Cities for the Levites
35 (A)Now Yahweh spoke to Moses in the plains of Moab by the Jordan opposite Jericho, saying, 2 “Command the sons of Israel that they give to the Levites from the inheritance of their possession cities to live in; and you shall give to the Levites pasture lands around the cities. 3 And the cities shall be theirs to live in; and their pasture lands shall be for their cattle and for their herds and for all their beasts.
4 “And the pasture lands of the cities which you shall give to the Levites shall extend from the wall of the city [a]outward [b]one thousand cubits around. 5 You shall also measure outside the city on the east side [c]two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits, with the city in the center. This shall become theirs as pasture lands for the cities.
Cities of Refuge
6 And the cities which you shall give to the Levites shall be the (B)six cities of refuge, which you shall give for the manslayer to flee to; and in addition to them you shall give forty-two cities. 7 All the cities which you shall give to the Levites shall be (C)forty-eight cities, [d]together with their pasture lands. 8 (D)Now as for the cities which you shall give from the possession of the sons of Israel, you shall take more from the larger, and you shall take less from the smaller; each shall give some of his cities to the Levites in proportion to his possession which he inherits.”
9 Then Yahweh spoke to Moses, saying, 10 “(E)Speak to the sons of Israel and say to them, ‘When you cross the Jordan into the land of Canaan, 11 (F)then you shall select for yourselves cities to be your (G)cities of refuge, that the manslayer who has struck down any person (H)unintentionally may flee there. 12 (I)And the cities shall be for you as a refuge from the avenger, so that the manslayer will not die until he stands before the congregation for judgment. 13 And the cities which you are to give shall be your six cities of refuge. 14 You (J)shall give three cities across the Jordan and three cities [e]in the land of Canaan; they are to be cities of refuge. 15 These six cities shall be for refuge for the sons of Israel and for the sojourner and for the foreign resident among them; that anyone who strikes a person down (K)unintentionally may flee there.
16 ‘(L)But if he struck him down with an iron object, so that he died, he is a murderer; the murderer shall surely be put to death. 17 And if he struck him down with a stone in the hand, by which he would die, and as a result he died, he is a murderer; the murderer (M)shall surely be put to death. 18 Or if he struck him with a wooden object in the hand, by which he would die, and as a result he died, he is a murderer; the murderer shall surely be put to death. 19 The blood avenger himself shall put the murderer to death; he shall put him to death when he meets him. 20 (N)And if he pushed him of hatred or threw something at him (O)lying in wait and as a result he died, 21 or if he struck him down with his hand in enmity, and as a result he died, the one who struck him shall surely be put to death; he is a murderer; the blood avenger shall put the murderer to death when he meets him.
22 ‘(P)But if he pushed him suddenly without enmity or threw something at him without lying in wait, 23 or with any stone—by which one might die, yet without seeing—and it fell upon him, and he died, but he was not his enemy nor seeking his injury, 24 then (Q)the congregation shall judge between the [f]slayer and the blood avenger according to these legal judgments. 25 And the congregation shall deliver the manslayer from the hand of the blood avenger, and the congregation shall restore him to his city of refuge to which he fled; and he shall live in it until the death of the high priest who was anointed with the holy oil. 26 But if the manslayer at any time goes beyond the border of his city of refuge to which he may flee, 27 and the blood avenger finds him outside the border of his city of refuge, and the blood avenger kills the manslayer, he will not be guilty of blood 28 because he should have remained in his city of refuge until the death of the high priest. But after the death of the high priest the manslayer shall return to the land of his possession.
29 ‘And these things shall be for a (R)statutory judgment to you throughout your generations in all your places of habitation.
30 ‘(S)If anyone strikes down a person, the murderer shall be put to death at the mouth of witnesses, but (T)no person shall be put to death on the testimony of one witness. 31 Moreover, you shall not take ransom for the life of a murderer who is guilty of death, but he shall surely be put to death. 32 And you shall not take ransom for him who has fled to his city of refuge, that he may return to live in the land [g]before the death of the priest. 33 (U)So you shall not pollute the land in which you are; for blood pollutes the land, and no propitiation can be made for the land for the blood that is shed on it, except (V)by the blood of him who shed it. 34 And you shall not (W)defile the land in which you live, in the midst of which (X)I dwell; for I Yahweh am dwelling in the midst of the sons of Israel.’”

