13 Πᾶσα ψυχὴ ἐξουσίαις ὑπερεχούσαις ὑποτασσέσθω, οὐ γὰρ ἔστιν ἐξουσία εἰ μὴ ὑπὸ θεοῦ, αἱ δὲ [a]οὖσαι [b]ὑπὸ θεοῦ τεταγμέναι εἰσίν. 2 ὥστε ὁ ἀντιτασσόμενος τῇ ἐξουσίᾳ τῇ τοῦ θεοῦ διαταγῇ ἀνθέστηκεν, οἱ δὲ ἀνθεστηκότες ἑαυτοῖς κρίμα λήμψονται. 3 οἱ γὰρ ἄρχοντες οὐκ εἰσὶν φόβος [c]τῷ ἀγαθῷ ἔργῳ ἀλλὰ [d]τῷ κακῷ. θέλεις δὲ μὴ φοβεῖσθαι τὴν ἐξουσίαν; τὸ ἀγαθὸν ποίει, καὶ ἕξεις ἔπαινον ἐξ αὐτῆς· 4 θεοῦ γὰρ διάκονός ἐστιν σοὶ εἰς τὸ ἀγαθόν. ἐὰν δὲ τὸ κακὸν ποιῇς, φοβοῦ· οὐ γὰρ εἰκῇ τὴν μάχαιραν φορεῖ· θεοῦ γὰρ διάκονός ἐστιν, ἔκδικος εἰς ὀργὴν τῷ τὸ κακὸν πράσσοντι. 5 διὸ ἀνάγκη ὑποτάσσεσθαι, οὐ μόνον διὰ τὴν ὀργὴν ἀλλὰ καὶ διὰ τὴν συνείδησιν, 6 διὰ τοῦτο γὰρ καὶ φόρους τελεῖτε, λειτουργοὶ γὰρ θεοῦ εἰσιν εἰς αὐτὸ τοῦτο προσκαρτεροῦντες. 7 [e]ἀπόδοτε πᾶσι τὰς ὀφειλάς, τῷ τὸν φόρον τὸν φόρον, τῷ τὸ τέλος τὸ τέλος, τῷ τὸν φόβον τὸν φόβον, τῷ τὴν τιμὴν τὴν τιμήν.
8 Μηδενὶ μηδὲν ὀφείλετε, εἰ μὴ τὸ [f]ἀλλήλους ἀγαπᾶν· ὁ γὰρ ἀγαπῶν τὸν ἕτερον νόμον πεπλήρωκεν. 9 τὸ γάρ· Οὐ μοιχεύσεις, Οὐ φονεύσεις, Οὐ κλέψεις, Οὐκ ἐπιθυμήσεις, καὶ εἴ τις ἑτέρα ἐντολή, ἐν [g]τῷ λόγῳ τούτῳ ἀνακεφαλαιοῦται, [h]ἐν τῷ· Ἀγαπήσεις τὸν πλησίον σου ὡς σεαυτόν. 10 ἡ ἀγάπη τῷ πλησίον κακὸν οὐκ ἐργάζεται· πλήρωμα οὖν νόμου ἡ ἀγάπη.
11 Καὶ τοῦτο εἰδότες τὸν καιρόν, ὅτι ὥρα [i]ἤδη ὑμᾶς ἐξ ὕπνου ἐγερθῆναι, νῦν γὰρ ἐγγύτερον ἡμῶν ἡ σωτηρία ἢ ὅτε ἐπιστεύσαμεν. 12 ἡ νὺξ προέκοψεν, ἡ δὲ ἡμέρα ἤγγικεν. [j]ἀποβαλώμεθα οὖν τὰ ἔργα τοῦ σκότους, [k]ἐνδυσώμεθα δὲ τὰ ὅπλα τοῦ φωτός. 13 ὡς ἐν ἡμέρᾳ εὐσχημόνως περιπατήσωμεν, μὴ κώμοις καὶ μέθαις, μὴ κοίταις καὶ ἀσελγείαις, μὴ ἔριδι καὶ ζήλῳ, 14 ἀλλὰ ἐνδύσασθε τὸν κύριον Ἰησοῦν Χριστόν, καὶ τῆς σαρκὸς πρόνοιαν μὴ ποιεῖσθε εἰς ἐπιθυμίας.

Being Subject to Authorities
13 Let every person be subject to the governing authorities; for there is no authority except from God, and those authorities that exist have been instituted by God. 2 Therefore whoever resists authority resists what God has appointed, and those who resist will incur judgement. 3 For rulers are not a terror to good conduct, but to bad. Do you wish to have no fear of the authority? Then do what is good, and you will receive its approval; 4 for it is God’s servant for your good. But if you do what is wrong, you should be afraid, for the authority[a] does not bear the sword in vain! It is the servant of God to execute wrath on the wrongdoer. 5 Therefore one must be subject, not only because of wrath but also because of conscience. 6 For the same reason you also pay taxes, for the authorities are God’s servants, busy with this very thing. 7 Pay to all what is due to them—taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honour to whom honour is due.
Love for One Another
8 Owe no one anything, except to love one another; for the one who loves another has fulfilled the law. 9 The commandments, ‘You shall not commit adultery; You shall not murder; You shall not steal; You shall not covet’; and any other commandment, are summed up in this word, ‘Love your neighbour as yourself.’ 10 Love does no wrong to a neighbour; therefore, love is the fulfilling of the law.
An Urgent Appeal
11 Besides this, you know what time it is, how it is now the moment for you to wake from sleep. For salvation is nearer to us now than when we became believers; 12 the night is far gone, the day is near. Let us then lay aside the works of darkness and put on the armour of light; 13 let us live honourably as in the day, not in revelling and drunkenness, not in debauchery and licentiousness, not in quarrelling and jealousy. 14 Instead, put on the Lord Jesus Christ, and make no provision for the flesh, to gratify its desires.

