이스라엘에 대한 하나님의 사랑
11 “이스라엘이 어렸을 때 내가 그를 내 아들처럼 사랑하여 이집트에서 불러 내었다.
2 그러나 내가 그를 부를수록 그는 점점 더 멀리 나를 떠나 바알에게 제사하며 그 우상들에게 분향하였다.
3 내가 이스라엘에게 걷는 법을 가르치고 내 팔로 그를 안았으나 내가 그를 돌보고 있음을 그는 알지 못하였다.
4 내가 그 백성을 사랑의 줄로 이끌며 그들의 목에서 멍에를 벗기고 내가 구푸려서 그들을 먹였다.
5 “그들이 나에게 돌아오기를 싫어하므로 그들은 이집트로 돌아갈 것이며 또 앗시리아의 지배를 받을 것이다.
6 전쟁으로 그들의 성들이 파괴되고 성문들이 부서질 것이며 그들이 칼날에 죽음을 당할 것이다. 이것은 그들이 자기들 멋대로 하기 때문이다.
7 [a]내 백성이 내게서 떠나기로 결심하였으므로 내가 그들에게 종의 멍에를 씌웠다. 그들이 나에게 부르짖어도 그 멍에를 벗겨 줄 자가 없을 것이다.
8 “이스라엘아, 내가 어떻게 너를 포기할 수 있으며 내가 어떻게 너를 버릴 수 있겠느냐? 어떻게 내가 너를 아드마같이 대할 수 있으며 어떻게 너를 스보임처럼 되게 할 수 있겠느냐? 내 마음이 내 속에서 돌아서니 네가 불쌍하다는 생각이 불붙듯 일어나는구나.
9 내가 다시는 나의 분노로 너를 벌하지 않고 내가 다시는 이스라엘을 멸하지 않을 것이다. 이것은 내가 사람이 아니라 하나님이기 때문이다. 나는 너와 함께하는 거룩한 자이므로 내가 분노로 너에게 나아가지 않을 것이다.
10 내 백성은 나 여호와를 따를 것이다. 내가 사자처럼 소리를 발하면 그들이 서쪽에서 달려올 것이다.
11 그들이 이집트에서 새같이, 앗시리아에서 비둘기같이 떨며 올 것이다. 내가 그들을 자기들의 집에 머물게 하겠다. 이것은 나 여호와의 말이다.”
12 이스라엘 백성은 거짓말과 속임수로 나를 둘러싸고 유다 백성은 신실하시고 거룩하신 하나님을 여전히 거역하고 있다.

11 When Israel was a child, then I loved him, and called my son out of Egypt.
2 As they called them, so they went from them: they sacrificed unto Baalim, and burned incense to graven images.
3 I taught Ephraim also to go, taking them by their arms; but they knew not that I healed them.
4 I drew them with cords of a man, with bands of love: and I was to them as they that take off the yoke on their jaws, and I laid meat unto them.
5 He shall not return into the land of Egypt, and the Assyrian shall be his king, because they refused to return.
6 And the sword shall abide on his cities, and shall consume his branches, and devour them, because of their own counsels.
7 And my people are bent to backsliding from me: though they called them to the most High, none at all would exalt him.
8 How shall I give thee up, Ephraim? how shall I deliver thee, Israel? how shall I make thee as Admah? how shall I set thee as Zeboim? mine heart is turned within me, my repentings are kindled together.
9 I will not execute the fierceness of mine anger, I will not return to destroy Ephraim: for I am God, and not man; the Holy One in the midst of thee: and I will not enter into the city.
10 They shall walk after the Lord: he shall roar like a lion: when he shall roar, then the children shall tremble from the west.
11 They shall tremble as a bird out of Egypt, and as a dove out of the land of Assyria: and I will place them in their houses, saith the Lord.
12 Ephraim compasseth me about with lies, and the house of Israel with deceit: but Judah yet ruleth with God, and is faithful with the saints.

God’s Continuing Love for Israel
11 “When Israel was a [a]child, I loved him,
And out of Egypt (A)I called My (B)son.
2 [b]As they called them,
So they (C)went [c]from them;
They sacrificed to the Baals,
And burned incense to carved images.
3 “I(D) taught Ephraim to walk,
Taking them by [d]their arms;
But they did not know that (E)I healed them.
4 I drew them with [e]gentle cords,
With bands of love,
And (F)I was to them as those who take the yoke from their [f]neck.
(G)I stooped and fed them.
5 “He shall not return to the land of Egypt;
But the Assyrian shall be his king,
Because they refused to repent.
6 And the sword shall slash in his cities,
Devour his districts,
And consume them,
Because of their own counsels.
7 My people are bent on (H)backsliding from Me.
Though [g]they call [h]to the Most High,
None at all exalt Him.
8 “How(I) can I give you up, Ephraim?
How can I hand you over, Israel?
How can I make you like (J)Admah?
How can I set you like Zeboiim?
My heart [i]churns within Me;
My sympathy is stirred.
9 I will not execute the fierceness of My anger;
I will not again destroy Ephraim.
(K)For I am God, and not man,
The Holy One in your midst;
And I will not [j]come with terror.
10 “They shall walk after the Lord.
(L)He will roar like a lion.
When He roars,
Then His sons shall come trembling from the west;
11 They shall come trembling like a bird from Egypt,
(M)Like a dove from the land of Assyria.
(N)And I will let them dwell in their houses,”
Says the Lord.
God’s Charge Against Ephraim
12 “Ephraim has encircled Me with lies,
And the house of Israel with deceit;
But Judah still walks with God,
Even with the [k]Holy One who is faithful.
