(A)The oracle that Habakkuk the prophet saw.

Habakkuk's Complaint

O Lord, (B)how long shall I cry for help,
    and you will not hear?
Or cry to you (C)“Violence!”
    and you will not save?
(D)Why do you make me see iniquity,
    and why do you idly look at wrong?
Destruction (E)and violence are before me;
    strife and contention arise.
(F)So the law is paralyzed,
    and justice never goes forth.
(G)For the wicked surround the righteous;
    so justice goes forth perverted.

The Lord's Answer

(H)“Look among the nations, and see;
    wonder and be astounded.
(I)For I am doing a work in your days
    that you would not believe if told.
For behold, (J)I am raising up the Chaldeans,
    that bitter and hasty nation,
(K)who march through the breadth of the earth,
    (L)to seize dwellings not their own.
They are dreaded and fearsome;
    (M)their justice and dignity go forth from themselves.
(N)Their horses are swifter than leopards,
    more fierce than (O)the evening wolves;
    their horsemen press proudly on.
Their horsemen come from afar;
    (P)they fly like an eagle swift to devour.
They all come (Q)for violence,
    all their faces forward.
    They gather captives (R)like sand.
10 At kings they scoff,
    and at rulers they laugh.
(S)They laugh at every fortress,
    for (T)they pile up earth and take it.
11 Then they sweep by like the wind and go on,
    (U)guilty men, (V)whose own might is their god!”

Habakkuk's Second Complaint

12 Are you not (W)from everlasting,
    O Lord my God, my Holy One?
    (X)We shall not die.
O Lord, (Y)you have ordained them as a judgment,
    and you, O (Z)Rock, have established them for reproof.
13 You who are (AA)of purer eyes than to see evil
    and cannot look at wrong,
(AB)why do you idly look at traitors
    and (AC)remain silent when the wicked swallows up
    the man more righteous than he?
14 You make mankind like the fish of the sea,
    like crawling things that have no ruler.
15 (AD)He[a] brings all of them up (AE)with a hook;
    he drags them out with his net;
he gathers them in his dragnet;
    so he rejoices and is glad.
16 (AF)Therefore he sacrifices to his net
    and makes offerings to his dragnet;
for by them he lives in luxury,[b]
    and his food is rich.
17 Is he then to keep on emptying his net
    (AG)and mercilessly killing nations forever?

Chaldeans Used to Punish Judah

The (A)pronouncement which Habakkuk the prophet saw:

(B)How long, Lord, have I called for help,
And You do not hear?
I cry out to You, “Violence!”
Yet You do (C)not save.
Why do You make me (D)see disaster,
And make me look at destitution?
Yes, (E)devastation and violence are before me;
(F)Strife exists and contention arises.
Therefore the (G)Law [a]is ignored,
And justice [b]is never upheld.
For the wicked (H)surround the righteous;
Therefore justice comes out (I)confused.

(J)Look among the nations! Watch!
Be horrified! (K)Be frightened speechless!
For I am accomplishing (L)a work in your days—
You would not believe it even if [c]you were told!
For behold, I am (M)raising up the Chaldeans,
That [d]grim and impetuous people
Who march [e]throughout the earth,
To (N)take possession of dwelling places that are not theirs.
They are terrifying and (O)feared;
Their (P)justice and [f]authority [g]originate with themselves.
Their (Q)horses are faster than leopards,
And quicker than (R)wolves in the evening.
Their [h]horsemen charge along,
Their [i]horsemen come from afar;
They fly like an (S)eagle [j]swooping down to devour.
All of them come for violence.
[k]Their horde of (T)faces moves forward.
They gather captives like sand.
10 They (U)make fun of kings,
And dignitaries are an object of laughter to them.
They (V)laugh at every fortress,
Then (W)heap up dirt and [l]capture it.
11 Then they fly along like the (X)wind and pass on.
But they will be held (Y)guilty,
They whose (Z)strength is their god.”