Towns for the Levites
35 While Israel was camped beside the Jordan on the plains of Moab across from Jericho, the Lord said to Moses, 2 “Command the people of Israel to give to the Levites from their property certain towns to live in, along with the surrounding pasturelands. 3 These towns will be for the Levites to live in, and the surrounding lands will provide pasture for their cattle, flocks, and other livestock. 4 The pastureland assigned to the Levites around these towns will extend 1,500 feet[a] from the town walls in every direction. 5 Measure off 3,000 feet[b] outside the town walls in every direction—east, south, west, north—with the town at the center. This area will serve as the larger pastureland for the towns.
6 “Six of the towns you give the Levites will be cities of refuge, where a person who has accidentally killed someone can flee for safety. In addition, give them forty-two other towns. 7 In all, forty-eight towns with the surrounding pastureland will be given to the Levites. 8 These towns will come from the property of the people of Israel. The larger tribes will give more towns to the Levites, while the smaller tribes will give fewer. Each tribe will give property in proportion to the size of its land.”
Cities of Refuge
9 The Lord said to Moses, 10 “Give the following instructions to the people of Israel.
“When you cross the Jordan into the land of Canaan, 11 designate cities of refuge to which people can flee if they have killed someone accidentally. 12 These cities will be places of protection from a dead person’s relatives who want to avenge the death. The slayer must not be put to death before being tried by the community. 13 Designate six cities of refuge for yourselves, 14 three on the east side of the Jordan River and three on the west in the land of Canaan. 15 These cities are for the protection of Israelites, foreigners living among you, and traveling merchants. Anyone who accidentally kills someone may flee there for safety.
16 “But if someone strikes and kills another person with a piece of iron, it is murder, and the murderer must be executed. 17 Or if someone with a stone in his hand strikes and kills another person, it is murder, and the murderer must be put to death. 18 Or if someone strikes and kills another person with a wooden object, it is murder, and the murderer must be put to death. 19 The victim’s nearest relative is responsible for putting the murderer to death. When they meet, the avenger must put the murderer to death. 20 So if someone hates another person and waits in ambush, then pushes him or throws something at him and he dies, it is murder. 21 Or if someone hates another person and hits him with a fist and he dies, it is murder. In such cases, the avenger must put the murderer to death when they meet.
22 “But suppose someone pushes another person without having shown previous hostility, or throws something that unintentionally hits another person, 23 or accidentally drops a huge stone on someone, though they were not enemies, and the person dies. 24 If this should happen, the community must follow these regulations in making a judgment between the slayer and the avenger, the victim’s nearest relative: 25 The community must protect the slayer from the avenger and must escort the slayer back to live in the city of refuge to which he fled. There he must remain until the death of the high priest, who was anointed with the sacred oil.
26 “But if the slayer ever leaves the limits of the city of refuge, 27 and the avenger finds him outside the city and kills him, it will not be considered murder. 28 The slayer should have stayed inside the city of refuge until the death of the high priest. But after the death of the high priest, the slayer may return to his own property. 29 These are legal requirements for you to observe from generation to generation, wherever you may live.
30 “All murderers must be put to death, but only if evidence is presented by more than one witness. No one may be put to death on the testimony of only one witness. 31 Also, you must never accept a ransom payment for the life of someone judged guilty of murder and subject to execution; murderers must always be put to death. 32 And never accept a ransom payment from someone who has fled to a city of refuge, allowing a slayer to return to his property before the death of the high priest. 33 This will ensure that the land where you live will not be polluted, for murder pollutes the land. And no sacrifice except the execution of the murderer can purify the land from murder.[c] 34 You must not defile the land where you live, for I live there myself. I am the Lord, who lives among the people of Israel.”
