Greeting

Paul, a bondservant of Jesus Christ, (A)called to be an apostle, (B)separated to the gospel of God (C)which He promised before (D)through His prophets in the Holy Scriptures, concerning His Son Jesus Christ our Lord, who [a]was (E)born of the seed of David according to the flesh, and (F)declared to be the Son of God with power according (G)to the Spirit of holiness, by the resurrection from the dead. Through Him (H)we have received grace and apostleship for (I)obedience to the faith among all nations (J)for His name, among whom you also are the called of Jesus Christ;

To all who are in Rome, beloved of God, (K)called to be saints:

(L)Grace to you and peace from God our Father and the Lord Jesus Christ.

Desire to Visit Rome

First, (M)I thank my God through Jesus Christ for you all, that (N)your faith is spoken of throughout the whole world. For (O)God is my witness, (P)whom I serve [b]with my spirit in the gospel of His Son, that (Q)without ceasing I make mention of you always in my prayers, 10 making request if, by some means, now at last I may find a way in the will of God to come to you. 11 For I long to see you, that (R)I may impart to you some spiritual gift, so that you may be established— 12 that is, that I may be encouraged together with you by (S)the mutual faith both of you and me.

13 Now I do not want you to be unaware, brethren, that I often planned to come to you (but (T)was hindered until now), that I might have some (U)fruit among you also, just as among the other Gentiles. 14 I am a debtor both to Greeks and to barbarians, both to wise and to unwise. 15 So, as much as is in me, I am ready to preach the gospel to you who are in Rome also.

The Just Live by Faith

16 For (V)I am not ashamed of the gospel [c]of Christ, for (W)it is the power of God to salvation for everyone who believes, (X)for the Jew first and also for the Greek. 17 For (Y)in it the righteousness of God is revealed from faith to faith; as it is written, (Z)“The just shall live by faith.”

God’s Wrath on Unrighteousness

18 (AA)For the wrath of God is revealed from heaven against all ungodliness and (AB)unrighteousness of men, who [d]suppress the truth in unrighteousness, 19 because (AC)what may be known of God is [e]manifest [f]in them, for (AD)God has shown it to them. 20 For since the creation of the world (AE)His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and [g]Godhead, so that they are without excuse, 21 because, although they knew God, they did not glorify Him as God, nor were thankful, but (AF)became futile in their thoughts, and their foolish hearts were darkened. 22 (AG)Professing to be wise, they became fools, 23 and changed the glory of the (AH)incorruptible (AI)God into an image made like [h]corruptible man—and birds and four-footed animals and creeping things.

24 (AJ)Therefore God also gave them up to uncleanness, in the lusts of their hearts, (AK)to dishonor their bodies (AL)among themselves, 25 who exchanged (AM)the truth of God (AN)for the lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.

26 For this reason God gave them up to (AO)vile passions. For even their [i]women exchanged the natural use for what is against nature. 27 Likewise also the [j]men, leaving the natural use of the [k]woman, burned in their lust for one another, men with men committing what is shameful, and receiving in themselves the penalty of their error which was due.

28 And even as they did not like to retain God in their knowledge, God gave them over to a debased mind, to do those things (AP)which are not fitting; 29 being filled with all unrighteousness, [l]sexual immorality, wickedness, [m]covetousness, [n]maliciousness; full of envy, murder, strife, deceit, evil-mindedness; they are whisperers, 30 backbiters, haters of God, violent, proud, boasters, inventors of evil things, disobedient to parents, 31 [o]undiscerning, untrustworthy, unloving, [p]unforgiving, unmerciful; 32 who, (AQ)knowing the righteous judgment of God, that those who practice such things (AR)are deserving of death, not only do the same but also (AS)approve of those who practice them.

God’s Righteous Judgment

Therefore you are (AT)inexcusable, O man, whoever you are who judge, (AU)for in whatever you judge another you condemn yourself; for you who judge practice the same things. But we know that the judgment of God is according to truth against those who practice such things. And do you think this, O man, you who judge those practicing such things, and doing the same, that you will escape the judgment of God? Or do you despise (AV)the riches of His goodness, (AW)forbearance, and (AX)longsuffering, (AY)not knowing that the goodness of God leads you to repentance? But in accordance with your hardness and your [q]impenitent heart (AZ)you are [r]treasuring up for yourself wrath in the day of wrath and revelation of the righteous judgment of God, who (BA)“will render to each one according to his deeds”: eternal life to those who by patient continuance in doing good seek for glory, honor, and immortality; but to those who are self-seeking and (BB)do not obey the truth, but obey unrighteousness—indignation and wrath, tribulation and anguish, on every soul of man who does evil, of the Jew (BC)first and also of the [s]Greek; 10 (BD)but glory, honor, and peace to everyone who works what is good, to the Jew first and also to the Greek. 11 For (BE)there is no partiality with God.

12 For as many as have sinned without law will also perish without law, and as many as have sinned in the law will be judged by the law 13 (for (BF)not the hearers of the law are just in the sight of God, but the doers of the law will be justified; 14 for when Gentiles, who do not have the law, by nature do the things in the law, these, although not having the law, are a law to themselves, 15 who show the (BG)work of the law written in their hearts, their (BH)conscience also bearing witness, and between themselves their thoughts accusing or else excusing them) 16 (BI)in the day when God will judge the secrets of men (BJ)by Jesus Christ, (BK)according to my gospel.

The Jews Guilty as the Gentiles

17 [t]Indeed (BL)you are called a Jew, and (BM)rest[u] on the law, (BN)and make your boast in God, 18 and (BO)know His will, and (BP)approve the things that are excellent, being instructed out of the law, 19 and (BQ)are confident that you yourself are a guide to the blind, a light to those who are in darkness, 20 an instructor of the foolish, a teacher of babes, (BR)having the form of knowledge and truth in the law. 21 (BS)You, therefore, who teach another, do you not teach yourself? You who preach that a man should not steal, do you steal? 22 You who say, “Do not commit adultery,” do you commit adultery? You who abhor idols, (BT)do you rob temples? 23 You who (BU)make your boast in the law, do you dishonor God through breaking the law? 24 For (BV)“the name of God is (BW)blasphemed among the Gentiles because of you,” as it is written.

Circumcision of No Avail

25 (BX)For circumcision is indeed profitable if you keep the law; but if you are a breaker of the law, your circumcision has become uncircumcision. 26 Therefore, (BY)if an uncircumcised man keeps the righteous requirements of the law, will not his uncircumcision be counted as circumcision? 27 And will not the physically uncircumcised, if he fulfills the law, (BZ)judge you who, even with your [v]written code and circumcision, are a transgressor of the law? 28 For (CA)he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh; 29 but he is a Jew (CB)who is one inwardly; and (CC)circumcision is that of the heart, (CD)in the Spirit, not in the letter; (CE)whose [w]praise is not from men but from God.

God’s Judgment Defended

What advantage then has the Jew, or what is the profit of circumcision? Much in every way! Chiefly because (CF)to them were committed the [x]oracles of God. For what if (CG)some did not believe? (CH)Will their unbelief make the faithfulness of God without effect? (CI)Certainly not! Indeed, let (CJ)God be [y]true but (CK)every man a liar. As it is written:

(CL)“That You may be justified in Your words,
And may overcome when You are judged.”

But if our unrighteousness demonstrates the righteousness of God, what shall we say? Is God unjust who inflicts wrath? (CM)(I speak as a man.) Certainly not! For then (CN)how will God judge the world?

For if the truth of God has increased through my lie to His glory, why am I also still judged as a sinner? And why not say, (CO)“Let us do evil that good may come”?—as we are slanderously reported and as some affirm that we say. Their [z]condemnation is just.

All Have Sinned(CP)

What then? Are we better than they? Not at all. For we have previously charged both Jews and Greeks that (CQ)they are all under sin.

10 As it is written:

(CR)“There is none righteous, no, not one;
11 There is none who understands;
There is none who seeks after God.
12 They have all turned aside;
They have together become unprofitable;
There is none who does good, no, not one.”
13 “Their(CS) throat is an open [aa]tomb;
With their tongues they have practiced deceit”;
(CT)“The poison of asps is under their lips”;
14 “Whose(CU) mouth is full of cursing and bitterness.”
15 “Their(CV) feet are swift to shed blood;
16 Destruction and misery are in their ways;
17 And the way of peace they have not known.”
18 “There(CW) is no fear of God before their eyes.”

19 Now we know that whatever (CX)the law says, it says to those who are under the law, that (CY)every mouth may be stopped, and all the world may become [ab]guilty before God. 20 Therefore (CZ)by the deeds of the law no flesh will be justified in His sight, for by the law is the knowledge of sin.

God’s Righteousness Through Faith

21 But now (DA)the righteousness of God apart from the law is revealed, (DB)being witnessed by the Law (DC)and the Prophets, 22 even the righteousness of God, through faith in Jesus Christ, to all [ac]and on all who believe. For (DD)there is no difference; 23 for (DE)all have sinned and fall short of the glory of God, 24 being justified [ad]freely (DF)by His grace (DG)through the redemption that is in Christ Jesus, 25 whom God set forth (DH)as a [ae]propitiation (DI)by His blood, through faith, to demonstrate His righteousness, because in His forbearance God had passed over (DJ)the sins that were previously committed, 26 to demonstrate at the present time His righteousness, that He might be just and the justifier of the one who has faith in Jesus.

Boasting Excluded

27 (DK)Where is boasting then? It is excluded. By what law? Of works? No, but by the law of faith. 28 Therefore we conclude (DL)that a man is [af]justified by faith apart from the deeds of the law. 29 Or is He the God of the Jews only? Is He not also the God of the Gentiles? Yes, of the Gentiles also, 30 since (DM)there is one God who will justify the circumcised by faith and the uncircumcised through faith. 31 Do we then make void the law through faith? Certainly not! On the contrary, we establish the law.

Abraham Justified by Faith(DN)

What then shall we say that (DO)Abraham our (DP)father[ag] has found according to the flesh? For if Abraham was (DQ)justified by works, he has something to boast about, but not before God. For what does the Scripture say? (DR)“Abraham believed God, and it was [ah]accounted to him for righteousness.” Now (DS)to him who works, the wages are not counted [ai]as grace but as debt.

David Celebrates the Same Truth

But to him who (DT)does not work but believes on Him who justifies (DU)the ungodly, his faith is accounted for righteousness, just as David also (DV)describes the blessedness of the man to whom God imputes righteousness apart from works:

“Blessed(DW) are those whose lawless deeds are forgiven,
And whose sins are covered;
Blessed is the man to whom the Lord shall not impute sin.”

Abraham Justified Before Circumcision

Does this blessedness then come upon the circumcised only, or upon the uncircumcised also? For we say that faith was accounted to Abraham for righteousness. 10 How then was it accounted? While he was circumcised, or uncircumcised? Not while circumcised, but while uncircumcised. 11 And (DX)he received the sign of circumcision, a seal of the righteousness of the faith which he had while still uncircumcised, that (DY)he might be the father of all those who believe, though they are uncircumcised, that righteousness might be imputed to them also, 12 and the father of circumcision to those who not only are of the circumcision, but who also walk in the steps of the faith which our father (DZ)Abraham had while still uncircumcised.

The Promise Granted Through Faith

13 For the promise that he would be the (EA)heir of the world was not to Abraham or to his seed through the law, but through the righteousness of faith. 14 For (EB)if those who are of the law are heirs, faith is made void and the promise made of no effect, 15 because (EC)the law brings about wrath; for where there is no law there is no transgression.

16 Therefore it is of faith that it might be (ED)according to grace, (EE)so that the promise might be [aj]sure to all the seed, not only to those who are of the law, but also to those who are of the faith of Abraham, (EF)who is the father of us all 17 (as it is written, (EG)“I have made you a father of many nations”) in the presence of Him whom he believed—God, (EH)who gives life to the dead and calls those (EI)things which do not exist as though they did; 18 who, contrary to hope, in hope believed, so that he became the father of many nations, according to what was spoken, (EJ)“So shall your descendants be.” 19 And not being weak in faith, (EK)he did not consider his own body, already dead (since he was about a hundred years old), (EL)and the deadness of Sarah’s womb. 20 He did not waver at the promise of God through unbelief, but was strengthened in faith, giving glory to God, 21 and being fully convinced that what He had promised (EM)He was also able to perform. 22 And therefore (EN)“it was accounted to him for righteousness.”

23 Now (EO)it was not written for his sake alone that it was imputed to him, 24 but also for us. It shall be imputed to us who believe (EP)in Him who raised up Jesus our Lord from the dead, 25 (EQ)who was delivered up because of our offenses, and (ER)was raised because of our justification.

