Further Reforms by Nehemiah

13 On that day the book of Moses was read aloud in the hearing[a] of the people. They found[b] written in it that no Ammonite or Moabite may ever enter the assembly of God, 2 for they had not met the Israelites with food[c] and water, but instead had hired Balaam to curse them. (Our God, however, turned the curse into blessing.) 3 When they heard the law, they removed from Israel all who were of mixed ancestry.

4 But before this time, Eliashib the priest, a relative of Tobiah, had been appointed over the storerooms[d] of the temple of our God. 5 He made for himself a large storeroom where previously they had been keeping[e] the grain offering, the incense, and the vessels, along with the tithes of the grain, the new wine, and the olive oil as commanded for the Levites, the singers, the gatekeepers, and the offering for the priests.

6 During all this time I was not in Jerusalem, for in the thirty-second year of King Artaxerxes of Babylon, I had gone back to the king. After some time[f] I had requested leave of the king, 7 and I returned to Jerusalem. Then I discovered the evil that Eliashib had done for Tobiah by supplying him with a storeroom in the courts of the temple of God. 8 I was very upset, and I threw all of Tobiah’s household possessions out of the storeroom. 9 Then I gave instructions that the storerooms should be purified, and I brought back the equipment[g] of the temple of God, along with the grain offering and the incense.

10 I also discovered that the portions for the Levites had not been provided, and that as a result the Levites and the singers who performed this work had all gone off to their fields. 11 So I registered a complaint with the leaders, asking, “Why is the temple of God neglected?” Then I gathered them and reassigned them to their positions.[h]

12 Then all of Judah brought the tithe of the grain, the new wine, and the olive oil to the storerooms. 13 I gave instructions[i] that Shelemiah the priest, Zadok the scribe, and a certain Levite named Pedaiah be put in charge of[j] the storerooms, and that Hanan son of Zaccur, the son of Mattaniah, be their assistant,[k] for they were regarded as trustworthy. It was then their responsibility to oversee the distribution to their colleagues.[l]

14 Please remember me for this, O my God, and do not wipe out the kindness that I have done for the temple of my God and for its services!

15 In those days I saw people in Judah treading winepresses on the Sabbath, bringing in heaps of grain and loading them onto donkeys, along with wine, grapes, figs, and all kinds of loads, and bringing them to Jerusalem on the Sabbath day. So I warned them on the day that they sold these provisions. 16 The people from Tyre who lived there were bringing fish and all kinds of merchandise and were selling it on the Sabbath to the people of Judah—and in Jerusalem, of all places![m] 17 So I registered a complaint with the nobles of Judah, saying to them, “What is this evil thing that you are doing, profaning the Sabbath day? 18 Isn’t this the way your ancestors[n] acted, causing our God to bring on them and on this city all this misfortune? And now you are causing even more wrath on Israel, profaning the Sabbath like this!”[o]

19 When the evening shadows began to fall on[p] the gates of Jerusalem before the Sabbath, I ordered[q] the doors to be closed. I further directed that they were not to be opened until after the Sabbath. I positioned[r] some of my young men at the gates so that no load could enter on the Sabbath day. 20 The traders and sellers of all kinds of merchandise spent the night outside Jerusalem once or twice. 21 But I warned them and said,[s] “Why do you spend the night by the wall? If you repeat this, I will forcibly remove you!”[t] From that time on they did not show up on the Sabbath.[u] 22 Then I directed the Levites to purify themselves and come and guard the gates in order to keep the Sabbath day holy.

For this please remember me, O my God, and have pity on me in keeping with your great love.

23 Also in those days I saw the men of Judah who had married women from Ashdod, Ammon, and Moab. 24 Half their children spoke the language of Ashdod (or the language of one of the other peoples mentioned[v]) and were unable to speak the language of Judah. 25 So I entered a complaint with them. I called down a curse on them, and I struck some of the men and pulled out their hair. I had them swear by God saying, “You will not marry off[w] your daughters to their sons, and you will not take any of their daughters as wives for your sons or for yourselves. 26 Was it not because of things like these that King Solomon of Israel sinned? Among the many nations there was no king like him. He was loved by his God, and God made[x] him king over all Israel. But the foreign wives made even him sin! 27 Should we then in your case hear that you do all this great evil, thereby being unfaithful to our God by marrying[y] foreign wives?”

28 Now one of the sons of Joiada son of Eliashib the high priest was a son-in-law of Sanballat the Horonite. So I banished him from my sight.

