7:11 dove. The dove was reputed to be witless and easy to trap.

Like a dove, Israel fluttered from one nation to another seeking security and protection: Menahem submitted to Assyria and paid a vast tribute (2 Kin. 15:17–20); Pekah formed a coalition with Syria-Damascus against Assyria (2 Kin. 15:29, 37; 16:5); and Hoshea shifted his allegiance from Assyria to Egypt (2 Kin. 17:3, 4).