Faith Triumphs in Trouble

Therefore, (ES)having been justified by faith, [ak]we have (ET)peace with God through our Lord Jesus Christ, (EU)through whom also we have access by faith into this grace (EV)in which we stand, and (EW)rejoice in hope of the glory of God. And not only that, but (EX)we also glory in tribulations, (EY)knowing that tribulation produces [al]perseverance; (EZ)and perseverance, [am]character; and character, hope. (FA)Now hope does not disappoint, (FB)because the love of God has been poured out in our hearts by the Holy Spirit who was given to us.

Christ in Our Place

For when we were still without strength, [an]in due time (FC)Christ died for the ungodly. For scarcely for a righteous man will one die; yet perhaps for a good man someone would even dare to die. But (FD)God demonstrates His own love toward us, in that while we were still sinners, Christ died for us. Much more then, having now been justified (FE)by His blood, we shall be saved (FF)from wrath through Him. 10 For (FG)if when we were enemies (FH)we were reconciled to God through the death of His Son, much more, having been reconciled, we shall be saved (FI)by His life. 11 And not only that, but we also (FJ)rejoice in God through our Lord Jesus Christ, through whom we have now received the reconciliation.

Death in Adam, Life in Christ(FK)

12 Therefore, just as (FL)through one man sin entered the world, and (FM)death through sin, and thus death spread to all men, because all sinned— 13 (For until the law sin was in the world, but (FN)sin is not imputed when there is no law. 14 Nevertheless death reigned from Adam to Moses, even over those who had not sinned according to the likeness of the transgression of Adam, (FO)who is a type of Him who was to come. 15 But the free gift is not like the [ao]offense. For if by the one man’s offense many died, much more the grace of God and the gift by the grace of the one Man, Jesus Christ, abounded (FP)to many. 16 And the gift is not like that which came through the one who sinned. For the judgment which came from one offense resulted in condemnation, but the free gift which came from many [ap]offenses resulted in justification. 17 For if by the one man’s [aq]offense death reigned through the one, much more those who receive abundance of grace and of the gift of righteousness will reign in life through the One, Jesus Christ.)

18 Therefore, as through [ar]one man’s offense judgment came to all men, resulting in condemnation, even so through (FQ)one[as] Man’s righteous act the free gift came (FR)to all men, resulting in justification of life. 19 For as by one man’s disobedience many were made sinners, so also by (FS)one Man’s obedience many will be made righteous.

20 Moreover (FT)the law entered that the offense might abound. But where sin abounded, grace (FU)abounded much more, 21 so that as sin reigned in death, even so grace might reign through righteousness to eternal life through Jesus Christ our Lord.

Dead to Sin, Alive to God

What shall we say then? (FV)Shall we continue in sin that grace may abound? Certainly not! How shall we who (FW)died to sin live any longer in it? Or do you not know that (FX)as many of us as were baptized into Christ Jesus (FY)were baptized into His death? Therefore we were (FZ)buried with Him through baptism into death, that (GA)just as Christ was raised from the dead by (GB)the glory of the Father, (GC)even so we also should walk in newness of life.

(GD)For if we have been united together in the likeness of His death, certainly we also shall be in the likeness of His resurrection, knowing this, that (GE)our old man was crucified with Him, that (GF)the body of sin might be [at]done away with, that we should no longer be slaves of sin. For (GG)he who has died has been [au]freed from sin. Now (GH)if we died with Christ, we believe that we shall also live with Him, knowing that (GI)Christ, having been raised from the dead, dies no more. Death no longer has dominion over Him. 10 For the death that He died, (GJ)He died to sin once for all; but the life that He lives, (GK)He lives to God. 11 Likewise you also, [av]reckon yourselves to be (GL)dead indeed to sin, but (GM)alive to God in Christ Jesus our Lord.

12 (GN)Therefore do not let sin reign in your mortal body, that you should obey it in its lusts. 13 And do not present your (GO)members as [aw]instruments of unrighteousness to sin, but (GP)present yourselves to God as being alive from the dead, and your members as instruments of righteousness to God. 14 For (GQ)sin shall not have dominion over you, for you are not under law but under grace.

From Slaves of Sin to Slaves of God

15 What then? Shall we sin (GR)because we are not under law but under grace? Certainly not! 16 Do you not know that (GS)to whom you present yourselves slaves to obey, you are that one’s slaves whom you obey, whether of sin leading to death, or of obedience leading to righteousness? 17 But God be thanked that though you were slaves of sin, yet you obeyed from the heart (GT)that form of doctrine to which you were [ax]delivered. 18 And (GU)having been set free from sin, you became slaves of righteousness. 19 I speak in human terms because of the weakness of your flesh. For just as you presented your members as slaves of uncleanness, and of lawlessness leading to more lawlessness, so now present your members as slaves of righteousness [ay]for holiness.

20 For when you were (GV)slaves of sin, you were free in regard to righteousness. 21 (GW)What fruit did you have then in the things of which you are now ashamed? For (GX)the end of those things is death. 22 But now (GY)having been set free from sin, and having become slaves of God, you have your fruit [az]to holiness, and the end, everlasting life. 23 For (GZ)the wages of sin is death, but (HA)the [ba]gift of God is eternal life in Christ Jesus our Lord.

Freed from the Law

Or do you not know, brethren (for I speak to those who know the law), that the law [bb]has dominion over a man as long as he lives? For (HB)the woman who has a husband is bound by the law to her husband as long as he lives. But if the husband dies, she is released from the law of her husband. So then (HC)if, while her husband lives, she marries another man, she will be called an adulteress; but if her husband dies, she is free from that law, so that she is no adulteress, though she has married another man. Therefore, my brethren, you also have become (HD)dead to the law through the body of Christ, that you may be married to another—to Him who was raised from the dead, that we should (HE)bear fruit to God. For when we were in the flesh, the sinful passions which were aroused by the law (HF)were at work in our members (HG)to bear fruit to death. But now we have been delivered from the law, having died to what we were held by, so that we should serve (HH)in the newness of the Spirit and not in the oldness of the letter.

Sin’s Advantage in the Law

What shall we say then? Is the law sin? Certainly not! On the contrary, (HI)I would not have known sin except through the law. For I would not have known covetousness unless the law had said, (HJ)“You shall not covet.” But (HK)sin, taking opportunity by the commandment, produced in me all manner of evil desire. For (HL)apart from the law sin was dead. I was alive once without the law, but when the commandment came, sin revived and I died. 10 And the commandment, (HM)which was to bring life, I found to bring death. 11 For sin, taking occasion by the commandment, deceived me, and by it killed me. 12 Therefore (HN)the law is holy, and the commandment holy and just and good.

Law Cannot Save from Sin

13 Has then what is good become death to me? Certainly not! But sin, that it might appear sin, was producing death in me through what is good, so that sin through the commandment might become exceedingly sinful. 14 For we know that the law is spiritual, but I am carnal, (HO)sold under sin. 15 For what I am doing, I do not understand. (HP)For what I will to do, that I do not practice; but what I hate, that I do. 16 If, then, I do what I will not to do, I agree with the law that it is good. 17 But now, it is no longer I who do it, but sin that dwells in me. 18 For I know that (HQ)in me (that is, in my flesh) nothing good dwells; for to will is present with me, but how to perform what is good I do not find. 19 For the good that I will to do, I do not do; but the evil I will not to do, that I practice. 20 Now if I do what I will not to do, it is no longer I who do it, but sin that dwells in me.

21 I find then a law, that evil is present with me, the one who wills to do good. 22 For I (HR)delight in the law of God according to (HS)the inward man. 23 But (HT)I see another law in (HU)my members, warring against the law of my mind, and bringing me into captivity to the law of sin which is in my members. 24 O wretched man that I am! Who will deliver me (HV)from this body of death? 25 (HW)I thank God—through Jesus Christ our Lord!

So then, with the mind I myself serve the law of God, but with the flesh the law of sin.

Free from Indwelling Sin

There is therefore now no condemnation to those who are in Christ Jesus, (HX)who[bc] do not walk according to the flesh, but according to the Spirit. For (HY)the law of (HZ)the Spirit of life in Christ Jesus has made me free from (IA)the law of sin and death. For (IB)what the law could not do in that it was weak through the flesh, (IC)God did by sending His own Son in the likeness of sinful flesh, on account of sin: He condemned sin in the flesh, that the righteous requirement of the law might be fulfilled in us who (ID)do not walk according to the flesh but according to the Spirit. For (IE)those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit, (IF)the things of the Spirit. For (IG)to be [bd]carnally minded is death, but to be spiritually minded is life and peace. Because (IH)the [be]carnal mind is enmity against God; for it is not subject to the law of God, (II)nor indeed can be. So then, those who are in the flesh cannot please God.

But you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you. Now if anyone does not have the Spirit of Christ, he is not His. 10 And if Christ is in you, the body is dead because of sin, but the Spirit is life because of righteousness. 11 But if the Spirit of (IJ)Him who raised Jesus from the dead dwells in you, (IK)He who raised Christ from the dead will also give life to your mortal bodies [bf]through His Spirit who dwells in you.

Sonship Through the Spirit

12 (IL)Therefore, brethren, we are debtors—not to the flesh, to live according to the flesh. 13 For (IM)if you live according to the flesh you will die; but if by the Spirit you (IN)put to death the deeds of the body, you will live. 14 For (IO)as many as are led by the Spirit of God, these are sons of God. 15 For (IP)you did not receive the spirit of bondage again (IQ)to fear, but you received the (IR)Spirit of adoption by whom we cry out, (IS)“Abba,[bg] Father.” 16 (IT)The Spirit Himself bears witness with our spirit that we are children of God, 17 and if children, then (IU)heirs—heirs of God and joint heirs with Christ, (IV)if indeed we suffer with Him, that we may also be glorified together.

From Suffering to Glory

18 For I consider that (IW)the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us. 19 For (IX)the earnest expectation of the creation eagerly waits for the revealing of the sons of God. 20 For (IY)the creation was subjected to futility, not willingly, but because of Him who subjected it in hope; 21 because the creation itself also will be delivered from the bondage of [bh]corruption into the glorious (IZ)liberty of the children of God. 22 For we know that the whole creation (JA)groans and labors with birth pangs together until now. 23 Not only that, but we also who have (JB)the firstfruits of the Spirit, (JC)even we ourselves groan (JD)within ourselves, eagerly waiting for the adoption, the (JE)redemption of our body. 24 For we were saved in this hope, but (JF)hope that is seen is not hope; for why does one still hope for what he sees? 25 But if we hope for what we do not see, we eagerly wait for it with perseverance.

26 Likewise the Spirit also helps in our weaknesses. For (JG)we do not know what we should pray for as we ought, but (JH)the Spirit Himself makes intercession [bi]for us with groanings which cannot be uttered. 27 Now (JI)He who searches the hearts knows what the mind of the Spirit is, because He makes intercession for the saints (JJ)according to the will of God.

28 And we know that all things work together for good to those who love God, to those (JK)who are the called according to His purpose. 29 For whom (JL)He foreknew, (JM)He also predestined (JN)to be conformed to the image of His Son, (JO)that He might be the firstborn among many brethren. 30 Moreover whom He predestined, these He also (JP)called; whom He called, these He also (JQ)justified; and whom He justified, these He also (JR)glorified.

God’s Everlasting Love

31 What then shall we say to these things? (JS)If God is for us, who can be against us? 32 (JT)He who did not spare His own Son, but (JU)delivered Him up for us all, how shall He not with Him also freely give us all things? 33 Who shall bring a charge against God’s elect? (JV)It is God who justifies. 34 (JW)Who is he who condemns? It is Christ who died, and furthermore is also risen, (JX)who is even at the right hand of God, (JY)who also makes intercession for us. 35 Who shall separate us from the love of Christ? Shall tribulation, or distress, or persecution, or famine, or nakedness, or peril, or sword? 36 As it is written:

(JZ)“For Your sake we are killed all day long;
We are accounted as sheep for the slaughter.”

37 (KA)Yet in all these things we are more than conquerors through Him who loved us. 38 For I am persuaded that neither death nor life, nor angels nor (KB)principalities nor powers, nor things present nor things to come, 39 nor height nor depth, nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.

Israel’s Rejection of Christ

I (KC)tell the truth in Christ, I am not lying, my conscience also bearing me witness in the Holy Spirit, (KD)that I have great sorrow and continual grief in my heart. For (KE)I could wish that I myself were accursed from Christ for my brethren, my [bj]countrymen according to the flesh, who are Israelites, (KF)to whom pertain the adoption, (KG)the glory, (KH)the covenants, (KI)the giving of the law, (KJ)the service of God, and (KK)the promises; (KL)of whom are the fathers and from (KM)whom, according to the flesh, Christ came, (KN)who is over all, the eternally blessed God. Amen.

Israel’s Rejection and God’s Purpose(KO)

(KP)But it is not that the word of God has taken no effect. For (KQ)they are not all Israel who are of Israel, (KR)nor are they all children because they are the seed of Abraham; but, (KS)“In Isaac your seed shall be called.” That is, those who are the children of the flesh, these are not the children of God; but (KT)the children of the promise are counted as the seed. For this is the word of promise: (KU)“At this time I will come and Sarah shall have a son.”

