引言：摩西憶述往事
1 以下是摩西在約旦河東的曠野，疏弗對面的亞拉巴，就是在巴蘭和陀弗、拉班、哈洗錄、底撒哈之間，向以色列人所說的話。 2 從何烈山經過西珥山的路，到達加低斯．巴尼亞，共有十一天的路程。 3 出埃及以後第四十年十一月一日，摩西照著耶和華吩咐他一切關於以色列人的話，都告訴了他們。 4 當時，他已經擊敗了住在希實本的亞摩利人的王西宏，和住在亞斯他錄與以得來的巴珊王噩。 5 摩西在約旦河東的摩押地，開始講解這律法，說： 6 “耶和華我們的 神，在何烈山告訴我們：‘你們在這山上住夠了； 7 現在你們要轉回，起程到亞摩利人的山地去，到那些住在亞拉巴、山地、低地、南地、沿海一帶、迦南人的地、黎巴嫩，直到大河，就是幼發拉底河一帶的地方去。 8 看哪，我把這地擺在你面前，你們要進去，佔領這地為業，就是耶和華向你們列祖亞伯拉罕、以撒、雅各起誓應許給他們和他們的後裔的地。’

9 “那時，我曾經對你們說：‘你們的重擔，我獨自一人無法擔當。 10 耶和華你們的 神使你們多起來；你們看，你們今日像天上的星那樣多。 11 願耶和華你們列祖的 神，使你們比現在更多千倍，又照著他應許你們的話，賜福給你們。 12 我獨自一人怎能擔得起你們的重擔、責任和你們爭訟的事呢？ 13 你們要按著支派選出一些有智慧、有見識、有經驗的人，我就立他們作你們的首領。’ 14 你們回答我，說：‘你吩咐我們作的事很好。’ 15 我就選出你們眾支派中的領袖，就是有智慧有經驗的人；按著你們的支派，立他們作管理你們的首領，就是作千夫長、百夫長、五十夫長、十夫長和其他官長。
16 “那時，我吩咐你們的審判官，說：‘你們在兄弟中聽訟，無論是兄弟彼此訴訟，或是與同居的外地人訴訟，都要按著公義審判。 17 審判的時候，不可偏袒人；無論貴賤尊卑，都要一樣地聽訟；不可怕人的情面，因為審判是屬於 神的；如果你們遇見難斷的案件，可以呈到我這裡來，讓我審斷。’ 18 那時，我把你們當作的一切事，都吩咐了你們。

19 “我們照著耶和華我們的 神吩咐我們的，從何烈山起行，走過你們所見那大而可怕的曠野，沿著到亞摩利人山地的路而行；後來到了加低斯．巴尼亞。 20 我對你們說：‘你們已經到了亞摩利人的山地，就是耶和華我們的 神賜給我們的。 21 看哪，耶和華你的 神已經把這地擺在你面前；你要照著耶和華你列祖的 神告訴你的上去，佔領那地；不要害怕，也不要驚惶。’ 22 你們眾人都走到我這裡來，說：‘我們要先派些人去，替我們窺探那地，然後把我們上去該走哪一條路，該進哪些城，向我們回報。’ 23 這話我很同意，就從你們中間選了十二個人，每支派一人。 24 於是他們轉身出發，上了山地，到了以實各谷，窺探那地。 25 他們手裡拿著那地的果子，帶下來到我們這裡，並且向我們回報，說：‘耶和華我們的 神要賜給我們的地是美地。’
眾民缺乏信心(C)
26 “但你們不肯上去，竟違背了耶和華你們的 神的吩咐； 27 你們在帳幕裡抱怨，說：‘耶和華因為恨我們，所以把我們從埃及地領出來，要把我們交在亞摩利人手中，消滅我們。 28 我們上哪裡去呢？我們的兄弟使我們心灰意冷，說：那地的人比我們高大；他們的城邑又大又堅固，高聳入天；我們在那裡還看見有亞衲族的人。’ 29 我就對你們說：‘不要驚恐，不要害怕他們。 30 耶和華你們的 神，就是那走在你們前面的那一位，他必為你們作戰，好像他在埃及，在你們面前，為你們所行的一切一樣， 31 並且在曠野裡，你們也看見了耶和華你們的 神，怎樣在你們所行的一切路上，背負你們，好像人背負自己的兒子一樣，直到你們來到了這地方。’ 32 雖然這樣，你們還是不信耶和華你們的 神； 33 他在路上走在你們前面，為你們尋找安營的地方；夜間用火柱，日間用雲彩，指示你們當走的路。
眾民的懲罰(D)
34 “耶和華聽見了你們說話的聲音，就惱怒，起誓說： 35 ‘這個邪惡世代的人，連一個也不能看見我起誓應許賜給他們列祖的美地； 36 只有耶孚尼的兒子迦勒可以看見；並且我要把他踏過的地賜給他和他的子孫，因為他專心跟從了我耶和華。’ 37 因為你們的緣故，耶和華也向我發怒，說：‘你也不能進入那地； 38 但是站在你面前侍候你的嫩的兒子約書亞，他可以進到那裡去；你要鼓勵他，因為他要使以色列人承受那地為業。 39 還有你們的小孩子，你們說要被擄掠的，和你們的兒女，就是今天還不知道善惡的，他們都要進入那地；我要把那地賜給他們，他們要佔領那地。 40 至於你們，你們要轉回，經往紅海的路，起程到曠野裡去。’
41 “那時你們回答我，說：‘我們得罪了耶和華；現在我們願意照著耶和華我們 神的一切吩咐，上去作戰。’於是你們都預備了兵器，輕率地上山去了。 42 耶和華對我說：‘你要對他們說：“你們不要上去，也不要作戰，因為我不在你們中間，免得你們在仇敵面前被擊敗。”’ 43 我就告訴你們，你們卻不聽從，竟違背耶和華的吩咐，擅自上山去了。 44 住在那山上的亞摩利人，就出來攻擊你們，好像蜂群一樣追趕你們，在西珥擊殺你們，直到何珥瑪。 45 你們就回來，在耶和華面前哭，但耶和華不聽你們的聲音，也不向你們側耳。 46 於是你們在加低斯住了許多日子。”

The Previous Command to Enter Canaan
1 These are the words which Moses spoke to all Israel (A)on this side of the Jordan in the wilderness, in the [a]plain opposite [b]Suph, between Paran, Tophel, Laban, Hazeroth, and Dizahab. 2 It is eleven days’ journey from Horeb by way of Mount Seir (B)to Kadesh Barnea. 3 Now it came to pass (C)in the fortieth year, in the eleventh month, on the first day of the month, that Moses spoke to the children of Israel according to all that the Lord had given him as commandments to them, 4 (D)after he had killed Sihon king of the Amorites, who dwelt in Heshbon, and Og king of Bashan, who dwelt at Ashtaroth (E)in[c] Edrei.