Submission to governing authorities
13 Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.
6 This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing. 7 Give to everyone what you owe them: if you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honour, then honour.
Love fulfils the law
8 Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law. 9 The commandments, ‘You shall not commit adultery,’ ‘You shall not murder,’ ‘You shall not steal,’ ‘You shall not covet,’[a] and whatever other command there may be, are summed up in this one command: ‘Love your neighbour as yourself.’[b] 10 Love does no harm to a neighbour. Therefore love is the fulfilment of the law.
The day is near
11 And do this, understanding the present time: the hour has already come for you to wake up from your slumber, because our salvation is nearer now than when we first believed. 12 The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armour of light. 13 Let us behave decently, as in the daytime, not in carousing and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy. 14 Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the flesh.[c]

Respect for Authority
13 Everyone must submit to governing authorities. For all authority comes from God, and those in positions of authority have been placed there by God. 2 So anyone who rebels against authority is rebelling against what God has instituted, and they will be punished. 3 For the authorities do not strike fear in people who are doing right, but in those who are doing wrong. Would you like to live without fear of the authorities? Do what is right, and they will honor you. 4 The authorities are God’s servants, sent for your good. But if you are doing wrong, of course you should be afraid, for they have the power to punish you. They are God’s servants, sent for the very purpose of punishing those who do what is wrong. 5 So you must submit to them, not only to avoid punishment, but also to keep a clear conscience.
6 Pay your taxes, too, for these same reasons. For government workers need to be paid. They are serving God in what they do. 7 Give to everyone what you owe them: Pay your taxes and government fees to those who collect them, and give respect and honor to those who are in authority.
Love Fulfills God’s Requirements
8 Owe nothing to anyone—except for your obligation to love one another. If you love your neighbor, you will fulfill the requirements of God’s law. 9 For the commandments say, “You must not commit adultery. You must not murder. You must not steal. You must not covet.”[a] These—and other such commandments—are summed up in this one commandment: “Love your neighbor as yourself.”[b] 10 Love does no wrong to others, so love fulfills the requirements of God’s law.
11 This is all the more urgent, for you know how late it is; time is running out. Wake up, for our salvation is nearer now than when we first believed. 12 The night is almost gone; the day of salvation will soon be here. So remove your dark deeds like dirty clothes, and put on the shining armor of right living. 13 Because we belong to the day, we must live decent lives for all to see. Don’t participate in the darkness of wild parties and drunkenness, or in sexual promiscuity and immoral living, or in quarreling and jealousy. 14 Instead, clothe yourself with the presence of the Lord Jesus Christ. And don’t let yourself think about ways to indulge your evil desires.

Duties toward State Authorities
13 (A)Everyone must obey state authorities, because no authority exists without God's permission, and the existing authorities have been put there by God. 2 Whoever opposes the existing authority opposes what God has ordered; and anyone who does so will bring judgment on himself. 3 For rulers are not to be feared by those who do good, but by those who do evil. Would you like to be unafraid of those in authority? Then do what is good, and they will praise you, 4 because they are God's servants working for your own good. But if you do evil, then be afraid of them, because their power to punish is real. They are God's servants and carry out God's punishment on those who do evil. 5 For this reason you must obey the authorities—not just because of God's punishment, but also as a matter of conscience.
6 (B)That is also why you pay taxes, because the authorities are working for God when they fulfill their duties. 7 Pay, then, what you owe them; pay them your personal and property taxes, and show respect and honor for them all.
Duties toward One Another
8 Be under obligation to no one—the only obligation you have is to love one another. Whoever does this has obeyed the Law. 9 (C)The commandments, “Do not commit adultery; do not commit murder; do not steal; do not desire what belongs to someone else”—all these, and any others besides, are summed up in the one command, “Love your neighbor as you love yourself.” 10 If you love others, you will never do them wrong; to love, then, is to obey the whole Law.
11 You must do this, because you know that the time has come for you to wake up from your sleep. For the moment when we will be saved is closer now than it was when we first believed. 12 The night is nearly over, day is almost here. Let us stop doing the things that belong to the dark, and let us take up weapons for fighting in the light. 13 Let us conduct ourselves properly, as people who live in the light of day—no orgies or drunkenness, no immorality or indecency, no fighting or jealousy. 14 But take up the weapons of the Lord Jesus Christ, and stop paying attention to your sinful nature and satisfying its desires.