10 And not only this, but when (KV)Rebecca also had conceived by one man, even by our father Isaac 11 (for the children not yet being born, nor having done any good or evil, that the purpose of God according to election might stand, not of works but of (KW)Him who calls), 12 it was said to her, (KX)“The older shall serve the younger.” 13 As it is written, (KY)“Jacob I have loved, but Esau I have hated.”

Israel’s Rejection and God’s Justice

14 What shall we say then? (KZ)Is there unrighteousness with God? Certainly not! 15 For He says to Moses, (LA)“I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion.” 16 So then it is not of him who wills, nor of him who runs, but of God who shows mercy. 17 For (LB)the Scripture says to the Pharaoh, (LC)“For this very purpose I have raised you up, that I may show My power in you, and that My name may be declared in all the earth.” 18 Therefore He has mercy on whom He wills, and whom He wills He (LD)hardens.

19 You will say to me then, “Why does He still find fault? For (LE)who has resisted His will?” 20 But indeed, O man, who are you to reply against God? (LF)Will the thing formed say to him who formed it, “Why have you made me like this?” 21 Does not the (LG)potter have power over the clay, from the same lump to make (LH)one vessel for honor and another for dishonor?

22 What if God, wanting to show His wrath and to make His power known, endured with much longsuffering (LI)the vessels of wrath (LJ)prepared for destruction, 23 and that He might make known (LK)the riches of His glory on the vessels of mercy, which He had (LL)prepared beforehand for glory, 24 even us whom He (LM)called, (LN)not of the Jews only, but also of the Gentiles?

25 As He says also in Hosea:

(LO)“I will call them My people, who were not My people,
And her beloved, who was not beloved.”
26 “And(LP) it shall come to pass in the place where it was said to them,
‘You are not My people,’
There they shall be called sons of the living God.”

27 Isaiah also cries out concerning Israel:

(LQ)“Though the number of the children of Israel be as the sand of the sea,
(LR)The remnant will be saved.
28 For [bk]He will finish the work and cut it short in righteousness,
(LS)Because the Lord will make a short work upon the earth.”

29 And as Isaiah said before:

(LT)“Unless the Lord of [bl]Sabaoth had left us a seed,
(LU)We would have become like Sodom,
And we would have been made like Gomorrah.”

Present Condition of Israel

30 What shall we say then? (LV)That Gentiles, who did not pursue righteousness, have attained to righteousness, (LW)even the righteousness of faith; 31 but Israel, (LX)pursuing the law of righteousness, (LY)has not attained to the law [bm]of righteousness. 32 Why? Because they did not seek it by faith, but as it were, [bn]by the works of the law. For (LZ)they stumbled at that stumbling stone. 33 As it is written:

(MA)“Behold, I lay in Zion a stumbling stone and rock of offense,
And (MB)whoever believes on Him will not be put to shame.”

Israel Needs the Gospel

10 Brethren, my heart’s desire and prayer to God for [bo]Israel is that they may be saved. For I bear them witness (MC)that they have a zeal for God, but not according to knowledge. For they being ignorant of (MD)God’s righteousness, and seeking to establish their own (ME)righteousness, have not submitted to the righteousness of God. For (MF)Christ is the end of the law for righteousness to everyone who believes.

For Moses writes about the righteousness which is of the law, (MG)“The man who does those things shall live by them.” But the righteousness of faith speaks in this way, (MH)“Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring Christ down from above) or, (MI)“ ‘Who will descend into the abyss?’ ” (that is, to bring Christ up from the dead). But what does it say? (MJ)“The word is near you, in your mouth and in your heart” (that is, the word of faith which we preach): that (MK)if you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved. 10 For with the heart one believes unto righteousness, and with the mouth confession is made unto salvation. 11 For the Scripture says, (ML)“Whoever believes on Him will not be put to shame.” 12 For (MM)there is no distinction between Jew and Greek, for (MN)the same Lord over all (MO)is rich to all who call upon Him. 13 For (MP)“whoever calls (MQ)on the name of the Lord shall be saved.”

Israel Rejects the Gospel

14 How then shall they call on Him in whom they have not believed? And how shall they believe in Him of whom they have not heard? And how shall they hear (MR)without a preacher? 15 And how shall they preach unless they are sent? As it is written:

(MS)“How beautiful are the feet of those who [bp]preach the gospel of peace,
Who bring glad tidings of good things!”

16 But they have not all obeyed the gospel. For Isaiah says, (MT)Lord, who has believed our report?” 17 So then faith comes by hearing, and hearing by the word of God.

18 But I say, have they not heard? Yes indeed:

(MU)“Their sound has gone out to all the earth,
And their words to the ends of the world.”

19 But I say, did Israel not know? First Moses says:

(MV)“I will provoke you to jealousy by those who are not a nation,
I will move you to anger by a (MW)foolish nation.”

20 But Isaiah is very bold and says:

(MX)“I was found by those who did not seek Me;
I was made manifest to those who did not ask for Me.”

21 But to Israel he says:

(MY)“All day long I have stretched out My hands
To a disobedient and contrary people.”

Israel’s Rejection Not Total

11 I say then, (MZ)has God cast away His people? (NA)Certainly not! For (NB)I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin. God has not cast away His people whom (NC)He foreknew. Or do you not know what the Scripture says of Elijah, how he pleads with God against Israel, saying, (ND)Lord, they have killed Your prophets and torn down Your altars, and I alone am left, and they seek my life”? But what does the divine response say to him? (NE)“I have reserved for Myself seven thousand men who have not bowed the knee to Baal.” (NF)Even so then, at this present time there is a remnant according to the election of grace. And (NG)if by grace, then it is no longer of works; otherwise grace is no longer grace. [bq]But if it is of works, it is no longer grace; otherwise work is no longer work.

What then? (NH)Israel has not obtained what it seeks; but the elect have obtained it, and the rest were (NI)blinded. Just as it is written:

(NJ)“God has given them a spirit of stupor,
(NK)Eyes that they should not see
And ears that they should not hear,
To this very day.”

And David says:

(NL)“Let their table become a snare and a trap,
A stumbling block and a recompense to them.
10 Let their eyes be darkened, so that they do not see,
And bow down their back always.”

Israel’s Rejection Not Final

11 I say then, have they stumbled that they should fall? Certainly not! But (NM)through their [br]fall, to provoke them to (NN)jealousy, salvation has come to the Gentiles. 12 Now if their [bs]fall is riches for the world, and their failure riches for the Gentiles, how much more their fullness!

13 For I speak to you Gentiles; inasmuch as (NO)I am an apostle to the Gentiles, I magnify my ministry, 14 if by any means I may provoke to jealousy those who are my flesh and (NP)save some of them. 15 For if their being cast away is the reconciling of the world, what will their acceptance be (NQ)but life from the dead?

16 For if (NR)the firstfruit is holy, the lump is also holy; and if the root is holy, so are the branches. 17 And if (NS)some of the branches were broken off, (NT)and you, being a wild olive tree, were grafted in among them, and with them became a partaker of the root and [bt]fatness of the olive tree, 18 (NU)do not boast against the branches. But if you do boast, remember that you do not support the root, but the root supports you.

19 You will say then, “Branches were broken off that I might be grafted in.” 20 Well said. Because of (NV)unbelief they were broken off, and you stand by faith. Do not be haughty, but fear. 21 For if God did not spare the natural branches, He may not spare you either. 22 Therefore consider the goodness and severity of God: on those who fell, severity; but toward you, [bu]goodness, (NW)if you continue in His goodness. Otherwise (NX)you also will be cut off. 23 And they also, (NY)if they do not continue in unbelief, will be grafted in, for God is able to graft them in again. 24 For if you were cut out of the olive tree which is wild by nature, and were grafted contrary to nature into a cultivated olive tree, how much more will these, who are natural branches, be grafted into their own olive tree?

25 For I do not desire, brethren, that you should be ignorant of this mystery, lest you should be (NZ)wise in your own [bv]opinion, that (OA)blindness in part has happened to Israel (OB)until the fullness of the Gentiles has come in. 26 And so all Israel will be [bw]saved, as it is written:

(OC)“The Deliverer will come out of Zion,
And He will turn away ungodliness from Jacob;
27 For (OD)this is My covenant with them,
When I take away their sins.”

28 Concerning the gospel they are enemies for your sake, but concerning the election they are (OE)beloved for the sake of the fathers. 29 For the gifts and the calling of God are (OF)irrevocable. 30 For as you (OG)were once disobedient to God, yet have now obtained mercy through their disobedience, 31 even so these also have now been disobedient, that through the mercy shown you they also may obtain mercy. 32 For God has [bx]committed them (OH)all to disobedience, that He might have mercy on all.

33 Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgments and His ways past finding out!

34 “For who has known the (OI)mind of the Lord?
Or (OJ)who has become His counselor?”
35 “Or(OK) who has first given to Him
And it shall be repaid to him?”

36 For (OL)of Him and through Him and to Him are all things, (OM)to whom be glory forever. Amen.

Living Sacrifices to God

12 I (ON)beseech[by] you therefore, brethren, by the mercies of God, that you present your bodies (OO)a living sacrifice, holy, acceptable to God, which is your [bz]reasonable service. And (OP)do not be conformed to this world, but (OQ)be transformed by the renewing of your mind, that you may (OR)prove what is that good and acceptable and perfect will of God.

Serve God with Spiritual Gifts

For I say, (OS)through the grace given to me, to everyone who is among you, (OT)not to think of himself more highly than he ought to think, but to think soberly, as God has dealt (OU)to each one a measure of faith. For (OV)as we have many members in one body, but all the members do not have the same function, so (OW)we, being many, are one body in Christ, and individually members of one another. Having then gifts differing according to the grace that is (OX)given to us, let us use them: if prophecy, let us (OY)prophesy in proportion to our faith; or ministry, let us use it in our ministering; (OZ)he who teaches, in teaching; (PA)he who exhorts, in exhortation; (PB)he who gives, with liberality; (PC)he who leads, with diligence; he who shows mercy, (PD)with cheerfulness.

Behave Like a Christian

(PE)Let love be without hypocrisy. (PF)Abhor what is evil. Cling to what is good. 10 (PG)Be kindly affectionate to one another with brotherly love, (PH)in honor giving preference to one another; 11 not lagging in diligence, fervent in spirit, serving the Lord; 12 (PI)rejoicing in hope, (PJ)patient[ca] in tribulation, (PK)continuing steadfastly in prayer; 13 (PL)distributing to the needs of the saints, (PM)given[cb] to hospitality.

14 (PN)Bless those who persecute you; bless and do not curse. 15 (PO)Rejoice with those who rejoice, and weep with those who weep. 16 (PP)Be of the same mind toward one another. (PQ)Do not set your mind on high things, but associate with the humble. Do not be wise in your own opinion.

17 (PR)Repay no one evil for evil. (PS)Have[cc] regard for good things in the sight of all men. 18 If it is possible, as much as depends on you, (PT)live peaceably with all men. 19 Beloved, (PU)do not avenge yourselves, but rather give place to wrath; for it is written, (PV)“Vengeance is Mine, I will repay,” says the Lord. 20 Therefore

(PW)“If your enemy is hungry, feed him;
If he is thirsty, give him a drink;
For in so doing you will heap coals of fire on his head.”

21 Do not be overcome by evil, but (PX)overcome evil with good.

Submit to Government

13 Let every soul be (PY)subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. Therefore whoever resists (PZ)the authority resists the ordinance of God, and those who resist will [cd]bring judgment on themselves. For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? (QA)Do what is good, and you will have praise from the same. For he is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil. Therefore (QB)you must be subject, not only because of wrath (QC)but also for conscience’ sake. For because of this you also pay taxes, for they are God’s ministers attending continually to this very thing. (QD)Render therefore to all their due: taxes to whom taxes are due, customs to whom customs, fear to whom fear, honor to whom honor.

Love Your Neighbor(QE)

Owe no one anything except to love one another, for (QF)he who loves another has fulfilled the law. For the commandments, (QG)“You shall not commit adultery,” “You shall not murder,” “You shall not steal,” [ce]“You shall not bear false witness,” “You shall not covet,” and if there is any other commandment, are all summed up in this saying, namely, (QH)“You shall love your neighbor as yourself.” 10 Love does no harm to a neighbor; therefore (QI)love is the fulfillment of the law.

Put on Christ

11 And do this, knowing the time, that now it is high time (QJ)to awake out of sleep; for now our salvation is nearer than when we first believed. 12 The night is far spent, the day is at hand. (QK)Therefore let us cast off the works of darkness, and (QL)let us put on the armor of light. 13 (QM)Let us walk [cf]properly, as in the day, (QN)not in revelry and drunkenness, (QO)not in lewdness and lust, (QP)not in strife and envy. 14 But (QQ)put on the Lord Jesus Christ, and (QR)make no provision for the flesh, to fulfill its lusts.