5 On this side of the Jordan in the land of Moab, Moses began to explain this law, saying, 6 “The Lord our God spoke to us (F)in Horeb, saying: ‘You have dwelt long (G)enough at this mountain. 7 Turn and take your journey, and go to the mountains of the Amorites, to all the neighboring places in the [d]plain, in the mountains and in the lowland, in the South and on the seacoast, to the land of the Canaanites and to Lebanon, as far as the great river, the River Euphrates. 8 See, I have set the land before you; go in and possess the land which the Lord [e]swore to your fathers—to (H)Abraham, Isaac, and Jacob—to give to them and their descendants after them.’
Tribal Leaders Appointed(I)
9 “And (J)I spoke to you at that time, saying: ‘I [f]alone am not able to bear you. 10 The Lord your God has multiplied you, (K)and here you are today, as the stars of heaven in multitude. 11 (L)May the Lord God of your fathers make you a thousand times more numerous than you are, and bless you (M)as He has promised you! 12 (N)How can I alone bear your problems and your burdens and your complaints? 13 Choose wise, understanding, and knowledgeable men from among your tribes, and I will make them [g]heads over you.’ 14 And you answered me and said, ‘The thing which you have told us to do is good.’ 15 So I took (O)the heads of your tribes, wise and knowledgeable men, and [h]made them heads over you, leaders of thousands, leaders of hundreds, leaders of fifties, leaders of tens, and officers for your tribes.
16 “Then I commanded your judges at that time, saying, ‘Hear the cases between your brethren, and (P)judge righteously between a man and his (Q)brother or the stranger who is with him. 17 (R)You shall not show partiality in judgment; you shall hear the small as well as the great; you shall not be afraid in any man’s presence, for (S)the judgment is God’s. The case that is too hard for you, (T)bring to me, and I will hear it.’ 18 And I commanded you at that time all the things which you should do.
Israel’s Refusal to Enter the Land(U)
19 “So we departed from Horeb, (V)and went through all that great and terrible wilderness which you saw on the way to the mountains of the Amorites, as the Lord our God had commanded us. Then (W)we came to Kadesh Barnea. 20 And I said to you, ‘You have come to the mountains of the Amorites, which the Lord our God is giving us. 21 Look, the Lord your God has set the land before you; go up and possess it, as the Lord God of your fathers has spoken to you; (X)do not fear or be discouraged.’
22 “And every one of you came near to me and said, ‘Let us send men before us, and let them search out the land for us, and bring back word to us of the way by which we should go up, and of the cities into which we shall come.’
