1 ^1-4神のしもべであり、イエス・キリストの使徒であるパウロから、同じ信仰によって、私の真実の子となった愛するテトスへ。どうか、父なる神と救い主キリスト・イエスが、あなたに祝福と平安とを注いでくださいますように。私は、神に選ばれた人たちを信仰に導き、真理を教えるために遣わされた者です。神のことばの真理には、信じる人の生活を全く変える力と、永遠のいのちを与える力があります。これは、世界が造られる前からの神の約束です。神は、偽りを言うことがないお方です。それで今、約束どおり最善の時を選んで、この良い知らせを公表し、すべての人に告げ知らせる特権を私にゆだねられたのです。

ふさわしい牧師を選ぶ

⁵ところで、あなたをクレテ島に残して来たのは、島の教会を強めるために、思う存分働いてもらいたかったからです。前もってお願いしておいたように、私の指示どおり、町ごとに牧師〔長老〕を任命してください。

⁶牧師として選ぶ人は、正しい生活を送っていて、評判の良い人でなければなりません。すなわち、一人の妻の夫であり、子どもも、主を愛するクリスチャンでなければなりません。子どもが親に反抗的だとか、乱暴者だとか、悪いうわさのある人は避けなさい。 ⁷牧師は神に仕える者ですから、だれからも非難されない人であるべきです。高慢な人、短気な人、大酒飲み、けんか好き、金銭欲の強い人に、その資格はありません。 ⁸心から客をもてなし、善意にあふれ、慎み深く、だれにでも公平で、良識ある、きよらかな心の持ち主でなければならないのです。 ⁹また、教えられたみことばの真理をしっかり守っている人であることも大切な条件です。なぜなら、彼らの使命は人々に真理を教え、反対する者に、その誤りをはっきり指摘することにあるからです。

¹⁰こう言うのは、真理に従わない人が大ぜいいるからです。特に、「クリスチャンはみな、割礼を受けるべきだ」と主張する者たちは、その代表的な例だと言えます。これはまた、なんとばかげた議論でしょう。彼らは人の目をくらませて、真理を見いだすのを阻むのです。 ¹¹そんな議論は直ちにやめさせなさい。それで、すでに何家族かが神の恵みから離れてしまいました。そんなことを教える者たちの目当ては、一にも二にも金もうけです。 ¹²彼らのことを、同じクレテ出身の預言者はこう言いました。「クレテ人はみな、うそつきで悪いけだもの。なまけ者で食いしんぼう。」 ¹³まさにそのとおりです。ですから、人々を甘やかさず、その信仰を強めるように、きびしく教育しなさい。 ¹⁴そして、ユダヤ人の作り話や、真理に逆らう者の言い分に耳を傾けることなど、きっぱりやめさせなさい。

¹⁵きよい心の持ち主には、すべてのものがきよく、良いものに見えます。しかし、心の曲がった不真実な者には、すべてが曲がって見えるのです。それは、その汚れた思いと反抗的な心が、見るもの聞くものすべてをゆがめるからです。 ¹⁶そういう者たちは、口先では神を知っていると言うのですが、行いを見れば、そのうそは一目瞭然です。心は腐れきって不従順で、良い行いにふさわしくない者です。

1 Paul, a bondservant of God and an apostle of Jesus Christ, according to the faith of God’s elect and ^(A)the acknowledgment of the truth ^(B)which accords with godliness, ²in hope of eternal life which God, who ^(C)cannot lie, promised before time began, ³but has in due time manifested His word through preaching, which was committed to me according to the commandment of God our Savior;

⁴To ^(D)Titus, a true son in our common faith:

Grace, mercy, and peace from God the Father and ^[a]the Lord Jesus Christ our Savior.

Qualified Elders

⁵For this reason I left you in Crete, that you should ^(E)set in order the things that are lacking, and appoint elders in every city as I commanded you— ⁶if a man is blameless, the husband of one wife, ^(F)having faithful children not accused of ^[b]dissipation or insubordination. ⁷For a ^[c]bishop must be blameless, as a steward of God, not self-willed, not quick-tempered, ^(G)not given to wine, not violent, not greedy for money, ⁸but hospitable, a lover of what is good, sober-minded, just, holy, self-controlled, ⁹holding fast the faithful word as he has been taught, that he may be able, by sound doctrine, both to exhort and convict those who contradict.