The Law of Liberty

14 Receive(QS) one who is weak in the faith, but not to disputes over doubtful things. For one believes he (QT)may eat all things, but he who is weak eats only vegetables. Let not him who eats despise him who does not eat, and (QU)let not him who does not eat judge him who eats; for God has received him. (QV)Who are you to judge another’s servant? To his own master he stands or falls. Indeed, he will be made to stand, for God is able to make him stand.

(QW)One person esteems one day above another; another esteems every day alike. Let each be fully convinced in his own mind. He who (QX)observes the day, observes it to the Lord; [cg]and he who does not observe the day, to the Lord he does not observe it. He who eats, eats to the Lord, for (QY)he gives God thanks; and he who does not eat, to the Lord he does not eat, and gives God thanks. For (QZ)none of us lives to himself, and no one dies to himself. For if we (RA)live, we live to the Lord; and if we die, we die to the Lord. Therefore, whether we live or die, we are the Lord’s. For (RB)to this end Christ died [ch]and rose and lived again, that He might be (RC)Lord of both the dead and the living. 10 But why do you judge your brother? Or why do you show contempt for your brother? For (RD)we shall all stand before the judgment seat of [ci]Christ. 11 For it is written:

(RE)As I live, says the Lord,
Every knee shall bow to Me,
And every tongue shall confess to God.”

12 So then (RF)each of us shall give account of himself to God. 13 Therefore let us not judge one another [cj]anymore, but rather resolve this, (RG)not to put a stumbling block or a cause to fall in our brother’s way.

The Law of Love

14 I know and am convinced by the Lord Jesus (RH)that there is nothing unclean of itself; but to him who considers anything to be unclean, to him it is unclean. 15 Yet if your brother is grieved because of your food, you are no longer walking in love. (RI)Do not destroy with your food the one for whom Christ died. 16 (RJ)Therefore do not let your good be spoken of as evil; 17 (RK)for the kingdom of God is not eating and drinking, but righteousness and (RL)peace and joy in the Holy Spirit. 18 For he who serves Christ in [ck]these things (RM)is acceptable to God and approved by men.

19 (RN)Therefore let us pursue the things which make for peace and the things by which (RO)one may [cl]edify another. 20 (RP)Do not destroy the work of God for the sake of food. (RQ)All things indeed are pure, (RR)but it is evil for the man who eats with [cm]offense. 21 It is good neither to eat (RS)meat nor drink wine nor do anything by which your brother stumbles [cn]or is offended or is made weak. 22 [co]Do you have faith? Have it to yourself before God. (RT)Happy is he who does not condemn himself in what he approves. 23 But he who doubts is condemned if he eats, because he does not eat from faith; for (RU)whatever is not from faith is [cp]sin.

Bearing Others’ Burdens

15 We (RV)then who are strong ought to bear with the [cq]scruples of the weak, and not to please ourselves. (RW)Let each of us please his neighbor for his good, leading to [cr]edification. (RX)For even Christ did not please Himself; but as it is written, (RY)“The reproaches of those who reproached You fell on Me.” For (RZ)whatever things were written before were written for our learning, that we through the [cs]patience and comfort of the Scriptures might have hope. (SA)Now may the God of patience and comfort grant you to be like-minded toward one another, according to Christ Jesus, that you may (SB)with one mind and one mouth glorify the God and Father of our Lord Jesus Christ.

Glorify God Together

Therefore (SC)receive one another, just (SD)as Christ also received [ct]us, to the glory of God. Now I say that (SE)Jesus Christ has become a [cu]servant to the circumcision for the truth of God, (SF)to confirm the promises made to the fathers, and (SG)that the Gentiles might glorify God for His mercy, as it is written:

(SH)“For this reason I will confess to You among the Gentiles,
And sing to Your name.”

10 And again he says:

(SI)“Rejoice, O Gentiles, with His people!”

11 And again:

(SJ)“Praise the Lord, all you Gentiles!
Laud Him, all you peoples!”

12 And again, Isaiah says:

(SK)“There shall be a root of Jesse;
And He who shall rise to reign over the Gentiles,
In Him the Gentiles shall hope.”

13 Now may the God of hope fill you with all (SL)joy and peace in believing, that you may abound in hope by the power of the Holy Spirit.

From Jerusalem to Illyricum

14 Now (SM)I myself am confident concerning you, my brethren, that you also are full of goodness, (SN)filled with all knowledge, able also to admonish [cv]one another. 15 Nevertheless, brethren, I have written more boldly to you on some points, as reminding you, (SO)because of the grace given to me by God, 16 that (SP)I might be a minister of Jesus Christ to the Gentiles, ministering the gospel of God, that the (SQ)offering [cw]of the Gentiles might be acceptable, sanctified by the Holy Spirit. 17 Therefore I have reason to glory in Christ Jesus (SR)in the things which pertain to God. 18 For I will not dare to speak of any of those things (SS)which Christ has not accomplished through me, in word and deed, (ST)to make the Gentiles obedient— 19 (SU)in mighty signs and wonders, by the power of the Spirit of God, so that from Jerusalem and round about to Illyricum I have fully preached the gospel of Christ. 20 And so I have made it my aim to preach the gospel, not where Christ was named, (SV)lest I should build on another man’s foundation, 21 but as it is written:

(SW)“To whom He was not announced, they shall see;
And those who have not heard shall understand.”

Plan to Visit Rome

22 For this reason (SX)I also have been much hindered from coming to you. 23 But now no longer having a place in these parts, and (SY)having a great desire these many years to come to you, 24 whenever I journey to Spain, [cx]I shall come to you. For I hope to see you on my journey, (SZ)and to be helped on my way there by you, if first I may (TA)enjoy your company for a while. 25 But now (TB)I am going to Jerusalem to [cy]minister to the saints. 26 For (TC)it pleased those from Macedonia and Achaia to make a certain contribution for the poor among the saints who are in Jerusalem. 27 It pleased them indeed, and they are their debtors. For (TD)if the Gentiles have been partakers of their spiritual things, (TE)their duty is also to minister to them in material things. 28 Therefore, when I have performed this and have sealed to them (TF)this fruit, I shall go by way of you to Spain. 29 (TG)But I know that when I come to you, I shall come in the fullness of the blessing [cz]of the gospel of Christ.

30 Now I beg you, brethren, through the Lord Jesus Christ, and (TH)through the love of the Spirit, (TI)that you strive together with me in prayers to God for me, 31 (TJ)that I may be delivered from those in Judea who [da]do not believe, and that (TK)my service for Jerusalem may be acceptable to the saints, 32 (TL)that I may come to you with joy (TM)by the will of God, and may (TN)be refreshed together with you. 33 Now (TO)the God of peace be with you all. Amen.

Sister Phoebe Commended

16 I commend to you Phoebe our sister, who is a servant of the church in (TP)Cenchrea, (TQ)that you may receive her in the Lord (TR)in a manner worthy of the saints, and assist her in whatever business she has need of you; for indeed she has been a helper of many and of myself also.

Greeting Roman Saints

Greet (TS)Priscilla and Aquila, my fellow workers in Christ Jesus, who risked their own necks for my life, to whom not only I give thanks, but also all the churches of the Gentiles. Likewise greet (TT)the church that is in their house.

Greet my beloved Epaenetus, who is (TU)the firstfruits of [db]Achaia to Christ. Greet Mary, who labored much for us. Greet Andronicus and Junia, my countrymen and my fellow prisoners, who are of note among the (TV)apostles, who also (TW)were in Christ before me.

Greet Amplias, my beloved in the Lord. Greet Urbanus, our fellow worker in Christ, and Stachys, my beloved. 10 Greet Apelles, approved in Christ. Greet those who are of the household of Aristobulus. 11 Greet Herodion, my [dc]countryman. Greet those who are of the household of Narcissus who are in the Lord.

12 Greet Tryphena and Tryphosa, who have labored in the Lord. Greet the beloved Persis, who labored much in the Lord. 13 Greet Rufus, (TX)chosen in the Lord, and his mother and mine. 14 Greet Asyncritus, Phlegon, Hermas, Patrobas, Hermes, and the brethren who are with them. 15 Greet Philologus and Julia, Nereus and his sister, and Olympas, and all the saints who are with them.

Avoid Divisive Persons

17 Now I urge you, brethren, note those (TZ)who cause divisions and offenses, contrary to the doctrine which you learned, and (UA)avoid them. 18 For those who are such do not serve our Lord [de]Jesus Christ, but (UB)their own belly, and (UC)by smooth words and flattering speech deceive the hearts of the simple. 19 For (UD)your obedience has become known to all. Therefore I am glad on your behalf; but I want you to be (UE)wise in what is good, and [df]simple concerning evil. 20 And (UF)the God of peace (UG)will crush Satan under your feet shortly.

(UH)The grace of our Lord Jesus Christ be with you. Amen.

Greetings from Paul’s Friends

21 (UI)Timothy, my fellow worker, and (UJ)Lucius, (UK)Jason, and (UL)Sosipater, my countrymen, greet you.

22 I, Tertius, who wrote this epistle, greet you in the Lord.

23 (UM)Gaius, my host and the host of the whole church, greets you. (UN)Erastus, the treasurer of the city, greets you, and Quartus, a brother. 24 (UO)The[dg] grace of our Lord Jesus Christ be with you all. Amen.

Benediction

25 [dh]Now (UP)to Him who is able to establish you (UQ)according to my gospel and the preaching of Jesus Christ, (UR)according to the revelation of the mystery (US)kept secret since the world began 26 but (UT)now made manifest, and by the prophetic Scriptures made known to all nations, according to the commandment of the everlasting God, for (UU)obedience to the faith— 27 to (UV)God, alone wise, be glory through Jesus Christ forever. Amen.

Paul, a servant of Christ Jesus, called to be an apostle(A) and set apart(B) for the gospel of God(C) the gospel he promised beforehand(D) through his prophets(E) in the Holy Scriptures(F) regarding his Son, who as to his earthly life[a](G) was a descendant of David,(H) and who through the Spirit of holiness was appointed the Son of God in power[b](I) by his resurrection from the dead:(J) Jesus Christ our Lord.(K) Through him we received grace(L) and apostleship to call all the Gentiles(M) to the obedience that comes from[c] faith(N) for his name’s sake. And you also are among those Gentiles who are called to belong to Jesus Christ.(O)

To all in Rome who are loved by God(P) and called to be his holy people:(Q)

Grace and peace to you from God our Father and from the Lord Jesus Christ.(R)

Paul’s Longing to Visit Rome

First, I thank my God through Jesus Christ for all of you,(S) because your faith is being reported all over the world.(T) God, whom I serve(U) in my spirit in preaching the gospel of his Son, is my witness(V) how constantly I remember you 10 in my prayers at all times;(W) and I pray that now at last by God’s will(X) the way may be opened for me to come to you.(Y)

11 I long to see you(Z) so that I may impart to you some spiritual gift(AA) to make you strong— 12 that is, that you and I may be mutually encouraged by each other’s faith. 13 I do not want you to be unaware,(AB) brothers and sisters,[d](AC) that I planned many times to come to you (but have been prevented from doing so until now)(AD) in order that I might have a harvest among you, just as I have had among the other Gentiles.

14 I am obligated(AE) both to Greeks and non-Greeks, both to the wise and the foolish. 15 That is why I am so eager to preach the gospel also to you who are in Rome.(AF)

16 For I am not ashamed of the gospel,(AG) because it is the power of God(AH) that brings salvation to everyone who believes:(AI) first to the Jew,(AJ) then to the Gentile.(AK) 17 For in the gospel the righteousness of God is revealed(AL)—a righteousness that is by faith(AM) from first to last,[e] just as it is written: “The righteous will live by faith.”[f](AN)

God’s Wrath Against Sinful Humanity

18 The wrath of God(AO) is being revealed from heaven against all the godlessness and wickedness of people, who suppress the truth by their wickedness, 19 since what may be known about God is plain to them, because God has made it plain to them.(AP) 20 For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made,(AQ) so that people are without excuse.(AR)

21 For although they knew God, they neither glorified him as God nor gave thanks to him, but their thinking became futile and their foolish hearts were darkened.(AS) 22 Although they claimed to be wise, they became fools(AT) 23 and exchanged the glory of the immortal God for images(AU) made to look like a mortal human being and birds and animals and reptiles.

