Так говорит Господь:

– Народ, уцелевший от меча,
    найдет милость в пустыне;
Я приду успокоить Израиль.

Господь явился мне[a] в древности[b], говоря:

– Любовью вечной Я возлюбил тебя
    и явил тебе милость.
Я отстрою тебя,
    и ты будешь отстроена, девственница Израиль.
Снова возьмешься за бубны
    и выйдешь плясать с веселящимися.
И вновь разведешь виноградники
    на холмах Самарии;
виноградари разведут их
    и будут снимать урожай.
Наступит день, когда дозорные закричат
    в нагорьях Ефрема:
«Придите, поднимемся на Сион
    к Господу, нашему Богу».

Так говорит Господь:

– Радостно пойте об Иакове,
    восклицайте величайшему из народов.
Возносите хвалу и говорите:
    «Спаси, Господи, Свой народ,
остаток Израиля!»
    Я приведу их из северных стран,
соберу их с краев земли.
    Среди них и незрячие, и хромые,
беременные и роженицы –
    сюда возвратится великое множество людей.
Они придут с плачем,
    с мольбою, в то время, когда Я буду вести их.
Я поведу их вблизи водных потоков,
    по ровной дороге, на которой им не споткнуться,
так как стал Я Отцом Израилю,
    Ефрем – Мой первенец.

10 Слушайте слово Господне, народы,
    и провозгласите на далеких побережьях:
«Тот, Кто рассеял народ Израиля, соберет его
    и будет беречь, словно пастух свое стадо».
11 Господь искупит Иакова
    и избавит от рук тех, кто сильнее.
12 И они придут и будут кричать от радости
    на высотах Сиона;
возликуют от щедрот Господних:
    от зерна, молодого вина и масла,
ягнят и крупного скота!
    Станет их жизнь как сад, орошаемый щедро,
и не будут больше горевать.
13     И девушки будут плясать, ликуя,
юноши и старики будут веселиться вместе.
    Я обращу их печаль в ликование,
утешу их, дам им радость вместо скорби.
14     Я насыщу священников изобилием,
и Мой народ насытится Моей щедростью, –
            возвещает Господь.

15 Так говорит Господь:

– Голос слышен в Раме[c],
    плач и горькое рыдание, –
плачет о детях своих Рахиль[d],
    отказываясь утешиться,
потому что их больше нет.

16 Так говорит Господь:

– Сдержи свои рыдания
    и сотри с глаз слезы,
так как за твою работу будет награда, –
            возвещает Господь. –
Они вернутся из вражьей земли.
17 Есть надежда у тебя на будущее, –
            возвещает Господь. –
Твои дети вернутся в свою землю.

18 Поистине, Я слышу плач Ефрема:
    «Ты наказал меня, и я наказан,
как непокорный теленок.
    Верни мне благополучие, чтобы мне возвратиться,
    ведь Ты – Господь, мой Бог.
19 Сбившись с пути, я каялся,
    и, образумившись, бил себя в грудь.
Я был пристыжен, унижен,
    я нес позор своей юности».
20 Разве Ефрем не Мой дорогой сын,
    не Мое любимое чадо?
И хотя Я часто вынужден выговаривать ему,
    Я все еще вспоминаю его с теплотой.
Сердце Мое тревожится за него;
    Я его непременно помилую, –
            возвещает Господь. –

21 Расставь дорожные знаки,
    поставь указатели.
Следи за дорогой,
    за путем, которым идешь.
Вернись, о девственница Израиль,
    вернись в свои города.
22 Сколько еще тебе скитаться,
    дочь-отступница?
Господь сотворит на земле небывалое:
    женщина защитит[e] мужчину.

23 Так говорит Господь Сил, Бог Израиля:

– Когда Я восстановлю их, в земле иудейской и в их городах будут снова говорить: «Обитель праведности, святая гора, да благословит тебя Господь!». 24 Люди будут жить вместе в Иудее и во всех ее городах, и земледельцы, и те, кто ходит со стадами. 25 Я подкреплю уставшего и насыщу всех изнемогших.