The Elders’ Task

¹⁰For there are many insubordinate, both idle ^(H)talkers and deceivers, especially those of the circumcision, ¹¹whose mouths must be stopped, who subvert whole households, teaching things which they ought not, ^(I)for the sake of dishonest gain. ¹²^(J)One of them, a prophet of their own, said, “Cretans are always liars, evil beasts, lazy gluttons.” ¹³This testimony is true. ^(K)Therefore rebuke them sharply, that they may be sound in the faith, ¹⁴not giving heed to Jewish fables and ^(L)commandments of men who turn from the truth. ¹⁵^(M)To the pure all things are pure, but to those who are defiled and unbelieving nothing is pure; but even their mind and conscience are defiled. ¹⁶They profess to ^(N)know God, but ^(O)in works they deny Him, being ^[d]abominable, disobedient, ^(P)and disqualified for every good work.

¹⁰For there are many unruly and vain talkers and deceivers, specially they of the circumcision:

¹¹Whose mouths must be stopped, who subvert whole houses, teaching things which they ought not, for filthy lucre's sake.

¹²One of themselves, even a prophet of their own, said, the Cretians are alway liars, evil beasts, slow bellies.

¹³This witness is true. Wherefore rebuke them sharply, that they may be sound in the faith;

¹⁴Not giving heed to Jewish fables, and commandments of men, that turn from the truth.

¹⁵Unto the pure all things are pure: but unto them that are defiled and unbelieving is nothing pure; but even their mind and conscience is defiled.

¹⁶They profess that they know God; but in works they deny him, being abominable, and disobedient, and unto every good work reprobate.

Qualifications for Elders

⁵^(O)This is why I left you in Crete, so that you might put what remained into order, and ^(P)appoint elders in every town as I directed you— ⁶^(Q)if anyone is above reproach, the husband of one wife,^[d] and his children are believers^[e] and not open to the charge of ^(R)debauchery or insubordination. ⁷For an overseer,^[f] ^(S)as God's steward, must be above reproach. He must not ^(T)be arrogant or quick-tempered or a drunkard or violent ^(U)or greedy for gain, ⁸but hospitable, a lover of good, self-controlled, upright, holy, ^(V)and disciplined. ⁹He must ^(W)hold firm to the trustworthy word as taught, so that he may be able to give instruction in ^(X)sound^[g] doctrine and also to rebuke those who contradict it.

Appointing Elders Who Love What Is Good^(P)

⁵The reason I left you in Crete^(Q) was that you might put in order what was left unfinished and appoint^[a] elders^(R) in every town, as I directed you. ⁶An elder must be blameless,^(S) faithful to his wife, a man whose children believe^[b] and are not open to the charge of being wild and disobedient. ⁷Since an overseer^(T) manages God’s household,^(U) he must be blameless—not overbearing, not quick-tempered, not given to drunkenness, not violent, not pursuing dishonest gain.^(V) ⁸Rather, he must be hospitable,^(W) one who loves what is good,^(X) who is self-controlled,^(Y) upright, holy and disciplined. ⁹He must hold firmly^(Z) to the trustworthy message as it has been taught, so that he can encourage others by sound doctrine^(AA) and refute those who oppose it.

Rebuking Those Who Fail to Do Good

¹⁰For there are many rebellious people, full of meaningless talk^(AB) and deception, especially those of the circumcision group.^(AC) ¹¹They must be silenced, because they are disrupting whole households^(AD) by teaching things they ought not to teach—and that for the sake of dishonest gain. ¹²One of Crete’s own prophets^(AE) has said it: “Cretans^(AF) are always liars, evil brutes, lazy gluttons.”^[c] ¹³This saying is true. Therefore rebuke^(AG) them sharply, so that they will be sound in the faith^(AH) ¹⁴and will pay no attention to Jewish myths^(AI) or to the merely human commands^(AJ) of those who reject the truth.^(AK) ¹⁵To the pure, all things are pure,^(AL) but to those who are corrupted and do not believe, nothing is pure.^(AM) In fact, both their minds and consciences are corrupted.^(AN) ¹⁶They claim to know God, but by their actions they deny him.^(AO) They are detestable, disobedient and unfit for doing anything good.^(AP)