24 Therefore God gave them over(AV) in the sinful desires of their hearts to sexual impurity for the degrading of their bodies with one another.(AW) 25 They exchanged the truth about God for a lie,(AX) and worshiped and served created things(AY) rather than the Creator—who is forever praised.(AZ) Amen.(BA)

26 Because of this, God gave them over(BB) to shameful lusts.(BC) Even their women exchanged natural sexual relations for unnatural ones.(BD) 27 In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed shameful acts with other men, and received in themselves the due penalty for their error.(BE)

28 Furthermore, just as they did not think it worthwhile to retain the knowledge of God, so God gave them over(BF) to a depraved mind, so that they do what ought not to be done. 29 They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips,(BG) 30 slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents;(BH) 31 they have no understanding, no fidelity, no love,(BI) no mercy. 32 Although they know God’s righteous decree that those who do such things deserve death,(BJ) they not only continue to do these very things but also approve(BK) of those who practice them.

God’s Righteous Judgment

You, therefore, have no excuse,(BL) you who pass judgment on someone else, for at whatever point you judge another, you are condemning yourself, because you who pass judgment do the same things.(BM) Now we know that God’s judgment against those who do such things is based on truth. So when you, a mere human being, pass judgment on them and yet do the same things, do you think you will escape God’s judgment? Or do you show contempt for the riches(BN) of his kindness,(BO) forbearance(BP) and patience,(BQ) not realizing that God’s kindness is intended to lead you to repentance?(BR)

But because of your stubbornness and your unrepentant heart, you are storing up wrath against yourself for the day of God’s wrath(BS), when his righteous judgment(BT) will be revealed. God “will repay each person according to what they have done.”[g](BU) To those who by persistence in doing good seek glory, honor(BV) and immortality,(BW) he will give eternal life.(BX) But for those who are self-seeking and who reject the truth and follow evil,(BY) there will be wrath and anger.(BZ) There will be trouble and distress for every human being who does evil:(CA) first for the Jew, then for the Gentile;(CB) 10 but glory, honor and peace for everyone who does good: first for the Jew, then for the Gentile.(CC) 11 For God does not show favoritism.(CD)

12 All who sin apart from the law will also perish apart from the law, and all who sin under the law(CE) will be judged by the law. 13 For it is not those who hear the law who are righteous in God’s sight, but it is those who obey(CF) the law who will be declared righteous. 14 (Indeed, when Gentiles, who do not have the law, do by nature things required by the law,(CG) they are a law for themselves, even though they do not have the law. 15 They show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts sometimes accusing them and at other times even defending them.) 16 This will take place on the day when God judges people’s secrets(CH) through Jesus Christ,(CI) as my gospel(CJ) declares.

The Jews and the Law

17 Now you, if you call yourself a Jew; if you rely on the law and boast in God;(CK) 18 if you know his will and approve of what is superior because you are instructed by the law; 19 if you are convinced that you are a guide for the blind, a light for those who are in the dark, 20 an instructor of the foolish, a teacher of little children, because you have in the law the embodiment of knowledge and truth— 21 you, then, who teach others, do you not teach yourself? You who preach against stealing, do you steal?(CL) 22 You who say that people should not commit adultery, do you commit adultery? You who abhor idols, do you rob temples?(CM) 23 You who boast in the law,(CN) do you dishonor God by breaking the law? 24 As it is written: “God’s name is blasphemed among the Gentiles because of you.”[h](CO)

25 Circumcision has value if you observe the law,(CP) but if you break the law, you have become as though you had not been circumcised.(CQ) 26 So then, if those who are not circumcised keep the law’s requirements,(CR) will they not be regarded as though they were circumcised?(CS) 27 The one who is not circumcised physically and yet obeys the law will condemn you(CT) who, even though you have the[i] written code and circumcision, are a lawbreaker.

28 A person is not a Jew who is one only outwardly,(CU) nor is circumcision merely outward and physical.(CV) 29 No, a person is a Jew who is one inwardly; and circumcision is circumcision of the heart,(CW) by the Spirit,(CX) not by the written code.(CY) Such a person’s praise is not from other people, but from God.(CZ)

God’s Faithfulness

What advantage, then, is there in being a Jew, or what value is there in circumcision? Much in every way!(DA) First of all, the Jews have been entrusted with the very words of God.(DB)

What if some were unfaithful?(DC) Will their unfaithfulness nullify God’s faithfulness?(DD) Not at all! Let God be true,(DE) and every human being a liar.(DF) As it is written:

“So that you may be proved right when you speak
    and prevail when you judge.”[j](DG)

But if our unrighteousness brings out God’s righteousness more clearly,(DH) what shall we say? That God is unjust in bringing his wrath on us? (I am using a human argument.)(DI) Certainly not! If that were so, how could God judge the world?(DJ) Someone might argue, “If my falsehood enhances God’s truthfulness and so increases his glory,(DK) why am I still condemned as a sinner?”(DL) Why not say—as some slanderously claim that we say—“Let us do evil that good may result”?(DM) Their condemnation is just!

No One Is Righteous

What shall we conclude then? Do we have any advantage?(DN) Not at all! For we have already made the charge that Jews and Gentiles alike are all under the power of sin.(DO) 10 As it is written:

“There is no one righteous, not even one;
11     there is no one who understands;
    there is no one who seeks God.
12 All have turned away,
    they have together become worthless;
there is no one who does good,
    not even one.”[k](DP)
13 “Their throats are open graves;
    their tongues practice deceit.”[l](DQ)
“The poison of vipers is on their lips.”[m](DR)
14     “Their mouths are full of cursing and bitterness.”[n](DS)
15 “Their feet are swift to shed blood;
16     ruin and misery mark their ways,
17 and the way of peace they do not know.”[o](DT)
18     “There is no fear of God before their eyes.”[p](DU)

19 Now we know that whatever the law says,(DV) it says to those who are under the law,(DW) so that every mouth may be silenced(DX) and the whole world held accountable to God.(DY) 20 Therefore no one will be declared righteous in God’s sight by the works of the law;(DZ) rather, through the law we become conscious of our sin.(EA)

Righteousness Through Faith

21 But now apart from the law the righteousness of God(EB) has been made known, to which the Law and the Prophets testify.(EC) 22 This righteousness(ED) is given through faith(EE) in[q] Jesus Christ(EF) to all who believe.(EG) There is no difference between Jew and Gentile,(EH) 23 for all have sinned(EI) and fall short of the glory of God, 24 and all are justified(EJ) freely by his grace(EK) through the redemption(EL) that came by Christ Jesus. 25 God presented Christ as a sacrifice of atonement,[r](EM) through the shedding of his blood(EN)—to be received by faith. He did this to demonstrate his righteousness, because in his forbearance he had left the sins committed beforehand unpunished(EO) 26 he did it to demonstrate his righteousness at the present time, so as to be just and the one who justifies those who have faith in Jesus.

27 Where, then, is boasting?(EP) It is excluded. Because of what law? The law that requires works? No, because of the law that requires faith. 28 For we maintain that a person is justified by faith apart from the works of the law.(EQ) 29 Or is God the God of Jews only? Is he not the God of Gentiles too? Yes, of Gentiles too,(ER) 30 since there is only one God, who will justify the circumcised by faith and the uncircumcised through that same faith.(ES) 31 Do we, then, nullify the law by this faith? Not at all! Rather, we uphold the law.

Abraham Justified by Faith

What then shall we say(ET) that Abraham, our forefather according to the flesh,(EU) discovered in this matter? If, in fact, Abraham was justified by works, he had something to boast about—but not before God.(EV) What does Scripture say? “Abraham believed God, and it was credited to him as righteousness.”[s](EW)

Now to the one who works, wages are not credited as a gift(EX) but as an obligation. However, to the one who does not work but trusts God who justifies the ungodly, their faith is credited as righteousness.(EY) David says the same thing when he speaks of the blessedness of the one to whom God credits righteousness apart from works:

“Blessed are those
    whose transgressions are forgiven,
    whose sins are covered.
Blessed is the one
    whose sin the Lord will never count against them.”[t](EZ)

Is this blessedness only for the circumcised, or also for the uncircumcised?(FA) We have been saying that Abraham’s faith was credited to him as righteousness.(FB) 10 Under what circumstances was it credited? Was it after he was circumcised, or before? It was not after, but before! 11 And he received circumcision as a sign, a seal of the righteousness that he had by faith while he was still uncircumcised.(FC) So then, he is the father(FD) of all who believe(FE) but have not been circumcised, in order that righteousness might be credited to them. 12 And he is then also the father of the circumcised who not only are circumcised but who also follow in the footsteps of the faith that our father Abraham had before he was circumcised.

13 It was not through the law that Abraham and his offspring received the promise(FF) that he would be heir of the world,(FG) but through the righteousness that comes by faith.(FH) 14 For if those who depend on the law are heirs, faith means nothing and the promise is worthless,(FI) 15 because the law brings wrath.(FJ) And where there is no law there is no transgression.(FK)

16 Therefore, the promise comes by faith, so that it may be by grace(FL) and may be guaranteed(FM) to all Abraham’s offspring—not only to those who are of the law but also to those who have the faith of Abraham. He is the father of us all.(FN) 17 As it is written: “I have made you a father of many nations.”[u](FO) He is our father in the sight of God, in whom he believed—the God who gives life(FP) to the dead and calls(FQ) into being things that were not.(FR)

18 Against all hope, Abraham in hope believed and so became the father of many nations,(FS) just as it had been said to him, “So shall your offspring be.”[v](FT) 19 Without weakening in his faith, he faced the fact that his body was as good as dead(FU)—since he was about a hundred years old(FV)—and that Sarah’s womb was also dead.(FW) 20 Yet he did not waver through unbelief regarding the promise of God, but was strengthened(FX) in his faith and gave glory to God,(FY) 21 being fully persuaded that God had power to do what he had promised.(FZ) 22 This is why “it was credited to him as righteousness.”(GA) 23 The words “it was credited to him” were written not for him alone, 24 but also for us,(GB) to whom God will credit righteousness—for us who believe in him(GC) who raised Jesus our Lord from the dead.(GD) 25 He was delivered over to death for our sins(GE) and was raised to life for our justification.(GF)

Peace and Hope

Therefore, since we have been justified(GG) through faith,(GH) we[w] have peace(GI) with God through our Lord Jesus Christ,(GJ) through whom we have gained access(GK) by faith into this grace in which we now stand.(GL) And we[x] boast in the hope(GM) of the glory of God. Not only so, but we[y] also glory in our sufferings,(GN) because we know that suffering produces perseverance;(GO) perseverance, character; and character, hope. And hope(GP) does not put us to shame, because God’s love(GQ) has been poured out into our hearts through the Holy Spirit,(GR) who has been given to us.

You see, at just the right time,(GS) when we were still powerless,(GT) Christ died for the ungodly.(GU) Very rarely will anyone die for a righteous person, though for a good person someone might possibly dare to die. But God demonstrates his own love for us in this: While we were still sinners, Christ died for us.(GV)

Since we have now been justified(GW) by his blood,(GX) how much more shall we be saved from God’s wrath(GY) through him! 10 For if, while we were God’s enemies,(GZ) we were reconciled(HA) to him through the death of his Son, how much more, having been reconciled, shall we be saved through his life!(HB) 11 Not only is this so, but we also boast in God through our Lord Jesus Christ, through whom we have now received reconciliation.(HC)

Death Through Adam, Life Through Christ

12 Therefore, just as sin entered the world through one man,(HD) and death through sin,(HE) and in this way death came to all people, because all sinned(HF)

13 To be sure, sin was in the world before the law was given, but sin is not charged against anyone’s account where there is no law.(HG) 14 Nevertheless, death reigned from the time of Adam to the time of Moses, even over those who did not sin by breaking a command, as did Adam,(HH) who is a pattern of the one to come.(HI)

15 But the gift is not like the trespass. For if the many died by the trespass of the one man,(HJ) how much more did God’s grace and the gift that came by the grace of the one man, Jesus Christ,(HK) overflow to the many! 16 Nor can the gift of God be compared with the result of one man’s sin: The judgment followed one sin and brought condemnation, but the gift followed many trespasses and brought justification. 17 For if, by the trespass of the one man, death(HL) reigned through that one man, how much more will those who receive God’s abundant provision of grace and of the gift of righteousness reign in life(HM) through the one man, Jesus Christ!

18 Consequently, just as one trespass resulted in condemnation for all people,(HN) so also one righteous act resulted in justification(HO) and life(HP) for all people. 19 For just as through the disobedience of the one man(HQ) the many were made sinners,(HR) so also through the obedience(HS) of the one man the many will be made righteous.

20 The law was brought in so that the trespass might increase.(HT) But where sin increased, grace increased all the more,(HU) 21 so that, just as sin reigned in death,(HV) so also grace(HW) might reign through righteousness to bring eternal life(HX) through Jesus Christ our Lord.

