Cities for the Levites

35 And the Lord spoke to Moses in (A)the plains of Moab by the Jordan across from Jericho, saying: (B)“Command the children of Israel that they give the Levites cities to dwell in from the inheritance of their possession, and you shall also give the Levites (C)common-land around the cities. They shall have the cities to dwell in; and their common-land shall be for their cattle, for their herds, and for all their animals. The common-land of the cities which you will give the Levites shall extend from the wall of the city outward a thousand cubits all around. And you shall measure outside the city on the east side two thousand cubits, on the south side two thousand cubits, on the west side two thousand cubits, and on the north side two thousand cubits. The city shall be in the middle. This shall belong to them as common-land for the cities.

“Now among the cities which you will give to the Levites you shall appoint (D)six cities of refuge, to which a manslayer may flee. And to these you shall add forty-two cities. So all the cities you will give to the Levites shall be (E)forty-eight; these you shall give with their common-land. And the cities which you will give shall be (F)from the possession of the children of Israel; (G)from the larger tribe you shall give many, from the smaller you shall give few. Each shall give some of its cities to the Levites, in proportion to the inheritance that each receives.”

Cities of Refuge(H)

Then the Lord spoke to Moses, saying, 10 “Speak to the children of Israel, and say to them: (I)‘When you cross the Jordan into the land of Canaan, 11 then (J)you shall appoint cities to be cities of refuge for you, that the manslayer who kills any person accidentally may flee there. 12 (K)They shall be cities of refuge for you from the avenger, that the manslayer may not die until he stands before the congregation in judgment. 13 And of the cities which you give, you shall have (L)six cities of refuge. 14 (M)You shall appoint three cities on this side of the Jordan, and three cities you shall appoint in the land of Canaan, which will be cities of refuge. 15 These six cities shall be for refuge for the children of Israel, (N)for the stranger, and for the sojourner among them, that anyone who kills a person accidentally may flee there.

16 (O)‘But if he strikes him with an iron implement, so that he dies, he is a murderer; the murderer shall surely be put to death. 17 And if he strikes him with a stone in the hand, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 18 Or if he strikes him with a wooden hand weapon, by which one could die, and he does die, he is a murderer; the murderer shall surely be put to death. 19 (P)The[a] avenger of blood himself shall put the murderer to death; when he meets him, he shall put him to death. 20 (Q)If he pushes him out of hatred or, (R)while lying in wait, hurls something at him so that he dies, 21 or in enmity he strikes him with his hand so that he dies, the one who struck him shall surely be put to death. He is a murderer. The avenger of blood shall put the murderer to death when he meets him.

22 ‘However, if he pushes him suddenly (S)without enmity, or throws anything at him without lying in wait, 23 or uses a stone, by which a man could die, throwing it at him without seeing him, so that he dies, while he was not his enemy or seeking his harm, 24 then (T)the congregation shall judge between the manslayer and the avenger of blood according to these judgments. 25 So the congregation shall deliver the manslayer from the hand of the avenger of blood, and the congregation shall return him to the city of refuge where he had fled, and (U)he shall remain there until the death of the high priest (V)who was anointed with the holy oil. 26 But if the manslayer at any time goes outside the limits of the city of refuge where he fled, 27 and the avenger of blood finds him outside the limits of his city of refuge, and the avenger of blood kills the manslayer, he shall not be guilty of [b]blood, 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer may return to the land of his possession.

29 ‘And these things shall be (W)a statute of judgment to you throughout your generations in all your dwellings. 30 Whoever kills a person, the murderer shall be put to death on the (X)testimony of witnesses; but one witness is not sufficient testimony against a person for the death penalty. 31 Moreover you shall take no ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall take no ransom for him who has fled to his city of refuge, that he may return to dwell in the land before the death of the priest. 33 So you shall not pollute the land where you are; for blood (Y)defiles the land, and no [c]atonement can be made for the land, for the blood that is shed on it, except (Z)by the blood of him who shed it. 34 Therefore (AA)do not defile the land which you inhabit, in the midst of which I dwell; for (AB)I the Lord dwell among the children of Israel.’ ”

