29:1 the covenant . . . in the land of Moab. Scholars debate whether v. 1 concludes what precedes or introduces what follows. The latter, as reflected in the ESV text division, is more likely. This “covenant . . . in the land of Moab” is a renewal of the Sinai covenant (“the covenant . . . at Horeb”). As usual, Moses recites the history of God’s mighty acts on Israel’s behalf in the Exodus from Egypt and in the wilderness (cf. Moses’ speech in 1:6–4:38). There follows a warning against departing from the Lord, a promise of restoration upon repentance, and a solemn charge to obey.
