15 有幾個從猶太下來的人教導弟兄們說：「你們若不照著摩西的規條接受割禮，就不能得救。」 2 保羅和巴拿巴為這件事與他們激烈地辯論，最後大家決定派保羅、巴拿巴和幾個當地的信徒上耶路撒冷去跟使徒和長老討論這件事。

15 But some men came down from Judea and were instructing the brethren, Unless you are circumcised in accordance with the Mosaic custom, you cannot be saved.(A)
2 And when Paul and Barnabas had no small disagreement and discussion with them, it was decided that Paul and Barnabas and some of the others of their number should go up to Jerusalem [and confer] with the apostles (special messengers) and the elders about this matter.
3 So, being [a]fitted out and sent on their way by the church, they went through both Phoenicia and Samaria telling of the conversion of the Gentiles (the heathen), and they caused great rejoicing among all the brethren.
4 When they arrived in Jerusalem, they were heartily welcomed by the church and the apostles and the elders, and they told them all that God had accomplished through them.
5 But some who believed [who [b]acknowledged Jesus as their Savior and devoted themselves to Him] belonged to the sect of the Pharisees, and they rose up and said, It is necessary to circumcise [the Gentile converts] and to charge them to obey the Law of Moses.
6 The apostles and the elders were assembled together to look into and consider this matter.
7 And after there had been a long debate, Peter got up and said to them, Brethren, you know that quite a while ago God made a choice or selection from among you, that by my mouth the Gentiles should hear the message of the Gospel [concerning the [c]attainment through Christ of salvation in the kingdom of God] and believe (credit and place their confidence in it).
8 And God, Who is acquainted with and understands the heart, bore witness to them, giving them the Holy Spirit as He also did to us;
9 And He made no difference between us and them, but cleansed their hearts by faith ([d]by a strong and welcome conviction that Jesus is the Messiah, through Whom we obtain eternal salvation in the kingdom of God).
10 Now then, why do you try to test God by putting a yoke on the necks of the disciples, such as neither our forefathers nor we [ourselves] were able to endure?
11 But we believe that we are saved through the grace (the undeserved favor and mercy) of the Lord Jesus, just as they [are].
12 Then the whole assembly remained silent, and they listened [attentively] as Barnabas and Paul rehearsed what signs and wonders God had performed through them among the Gentiles.
13 When they had finished talking, James replied, Brethren, listen to me.
14 Simeon [Peter] has rehearsed how God first visited the Gentiles, to take out of them a people [to bear and honor] His name.
15 And with this the predictions of the prophets agree, as it is written,
16 After this I will come back, and will rebuild the house of David, which has fallen; I will rebuild its [very] ruins, and I will set it up again,
17 So that the rest of men may seek the Lord, and all the Gentiles upon whom My name has been invoked,
18 Says the Lord, Who has been making these things known from the beginning of the world.(B)
19 Therefore it is my opinion that we should not put obstacles in the way of and annoy and disturb those of the Gentiles who turn to God,
20 But we should send word to them in writing to abstain from and avoid anything that has been polluted by being offered to idols, and all sexual impurity, and [eating meat of animals] that have been strangled, and [tasting of] blood.
21 For from ancient generations Moses has had his preachers in every town, for he is read [aloud] every Sabbath in the synagogues.
22 Then the apostles and the elders, together with the whole church, resolved to select men from among their number and send them to Antioch with Paul and Barnabas. They chose Judas called Barsabbas, and Silas, [both] leading men among the brethren, and sent them.
23 With [them they sent] the following letter: The brethren, both the apostles and the elders, to the brethren who are of the Gentiles in Antioch and Syria and Cilicia, greetings:
24 As we have heard that some persons from our number have disturbed you with their teaching, unsettling your minds and [e]throwing you into confusion, although we gave them no express orders or instructions [on the points in question],
25 It has been resolved by us in assembly to select men and send them [as messengers] to you with our beloved Barnabas and Paul,
26 Men who have hazarded their lives for the sake of our Lord Jesus Christ.
27 So we have sent Judas and Silas, who themselves will bring you the same message by word of mouth.
28 For it has seemed good to the Holy Spirit and to us not to lay upon you any greater burden than these indispensable requirements:
29 That you abstain from what has been sacrificed to idols and from [tasting] blood and from [eating the meat of animals] that have been strangled and from sexual impurity. If you keep yourselves from these things, you will do well. Farewell [be strong]!
30 So when [the messengers] were sent off, they went down to Antioch; and having assembled the congregation, they delivered the letter.
31 And when they read it, the people rejoiced at the consolation and encouragement [it brought them].
32 And Judas and Silas, who were themselves prophets (inspired interpreters of the will and purposes of God), urged and warned and consoled and encouraged the brethren with many words and strengthened them.
33 And after spending some time there, they were sent back by the brethren with [the greeting] peace to those who had sent them.