Ciudades de los levitas

35 El SEÑOR le habló a Moisés en las llanuras de Moab, junto al Jordán, frente a Jericó y le dijo: «Ordénales a los israelitas que del territorio que reciban les den a los levitas ciudades donde vivir, y también los campos de pastoreo alrededor de esas ciudades. En esas ciudades habitarán los levitas y los campos de pastoreo serán para su ganado y todos sus animales. Los campos de pastoreo de esas ciudades que deben darles a los levitas se extenderán alrededor de la ciudad, 450 metros[a] hacia afuera de la muralla. Midan a partir de los límites de la ciudad 900 metros hacia el oriente, 900 metros hacia el sur, 900 metros hacia el occidente y 900 metros hacia el norte, con la ciudad en el centro. Esas serán las tierras de pastoreo para sus ciudades.

»De las ciudades que ustedes les den a los levitas, habrá seis ciudades de refugio, que servirán para que huya allí el que por accidente haya matado a alguien. Además de estas se les darán otras 42 ciudades, o sea que en total les darán a los levitas 48 ciudades con sus campos de pastoreo. La mayoría de ciudades serán cedidas por las tribus grandes; las tribus pequeñas cederán pocas ciudades. Cada tribu les dará algunas de sus ciudades a los levitas de acuerdo a la cantidad de territorio que hayan recibido».

Ciudades de refugio

El SEÑOR le dijo a Moisés: 10 «Diles a los israelitas que cuando crucen el río Jordán para llegar a Canaán, 11 designen ciudades de refugio para ustedes a donde pueda huir el que mate a alguien por accidente. 12 En esas ciudades se refugiarán para protegerse del pariente del muerto que tenga el deber de castigar al asesino. Así no se le dará muerte al asesino sin que primero se haya hecho un juicio ante la comunidad. 13 De las ciudades que se hayan entregado, seis serán ciudades de refugio. 14 Tres de esas ciudades estarán ubicadas al oriente del río Jordán y las otras tres en la tierra de Canaán. 15 Esas seis ciudades serán para el refugio de los israelitas y de los inmigrantes que vivan entre ustedes. Todo el que por accidente mate a alguien, debe ir allá.

16 »Si alguien golpea a otro con un objeto de hierro y el que recibe el golpe muere, eso es un asesinato, y el asesino debe ser condenado a muerte. 17 Si alguien golpea a otro con una piedra que pueda causar la muerte y el que recibe el golpe muere, se trata de un asesinato, y el asesino debe ser condenado a muerte. 18 Si alguien golpea a otro con un objeto de madera que pueda causar la muerte y el que recibe el golpe muere, se trata de un asesinato, y el asesino debe ser condenado a muerte. 19 Un pariente del muerto[b] debe matar al asesino cuando lo encuentre.

20 »Puede darse el caso de alguien que empuja a otro en un acto de odio, o le lanza algo a propósito para que muera, 21 o lo golpea con sus manos en un acto de odio con intención de matarlo. Si la persona muere, el responsable debe morir porque es un asesino. Un pariente del muerto debe matar al asesino cuando lo encuentre.

22 »Pero puede darse el caso de que el responsable lo hizo sin saberlo y sin odio, o lo empujó o le lanzó un objeto sin mala intención, 23 o sin fijarse dejó caer una piedra que podía causar la muerte. Si la persona muere y el responsable no era su enemigo, ni tenía la intención de hacerle daño, 24 entonces al que ocasionó la muerte la comunidad lo protegerá de la venganza del pariente del muerto. 25 Será enviado de regreso a la ciudad de refugio a donde él escapó y vivirá allí hasta que muera el sumo sacerdote que fue ungido con el aceite de consagrar.

26 »Si el asesino deja los límites de la ciudad de refugio 27 y el pariente del muerto lo encuentra fuera de esos límites, entonces podrá matar al asesino y no será culpable de asesinato. 28 El asesino tendrá que permanecer en la ciudad de refugio hasta la muerte del sumo sacerdote, después de lo cual podrá regresar a su tierra. 29 Ese será el procedimiento legal que ustedes seguirán de ahora en adelante, de generación en generación, dondequiera que vivan.