26 Тут я проснулся и огляделся. Мой сон был мне приятен.

27 – Непременно наступят дни, – возвещает Господь, – когда Я засею дом Израиля и дом Иудеи семенем людей и животных. 28 Как Я наблюдал за ними, искореняя и разрушая, низвергая, губя и посылая невзгоды, так же Я буду наблюдать за ними, созидая и утверждая, – возвещает Господь. – 29 В те дни не будут уже говорить:

«Отцы ели кислый виноград,
    а у детей на зубах оскомина».

30 Каждый будет умирать за свой грех; кто будет есть виноград незрелый, у того и будет оскомина на зубах.

Обещание Господне о заключении нового завета

31 – Вот приходят дни, – возвещает Господь, –
    когда Я заключу новый завет с домом Израиля
        и с домом Иуды.
32 Этот завет будет не таким,
    какой Я заключил с их праотцами,
когда Я за руку вывел их из Египта,
    потому что они нарушили Мой завет,
хотя Я был им супругом[f], –
            возвещает Господь. –
33 Поэтому Я в будущем заключу с домом Израиля
иной завет, – возвещает Господь. –
Я вложу в их разум Мой Закон
    и запишу в их сердцах.
Я буду их Богом,
    а они будут Моим народом.
34 И уже не будет друг учить друга,
    и брат – брата,
говоря ему: «Познай Господа»,
    потому что Меня будут знать все
от мала до велика, –
            возвещает Господь. –
Ведь Я прощу их беззакония
    и больше не вспомню их грехов[g].

35 Так говорит Господь,

дающий солнце для освещения днем,
    установивший луну и звезды
для освещения ночью;
    возмущающий море так,
что волны его ревут;
    Господь Сил – имя Его:
36 – Если эти уставы перестанут действовать предо Мной, –
    возвещает Господь, –
то и потомки Израиля перестанут быть народом предо Мной.

37 Так говорит Господь:

– Если можно небо вверху измерить,
    а внизу отыскать основания земли,
то и Я отвергну всех потомков Израиля
    из-за всего, что они сделали, –
            возвещает Господь.

38 Наступят дни, – возвещает Господь, – когда этот город будет отстроен во славу Господа от башни Хананела до Угловых ворот. 39 А землемерная нить[h] протянется дальше прямо до холма Гарев, а там свернет к Гоа. 40 Вся долина, куда бросали трупы и пепел, и все поля до долины Кедрон, до самого угла Конских ворот на востоке, станут святыней Господа, а город больше никогда не будет ни разорен, ни разрушен.

The Remnant of Israel Saved

31 “At (A)the same time,” says the Lord, (B)“I will be the God of all the families of Israel, and they shall be My people.”

Thus says the Lord:

“The people who survived the sword
Found grace in the wilderness—
Israel, when (C)I went to give him rest.”

The Lord has appeared [a]of old to me, saying:
“Yes, (D)I have loved you with (E)an everlasting love;
Therefore with lovingkindness I have (F)drawn you.
Again (G)I will build you, and you shall be rebuilt,
O virgin of Israel!
You shall again be adorned with your (H)tambourines,
And shall go forth in the dances of those who rejoice.
(I)You shall yet plant vines on the mountains of Samaria;
The planters shall plant and [b]eat them as ordinary food.
For there shall be a day
When the watchmen will cry on Mount Ephraim,
(J)‘Arise, and let us go up to Zion,
To the Lord our God.’ ”

For thus says the Lord:

(K)“Sing with gladness for Jacob,
And shout among the chief of the nations;
Proclaim, give praise, and say,
‘O Lord, save Your people,
The remnant of Israel!’
Behold, I will bring them (L)from the north country,
And (M)gather them from the ends of the earth,
Among them the blind and the lame,
The woman with child
And the one who labors with child, together;
A great throng shall return there.
(N)They shall come with weeping,
And with supplications I will lead them.
I will cause them to walk (O)by the rivers of waters,
In a straight way in which they shall not stumble;
For I am a Father to Israel,
And Ephraim is My (P)firstborn.