Dead to Sin, Alive in Christ

What shall we say, then?(HY) Shall we go on sinning so that grace may increase?(HZ) By no means! We are those who have died to sin;(IA) how can we live in it any longer? Or don’t you know that all of us who were baptized(IB) into Christ Jesus were baptized into his death? We were therefore buried with him through baptism into death(IC) in order that, just as Christ was raised from the dead(ID) through the glory of the Father, we too may live a new life.(IE)

For if we have been united with him in a death like his, we will certainly also be united with him in a resurrection like his.(IF) For we know that our old self(IG) was crucified with him(IH) so that the body ruled by sin(II) might be done away with,[z] that we should no longer be slaves to sin(IJ) because anyone who has died has been set free from sin.(IK)

Now if we died with Christ, we believe that we will also live with him.(IL) For we know that since Christ was raised from the dead,(IM) he cannot die again; death no longer has mastery over him.(IN) 10 The death he died, he died to sin(IO) once for all;(IP) but the life he lives, he lives to God.

11 In the same way, count yourselves dead to sin(IQ) but alive to God in Christ Jesus. 12 Therefore do not let sin reign(IR) in your mortal body so that you obey its evil desires. 13 Do not offer any part of yourself to sin as an instrument of wickedness,(IS) but rather offer yourselves to God as those who have been brought from death to life; and offer every part of yourself to him as an instrument of righteousness.(IT) 14 For sin shall no longer be your master,(IU) because you are not under the law,(IV) but under grace.(IW)

Slaves to Righteousness

15 What then? Shall we sin because we are not under the law but under grace?(IX) By no means! 16 Don’t you know that when you offer yourselves to someone as obedient slaves, you are slaves of the one you obey(IY)—whether you are slaves to sin,(IZ) which leads to death,(JA) or to obedience, which leads to righteousness? 17 But thanks be to God(JB) that, though you used to be slaves to sin,(JC) you have come to obey from your heart the pattern of teaching(JD) that has now claimed your allegiance. 18 You have been set free from sin(JE) and have become slaves to righteousness.(JF)

19 I am using an example from everyday life(JG) because of your human limitations. Just as you used to offer yourselves as slaves to impurity and to ever-increasing wickedness, so now offer yourselves as slaves to righteousness(JH) leading to holiness. 20 When you were slaves to sin,(JI) you were free from the control of righteousness.(JJ) 21 What benefit did you reap at that time from the things you are now ashamed of? Those things result in death!(JK) 22 But now that you have been set free from sin(JL) and have become slaves of God,(JM) the benefit you reap leads to holiness, and the result is eternal life.(JN) 23 For the wages of sin is death,(JO) but the gift of God is eternal life(JP) in[aa] Christ Jesus our Lord.

Released From the Law, Bound to Christ

Do you not know, brothers and sisters(JQ)—for I am speaking to those who know the law—that the law has authority over someone only as long as that person lives? For example, by law a married woman is bound to her husband as long as he is alive, but if her husband dies, she is released from the law that binds her to him.(JR) So then, if she has sexual relations with another man while her husband is still alive, she is called an adulteress.(JS) But if her husband dies, she is released from that law and is not an adulteress if she marries another man.

So, my brothers and sisters, you also died to the law(JT) through the body of Christ,(JU) that you might belong to another,(JV) to him who was raised from the dead, in order that we might bear fruit for God. For when we were in the realm of the flesh,[ab](JW) the sinful passions aroused by the law(JX) were at work in us,(JY) so that we bore fruit for death.(JZ) But now, by dying to what once bound us, we have been released from the law(KA) so that we serve in the new way of the Spirit, and not in the old way of the written code.(KB)

The Law and Sin

What shall we say, then?(KC) Is the law sinful? Certainly not!(KD) Nevertheless, I would not have known what sin was had it not been for the law.(KE) For I would not have known what coveting really was if the law had not said, “You shall not covet.”[ac](KF) But sin, seizing the opportunity afforded by the commandment,(KG) produced in me every kind of coveting. For apart from the law, sin was dead.(KH) Once I was alive apart from the law; but when the commandment came, sin sprang to life and I died. 10 I found that the very commandment that was intended to bring life(KI) actually brought death. 11 For sin, seizing the opportunity afforded by the commandment,(KJ) deceived me,(KK) and through the commandment put me to death. 12 So then, the law is holy, and the commandment is holy, righteous and good.(KL)

13 Did that which is good, then, become death to me? By no means! Nevertheless, in order that sin might be recognized as sin, it used what is good(KM) to bring about my death,(KN) so that through the commandment sin might become utterly sinful.

14 We know that the law is spiritual; but I am unspiritual,(KO) sold(KP) as a slave to sin.(KQ) 15 I do not understand what I do. For what I want to do I do not do, but what I hate I do.(KR) 16 And if I do what I do not want to do, I agree that the law is good.(KS) 17 As it is, it is no longer I myself who do it, but it is sin living in me.(KT) 18 For I know that good itself does not dwell in me, that is, in my sinful nature.[ad](KU) For I have the desire to do what is good, but I cannot carry it out. 19 For I do not do the good I want to do, but the evil I do not want to do—this I keep on doing.(KV) 20 Now if I do what I do not want to do, it is no longer I who do it, but it is sin living in me that does it.(KW)

21 So I find this law at work:(KX) Although I want to do good, evil is right there with me. 22 For in my inner being(KY) I delight in God’s law;(KZ) 23 but I see another law at work in me, waging war(LA) against the law of my mind and making me a prisoner of the law of sin(LB) at work within me. 24 What a wretched man I am! Who will rescue me from this body that is subject to death?(LC) 25 Thanks be to God, who delivers me through Jesus Christ our Lord!(LD)

So then, I myself in my mind am a slave to God’s law,(LE) but in my sinful nature[ae] a slave to the law of sin.(LF)

Life Through the Spirit

Therefore, there is now no condemnation(LG) for those who are in Christ Jesus,(LH) because through Christ Jesus(LI) the law of the Spirit who gives life(LJ) has set you[af] free(LK) from the law of sin(LL) and death. For what the law was powerless(LM) to do because it was weakened by the flesh,[ag](LN) God did by sending his own Son in the likeness of sinful flesh(LO) to be a sin offering.[ah](LP) And so he condemned sin in the flesh, in order that the righteous requirement(LQ) of the law might be fully met in us, who do not live according to the flesh but according to the Spirit.(LR)

Those who live according to the flesh have their minds set on what the flesh desires;(LS) but those who live in accordance with the Spirit have their minds set on what the Spirit desires.(LT) The mind governed by the flesh is death,(LU) but the mind governed by the Spirit is life(LV) and peace. The mind governed by the flesh is hostile to God;(LW) it does not submit to God’s law, nor can it do so. Those who are in the realm of the flesh(LX) cannot please God.

You, however, are not in the realm of the flesh(LY) but are in the realm of the Spirit, if indeed the Spirit of God lives in you.(LZ) And if anyone does not have the Spirit of Christ,(MA) they do not belong to Christ. 10 But if Christ is in you,(MB) then even though your body is subject to death because of sin, the Spirit gives life[ai] because of righteousness. 11 And if the Spirit of him who raised Jesus from the dead(MC) is living in you, he who raised Christ from the dead will also give life to your mortal bodies(MD) because of[aj] his Spirit who lives in you.

12 Therefore, brothers and sisters, we have an obligation—but it is not to the flesh, to live according to it.(ME) 13 For if you live according to the flesh, you will die;(MF) but if by the Spirit you put to death the misdeeds of the body,(MG) you will live.(MH)

14 For those who are led by the Spirit of God(MI) are the children of God.(MJ) 15 The Spirit(MK) you received does not make you slaves, so that you live in fear again;(ML) rather, the Spirit you received brought about your adoption to sonship.[ak] And by him we cry, “Abba,[al] Father.”(MM) 16 The Spirit himself testifies with our spirit(MN) that we are God’s children.(MO) 17 Now if we are children, then we are heirs(MP)—heirs of God and co-heirs with Christ, if indeed we share in his sufferings(MQ) in order that we may also share in his glory.(MR)

Present Suffering and Future Glory

18 I consider that our present sufferings are not worth comparing with the glory that will be revealed in us.(MS) 19 For the creation waits in eager expectation for the children of God(MT) to be revealed. 20 For the creation was subjected to frustration, not by its own choice, but by the will of the one who subjected it,(MU) in hope 21 that[am] the creation itself will be liberated from its bondage to decay(MV) and brought into the freedom and glory of the children of God.(MW)

22 We know that the whole creation has been groaning(MX) as in the pains of childbirth right up to the present time. 23 Not only so, but we ourselves, who have the firstfruits of the Spirit,(MY) groan(MZ) inwardly as we wait eagerly(NA) for our adoption to sonship, the redemption of our bodies.(NB) 24 For in this hope we were saved.(NC) But hope that is seen is no hope at all.(ND) Who hopes for what they already have? 25 But if we hope for what we do not yet have, we wait for it patiently.(NE)

26 In the same way, the Spirit helps us in our weakness. We do not know what we ought to pray for, but the Spirit(NF) himself intercedes for us(NG) through wordless groans. 27 And he who searches our hearts(NH) knows the mind of the Spirit, because the Spirit intercedes(NI) for God’s people in accordance with the will of God.

28 And we know that in all things God works for the good(NJ) of those who love him, who[an] have been called(NK) according to his purpose.(NL) 29 For those God foreknew(NM) he also predestined(NN) to be conformed to the image of his Son,(NO) that he might be the firstborn(NP) among many brothers and sisters. 30 And those he predestined,(NQ) he also called;(NR) those he called, he also justified;(NS) those he justified, he also glorified.(NT)

More Than Conquerors

31 What, then, shall we say in response to these things?(NU) If God is for us,(NV) who can be against us?(NW) 32 He who did not spare his own Son,(NX) but gave him up for us all—how will he not also, along with him, graciously give us all things? 33 Who will bring any charge(NY) against those whom God has chosen? It is God who justifies. 34 Who then is the one who condemns?(NZ) No one. Christ Jesus who died(OA)—more than that, who was raised to life(OB)—is at the right hand of God(OC) and is also interceding for us.(OD) 35 Who shall separate us from the love of Christ?(OE) Shall trouble or hardship or persecution or famine or nakedness or danger or sword?(OF) 36 As it is written:

“For your sake we face death all day long;
    we are considered as sheep to be slaughtered.”[ao](OG)

37 No, in all these things we are more than conquerors(OH) through him who loved us.(OI) 38 For I am convinced that neither death nor life, neither angels nor demons,[ap] neither the present nor the future,(OJ) nor any powers,(OK) 39 neither height nor depth, nor anything else in all creation, will be able to separate us from the love of God(OL) that is in Christ Jesus our Lord.(OM)

Paul’s Anguish Over Israel

I speak the truth in Christ—I am not lying,(ON) my conscience confirms(OO) it through the Holy Spirit— I have great sorrow and unceasing anguish in my heart. For I could wish that I myself(OP) were cursed(OQ) and cut off from Christ for the sake of my people,(OR) those of my own race,(OS) the people of Israel.(OT) Theirs is the adoption to sonship;(OU) theirs the divine glory,(OV) the covenants,(OW) the receiving of the law,(OX) the temple worship(OY) and the promises.(OZ) Theirs are the patriarchs,(PA) and from them is traced the human ancestry of the Messiah,(PB) who is God over all,(PC) forever praised![aq](PD) Amen.