29 Please remember them, O my God, because they have defiled the priesthood, the covenant of the priesthood,[z] and the Levites.

30 So I purified them of everything foreign, and I assigned specific[aa] duties to the priests and the Levites. 31 I also provided for[ab] the wood offering at the appointed times and also for the firstfruits.

Please remember me for good, O my God.

Principles of Separation(A)

13 On that day (B)they read from the Book of Moses in the hearing of the people, and in it was found written (C)that no Ammonite or Moabite should ever come into the assembly of God, 2 because they had not met the children of Israel with bread and water, but (D)hired Balaam against them to curse them. (E)However, our God turned the curse into a blessing. 3 So it was, when they had heard the Law, (F)that they separated all the mixed multitude from Israel.

The Reforms of Nehemiah

4 Now before this, (G)Eliashib the priest, having authority over the storerooms of the house of our God, was allied with (H)Tobiah. 5 And he had prepared for him a large room, (I)where previously they had stored the grain offerings, the frankincense, the articles, the tithes of grain, the new wine and oil, (J)which were commanded to be given to the Levites and singers and gatekeepers, and the offerings for the priests. 6 But during all this I was not in Jerusalem, (K)for in the thirty-second year of Artaxerxes king of Babylon I had returned to the king. Then after certain days I obtained leave from the king, 7 and I came to Jerusalem and discovered the evil that Eliashib had done for Tobiah, in (L)preparing a room for him in the courts of the [a]house of God. 8 And it grieved me bitterly; therefore I threw all the household goods of Tobiah out of the room. 9 Then I commanded them to (M)cleanse the rooms; and I brought back into them the articles of the house of God, with the grain offering and the frankincense.

10 I also realized that the portions for the Levites had (N)not been given them; for each of the Levites and the singers who did the work had gone back to (O)his field. 11 So (P)I contended with the rulers, and said, (Q)“Why is the house of God forsaken?” And I gathered them together and set them in their place. 12 (R)Then all Judah brought the tithe of the grain and the new wine and the oil to the storehouse. 13 (S)And I appointed as treasurers over the storehouse Shelemiah the priest and Zadok the scribe, and of the Levites, Pedaiah; and next to them was Hanan the son of Zaccur, the son of Mattaniah; for they were considered (T)faithful, and their task was to distribute to their brethren.

14 (U)Remember me, O my God, concerning this, and do not wipe out my good deeds that I have done for the house of my God, and for its services!

15 In those days I saw people in Judah treading winepresses (V)on the Sabbath, and bringing in sheaves, and loading donkeys with wine, grapes, figs, and all kinds of burdens, (W)which they brought into Jerusalem on the Sabbath day. And I warned them about the day on which they were selling provisions. 16 Men of Tyre dwelt there also, who brought in fish and all kinds of goods, and sold them on the Sabbath to the children of Judah, and in Jerusalem.

17 Then I contended with the nobles of Judah, and said to them, “What evil thing is this that you do, by which you profane the Sabbath day? 18 (X)Did not your fathers do thus, and did not our God bring all this disaster on us and on this city? Yet you bring added wrath on Israel by profaning the Sabbath.”

19 So it was, at the gates of Jerusalem, as it (Y)began to be dark before the Sabbath, that I commanded the gates to be shut, and charged that they must not be opened till after the Sabbath. (Z)Then I posted some of my servants at the gates, so that no burdens would be brought in on the Sabbath day. 20 Now the merchants and sellers of all kinds of [b]wares [c]lodged outside Jerusalem once or twice.

21 Then I warned them, and said to them, “Why do you spend the night [d]around the wall? If you do so again, I will lay hands on you!” From that time on they came no more on the Sabbath. 22 And I commanded the Levites that (AA)they should cleanse themselves, and that they should go and guard the gates, to sanctify the Sabbath day.

Remember me, O my God, concerning this also, and spare me according to the greatness of Your mercy!

23 In those days I also saw Jews who (AB)had married women of (AC)Ashdod, Ammon, and Moab. 24 And half of their children spoke the language of Ashdod, and could not speak the language of Judah, but spoke according to the language of one or the other people.

25 So I (AD)contended with them and [e]cursed them, struck some of them and pulled out their hair, and made them (AE)swear by God, saying, “You shall not give your daughters as wives to their sons, nor take their daughters for your sons or yourselves. 26 (AF)Did not Solomon king of Israel sin by these things? Yet among many nations there was no king like him, (AG)who was beloved of his God; and God made him king over all Israel. (AH)Nevertheless pagan women caused even him to sin. 27 Should we then hear of your doing all this great evil, (AI)transgressing against our God by marrying pagan women?”