10 “Hear the word of the Lord, O nations,
And declare it in the [c]isles afar off, and say,
‘He who scattered Israel (Q)will gather him,
And keep him as a shepherd does his flock.’
11 For (R)the Lord has redeemed Jacob,
And ransomed him (S)from the hand of one stronger than he.
12 Therefore they shall come and sing in (T)the height of Zion,
Streaming to (U)the goodness of the Lord
For wheat and new wine and oil,
For the young of the flock and the herd;
Their souls shall be like a (V)well-watered garden,
(W)And they shall sorrow no more at all.

13 “Then shall the virgin rejoice in the dance,
And the young men and the old, together;
For I will turn their mourning to joy,
Will comfort them,
And make them rejoice rather than sorrow.
14 I will [d]satiate the soul of the priests with abundance,
And My people shall be satisfied with My goodness, says the Lord.”

Mercy on Ephraim

15 Thus says the Lord:

(X)“A voice was heard in (Y)Ramah,
Lamentation and bitter (Z)weeping,
Rachel weeping for her children,
Refusing to be comforted for her children,
Because (AA)they are no more.”

16 Thus says the Lord:

“Refrain your voice from (AB)weeping,
And your eyes from tears;
For your work shall be rewarded, says the Lord,
And they shall come back from the land of the enemy.
17 There is (AC)hope in your future, says the Lord,
That your children shall come back to their own border.

18 “I have surely heard Ephraim bemoaning himself:
‘You have (AD)chastised me, and I was chastised,
Like an untrained bull;
(AE)Restore me, and I will return,
For You are the Lord my God.
19 Surely, (AF)after my turning, I repented;
And after I was instructed, I struck myself on the thigh;
I was (AG)ashamed, yes, even humiliated,
Because I bore the reproach of my youth.’
20 Is Ephraim My dear son?
Is he a pleasant child?
For though I spoke against him,
I earnestly remember him still;
(AH)Therefore My [e]heart yearns for him;
(AI)I will surely have mercy on him, says the Lord.

21 “Set up signposts,
Make landmarks;
(AJ)Set your heart toward the highway,
The way in which you went.
[f]Turn back, O virgin of Israel,
Turn back to these your cities.
22 How long will you (AK)gad about,
O you (AL)backsliding daughter?
For the Lord has created a new thing in the earth—
A woman shall encompass a man.”

Future Prosperity of Judah

23 Thus says the Lord of hosts, the God of Israel: “They shall again use this speech in the land of Judah and in its cities, when I bring back their captivity: (AM)‘The Lord bless you, O home of justice, and (AN)mountain of holiness!’ 24 And there shall dwell in Judah itself, and (AO)in all its cities together, farmers and those going out with flocks. 25 For I have [g]satiated the weary soul, and I have replenished every sorrowful soul.”

26 After this I awoke and looked around, and my sleep was (AP)sweet to me.

27 “Behold, the days are coming, says the Lord, that (AQ)I will sow the house of Israel and the house of Judah with the seed of man and the seed of beast. 28 And it shall come to pass, that as I have (AR)watched over them (AS)to pluck up, to break down, to throw down, to destroy, and to afflict, so I will watch over them (AT)to build and to plant, says the Lord. 29 (AU)In those days they shall say no more:

‘The fathers have eaten sour grapes,
And the children’s teeth are set on edge.’

30 (AV)But every one shall die for his own iniquity; every man who eats the sour grapes, his teeth shall be set on edge.