God’s Sovereign Choice

It is not as though God’s word(PE) had failed. For not all who are descended from Israel are Israel.(PF) Nor because they are his descendants are they all Abraham’s children. On the contrary, “It is through Isaac that your offspring will be reckoned.”[ar](PG) In other words, it is not the children by physical descent who are God’s children,(PH) but it is the children of the promise who are regarded as Abraham’s offspring.(PI) For this was how the promise was stated: “At the appointed time I will return, and Sarah will have a son.”[as](PJ)

10 Not only that, but Rebekah’s children were conceived at the same time by our father Isaac.(PK) 11 Yet, before the twins were born or had done anything good or bad(PL)—in order that God’s purpose(PM) in election might stand: 12 not by works but by him who calls—she was told, “The older will serve the younger.”[at](PN) 13 Just as it is written: “Jacob I loved, but Esau I hated.”[au](PO)

14 What then shall we say?(PP) Is God unjust? Not at all!(PQ) 15 For he says to Moses,

“I will have mercy on whom I have mercy,
    and I will have compassion on whom I have compassion.”[av](PR)

16 It does not, therefore, depend on human desire or effort, but on God’s mercy.(PS) 17 For Scripture says to Pharaoh: “I raised you up for this very purpose, that I might display my power in you and that my name might be proclaimed in all the earth.”[aw](PT) 18 Therefore God has mercy on whom he wants to have mercy, and he hardens whom he wants to harden.(PU)

19 One of you will say to me:(PV) “Then why does God still blame us?(PW) For who is able to resist his will?”(PX) 20 But who are you, a human being, to talk back to God?(PY) “Shall what is formed say to the one who formed it,(PZ) ‘Why did you make me like this?’”[ax](QA) 21 Does not the potter have the right to make out of the same lump of clay some pottery for special purposes and some for common use?(QB)

22 What if God, although choosing to show his wrath and make his power known, bore with great patience(QC) the objects of his wrath—prepared for destruction?(QD) 23 What if he did this to make the riches of his glory(QE) known to the objects of his mercy, whom he prepared in advance for glory(QF) 24 even us, whom he also called,(QG) not only from the Jews but also from the Gentiles?(QH) 25 As he says in Hosea:

“I will call them ‘my people’ who are not my people;
    and I will call her ‘my loved one’ who is not my loved one,”[ay](QI)

Salutation

Paul, a servant of Christ Jesus, called to be an apostle, set apart for the gospel of God, which he promised beforehand through his prophets in the holy scriptures,(A) the gospel concerning his Son, who was descended from David according to the flesh(B) and was declared to be Son of God with power according to the spirit[a] of holiness by resurrection from the dead, Jesus Christ our Lord,(C) through whom we have received grace and apostleship to bring about the obedience of faith among all the gentiles for the sake of his name,(D) including you who are called to belong to Jesus Christ,

To all God’s beloved in Rome, who are called to be saints:

Grace to you and peace from God our Father and the Lord Jesus Christ.(E)

Prayer of Thanksgiving

First, I thank my God through Jesus Christ for all of you, because your faith is proclaimed throughout the world.(F) For God, whom I serve with my spirit by announcing the gospel[b] of his Son, is my witness that without ceasing I remember you always in my prayers,(G) 10 asking that by God’s will I may somehow at last succeed in coming to you. 11 For I long to see you so that I may share with you some spiritual gift so that you may be strengthened— 12 or rather so that we may be mutually encouraged by each other’s faith, both yours and mine. 13 I do not want you to be unaware, brothers and sisters, that I have often intended to come to you (but thus far have been prevented), in order that I may reap some harvest among you, as I have among the rest of the gentiles. 14 I am obligated both to Greeks and to barbarians, both to the wise and to the foolish, 15 hence my eagerness to proclaim the gospel to you also who are in Rome.

The Power of the Gospel

16 For I am not ashamed of the gospel; it is God’s saving power for everyone who believes,[c] for the Jew first and also for the Greek.(H) 17 For in it the righteousness of God is revealed through faith for faith, as it is written, “The one who is righteous will live by faith.”[d](I)

The Guilt of Humankind

18 For the wrath of God is revealed from heaven against all ungodliness and injustice of those who by their injustice suppress the truth.(J) 19 For what can be known about God is plain to them, because God has made it plain to them. 20 Ever since the creation of the world God’s eternal power and divine nature, invisible though they are, have been seen and understood through the things God has made. So they are without excuse,(K) 21 for though they knew God, they did not honor him as God or give thanks to him, but they became futile in their thinking, and their senseless hearts were darkened.(L) 22 Claiming to be wise, they became fools, 23 and they exchanged the glory of the immortal God for images resembling a mortal human or birds or four-footed animals or reptiles.(M)

24 Therefore God gave them over in the desires of their hearts to impurity, to the dishonoring of their bodies among themselves.(N) 25 They exchanged the truth about God for a lie and worshiped and served the creature rather than the Creator, who is blessed forever! Amen.(O)

26 For this reason God gave them over to dishonorable passions. Their females exchanged natural intercourse[e] for unnatural,(P) 27 and in the same way also the males, giving up natural intercourse[f] with females, were consumed with their passionate desires for one another. Males committed shameless acts with males and received in their own persons the due penalty for their error.(Q)

28 And since they did not see fit to acknowledge God, God gave them over to an unfit mind and to do things that should not be done.(R) 29 They were filled with every kind of injustice, evil, covetousness, malice. Full of envy, murder, strife, deceit, craftiness, they are gossips, 30 slanderers, God-haters,[g] insolent, haughty, boastful, inventors of evil, rebellious toward parents,(S) 31 foolish, faithless, heartless, ruthless.(T) 32 They know God’s decree, that those who practice such things deserve to die, yet they not only do them but even applaud others who practice them.(U)

The Righteous Judgment of God

Therefore you are without excuse, whoever you are, when you judge others, for in passing judgment on another you condemn yourself, because you, the judge, are doing the very same things.(V) We know that God’s judgment on those who do such things is in accordance with truth. Do you imagine, whoever you are, that when you judge those who do such things and yet do them yourself, you will escape the judgment of God? Or do you despise the riches of his kindness and forbearance and patience? Do you not realize that God’s kindness is meant to lead you to repentance?(W) But by your hard and impenitent heart you are storing up wrath for yourself on the day of wrath, when God’s righteous judgment will be revealed.(X) He will repay according to each one’s deeds:(Y) to those who by patiently doing good seek for glory and honor and immortality, he will give eternal life, while for those who are self-seeking and who obey not the truth but injustice, there will be wrath and fury.(Z) There will be affliction and distress for everyone who does evil, both the Jew first and the Greek,(AA) 10 but glory and honor and peace for everyone who does good, both the Jew first and the Greek. 11 For God shows no partiality.(AB)

12 All who have sinned apart from the law will also perish apart from the law, and all who have sinned under the law will be judged in accordance with the law. 13 For it is not the hearers of the law who are righteous in God’s sight but the doers of the law who will be justified.(AC) 14 When gentiles, who do not possess the law, by nature do[h] what the law requires, these, though not having the law, are a law to themselves. 15 They show that what the law requires is written on their hearts, as their own conscience also bears witness, and their conflicting thoughts will accuse or perhaps excuse them 16 on the day when, according to my gospel, God through Christ Jesus judges the secret thoughts of all.(AD)

The Jews and the Law

17 But if you call yourself a Jew and rely on the law and boast of your relation to God(AE) 18 and know his will and determine what really matters because you are instructed in the law, 19 and if you are sure that you are a guide to the blind, a light to those who are in darkness, 20 a corrector of the foolish, a teacher of children, having in the law the embodiment of knowledge and truth,(AF) 21 you, then, who teach others, will you not teach yourself? You who preach against stealing, do you steal?(AG) 22 You who forbid adultery, do you commit adultery? You who abhor idols, do you rob temples? 23 You who boast in the law, do you dishonor God by your transgression of the law? 24 For, as it is written, “The name of God is blasphemed[i] among the gentiles because of you.”(AH)

25 Circumcision indeed is of value if you obey the law, but if you are a transgressor of the law your circumcision has become uncircumcision.(AI) 26 So, if the uncircumcised keep the requirements of the law, will not their uncircumcision be regarded as circumcision? 27 Then the physically uncircumcised person who keeps the law will judge you who, though having the written code and circumcision, are a transgressor of the law. 28 For a person is not a Jew who is one outwardly, nor is circumcision something external and physical.(AJ) 29 Rather, a person is a Jew who is one inwardly, and circumcision is a matter of the heart, by the Spirit, not the written code. Such a person receives praise not from humans but from God.(AK)

Then what advantage has the Jew? Or what is the value of circumcision? Much, in every way. For in the first place, the Jews[j] were entrusted with the oracles of God.(AL) What if some were unfaithful? Will their faithlessness nullify the faithfulness of God?(AM) By no means! Although every human is a liar, let God be proved true, as it is written,

“So that you may be justified in your words
    and you will prevail[k] when you go to trial.”(AN)

But if our injustice serves to confirm the justice of God, what should we say? That God is unjust to inflict wrath on us? (I speak in a human way.)(AO) By no means! For then how could God judge the world? But if through my falsehood God’s truthfulness abounds to his glory, why am I still being judged as a sinner? And why not say (as some people slander us by saying that we say), “Let us do evil so that good may come”? Their judgment is deserved!(AP)

None Is Righteous

What then? Are we any better off?[l] No, not at all, for we have already charged that all, both Jews and Greeks, are under the power of sin,(AQ) 10 as it is written:

“There is no one who is righteous, not even one;(AR)
11     there is no one who has understanding;
        there is no one who seeks God.
12 All have turned aside; together they have become worthless;
    there is no one who shows kindness;
        there is not even one.”
13 “Their throats are opened graves;
    they use their tongues to deceive.”
“The venom of vipers is under their lips.”(AS)
14     “Their mouths are full of cursing and bitterness.”
15 “Their feet are swift to shed blood;(AT)
16     ruin and misery are in their paths,
17 and the way of peace they have not known.”
18     “There is no fear of God before their eyes.”

19 Now we know that, whatever the law says, it speaks to those who are under the law, so that every mouth may be silenced and the whole world may be held accountable to God.(AU) 20 For no human will be justified before him by deeds prescribed by the law, for through the law comes the knowledge of sin.(AV)

Righteousness through Faith

21 But now, apart from the law, the righteousness of God has been disclosed and is attested by the Law and the Prophets,(AW) 22 the righteousness of God through the faith of Jesus Christ[m] for all who believe.[n] For there is no distinction,(AX) 23 since all have sinned and fall short of the glory of God;(AY) 24 they are now justified by his grace as a gift, through the redemption that is in Christ Jesus,(AZ) 25 whom God put forward as a sacrifice of atonement[o] by his blood, effective through faith. He did this to demonstrate his righteousness, because in his divine forbearance he had passed over the sins previously committed;(BA) 26 it was to demonstrate at the present time his own righteousness, so that he is righteous and he justifies the one who has the faith of Jesus.[p]

27 Then what becomes of boasting? It is excluded. Through what kind of law? That of works? No, rather through the law of faith.(BB) 28 For we hold that a person is justified by faith apart from works prescribed by the law.(BC) 29 Or is God the God of Jews only? Is he not the God of gentiles also? Yes, of gentiles also, 30 since God is one, and he will justify the circumcised on the ground of faith and the uncircumcised through that same faith.(BD) 31 Do we then overthrow the law through this faith? By no means! On the contrary, we uphold the law.

The Example of Abraham

What then are we to say was gained by[q] Abraham, our ancestor according to the flesh? For if Abraham was justified by works, he has something to boast about, but not before God.(BE) For what does the scripture say? “Abraham believed[r] God, and it was reckoned to him as righteousness.”(BF) Now to one who works, wages are not reckoned as a gift but as something due.(BG) But to one who does not work but trusts him who justifies the ungodly, such faith is reckoned as righteousness. So also David pronounces a blessing on those to whom God reckons righteousness apart from works:

“Blessed are those whose iniquities are forgiven
    and whose sins are covered;(BH)
blessed is the one against whom the Lord will not reckon sin.”

Is this blessing, then, pronounced only on the circumcised or also on the uncircumcised? We say, “Faith was reckoned to Abraham as righteousness.” 10 How then was it reckoned to him? Was it before or after he had been circumcised? It was not after but before he was circumcised. 11 He received the sign of circumcision as a seal of the righteousness that he had by faith[s] while he was still uncircumcised. The purpose was to make him the ancestor of all who believe[t] without being circumcised and who thus have righteousness reckoned to them,(BI) 12 and likewise the ancestor of the circumcised who are not only circumcised but follow the example of the faith that our ancestor Abraham had before he was circumcised.

God’s Promise Realized through Faith

13 For the promise that he would inherit the world did not come to Abraham or to his descendants through the law but through the righteousness of faith.(BJ) 14 For if it is the adherents of the law who are to be the heirs, faith is null and the promise is void. 15 For the law brings wrath, but where there is no law, neither is there transgression.(BK)

16 For this reason the promise depends on faith, in order that it may rest on grace, so that it may be guaranteed to all his descendants, not only to the adherents of the law but also to those who share the faith of Abraham (who is the father of all of us,(BL) 17 as it is written, “I have made you the father of many nations”), in the presence of the God in whom he believed,[u] who gives life to the dead and calls into existence the things that do not exist.(BM) 18 Hoping against hope, he believed that he would become “the father of many nations,” according to what was said, “So shall your descendants be.” 19 He did not weaken in faith when he considered his own body, which was already[v] as good as dead (for he was about a hundred years old), and the barrenness of Sarah’s womb.(BN) 20 No distrust made him waver concerning the promise of God, but he grew strong in his faith as he gave glory to God, 21 being fully convinced that God was able to do what he had promised.(BO) 22 Therefore “it was reckoned to him as righteousness.” 23 Now the words, “it was reckoned to him,” were written not for his sake alone(BP) 24 but for ours also. It will be reckoned to us who believe[w] in him who raised Jesus our Lord from the dead,(BQ) 25 who was handed over for our trespasses and was raised for our justification.(BR)

Results of Justification

Therefore, since we are justified by faith, we[x] have peace with God through our Lord Jesus Christ,(BS) through whom we have obtained access[y] to this grace in which we stand, and we[z] boast in our hope of sharing the glory of God.(BT) And not only that, but we[aa] also boast in our afflictions, knowing that affliction produces endurance,(BU) and endurance produces character, and character produces hope, and hope does not put us to shame, because God’s love has been poured into our hearts through the Holy Spirit that has been given to us.(BV)

For while we were still weak, at the right time Christ died for the ungodly.(BW) Indeed, rarely will anyone die for a righteous person—though perhaps for a good person someone might actually dare to die. But God proves his love for us in that while we still were sinners Christ died for us.(BX) Much more surely, therefore, since we have now been justified by his blood, will we be saved through him from the wrath of God.[ab](BY) 10 For if while we were enemies we were reconciled to God through the death of his Son, much more surely, having been reconciled, will we be saved by his life.(BZ) 11 But more than that, we even boast in God through our Lord Jesus Christ, through whom we have now received reconciliation.