23 “The plan pleased me well; so (Y)I took twelve of your men, one man from each tribe. 24 (Z)And they departed and went up into the mountains, and came to the Valley of Eshcol, and spied it out. 25 They also took some of the fruit of the land in their hands and brought it down to us; and they brought back word to us, saying, ‘It is a (AA)good land which the Lord our God is giving us.’
26 (AB)“Nevertheless you would not go up, but rebelled against the command of the Lord your God; 27 and you (AC)complained in your tents, and said, ‘Because the Lord (AD)hates us, He has brought us out of the land of Egypt to deliver us into the hand of the Amorites, to destroy us. 28 Where can we go up? Our brethren have [i]discouraged our hearts, saying, (AE)“The people are greater and taller than we; the cities are great and fortified up to heaven; moreover we have seen the sons of the (AF)Anakim there.” ’
29 “Then I said to you, ‘Do not be terrified, (AG)or afraid of them. 30 (AH)The Lord your God, who goes before you, He will fight for you, according to all He did for you in Egypt before your eyes, 31 and in the wilderness where you saw how the Lord your God carried you, as a (AI)man carries his son, in all the way that you went until you came to this place.’ 32 Yet, for all that, (AJ)you did not believe the Lord your God, 33 (AK)who went in the way before you (AL)to search out a place for you to pitch your tents, to show you the way you should go, in the fire by night and in the cloud by day.
The Penalty for Israel’s Rebellion(AM)
34 “And the Lord heard the sound of your words, and was angry, (AN)and took an oath, saying, 35 (AO)‘Surely not one of these men of this evil generation shall see that good land of which I [j]swore to give to your fathers, 36 (AP)except Caleb the son of Jephunneh; he shall see it, and to him and his children I am giving the land on which he walked, because (AQ)he [k]wholly followed the Lord.’ 37 (AR)The Lord was also angry with me for your sakes, saying, ‘Even you shall not go in there. 38 (AS)Joshua the son of Nun, (AT)who stands before you, he shall go in there. (AU)Encourage him, for he shall cause Israel to inherit it.
39 (AV)‘Moreover your little ones and your children, who (AW)you say will be victims, who today (AX)have no knowledge of good and evil, they shall go in there; to them I will give it, and they shall possess it. 40 (AY)But as for you, turn and take your journey into the wilderness by the Way of the Red Sea.’
41 “Then you answered and said to me, (AZ)‘We have sinned against the Lord; we will go up and fight, just as the Lord our God commanded us.’ And when everyone of you had girded on his weapons of war, you were ready to go up into the mountain.