A New Covenant

31 “Behold, the (AW)days are coming, says the Lord, when I will make a new covenant with the house of Israel and with the house of Judah— 32 not according to the covenant that I made with their fathers in the day that (AX)I took them by the hand to lead them out of the land of Egypt, My covenant which they broke, [h]though I was a husband to them, says the Lord. 33 (AY)But this is the covenant that I will make with the house of Israel after those days, says the Lord: (AZ)I will put My law in their minds, and write it on their [i]hearts; (BA)and I will be their God, and they shall be My people. 34 No more shall every man teach his neighbor, and every man his brother, saying, ‘Know the Lord,’ for (BB)they all shall know Me, from the least of them to the greatest of them, says the Lord. For (BC)I will forgive their iniquity, and their sin I will remember no more.”

35 Thus says the Lord,
(BD)Who gives the sun for a light by day,
The ordinances of the moon and the stars for a light by night,
Who disturbs (BE)the sea,
And its waves roar
(BF)(The Lord of hosts is His name):

36 “If (BG)those ordinances depart
From before Me, says the Lord,
Then the seed of Israel shall also cease
From being a nation before Me forever.”

37 Thus says the Lord:

(BH)“If heaven above can be measured,
And the foundations of the earth searched out beneath,
I will also (BI)cast off all the seed of Israel
For all that they have done, says the Lord.

38 “Behold, the days are coming, says the Lord, that the city shall be built for the Lord (BJ)from the Tower of Hananel to the Corner Gate. 39 (BK)The surveyor’s line shall again extend straight forward over the hill Gareb; then it shall turn toward Goath. 40 And the whole valley of the dead bodies and of the ashes, and all the fields as far as the Brook Kidron, (BL)to the corner of the Horse Gate toward the east, (BM)shall be holy to the Lord. It shall not be plucked up or thrown down anymore forever.”

God’s Relationship with His People

31 “At that time”—this is the Lord’s declaration—“I will be the God of all the families of Israel,(A) and they will be My people.”

This is what the Lord says:

They found favor in the wilderness(B)
the people who survived the sword.
When Israel went to find rest,
the Lord appeared to him[a] from far away.
I have loved you with an everlasting love;
therefore, I have continued to extend faithful love to you.(C)
Again I will build you so that you will be rebuilt,
Virgin Israel.
You will take up your tambourines again(D)
and go out in joyful dancing.
You will plant vineyards again
on the mountains of Samaria;
the planters will plant and will enjoy the fruit.(E)
For there will be a day when watchmen will call out
in the hill country of Ephraim,
“Get up, let’s go up to Zion,(F)
to Yahweh our God!”

God’s People Brought Home

For this is what the Lord says:

Sing with joy for Jacob;
shout for the chief of the nations!
Proclaim, praise, and say,
Lord, save Your people,(G)
the remnant of Israel!”
Watch! I am going to bring them from the northern land.
I will gather them from remote regions of the earth(H)
the blind and the lame will be with them,
along with those who are pregnant and those about to give birth.
They will return here as a great assembly!(I)
They will come weeping,
but I will bring them back with consolation.[b](J)
I will lead them to wadis filled with water
by a smooth way where they will not stumble,(K)
for I am Israel’s Father,
and Ephraim is My firstborn.
10 Nations, hear the word of the Lord,
and tell it among the far off coastlands!(L)
Say: The One who scattered Israel will gather him.
He will watch over him as a shepherd guards his flock,
11 for the Lord has ransomed Jacob
and redeemed him from the power of one stronger than he.(M)
12 They will come and shout for joy on the heights of Zion;
they will be radiant with joy(N)
because of(O) the Lord’s goodness,
because of the grain, the new wine, the fresh oil,(P)
and because of the young of the flocks and herds.
Their life will be like an irrigated garden,
and they will no longer grow weak from hunger.
13 Then the young woman will rejoice with dancing,
while young and old men rejoice together.
I will turn their mourning into joy,(Q)
give them consolation,
and bring happiness out of grief.
14 I will refresh the priests with an abundance,[c](R)
and My people will be satisfied with My goodness.
This is the Lord’s declaration.