30 »Un asesino sólo podrá ser condenado a muerte con base en el testimonio de varios testigos. Nadie podrá ser ejecutado por el testimonio de un solo testigo.

31 »Ustedes no deben aceptar ningún pago a cambio de la vida de un asesino que sea condenado a muerte. Debe ser ejecutado.

32 »Cuando alguien huya a una ciudad de refugio tendrá que vivir allí hasta la muerte del sumo sacerdote. No se aceptará ningún pago para que pueda volver a su tierra antes de la muerte del sumo sacerdote.

33 »No corrompan con asesinatos la tierra donde viven porque el asesinato contamina el territorio que habitan. La única forma de purificar la tierra de un asesinato es la muerte del asesino. 34 No contaminarán el territorio que habitan porque es la tierra donde vivo, porque yo, el SEÑOR, habito entre los israelitas».

Ang mga Bayan ng mga Levita

35 Sinabi ng Panginoon kay Moises doon sa kapatagan ng Moab sa tabi ng Jordan malapit sa Jerico, “Sabihin mo sa mga Israelita na bigyan nila ang mga Levita ng mga bayan na titirhan ng mga ito mula sa mga lupaing matatanggap nila. Sa ganitong paraan, may matitirhang bayan ang mga Levita at may pastulan para sa kanilang mga hayop. Ang agwat ng pastulang inyong ibibigay sa palibot ng kanilang bayan ay mga 450 metro mula sa pader ng kanilang mga bayan. Pagkatapos, sumukat kayo ng 900 metro sa bawat direksyon ng bayan – sa silangan, sa timog, sa kanluran at sa hilaga – kaya nasa gitna ang bayan nito. Ito ang pastulan para sa mas malaking mga bayan.

Ang Lungsod na Tanggulan(A)

Pagkatapos, sinabi ng Panginoon kay Moises, 10 “Sabihin mo sa mga Israelita na kapag tumawid na sila sa Jordan papunta sa Canaan, 11 pumili sila ng mga bayan na magiging lungsod na tanggulan kung saan makakatakas papunta roon ang taong makakapatay nang hindi sinasadya. 12 Mapoprotektahan siya ng lungsod na ito laban sa mga taong gustong gumanti sa kanya. Hindi siya dapat patayin hanggaʼt hindi pa siya nahahatulan sa harap ng kapulungan. 13 Ang anim na bayan na ito ang magiging lungsod ninyong tanggulan. 14 Ilagay ninyo sa silangan ng Jordan ang tatlong lungsod at tatlo sa Canaan. 15 Ang anim na bayan na ito ay magiging tanggulan hindi lang ng mga Israelita kundi pati ng mga dayuhan na naninirahan kasama ninyo para ang sinuman sa kanila na makapatay nang hindi sinasadya ay makakatakas papunta dito.

16 “Pero kung hinampas ng isang tao ang sinuman ng bakal at namatay ito, ituturing na kriminal ang nasabing tao at kailangang patayin din siya. 17 Kung binato ng isang tao ang sinuman at namatay ito, ituturing na kriminal ang nasabing tao at kailangang patayin din siya. 18 O halimbawa, hinampas ng kahoy ng isang tao ang sinuman at namatay ito, ituturing din na kriminal ang taong iyon, at kailangang patayin din siya. 19 Ang malapit na kamag-anak ng pinatay ang may karapatang pumatay sa kriminal. Papatayin niya ang kriminal kung siyaʼy makikita niya.

20 “Kung napatay ng isang tao dahil sa kanyang galit ang sinuman sa pamamagitan ng panunulak, o paghahagis ng kahit anong bagay, 21 o pagsuntok, ituturing na kriminal ang nasabing tao at kailangang patayin din siya. Ang malapit na kamag-anak ng napatay ang may karapatang pumatay sa kriminal. Papatayin niya ang kriminal kung siyaʼy makikita niya.