42 “And the Lord said to me, ‘Tell them, (BA)“Do not go up nor fight, for I am not among you; lest you be defeated before your enemies.” ’ 43 So I spoke to you; yet you would not listen, but (BB)rebelled against the command of the Lord, and (BC)presumptuously[l] went up into the mountain. 44 And the Amorites who dwelt in that mountain came out against you and chased you (BD)as bees do, and drove you back from Seir to Hormah. 45 Then you returned and wept before the Lord, but the Lord would not listen to your voice nor give ear to you.
46 (BE)“So you remained in Kadesh many days, according to the days that you spent there.

17 審 判 的 時 候 ， 不 可 看 人 的 外 貌 ； 聽 訟 不 可 分 貴 賤 ， 不 可 懼 怕 人 ， 因 為 審 判 是 屬 乎 神 的 。 若 有 難 斷 的 案 件 ， 可 以 呈 到 我 這 裡 ， 我 就 判 斷 。
18 那 時 ， 我 將 你 們 所 當 行 的 事 都 吩 咐 你 們 了 。
19 我 們 照 著 耶 和 華 ─ 我 們 神 所 吩 咐 的 從 何 烈 山 起 行 ， 經 過 你 們 所 看 見 那 大 而 可 怕 的 曠 野 ， 往 亞 摩 利 人 的 山 地 去 ， 到 了 加 低 斯 巴 尼 亞 。

21 看 哪 ， 耶 和 華 ─ 你 的 神 已 將 那 地 擺 在 你 面 前 ， 你 要 照 耶 和 華 ─ 你 列 祖 的 神 所 說 的 上 去 得 那 地 為 業 ； 不 要 懼 怕 ， 也 不 要 驚 惶 。
22 你 們 都 就 近 我 來 說 ： 我 們 要 先 打 發 人 去 ， 為 我 們 窺 探 那 地 ， 將 我 們 上 去 該 走 何 道 ， 必 進 何 城 ， 都 回 報 我 們 。
23 這 話 我 以 為 美 ， 就 從 你 們 中 間 選 了 十 二 個 人 ， 每 支 派 一 人 。
24 於 是 他 們 起 身 上 山 地 去 ， 到 以 實 各 谷 ， 窺 探 那 地 。
25 他 們 手 裡 拿 著 那 地 的 果 子 下 來 ， 到 我 們 那 裡 ， 回 報 說 ： 耶 和 華 ─ 我 們 的 神 所 賜 給 我 們 的 是 美 地 。
26 你 們 卻 不 肯 上 去 ， 竟 違 背 了 耶 和 華 ─ 你 們 神 的 命 令 ，
27 在 帳 棚 內 發 怨 言 說 ： 耶 和 華 因 為 恨 我 們 ， 所 以 將 我 們 從 埃 及 地 領 出 來 ， 要 交 在 亞 摩 利 人 手 中 ， 除 滅 我 們 。
28 我 們 上 那 裡 去 呢 ？ 我 們 的 弟 兄 使 我 們 的 心 消 化 ， 說 那 地 的 民 比 我 們 又 大 又 高 ， 城 邑 又 廣 大 又 堅 固 ， 高 得 頂 天 ， 並 且 我 們 在 那 裡 看 見 亞 衲 族 的 人 。
29 我 就 對 你 們 說 ： 不 要 驚 恐 ， 也 不 要 怕 他 們 。
30 在 你 們 前 面 行 的 耶 和 華 ─ 你 們 的 神 必 為 你 們 爭 戰 ， 正 如 他 在 埃 及 和 曠 野 ， 在 你 們 眼 前 所 行 的 一 樣 。
31 你 們 在 曠 野 所 行 的 路 上 ， 也 曾 見 耶 和 華 ─ 你 們 的 神 撫 養 你 們 ， 如 同 人 撫 養 兒 子 一 般 ， 直 等 你 們 來 到 這 地 方 。
32 你 們 在 這 事 上 卻 不 信 耶 和 華 ─ 你 們 的 神 。
33 他 在 路 上 ， 在 你 們 前 面 行 ， 為 你 們 找 安 營 的 地 方 ； 夜 間 在 火 柱 裡 ， 日 間 在 雲 柱 裡 ， 指 示 你 們 所 當 行 的 路 。
34 耶 和 華 聽 見 你 們 這 話 ， 就 發 怒 ， 起 誓 說 ：
35 這 惡 世 代 的 人 ， 連 一 個 也 不 得 見 我 起 誓 應 許 賜 給 你 們 列 祖 的 美 地 ；
36 惟 有 耶 孚 尼 的 兒 子 迦 勒 必 得 看 見 ， 並 且 我 要 將 他 所 踏 過 的 地 { 賜 給 他 和 他 的 子 孫 ， 因 為 他 專 心 跟 從 我 。
37 耶 和 華 為 你 們 的 緣 故 也 向 我 發 怒 ， 說 ： 你 必 不 得 進 入 那 地 。
38 伺 候 你 、 嫩 的 兒 子 約 書 亞 ， 他 必 得 進 入 那 地 ； 你 要 勉 勵 他 ， 因 為 他 要 使 以 色 列 人 承 受 那 地 為 業 。
39 並 且 你 們 的 婦 人 孩 子 ， 就 是 你 們 所 說 、 必 被 擄 掠 的 ， 和 今 日 不 知 善 惡 的 兒 女 ， 必 進 入 那 地 。 我 要 將 那 地 賜 給 他 們 ， 他 們 必 得 為 業 。
40 至 於 你 們 ， 要 轉 回 ， 從 紅 海 的 路 往 曠 野 去 。
41 那 時 ， 你 們 回 答 我 說 ： 我 們 得 罪 了 耶 和 華 ， 情 願 照 耶 和 華 ─ 我 們 神 一 切 所 吩 咐 的 上 去 爭 戰 。 於 是 你 們 各 人 帶 著 兵 器 ， 爭 先 上 山 地 去 了 。
42 耶 和 華 吩 咐 我 說 ： 你 對 他 們 說 ： 不 要 上 去 ， 也 不 要 爭 戰 ； 因 我 不 在 你 們 中 間 ， 恐 怕 你 們 被 仇 敵 殺 敗 了 。
43 我 就 告 訴 了 你 們 ， 你 們 卻 不 聽 從 ， 竟 違 背 耶 和 華 的 命 令 ， 擅 自 上 山 地 去 了 。
44 住 那 山 地 的 亞 摩 利 人 就 出 來 攻 擊 你 們 ， 追 趕 你 們 ， 如 蜂 擁 一 般 ， 在 西 珥 殺 退 你 們 ， 直 到 何 珥 瑪 。
45 你 們 便 回 來 ， 在 耶 和 華 面 前 哭 號 ； 耶 和 華 卻 不 聽 你 們 的 聲 音 ， 也 不 向 你 們 側 耳 。
46 於 是 你 們 在 加 低 斯 住 了 許 多 日 子 。
