35 在耶利哥對面、約旦河邊的摩押平原,耶和華對摩西說: 2 「你告訴以色列人,要從分得的產業中把一些城邑及其周圍的草場分給利未人。 3 城邑供他們居住,草場供他們牧放牛羊等牲畜。 4 劃分給利未人的草場是從城牆往外延伸四百五十米[a], 5 要以城為中心,東南西北四郊每邊向外量九百米作利未人的草場。 6 要分給利未人四十二座城邑,另外再加六座供誤殺人者躲避的避難城, 7 共四十八座城邑,包括城周圍的草場。 8 以色列各支派要從自己承受的產業中分一些城邑給利未人,人多的支派多給,人少的支派少給。」
避難城
9 耶和華對摩西說: 10 「告訴以色列人,『你們過了約旦河進入迦南以後, 11 要選一些城邑作為避難城,供誤殺人者逃去避難, 12 躲避復仇的人,以免誤殺人者未在會眾面前受審便被殺死。 13 你們要選六座城作為避難城, 14 三座在約旦河東岸,三座在迦南。 15 凡誤殺人的,無論是以色列人還是寄居的外族人,都可以逃到這些城避難。

The Levites’ Towns
35 The Lord spoke to Moses on the plains of Moab. This was across from Jericho by the Jordan River. He said, 2 “Command the Israelites to give the Levites cities to live in. These will be cities in the land they receive. Also give the Levites the pastureland around these cities. 3 Then the Levites will have cities where they may live. And they will have pastureland for their cattle, sheep and other animals. 4 The pastureland you give the Levites will extend 1,500 feet from the city wall. 5 Also measure 3,000 feet in each direction from the city wall. Measure 3,000 feet east of the city. Measure 3,000 feet south of the city. Measure 3,000 feet west of the city. And measure 3,000 feet north of the city. The city will be in the center. This will be pastureland for the Levites’ cities.
Cities of Safety
6 “Six of the cities you give the Levites will be cities of safety. A person might accidentally kill someone. If he does, he may run to one of those cities for safety. You must also give 42 other cities to the Levites. 7 Give the Levites a total of 48 cities and their pastures. 8 The larger tribes of Israel must give more cities. The smaller tribes must give fewer cities. Each tribe must give some of its cities to the Levites. The number of cities they give will depend on the size of their land.”
9 Then the Lord said to Moses, 10 “Tell the Israelites these things: ‘You will cross the Jordan River and go into Canaan. 11 You must choose cities to be cities of safety. If a person accidentally kills someone, he may run to them for safety. 12 There he will be safe from the dead person’s relative who has the duty of punishing the killer. He will not die before he is judged in court. 13 The six cities you give will be cities of safety. 14 Give three cities east of the Jordan River. And give three cities in Canaan as cities of safety. 15 These six cities will be places of safety for citizens of Israel. And they will be for foreigners and other people living with you. Any of these people may run to one of these cities if he accidentally kills someone.
16 “‘If a person uses an iron weapon to kill someone, he is a murderer. He must be put to death. 17 A person might take a rock that could kill someone. If he kills a person with it, he is a murderer. He must be put to death. 18 A person might pick up a piece of wood that could kill someone. If he kills someone with it, he is a murderer. He must be put to death. 19 A relative of the dead person must put the murderer to death. When he finds the murderer, he must kill him. 20 A person might shove someone and kill him. Or he might throw something at someone and kill him. 21 Or he might hit someone with his hand and kill him. If he did that from hate, he is a murderer. He must be put to death. A relative of the dead person must kill the murderer when he finds him.
22 “‘But a person might suddenly shove someone. He did not hate the person. Or he might accidentally throw something and hit someone. 23 Or he might drop a rock that could kill someone. It might fall on someone he did not see. And it might kill that person. He didn’t plan to hurt anyone. He didn’t hate the person he killed. 24 If that happens, the community must decide what to do. They must decide between the relative of the dead person and the killer. Here are the rules. 25 They must protect the killer from the dead person’s relative. They must send the killer back to the city of safety that he ran to. He must stay there until the high priest dies. The high priest had the holy oil poured on him.
26 “‘That man must never go outside the limits of his city of safety. 27 If a relative of the dead person finds him outside the city, the relative may kill him. He will not be guilty of murder. 28 The killer must stay in his city of safety until the high priest dies. After the high priest dies, he may go back to his own land.
29 “‘These laws are for you from now on, wherever you live.
30 “‘A killer may be put to death only if he is a murderer. And there must be witnesses. No one may be put to death with only one witness.
31 “‘A murderer should die. Don’t take money to spare his life. He must be put to death.
32 “‘A person might run to a city of safety. Don’t take money to let him go back home before the high priest dies.
33 “‘Don’t let murder spoil your land. There is only one way to remove the sin of killing an innocent person. The murderer must be put to death. 34 I am the Lord. I live among the Israelites. I live in that land with you. So do not spoil it with murder.’”

