⁸ He is to cast lots^(A) for the two goats—one lot for the Lord and the other for the scapegoat.^{[a](B) 9} Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering. ¹⁰ But the goat chosen by lot as the scapegoat shall be presented alive before the Lord to be used for making atonement^(C) by sending it into the wilderness as a scapegoat.

¹¹ “Aaron shall bring the bull for his own sin offering to make atonement for himself and his household,^(D) and he is to slaughter the bull for his own sin offering. ¹² He is to take a censer full of burning coals^(E) from the altar before the Lord and two handfuls of finely ground fragrant incense^(F) and take them behind the curtain. ¹³ He is to put the incense on the fire before the Lord, and the smoke of the incense will conceal the atonement cover^(G) above the tablets of the covenant law, so that he will not die.^{(H) 14} He is to take some of the bull’s blood^(I) and with his finger sprinkle it on the front of the atonement cover; then he shall sprinkle some of it with his finger seven times before the atonement cover.^(J)

¹⁵ “He shall then slaughter the goat for the sin offering for the people^(K) and take its blood behind the curtain^(L) and do with it as he did with the bull’s blood: He shall sprinkle^(M) it on the atonement cover and in front of it. ¹⁶ In this way he will make atonement^(N) for the Most Holy Place^(O) because of the uncleanness and rebellion of the Israelites, whatever their sins have been. He is to do the same for the tent of meeting,^(P) which is among them in the midst of their uncleanness. ¹⁷ No one is to be in the tent of meeting from the time Aaron goes in to make atonement in the Most Holy Place until he comes out, having made atonement for himself, his household and the whole community of Israel.

¹⁸ “Then he shall come out to the altar^(Q) that is before the Lord and make atonement for it. He shall take some of the bull’s blood and some of the goat’s blood and put it on all the horns of the altar.^{(R) 19} He shall sprinkle some of the blood on it with his finger seven times to cleanse it and to consecrate it from the uncleanness of the Israelites.^(S)

²⁰ “When Aaron has finished making atonement for the Most Holy Place, the tent of meeting and the altar, he shall bring forward the live goat.^{(T) 21} He is to lay both hands on the head of the live goat^(U) and confess^(V) over it all the wickedness and rebellion of the Israelites—all their sins—and put them on the goat’s head. He shall send the goat away into the wilderness in the care of someone appointed for the task. ²² The goat will carry on itself all their sins^(W) to a remote place; and the man shall release it in the wilderness.

²³ “Then Aaron is to go into the tent of meeting and take off the linen garments^(X) he put on before he entered the Most Holy Place, and he is to leave them there.^{(Y) 24} He shall bathe himself with water in the sanctuary area^(Z) and put on his regular garments.^(AA) Then he shall come out and sacrifice the burnt offering for himself and the burnt offering for the people,^(AB) to make atonement for himself and for the people.^{(AC) 25} He shall also burn the fat of the sin offering on the altar.

²⁶ “The man who releases the goat as a scapegoat^(AD) must wash his clothes^(AE) and bathe himself with water;^(AF) afterward he may come into the camp.

God’s Righteous Judgment

2 You, therefore, have no excuse,^(A) you who pass judgment on someone else, for at whatever point you judge another, you are condemning yourself, because you who pass judgment do the same things.^(B)

Christ’s Sacrifice Once for All

10 The law is only a shadow^(A) of the good things^(B) that are coming—not the realities themselves.^(C) For this reason it can never, by the same sacrifices repeated endlessly year after year, make perfect^(D) those who draw near to worship.^{(E) 2} Otherwise, would they not have stopped being offered? For the worshipers would have been cleansed once for all, and would no longer have felt guilty for their sins.^{(F) 3} But those sacrifices are an annual reminder of sins.^{(G) 4} It is impossible for the blood of bulls and goats^(H) to take away sins.^(I)

⁵ Therefore, when Christ came into the world,^(J) he said:

⁸ First he said, “Sacrifices and offerings, burnt offerings and sin offerings you did not desire, nor were you pleased with them”^(N)—though they were offered in accordance with the law. ⁹ Then he said, “Here I am, I have come to do your will.”^(O) He sets aside the first to establish the second. ¹⁰ And by that will, we have been made holy^(P) through the sacrifice of the body^(Q) of Jesus Christ once for all.^(R)

¹¹ Day after day every priest stands and performs his religious duties; again and again he offers the same sacrifices,^(S) which can never take away sins.^{(T) 12} But when this priest had offered for all time one sacrifice for sins,^(U) he sat down at the right hand of God,^{(V) 13} and since that time he waits for his enemies to be made his footstool.^{(W) 14} For by one sacrifice he has made perfect^(X) forever those who are being made holy.^(Y)