22 “Pero halimbawang ang isang taong walang sama ng loob ang nakapatay sa isang tao na nahagisan niya ng kahit anong bagay o natulak na hindi sinasadya, 23 o nahulugan niya ng bato nang hindi niya nakikita, at dahil nga napatay niya ang tao, kahit hindi niya kaaway, at hindi niya sinasadya ang pagkakapatay sa kanya, 24 dadalhin pa rin siya sa kapulungan kasama ng taong gustong maghiganti sa kanya, at hahatulan siya ayon sa mga tuntuning ito. 25 Kung mapatunayan na hindi niya sinasadya ang pagpatay, kailangang proteksyunan ng sambayanan ang taong nakapatay laban sa mga tao na gustong maghiganti sa kanya, at ibabalik siya sa lungsod na tanggulan, kung saan siya tumakas. Kailangang magpaiwan siya roon hanggang hindi pa namamatay ang punong pari na itinalaga sa paglilingkod.[a]

26 “Pero kapag lumabas sa lungsod na tanggulan ang nakapatay 27 at makita siya ng taong gustong gumanti sa kanya, maaari siyang patayin ng taong iyon. Walang pananagutan ang taong nakapatay sa kanya. 28 Kaya dapat na magpaiwan ang taong nakapatay sa lungsod na tanggulan hanggang hindi pa namamatay ang punong pari, at pagkatapos ay makakauwi na siya sa kanila.

29 “Ito ang mga tuntuning dapat ninyong sundin hanggang sa susunod pang mga henerasyon, kahit saan kayo manirahan.

30 “Ang sinumang pumatay sa kanyang kapwa ay kailangang patayin, pero kailangang may mga saksi na magpapatotoo na siyaʼy nakapatay. Kung isang saksi lang ang magpapatotoo, hindi papatayin ang nasabing tao.

31 “Huwag kayong tatanggap ng bayad para sa buhay ng isang kriminal. Kailangang patayin siya. 32 Huwag din kayong tatanggap ng bayad para sa buhay ng taong tumakas sa lungsod na tanggulan upang makabalik siya sa kanyang lugar bago mamatay ang punong pari. 33 Sa pamamagitan nito, maiiwasan ang pagdanak ng dugo sa lupaing inyong tinitirhan. Dahil ang pagpatay ay makakapagparumi sa lupain na inyong tinitirhan at walang makapaglilinis nito maliban sa dugo ng taong nakapatay. 34 Kaya huwag ninyong dudungisan ang lupaing inyong tinitirhan, dahil ako mismo ang Panginoon, ay naninirahan kasama ninyong mga Israelita.”

Towns for the Levites

Cities of Refuge(G)

“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee.(H) In addition, give them forty-two other towns. In all you must give the Levites forty-eight towns, together with their pasturelands. The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”(I)

Then the Lord said to Moses: 10 “Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan,(J) 11 select some towns to be your cities of refuge, to which a person who has killed someone(K) accidentally(L) may flee. 12 They will be places of refuge from the avenger,(M) so that anyone accused of murder(N) may not die before they stand trial before the assembly.(O) 13 These six towns you give will be your cities of refuge.(P) 14 Give three on this side of the Jordan and three in Canaan as cities of refuge. 15 These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.

16 “‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.(Q) 17 Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18 Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19 The avenger of blood(R) shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death.(S) 20 If anyone with malice aforethought shoves another or throws something at them intentionally(T) so that they die 21 or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death;(U) that person is a murderer. The avenger of blood(V) shall put the murderer to death when they meet.

22 “‘But if without enmity someone suddenly pushes another or throws something at them unintentionally(W) 23 or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24 the assembly(X) must judge between the accused and the avenger of blood according to these regulations. 25 The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest,(Y) who was anointed(Z) with the holy oil.(AA)

26 “‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27 and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28 The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.

29 “‘This is to have the force of law(AB) for you throughout the generations to come,(AC) wherever you live.(AD)

30 “‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.(AE)

31 “‘Do not accept a ransom(AF) for the life of a murderer, who deserves to die. They are to be put to death.

32 “‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.

33 “‘Do not pollute the land where you are. Bloodshed pollutes the land,(AG) and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34 Do not defile the land(AH) where you live and where I dwell,(AI) for I, the Lord, dwell among the Israelites.’”
