们的麻烦和管理你们的重任,并你们的争讼,我独自一人怎能担当得起呢? 13 你们要按着各支派选举有智慧、有见识、为众人所认识的,我立他们为你们的首领。’ 14 你们回答我说:‘照你所说的行了为妙。’ 15 我便将你们各支派的首领,有智慧、为众人所认识的,照你们的支派立他们为官长、千夫长、百夫长、五十夫长、十夫长,管理你们。 16 当时,我嘱咐你们的审判官说:‘你们听讼,无论是弟兄彼此争讼,是与同居的外人争讼,都要按公义判断。 17 审判的时候,不可看人的外貌,听讼不可分贵贱;不可惧怕人,因为审判是属乎神的。若有难断的案件,可以呈到我这里,我就判断。’ 18 那时,我将你们所当行的事都吩咐你们了。

19 “我们照着耶和华我们神所吩咐的,从何烈山起行,经过你们所看见那大而可怕的旷野,往亚摩利人的山地去,到了加低斯巴尼亚。 20 我对你们说:‘你们已经到了耶和华我们神所赐给我们的亚摩利人之山地。 21 看哪,耶和华你的神已将那地摆在你面前,你要照耶和华你列祖的神所说的上去得那地为业。不要惧怕,也不要惊惶。’ 22 你们都就近我来说:‘我们要先打发人去,为我们窥探那地,将我们上去该走何道,必进何城,都回报我们。’ 23 这话我以为美,就从你们中间选了十二个人,每支派一人。 24 于是他们起身上山地去,到以实各谷,窥探那地。 25 他们手里拿着那地的果子下来,到我们那里,回报说:‘耶和华我们的神所赐给我们的是美地。’

26 “你们却不肯上去,竟违背了耶和华你们神的命令, 27 在帐篷内发怨言说:‘耶和华因为恨我们,所以将我们从埃及地领出来,要交在亚摩利人手中,除灭我们。 28 我们上哪里去呢?我们的弟兄使我们的心消化,说那地的民比我们又大又高,城邑又广大又坚固,高得顶天,并且我们在那里看见亚衲族的人。’ 29 我就对你们说:‘不要惊恐,也不要怕他们。 30 在你们前面行的耶和华你们的神必为你们争战,正如他在埃及和旷野,在你们眼前所行的一样。 31 你们在旷野所行的路上,也曾见耶和华你们的神抚养你们,如同人抚养儿子一般,直等你们来到这地方。’ 32 你们在这事上却不信耶和华你们的神! 33 他在路上,在你们前面行,为你们找安营的地方,夜间在火柱里、日间在云柱里,指示你们所当行的路。
34 “耶和华听见你们这话,就发怒,起誓说: 35 ‘这恶世代的人,连一个也不得见我起誓应许赐给你们列祖的美地。 36 唯有耶孚尼的儿子迦勒必得看见,并且我要将他所踏过的地赐给他和他的子孙,因为他专心跟从我。’ 37 耶和华为你的缘故也向我发怒,说:‘你必不得进入那地。 38 伺候你,嫩的儿子约书亚,他必得进入那地。你要勉励他,因为他要使以色列人承受那地为业。 39 并且你们的妇人孩子,就是你们所说必被掳掠的,和今日不知善恶的儿女,必进入那地。我要将那地赐给他们,他们必得为业。 40 至于你们,要转回,从红海的路往旷野去。’
41 “那时,你们回答我说:‘我们得罪了耶和华,情愿照耶和华我们神一切所吩咐的上去争战。’于是你们各人带着兵器,争先上山地去了。