Towns for the Levites
35 On the plains of Moab by the Jordan across from Jericho,(A) the Lord said to Moses, 2 “Command the Israelites to give the Levites towns to live in(B) from the inheritance the Israelites will possess. And give them pasturelands(C) around the towns. 3 Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.(D)
4 “The pasturelands around the towns that you give the Levites will extend a thousand cubits[a] from the town wall. 5 Outside the town, measure two thousand cubits[b](E) on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.(F)
Cities of Refuge(G)
6 “Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(H) In addition, give them forty-two other towns. 7 In all you must give the Levites forty-eight towns, together with their pasturelands. 8 The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(I)
9 Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(J) 11 select some towns to be your cities of refuge, to which a person who has killed someone(K) accidentally(L) may flee. 12 They will be places of refuge from the avenger,(M) so that anyone accused of murder(N) may not die before they stand trial before the assembly.(O) 13 These six towns you give will be your cities of refuge.(P) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.
16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(Q) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(R) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(S) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(T) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(U) that person is a murderer. The avenger of blood(V) shall put the murderer to death when they meet.
22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(W) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(X) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(Y) who was anointed(Z) with the holy oil.(AA)
26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.
29 “‘This is to have the force of law(AB) for you throughout the generations to come,(AC) wherever you live.(AD)
30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(AE)
31 “‘Do not accept a ransom(AF) for the life of a murderer, who deserves to die. They are to be put to death.
32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.
33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(AG) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(AH) where you live and where I dwell,(AI) for I, the Lord, dwell among the Israelites.’”

2 Bjud Israels barn att de av de arvslotter de få till besittning skola åt leviterna giva städer att bo i; utmarker runt omkring dessa städer skolen I ock giva åt leviterna.
3 Städerna skola de själva hava att bo i, men de tillhörande utmarkerna skola vara för deras dragare och deras boskap och alla deras övriga djur.
4 Och städernas utmarker, som I skolen giva åt leviterna, skola sträcka sig tusen alnar från stadsmuren utåt på alla sidor.
5 Och utanför staden skolen I mäta upp på östra sidan två tusen alnar, på västra sidan två tusen alnar, på södra sidan två tusen alnar och på norra sidan två tusen alnar, med staden i mitten. Detta skola de få såsom utmarker till sina städer.
6 Och de städer som I given åt leviterna skola först och främst vara de sex fristäderna, vilka I skolen giva till det ändamålet att en dråpare må kunna fly till dem; vidare skolen I jämte dessa städer giva dem fyrtiotvå andra,
7 så att de städer som I given åt leviterna tillsammans utgöra fyrtioåtta städer, med tillhörande utmarker.
8 Och av dessa städer, som I skolen giva av Israels barns besittningsområde, skolen I taga flera ur den stam som är större, och färre ur den som är mindre. Var stam skall åt leviterna giva ett antal av sina städer, som svarar mot den arvedel han själv har fått.
9 Och HERREN talade till Mose och sade:
10 Tala till Israels barn och säg till dem: När I haven gått över Jordan, in i Kanaans land,
11 skolen I utse åt eder vissa städer, som I skolen hava till fristäder, till vilka en dråpare som ouppsåtligen har dödat någon må kunna fly.
12 Och dessa städer skolen I hava såsom tillflyktsorter undan blodshämnaren, så att dråparen slipper dö, förrän han har stått till rätta inför menigheten.
13 Och de städer som I skolen giva till fristäder skola vara sex.
14 Tre av städerna skolen I giva på andra sidan Jordan, och de tre övriga städerna skolen I giva i själva Kanaans land;
15 dessa skola vara fristäder. Israels barn, såväl som främlingen och inhysesmannen som bor ibland dem skola hava dessa sex städer såsom tillflyktsorter, till vilka var och er som ouppsåtligen har dödat någon må kunna fly.

19 Blodshämnaren må döda den dråparen; varhelst han träffar på honom må han döda honom.
20 Likaledes om någon av hat stöter till en annan, eller med berått mod kastar något på honom; så att han dör,
21 eller av fiendskap slår honom till döds med handen, då skall den som gav slaget straffas med döden, ty han är en sannskyldig dråpare; blodshämnaren må döda den dråparen, varhelst han träffar på honom
22 Men om någon av våda, utan fiendskap, stöter till en annan, eller utan berått mod kastar på honom något föremål, vad det vara må;
23 eller om han, utan att se honom, med någon sten varmed dråpslag kan givas träffar honom, så att han dör, och detta utan att han var hans fiende eller hade för avsikt att skada honom,
24 då skall menigheten döma mellan den som gav slaget och blodshämnaren, enligt här givna föreskrifter.
25 Och menigheten skall rädda dråparen ur blodshämnarens hand, och menigheten skall låta honom vända tillbaka till fristaden dit han hade flytt, och där skall han stanna kvar, till dess den med helig olja smorde översteprästen dör.
26 Men om dråparen går utom området för den fristad dit han har flytt,
27 och blodshämnaren då, när han träffar på honom utom hans fristads område, dräper dråparen, så vilar ingen blodskuld på honom.
28 Ty i sin fristad skall en dråpare stanna kvar, till dess översteprästen dör; men efter översteprästens död må han vända tillbaka till den ort där han har sin besittning.
29 Och detta skall vara en rättsstadga för eder från släkte till släkte, var I än ären bosatta.
30 Om någon slår ihjäl en annan, skall man, efter vittnens utsago, dräpa dråparen; men en enda persons vittnesmål är icke nog för att man skall kunna döma någon till döden.
31 I skolen icke taga lösen för en dråpares liv, om han är skyldig till döden, utan han skall straffas med döden.
32 Ej heller skolen I taga lösen för att den som har flytt till en fristad skall före prästens död få vända tillbaka och bo i landet.
33 I skolen icke ohelga det land där I ären; genom blod ohelgas landet, och försoning kan icke bringas för landet för det blod som har blivit utgjutet däri, annat än genom dens blod, som har utgjutit det.
34 I skolen icke orena landet där I bon, det i vars mitt jag har min boning, ty jag, HERREN, har min boning mitt ibland Israels barn.