34 However, Silas decided to stay on there.
35 But Paul and Barnabas remained in Antioch and with many others also continued teaching and proclaiming the good news, the Word of the Lord [concerning the [f]attainment through Christ of eternal salvation in God’s kingdom].
36 And after some time Paul said to Barnabas, Come, let us go back and again visit and help and minister to the brethren in every town where we made known the message of the Lord, and see how they are getting along.
37 Now Barnabas wanted to take with them John called Mark [his near relative].
38 But Paul did not think it best to have along with them the one who had quit and deserted them in Pamphylia and had not gone on with them to the work.
39 And there followed a sharp disagreement between them, so that they separated from each other, and Barnabas took Mark with him and sailed away to Cyprus.
40 But Paul selected Silas and set out, being commended by the brethren to the grace (the favor and mercy) of the Lord.
41 And he passed through Syria and Cilicia, establishing and strengthening the churches.

The Council at Jerusalem
15 Certain people(A) came down from Judea to Antioch and were teaching the believers:(B) “Unless you are circumcised,(C) according to the custom taught by Moses,(D) you cannot be saved.” 2 This brought Paul and Barnabas into sharp dispute and debate with them. So Paul and Barnabas were appointed, along with some other believers, to go up to Jerusalem(E) to see the apostles and elders(F) about this question. 3 The church sent them on their way, and as they traveled through Phoenicia(G) and Samaria, they told how the Gentiles had been converted.(H) This news made all the believers very glad. 4 When they came to Jerusalem, they were welcomed by the church and the apostles and elders, to whom they reported everything God had done through them.(I)
5 Then some of the believers who belonged to the party(J) of the Pharisees(K) stood up and said, “The Gentiles must be circumcised and required to keep the law of Moses.”(L)
6 The apostles and elders met to consider this question. 7 After much discussion, Peter got up and addressed them: “Brothers, you know that some time ago God made a choice among you that the Gentiles might hear from my lips the message of the gospel and believe.(M) 8 God, who knows the heart,(N) showed that he accepted them by giving the Holy Spirit to them,(O) just as he did to us. 9 He did not discriminate between us and them,(P) for he purified their hearts by faith.(Q) 10 Now then, why do you try to test God(R) by putting on the necks of Gentiles a yoke(S) that neither we nor our ancestors have been able to bear? 11 No! We believe it is through the grace(T) of our Lord Jesus that we are saved, just as they are.”
12 The whole assembly became silent as they listened to Barnabas and Paul telling about the signs and wonders(U) God had done among the Gentiles through them.(V) 13 When they finished, James(W) spoke up. “Brothers,” he said, “listen to me. 14 Simon[a] has described to us how God first intervened to choose a people for his name from the Gentiles.(X) 15 The words of the prophets are in agreement with this, as it is written:
16 “‘After this I will return
and rebuild David’s fallen tent.
Its ruins I will rebuild,
and I will restore it,
17 that the rest of mankind may seek the Lord,
even all the Gentiles who bear my name,
says the Lord, who does these things’[b](Y)—
18 things known from long ago.[c](Z)
19 “It is my judgment, therefore, that we should not make it difficult for the Gentiles who are turning to God. 20 Instead we should write to them, telling them to abstain from food polluted by idols,(AA) from sexual immorality,(AB) from the meat of strangled animals and from blood.(AC) 21 For the law of Moses has been preached in every city from the earliest times and is read in the synagogues on every Sabbath.”(AD)
The Council’s Letter to Gentile Believers
22 Then the apostles and elders,(AE) with the whole church, decided to choose some of their own men and send them to Antioch(AF) with Paul and Barnabas. They chose Judas (called Barsabbas) and Silas,(AG) men who were leaders among the believers. 23 With them they sent the following letter:
The apostles and elders, your brothers,
To the Gentile believers in Antioch,(AH) Syria(AI) and Cilicia:(AJ)
Greetings.(AK)
24 We have heard that some went out from us without our authorization and disturbed you, troubling your minds by what they said.(AL) 25 So we all agreed to choose some men and send them to you with our dear friends Barnabas and Paul— 26 men who have risked their lives(AM) for the name of our Lord Jesus Christ. 27 Therefore we are sending Judas and Silas(AN) to confirm by word of mouth what we are writing. 28 It seemed good to the Holy Spirit(AO) and to us not to burden you with anything beyond the following requirements: 29 You are to abstain from food sacrificed to idols, from blood, from the meat of strangled animals and from sexual immorality.(AP) You will do well to avoid these things.
Farewell.