28 And one of the sons (AJ)of Joiada, the son of Eliashib the high priest, was a son-in-law of (AK)Sanballat the Horonite; therefore I drove him from me.

29 (AL)Remember them, O my God, because they have defiled the priesthood and (AM)the covenant of the priesthood and the Levites.

30 (AN)Thus I cleansed them of everything pagan. I also (AO)assigned duties to the priests and the Levites, each to his service, 31 and to bringing (AP)the wood offering and the firstfruits at appointed times.

Reform in the Temple. 4 [b]Before this, the priest Eliashib, who had been placed in charge of the chambers of the house of our God and who was an associate of Tobiah, 5 (D)had set aside for the latter’s use a large chamber in which had previously been stored the grain offerings, incense and vessels, the tithes in grain, wine, and oil allotted to the Levites, singers, and gatekeepers, and the offerings due the priests. 6 During all this time I had not been in Jerusalem, for in the thirty-second year of Artaxerxes,[c] king of Babylon, I had gone back to the king. After a suitable period of time, however, I asked leave of the king 7 and returned to Jerusalem, where I discovered the evil thing that Eliashib had done for Tobiah, in setting aside for him a chamber in the courts of the house of God. 8 This displeased me very much, so I had all of Tobiah’s household goods thrown outside the chamber. 9 Then I gave orders to purify the chambers, and I brought back the vessels of the house of God, the grain offerings, and the incense.

10 I learned, too, that the portions due the Levites were no longer being given, so that the Levites and the singers who should have been carrying out the services had deserted to their own fields. 11 I reprimanded the magistrates, demanding, “Why is the house of God neglected?” Then I brought the Levites together and had them resume their stations. 12 (E)All Judah once more brought in the tithes of grain, wine, and oil to the storerooms. 13 In charge of the storerooms I appointed Shelemiah the priest, Zadok the scribe, and Pedaiah, one of the Levites, together with Hanan, son of Zaccur, son of Mattaniah, as their assistant; for they were considered trustworthy. It was their duty to make the distribution to their kinsmen. 14 Remember this to my credit, my God! Do not forget the good deeds I have done for the house of my God and its services!

Sabbath Observance. 15 (F)In those days I perceived that people in Judah were treading the wine presses on the sabbath; that they were bringing in sheaves of grain, loading them on their donkeys, together with wine, grapes, figs, and every other kind of load, and bringing them to Jerusalem on the sabbath day. I warned them to sell none of these provisions. 16 In Jerusalem itself the Tyrians residing there were importing fish and every other kind of merchandise and selling it to the Judahites on the sabbath. 17 I reprimanded the nobles of Judah, demanding: “What is this evil thing you are doing, profaning the sabbath day? 18 Did not your ancestors act in this same way, with the result that our God has brought all this evil upon us and upon this city? Would you add to the wrath against Israel by once more profaning the sabbath?”

19 When the shadows were falling on the gates of Jerusalem before the sabbath, I ordered the doors to be closed and prohibited their reopening until after the sabbath. I posted some of my own people at the gates so that no load might enter on the sabbath day. 20 The merchants and sellers of various kinds of merchandise spent the night once or twice outside Jerusalem, 21 but then I warned them: “Why do you spend the night alongside the wall? If you keep this up, I will beat you!” From that time on, they did not return on the sabbath. 22 Then I ordered the Levites to purify themselves and to watch the gates, so that the sabbath day might be kept holy. This, too, remember in my favor, my God, and have mercy on me in accordance with your great mercy!

Mixed Marriages. 23 (G)Also in those days I saw Jews who had married women of Ashdod, Ammon, or Moab. 24 Of their children, half spoke the language of Ashdod,[d] or of one of the other peoples, and none of them knew how to speak the language of Judah. 25 So I reprimanded and cursed them; I beat some of their men and pulled out their hair; and I adjured them by God: “You shall not marry your daughters to their sons nor accept any of their daughters for your sons or for yourselves! 26 (H)Did not Solomon, the king of Israel, sin because of them? Though among the many nations there was no king like him, and though he was beloved of his God and God had made him king over all Israel, yet even he was led into sin by foreign women. 27 Must it also be heard of you that you have done this same terrible evil, betraying our God by marrying foreign women?”