Lament Turned to Joy

15 This is what the Lord says:

A voice was heard in Ramah,
a lament with bitter weeping—
Rachel weeping for her children,
refusing to be comforted for her children
because they are no more.(S)

16 This is what the Lord says:

Keep your voice from weeping
and your eyes from tears,
for the reward for your work will come—
this is the Lord’s declaration—
and your children will return from the enemy’s land.
17 There is hope for your future(T)
this is the Lord’s declaration—
and your children will return to their own territory.
18 I have heard Ephraim moaning,
“You disciplined me, and I have been disciplined
like an untrained calf.
Restore me, and I will return,
for you, Lord, are my God.(U)
19 After I returned, I repented;
After I was instructed, I struck my thigh in grief.(V)
I was ashamed and humiliated
because I bore the disgrace of my youth.”
20 Isn’t Ephraim a precious son to Me,
a delightful child?
Whenever I speak against him,
I certainly still think about him.
Therefore, My inner being yearns for him;
I will truly have compassion on him.
This is the Lord’s declaration.

Repentance and Restoration

21 Set up road markers(W) for yourself;
establish signposts!
Keep the highway in mind,
the way you have traveled.
Return, Virgin Israel!
Return to these cities of yours.
22 How long will you turn here and there,
faithless daughter?(X)
For the Lord creates something new in the land[d]
a female[e] will shelter[f] a man.

23 This is what the Lord of Hosts, the God of Israel, says: “When I restore their fortunes,[g] they will once again speak this word in the land of Judah and in its cities, ‘May the Lord bless you, righteous settlement,(Y) holy mountain.’(Z) 24 Judah and all its cities will live in it together—also farmers and those who move[h] with the flocks— 25 for I satisfy the thirsty person and feed all those who are weak.”

26 At this I awoke and looked around. My sleep had been most pleasant to me.

27 “The days are coming”—this is the Lord’s declaration—“when I will sow the house of Israel(AA) and the house of Judah with the seed of man and the seed of beast. 28 Just as I watched over them to uproot and to tear them down, to demolish and to destroy, and to cause disaster, so will I be attentive to build and to plant them,”(AB) says the Lord. 29 “In those days, it will never again be said:

The fathers have eaten sour grapes,
and the children’s teeth are set on edge.(AC)

30 Rather, each will die for his own wrongdoing.(AD) Anyone who eats sour grapes—his own teeth will be set on edge.

The New Covenant

31 “Look, the days are coming”—this is the Lord’s declaration—“when I will make a new covenant(AE) with the house of Israel and with the house of Judah. 32 This one will not be like the covenant I made with their ancestors when I took them by the hand to bring them out of the land of Egypt—a covenant they broke even though I had married them”(AF)—the Lord’s declaration. 33 “Instead, this is the covenant I will make with the house of Israel after those days”—the Lord’s declaration. “I will put My teaching within them and write it on their hearts. I will be their God, and they will be My people. 34 No longer will one teach his neighbor or his brother, saying, ‘Know the Lord,’(AG) for they will all know Me, from the least to the greatest of them”—this is the Lord’s declaration. “For I will forgive their wrongdoing(AH) and never again remember their sin.”(AI)

35 This is what the Lord says:

The One who gives the sun for light by day,
the fixed order of moon and stars for light by night,
who stirs up the sea and makes its waves roar(AJ)
Yahweh of Hosts is His name:
36 If this fixed order departs from My presence—
this is the Lord’s declaration—
then also Israel’s descendants will cease
to be a nation before Me forever.(AK)

37 This is what the Lord says:

If the heavens above can be measured
and the foundations of the earth below explored,
I will reject all of Israel’s descendants
because of all they have done—
this is the Lord’s declaration.

38 “Look, the days are coming”—the Lord’s declaration—“when the city[i] from the Tower of Hananel(AL) to the Corner Gate(AM) will be rebuilt for the Lord. 39 A measuring line will once again stretch out straight to the hill of Gareb(AN) and then turn toward Goah. 40 The whole valley—the corpses, the ashes, and all the fields as far as the Kidron Valley(AO) to the corner of the Horse Gate(AP) to the east—will be holy to the Lord. It will never be uprooted or demolished again.”