30 So the men were sent off and went down to Antioch, where they gathered the church together and delivered the letter. 31 The people read it and were glad for its encouraging message. 32 Judas and Silas,(AQ) who themselves were prophets,(AR) said much to encourage and strengthen the believers. 33 After spending some time there, they were sent off by the believers with the blessing of peace(AS) to return to those who had sent them. [34] [d] 35 But Paul and Barnabas remained in Antioch, where they and many others taught and preached(AT) the word of the Lord.(AU)
Disagreement Between Paul and Barnabas
36 Some time later Paul said to Barnabas, “Let us go back and visit the believers in all the towns(AV) where we preached the word of the Lord(AW) and see how they are doing.” 37 Barnabas wanted to take John, also called Mark,(AX) with them, 38 but Paul did not think it wise to take him, because he had deserted them(AY) in Pamphylia and had not continued with them in the work. 39 They had such a sharp disagreement that they parted company. Barnabas took Mark and sailed for Cyprus, 40 but Paul chose Silas(AZ) and left, commended by the believers to the grace of the Lord.(BA) 41 He went through Syria(BB) and Cilicia,(BC) strengthening the churches.(BD)

2 And when there was great dissension and disputation by Paul and Barnabas against them, they ordained that Paul and Barnabas, and certain others of them, should go up to Jerusalem (to the apostles and elders) about this question.
3 Thus, being sent forth by the church, they passed through Phoenicia and Samaria, declaring the conversion of the Gentiles. And they brought great joy to all the brothers.
4 And when they had come to Jerusalem, they were received by the church, and by the apostles and elders. And they told what things God had done through them.
5 “But,” they said, “some of the Pharisee sect who believed, rose up, saying that it was necessary to circumcise them, and to command them to keep the Law of Moses.”
6 Then the apostles and elders came together to consider this matter.
7 And when there had been great disputation, Peter rose up, and said to them, “Men, brothers, you know that a good while ago, God chose me from among us. So that by my mouth the Gentiles should hear the Word of the Gospel and believe.
8 “And God, Who knows the hearts, bore them witness in giving the Holy Ghost to them even as to us.
9 “And after He had purified their hearts by faith, He made no distinction between us and them.
10 “Now, therefore, why do you tempt God, to lay a yoke on the disciples’ necks which neither our fathers nor we were able to bear?
11 “But we believe we are saved through the grace of the Lord Jesus Christ, just as they are.”
12 Then all the multitude kept silent and heard Barnabas and Paul, who told what signs and wonders God had done through them among the Gentiles.
13 And after their silence, James answered, saying, “Men, brothers, hear me.
14 “Simeon has declared how God first visited the Gentiles, to take a people to His Name.
15 “And the words of the Prophets agree with this. As it is written,
16 ‘After this I will return, and will rebuild the Tabernacle of David, which has fallen down. And I will rebuild the ruins thereof, and I will set it up.
17 ‘So that the remaining men - and all the Gentiles upon whom My Name is called - might seek after the Lord, says the Lord Who does all these things.’
18 “From the beginning of the world, God knows all His works.
19 “Therefore my judgment is that we do not trouble those of the Gentiles who have turned to God,
20 “but that we write to them to abstain from filthiness of idols, and from fornication, and from that which is strangled, and from blood.
21 “For Moses has, for generations, had those who preach him in every city (seeing he is read in the synagogues every Sabbath).”
22 Then it seemed good to the apostles and elders (with the whole church) to send chosen men of their own company to Antioch with Paul and Barnabas: namely, Judas (whose surname was Barsabas) and Silas, leaders among the brothers.
23 And they wrote letters by them like this, “The Apostles, and the Elders, and the Brothers, to the Gentile Brothers in Antioch, and in Syria, and in Cilicia, greetings,
24 “Since we have heard that some who went out from us have troubled you with words, and upset your minds, saying, ‘You must be circumcised and keep the Law’ (to whom we gave no such commandment),
25 “It therefore seemed good to us - after we had come together with one mind - to send chosen men to you with our beloved Barnabas and Paul.
26 “Men who have given up their lives for the Name of our Lord Jesus Christ.
27 “We have therefore sent Judas and Silas, who shall also tell you the same things by mouth.
28 “For it seemed good to the Holy Ghost (and to us) to lay no more burden upon you other than these necessary things:
29 “that you abstain from things offered to idols, and blood, and that which is strangled, and from fornication. If you keep yourselves from these, you shall do well. Farewell.”
30 Now when they had left, they came to Antioch. And after they had assembled the multitude, they delivered the letter.
31 And when they had read it, they rejoiced for the consolation.
32 And Judas and Silas, being Prophets, encouraged the brothers with many words, and strengthened them.
33 And after they had stayed there a time, they were sent back in peace by the brothers to the apostles.
34 However, Silas thought it good to remain there.
35 Paul and Barnabas also stayed in Antioch, teaching and preaching (with many others) the Word of the Lord.
36 But after some days, Paul said to Barnabas, “Let us return and visit our brothers in every city where we have preached the Word of the Lord and see how they are doing.”
37 And Barnabas planned to take John (called Mark) with them.
38 But Paul did not think it good to take with them one who had left them in Pamphylia, and not gone with them to do the work.
39 Therefore there was such a sharp disagreement that they separated from one another. And Barnabas took Mark and sailed to Cyprus.
40 And Paul chose Silas and departed, being commended by the brothers to the grace of God.
41 And he went through Syria and Cilicia, establishing the churches.