28 (I)One of the sons of Joiada, son of Eliashib the high priest, was the son-in-law of Sanballat the Horonite! I drove him from my presence. 29 Remember against them, my God, how they defiled the priesthood and the covenant of the priesthood and the Levites!

30 So I cleansed them of all foreign contamination. I established the various functions for the priests and Levites, so that each had an appointed task. 31 (J)I also provided for the procurement of wood at stated times and for the first fruits. Remember this in my favor, my God!

Nehemiah’s Final Reforms

13 On that day the Book of Moses was read aloud in the hearing of the people and there it was found written that no Ammonite or Moabite should ever be admitted into the assembly of God,(A) 2 because they had not met the Israelites with food and water but had hired Balaam(B) to call a curse down on them.(C) (Our God, however, turned the curse into a blessing.)(D) 3 When the people heard this law, they excluded from Israel all who were of foreign descent.(E)

4 Before this, Eliashib the priest had been put in charge of the storerooms(F) of the house of our God. He was closely associated with Tobiah,(G) 5 and he had provided him with a large room formerly used to store the grain offerings and incense and temple articles, and also the tithes(H) of grain, new wine and olive oil prescribed for the Levites, musicians and gatekeepers, as well as the contributions for the priests.

6 But while all this was going on, I was not in Jerusalem, for in the thirty-second year of Artaxerxes(I) king of Babylon I had returned to the king. Some time later I asked his permission 7 and came back to Jerusalem. Here I learned about the evil thing Eliashib(J) had done in providing Tobiah(K) a room in the courts of the house of God. 8 I was greatly displeased and threw all Tobiah’s household goods out of the room.(L) 9 I gave orders to purify the rooms,(M) and then I put back into them the equipment of the house of God, with the grain offerings and the incense.(N)

10 I also learned that the portions assigned to the Levites had not been given to them,(O) and that all the Levites and musicians responsible for the service had gone back to their own fields.(P) 11 So I rebuked the officials and asked them, “Why is the house of God neglected?”(Q) Then I called them together and stationed them at their posts.

12 All Judah brought the tithes(R) of grain, new wine and olive oil into the storerooms.(S) 13 I put Shelemiah the priest, Zadok the scribe, and a Levite named Pedaiah in charge of the storerooms and made Hanan son of Zakkur, the son of Mattaniah, their assistant, because they were considered trustworthy. They were made responsible for distributing the supplies to their fellow Levites.(T)

14 Remember(U) me for this, my God, and do not blot out what I have so faithfully done for the house of my God and its services.

15 In those days I saw people in Judah treading winepresses on the Sabbath and bringing in grain and loading it on donkeys, together with wine, grapes, figs and all other kinds of loads. And they were bringing all this into Jerusalem on the Sabbath.(V) Therefore I warned them against selling food on that day. 16 People from Tyre who lived in Jerusalem were bringing in fish and all kinds of merchandise and selling them in Jerusalem on the Sabbath(W) to the people of Judah. 17 I rebuked the nobles of Judah and said to them, “What is this wicked thing you are doing—desecrating the Sabbath day? 18 Didn’t your ancestors do the same things, so that our God brought all this calamity on us and on this city?(X) Now you are stirring up more wrath against Israel by desecrating the Sabbath.”(Y)

19 When evening shadows fell on the gates of Jerusalem before the Sabbath,(Z) I ordered the doors to be shut and not opened until the Sabbath was over. I stationed some of my own men at the gates so that no load could be brought in on the Sabbath day. 20 Once or twice the merchants and sellers of all kinds of goods spent the night outside Jerusalem. 21 But I warned them and said, “Why do you spend the night by the wall? If you do this again, I will arrest you.” From that time on they no longer came on the Sabbath. 22 Then I commanded the Levites to purify themselves and go and guard the gates in order to keep the Sabbath day holy.

Remember(AA) me for this also, my God, and show mercy to me according to your great love.

23 Moreover, in those days I saw men of Judah who had married(AB) women from Ashdod, Ammon and Moab.(AC) 24 Half of their children spoke the language of Ashdod or the language of one of the other peoples, and did not know how to speak the language(AD) of Judah. 25 I rebuked them and called curses down on them. 29 Remember(AM) them, my God, because they defiled the priestly office and the covenant of the priesthood and of the Levites.(AN)

30 So I purified the priests and the Levites of everything foreign,(AO) and assigned them duties, each to his own task. 31 I also made provision for contributions of wood(AP) at designated times, and for the firstfruits.(AQ)