Events at Horeb Recalled
1 These are the words that Moses spoke to all Israel beyond the Jordan—in the wilderness, on the plain opposite Suph, between Paran and Tophel, Laban, Hazeroth, and Di-zahab. 2 (By the way of Mount Seir it takes eleven days to reach Kadesh-barnea from Horeb.) 3 In the fortieth year, on the first day of the eleventh month, Moses spoke to the Israelites just as the Lord had commanded him to speak to them.(A) 4 This was after he had defeated King Sihon of the Amorites, who reigned in Heshbon, and King Og of Bashan, who reigned in Ashtaroth in Edrei.(B) 5 Beyond the Jordan in the land of Moab, Moses undertook to expound this law as follows:
6 “The Lord our God spoke to us at Horeb, saying, ‘You have stayed long enough at this mountain.(C) 7 Resume your journey, and go into the hill country of the Amorites as well as into the neighboring regions—the Arabah, the hill country, the Shephelah, the Negeb,[a] and the seacoast—the land of the Canaanites and the Lebanon, as far as the great river, the River Euphrates. 8 See, I have set the land before you; go in and take possession of the land that the Lord swore to your ancestors, to Abraham, to Isaac, and to Jacob, to give to them and to their descendants after them.’(D)
Appointment of Tribal Leaders
9 “At that time I said to you, ‘I am unable by myself to bear you.(E) 10 The Lord your God has multiplied you, so that today you are as numerous as the stars of heaven.(F) 11 May the Lord, the God of your ancestors, increase you a thousand times more and bless you, as he has promised you!(G) 12 But how can I bear the heavy burden of your disputes all by myself? 13 Choose for each of your tribes individuals who are wise, discerning, and reputable, and I will make them your leaders.’(H) 14 You answered me, ‘The plan you have proposed is a good one.’ 15 So I took the leaders of your tribes, wise and reputable individuals, and installed them as leaders over you, commanders of thousands, commanders of hundreds, commanders of fifties, commanders of tens, and officials, throughout your tribes.(I) 16 I charged your judges at that time: ‘Give the members of your community a fair hearing and judge rightly between one person and another, whether kin or resident alien.(J) 17 You must not be partial in judging: hear out the small and the great alike; you shall not be intimidated by anyone, for the judgment is God’s. Any case that is too hard for you, bring to me, and I will hear it.’(K) 18 So I charged you at that time with all the things that you should do.
Israel’s Refusal to Enter the Land
19 “Then, just as the Lord our God had ordered us, we set out from Horeb and went through all that great and terrible wilderness that you saw, on the way to the hill country of the Amorites, until we reached Kadesh-barnea.(L) 20 I said to you, ‘You have reached the hill country of the Amorites, which the Lord our God is giving us. 21 See, the Lord your God has given the land to you; go up, take possession, as the Lord, the God of your ancestors, has promised you; do not fear or be dismayed.’(M)
22 “All of you came to me and said, ‘Let us send men ahead of us to explore the land for us and bring back a report to us regarding the route by which we should go up and the cities we will come to.’ 23 The plan seemed good to me, and I selected twelve of you, one from each tribe.(N) 24 They set out and went up into the hill country, and when they reached the Wadi Eshcol they spied it out(O) 25 and gathered some of the land’s produce, which they brought down to us. They brought back a report to us and said, ‘It is a good land that the Lord our God is giving us.’(P)
26 “But you were unwilling to go up. You rebelled against the command of the Lord your God;(Q) 27 you grumbled in your tents and said, ‘It is because the Lord hates us that he has brought us out of the land of Egypt, to hand us over to the Amorites to destroy us.(R) 28 Where are we headed? Our kindred have made our hearts melt by reporting, “The people are stronger and taller than we; the cities are large and fortified up to heaven! We actually saw there the offspring of the Anakim!” ’(S) 29 I said to you, ‘Have no dread or fear of them. 30 The Lord your God, who goes before you, is the one who will fight for you, just as he did for you in Egypt before your very eyes(T) 31 and in the wilderness, where you saw how the Lord your God carried you, just as one carries a child, all the way that you traveled until you reached this place.(U) 32 But in spite of this, you have no trust in the Lord your God,(V) 33 who goes before you on the way to seek out a place for you to camp, in fire by night, and in the cloud by day, to show you the route you should take.’(W)
The Penalty for Israel’s Rebellion
34 “When the Lord heard your words, he was wrathful and swore,(X) 35 ‘Not one of these—not one of this evil generation—shall see the good land that I swore to give to your ancestors, 36 except Caleb son of Jephunneh. He shall see it, and to him and to his descendants I will give the land on which he set foot, because of his complete fidelity to the Lord.’ 37 Even with me the Lord was angry on your account, saying, ‘You also shall not enter there.(Y) 38 Joshua son of Nun, your assistant, shall enter there; encourage him, for he is the one who will secure Israel’s possession of it.(Z) 39 And as for your little ones who you thought would become plunder, your children who today do not yet know right from wrong, they shall enter there; to them I will give it, and they shall take possession of it.(AA) 40 But as for you, journey back into the wilderness, in the direction of the Red Sea.’[b](AB)
41 “You answered me, ‘We have sinned against the Lord! We are ready to go up and fight, just as the Lord our God commanded us.’ So all of you strapped on your battle gear and thought it easy to go up into the hill country.(AC) 42 The Lord said to me, ‘Say to them: “Do not go up, and do not fight, for I am not in the midst of you; otherwise you will be defeated by your enemies.” ’(AD) 43 Although I told you, you would not listen. You rebelled against the command of the Lord and presumptuously went up into the hill country.(AE) 44 The Amorites who lived in that hill country then came out against you and chased you as bees do. They beat you down in Seir as far as Hormah.(AF) 45 When you returned and wept before the Lord, the Lord would neither heed your voice nor pay you any attention.