12 Are You not from (AA)time everlasting,
Lord, my God, my Holy One?
We will not die.
You, Lord, have (AB)appointed them to deliver judgment;
And You, O (AC)Rock, have destined them to punish.
13 Your eyes are too (AD)pure to look at evil,
And You cannot look at harm favorably.
Why do You (AE)look favorably
At those who deal (AF)treacherously?
Why are You (AG)silent when the wicked (AH)swallow up
Those more righteous than they?
14 Why have You made people like the fish of the sea,
Like crawling things that have no ruler over them?
15 The Chaldeans (AI)bring all of them up with a hook,
(AJ)Drag them away with their net,
And gather them together in their fishing net.
Therefore they rejoice and are joyful.
16 Therefore they offer a sacrifice to their net
And [m]burn incense to their fishing net,
Because through (AK)these things their [n]catch is [o]large,
And their food is [p]plentiful.
17 Will they therefore empty their (AL)net,
And continually (AM)slay nations without sparing?

Oh Panginoon, hanggang kailan dadaing ako, at hindi mo didinggin? Ako'y dadaing sa iyo dahil sa pangdadahas, at hindi ka magliligtas.

Bakit pinagpapakitaan mo ako ng kasamaan, at iyong pinamamasdan ang kasamaan? sapagka't ang kasiraan at pangdadahas ay nasa harap ko; at may pakikipagalit, at pagtatalong bumabangon.

Kaya't ang kautusan ay natitigil, at ang katarungan ay hindi lumalabas kailan man; sapagka't (B)kinukulong ng masama ang matuwid; kaya't ang kahatulan ay lumalabas na liko.

Mangagmasid kayo (C)sa gitna ng mga bansa, at tumingin kayo at mamangha kayo ng kagilagilalas; sapagka't ako'y gumagawa ng isang gawain sa inyong mga kaarawan na hindi ninyo paniniwalaan bagaman saysayin sa inyo.

Sapagka't narito, aking itinitindig ang mga Caldeo, yaong makapangingilabot at marahas na bansa, na lumalakad sa kaluwangan ng lupa, upang magari ng mga tahanang dako na hindi kanila.

Sila'y kakilakilabot at nangakatatakot; ang kanilang kahatulan at ang kanilang karangalan ay mula sa kanilang sarili.

Ang kanilang mga kabayo naman ay matutulin kay sa mga leopardo, at mababangis kay sa lobo sa gabi; at ang kanilang mga mangangabayo ay nagtutumulin na may kapalaluan: oo, ang kanilang mga mangangabayo ay nanganggagaling sa malayo; sila'y nagsisilipad na parang aguila na nagmamadali upang manakmal.

Sila'y nagsisiparitong lahat sa pangdadahas; ang kanilang mga mukha ay nangakatitig sa silanganan; at sila'y nangagpipisan ng mga bihag na parang buhangin.

10 Oo, siya'y nanunuya sa mga hari, at ang mga prinsipe ay katuyaan sa kaniya; kaniyang kinukutya ang bawa't katibayan; sapagka't nagbubunton siya ng alabok, at sinasakop.

11 Kung magkagayo'y lalampas siya na parang hangin, at magdaraan, at magiging salarin, sa makatuwid baga'y (D)siya na ang kapangyarihan ay ang kaniyang dios.

Ang pakikipagsagutan ni Habacuc.

12 (E)Di baga ikaw ay mula sa walang hanggan, Oh Panginoon kong Dios, aking Banal? (F)kami ay hindi mangamamatay. Oh Panginoon, iyong itinakda siya (G)ukol sa kahatulan; at ikaw, Oh Malaking Bato, ay iyong itinatag siya na pinakasaway.

13 Ikaw na may mga matang malinis kay sa tumingin ng kasuwailan, at hindi ka makatitingin sa kasamaan, bakit mo minamasdan ang nagsisigawa ng paglililo, at tumatahimik ka pagka sinasakmal ng masama ang tao na lalong matuwid kay sa kaniya;

14 At kaniyang ginagawa ang mga tao na parang mga isda sa dagat, parang nagsisigapang na walang nagpupuno sa kanila?

15 Kaniyang binubuhat ng (H)bingwit silang lahat, kaniyang hinuhuli sila sa kaniyang dala, at kaniyang pinipisan sila sa kaniyang lambat: kaya't siya'y nagagalak at siya'y masaya.

16 (I)Kaya't siya'y naghahain sa kaniyang lambat, at nagsusunog ng kamangyan sa kaniyang lambat; sapagka't sa pamamagitan ng mga yao'y ang kaniyang bahagi ay mataba, at ang kaniyang pagkain ay sagana.

17 Mawawalan nga baga ng laman ang kaniyang lambat, at hindi mahahabag na pumatay na palagi sa mga bansa.