Adam and Christ

12 Therefore, just as sin came into the world through one man, and death came through sin, and so death spread to all because all have sinned(CA) 13 for sin was indeed in the world before the law, but sin is not reckoned when there is no law. 14 Yet death reigned from Adam to Moses, even over those who did not sin in the likeness of Adam, who is a pattern of the one who was to come.(CB)

15 But the free gift is not like the trespass. For if the many died through the one man’s trespass, much more surely have the grace of God and the gift in the grace of the one man, Jesus Christ, abounded for the many. 16 And the gift is not like the effect of the one man’s sin. For the judgment following one trespass brought condemnation, but the gift following many trespasses brings justification. 17 If, because of the one man’s trespass, death reigned through that one, much more surely will those who receive the abundance of grace and the gift of righteousness reign in life through the one man, Jesus Christ.

18 Therefore just as one man’s trespass led to condemnation for all, so one man’s act of righteousness leads to justification and life for all. 19 For just as through the one man’s disobedience the many were made sinners, so through the one man’s obedience the many will be made righteous. 20 But law came in, so that the trespass might increase, but where sin increased, grace abounded all the more,(CC) 21 so that, just as sin reigned in death, so grace might also reign through justification leading to eternal life through Jesus Christ our Lord.

Dying and Rising with Christ

What then are we to say? Should we continue in sin in order that grace may increase?(CD) By no means! How can we who died to sin go on living in it?(CE) Do you not know that all of us who were baptized into Christ Jesus were baptized into his death?(CF) Therefore we were buried with him by baptism into death, so that, just as Christ was raised from the dead by the glory of the Father, so we also might walk in newness of life.(CG)

For if we have been united with him in a death like his, we will certainly be united with him in a resurrection like his. We know that our old self was crucified with him so that the body of sin might be destroyed, so we might no longer be enslaved to sin.(CH) For whoever has died is freed[ac] from sin. But if we died with Christ, we believe that we will also live with him. We know that Christ, being raised from the dead, will never die again; death no longer has dominion over him.(CI) 10 The death he died, he died to sin once for all, but the life he lives, he lives to God.(CJ) 11 So you also must consider yourselves dead to sin and alive to God in Christ Jesus.(CK)

12 Therefore do not let sin reign in your mortal bodies, so that you obey their desires.(CL) 13 No longer present your members to sin as instruments[ad] of unrighteousness, but present yourselves to God as those who have been brought from death to life, and present your members to God as instruments[ae] of righteousness.(CM) 14 For sin will have no dominion over you, since you are not under law but under grace.(CN)

Slaves of Righteousness

15 What then? Should we sin because we are not under law but under grace? By no means! 16 Do you not know that, if you present yourselves to anyone as obedient slaves, you are slaves of the one whom you obey, either of sin, which leads to death, or of obedience, which leads to righteousness?(CO) 17 But thanks be to God that you who were slaves of sin have become obedient from the heart to the form of teaching to which you were entrusted(CP) 18 and that you, having been set free from sin, have become enslaved to righteousness.(CQ) 19 I am speaking in human terms because of your limitations.[af] For just as you once presented your members as slaves to impurity and lawlessness, leading to even more lawlessness, so now present your members as slaves to righteousness, leading to sanctification.(CR)

20 When you were slaves of sin, you were free in regard to righteousness.(CS) 21 So what fruit did you then gain from the things of which you now are ashamed? The end of those things is death.(CT) 22 But now that you have been freed from sin and enslaved to God, the fruit you have leads to sanctification, and the end is eternal life.(CU) 23 For the wages of sin is death, but the free gift of God is eternal life in Christ Jesus our Lord.(CV)

An Analogy from Marriage

Or do you not know, brothers and sisters—for I am speaking to those who know the law—that the law is binding on a person only during that person’s lifetime? Thus a married woman is bound by the law to her husband as long as he lives, but if her husband dies, she is discharged from the law concerning the husband.(CW) Accordingly, she will be called an adulteress if she belongs to another man while her husband is alive. But if her husband dies, she is free from that law, and if she belongs to another man, she is not an adulteress.(CX)

In the same way, my brothers and sisters, you have died to the law through the body of Christ, so that you may belong to another, to him who was raised from the dead in order that we may bear fruit for God.(CY) For while we were living in the flesh, our sinful passions, aroused by the law, were at work in our members to bear fruit for death.(CZ) But now we are discharged from the law, dead to that which held us captive, so that we are enslaved in the newness of the Spirit and not in the oldness of the written code.(DA)

The Law and Sin

What then are we to say? That the law is sin? By no means! Yet, if it had not been for the law, I would not have known sin. I would not have known what it is to covet if the law had not said, “You shall not covet.”(DB) But sin, seizing an opportunity through the commandment, produced in me all kinds of covetousness. For apart from the law sin lies dead.(DC) I was once alive apart from the law, but when the commandment came, sin revived 10 and I died, and the very commandment that promised life proved to be death to me.(DD) 11 For sin, seizing an opportunity in the commandment, deceived me and through it killed me. 12 So the law is holy, and the commandment is holy and just and good.(DE)

13 Did what is good, then, bring death to me? By no means! It was sin that was working death in me through what is good, in order that it might be shown to be sin, so that through the commandment sin might become sinful beyond measure.

The Inner Conflict

14 For we know that the law is spiritual, but I am of the flesh, sold into slavery under sin.[ag] 15 I do not understand my own actions. For I do not do what I want, but I do the very thing I hate.(DF) 16 Now if I do what I do not want, I agree that the law is good. 17 But in fact it is no longer I who do it but sin that dwells within me. 18 For I know that the good does not dwell within me, that is, in my flesh. For the desire to do the good lies close at hand, but not the ability.(DG) 19 For I do not do the good I want, but the evil I do not want is what I do. 20 Now if I do what I do not want, it is no longer I who do it but sin that dwells within me.

21 So I find it to be a law that, when I want to do what is good, evil lies close at hand. 22 For I delight in the law of God in my inmost self,(DH) 23 but I see in my members another law at war with the law of my mind, making me captive to the law of sin that dwells in my members.(DI) 24 Wretched person that I am! Who will rescue me from this body of death? 25 Thanks be to God[ah] through Jesus Christ our Lord!

So then, with my mind I am enslaved to the law of God, but with my flesh I am enslaved to the law of sin.

Life in the Spirit

Therefore there is now no condemnation for those who are in Christ Jesus.(DJ) For the law of the Spirit[ai] of life in Christ Jesus has set you[aj] free from the law of sin and of death.(DK) For God has done what the law, weakened by the flesh, could not do: by sending his own Son in the likeness of sinful flesh and to deal with sin,[ak] he condemned sin in the flesh,(DL) so that the just requirement of the law might be fulfilled in us, who walk not according to the flesh but according to the Spirit.[al](DM) For those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit[am] set their minds on the things of the Spirit.[an](DN) To set the mind on the flesh is death, but to set the mind on the Spirit[ao] is life and peace.(DO) For this reason the mind that is set on the flesh is hostile to God; it does not submit to God’s law—indeed, it cannot,(DP) and those who are in the flesh cannot please God.

But you are not in the flesh; you are in the Spirit,[ap] since the Spirit of God dwells in you. Anyone who does not have the Spirit of Christ does not belong to him.(DQ) 10 But if Christ is in you, then the body is dead because of sin, but the Spirit[aq] is life because of righteousness. 11 If the Spirit of him who raised Jesus from the dead dwells in you, he who raised Christ Jesus[ar] from the dead will give life to your mortal bodies also through[as] his Spirit that dwells in you.(DR)

12 So then, brothers and sisters, we are obligated, not to the flesh, to live according to the flesh— 13 for if you live according to the flesh, you will die, but if by the Spirit you put to death the deeds of the body, you will live.(DS) 14 For all who are led by the Spirit of God are children of God.(DT) 15 For you did not receive a spirit of slavery to fall back into fear, but you received a spirit of adoption. When we cry, “Abba![at] Father!”(DU) 16 it is that very Spirit bearing witness[au] with our spirit that we are children of God,(DV) 17 and if children, then heirs: heirs of God and joint heirs with Christ, if we in fact suffer with him so that we may also be glorified with him.(DW)

Future Glory

18 I consider that the sufferings of this present time are not worth comparing with the glory about to be revealed to us. 19 For the creation waits with eager longing for the revealing of the children of God, 20 for the creation was subjected to futility, not of its own will, but by the will of the one who subjected it, in hope 21 that the creation itself will be set free from its enslavement to decay and will obtain the freedom of the glory of the children of God. 22 We know that the whole creation has been groaning together as it suffers together the pains of labor, 23 and not only the creation, but we ourselves, who have the first fruits of the Spirit, groan inwardly while we wait for adoption, the redemption of our bodies.(DX) 24 For in[av] hope we were saved. Now hope that is seen is not hope, for who hopes for what one already sees? 25 But if we hope for what we do not see, we wait for it with patience.

26 Likewise the Spirit helps us in our weakness, for we do not know how to pray as we ought, but that very Spirit intercedes[aw] with groanings too deep for words.(DY) 27 And God,[ax] who searches hearts, knows what is the mind of the Spirit, because the Spirit[ay] intercedes for the saints according to the will of God.(DZ)

28 We know that all things work together[az] for good for those who love God, who are called according to his purpose.(EA) 29 For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn within a large family.[ba](EB) 30 And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified.(EC)

God’s Love in Christ Jesus

31 What then are we to say about these things? If God is for us, who is against us?(ED) 32 He who did not withhold his own Son but gave him up for all of us, how will he not with him also give us everything else? 33 Who will bring any charge against God’s elect? It is God who justifies.(EE) 34 Who is to condemn? It is Christ[bb] who died, or rather, who was raised, who is also at the right hand of God, who also intercedes for us.(EF) 35 Who will separate us from the love of Christ? Will affliction or distress or persecution or famine or nakedness or peril or sword? 36 As it is written,

“For your sake we are being killed all day long;
    we are accounted as sheep to be slaughtered.”(EG)

37 No, in all these things we are more than victorious through him who loved us.(EH) 38 For I am convinced that neither death, nor life, nor angels, nor rulers, nor things present, nor things to come, nor powers,(EI) 39 nor height, nor depth, nor anything else in all creation will be able to separate us from the love of God in Christ Jesus our Lord.

God’s Election of Israel

I am speaking the truth in Christ—I am not lying; my conscience confirms it by the Holy Spirit(EJ) I have great sorrow and unceasing anguish in my heart. For I could wish that I myself were accursed and cut off from Christ for the sake of my own brothers and sisters, my own flesh and blood.(EK) They are Israelites, and to them belong the adoption, the glory, the covenants, the giving of the law, the worship, and the promises;(EL) to them belong the patriarchs, and from them, according to the flesh, comes the Christ, who is over all, God blessed forever.[bc] Amen.(EM)

It is not as though the word of God has failed. For not all those descended from Israel are Israelites,(EN) and not all of Abraham’s children are his descendants, but “it is through Isaac that descendants shall be named for you.”(EO) This means that it is not the children of the flesh who are the children of God, but the children of the promise are counted as descendants. For the word of the promise is this: “About this time I will return, and Sarah shall have a son.”(EP) 10 Nor is that all; something similar happened to Rebecca when she had conceived children by one husband, our ancestor Isaac:(EQ) 11 even before they had been born or had done anything good or bad (so that God’s purpose of election might continue, 12 not by works but by his call) she was told, “The elder shall serve the younger.”(ER) 13 As it is written,

“I have loved Jacob,
    but I have hated Esau.”(ES)

14 What then are we to say? Is there injustice on God’s part? By no means!(ET) 15 For he says to Moses,

“I will have mercy on whom I have mercy,
    and I will have compassion on whom I have compassion.”(EU)

16 So it depends not on human will or exertion but on God who shows mercy. 17 For the scripture says to Pharaoh, “I have raised you up for this very purpose, that I may show my power in you and that my name may be proclaimed in all the earth.”(EV) 18 So then he has mercy on whomever he chooses, and he hardens the heart of whomever he chooses.

God’s Wrath and Mercy

19 You will say to me then, “Why then does he still find fault? For who can resist his will?”(EW) 20 But who indeed are you, a human, to argue with God? Will what is molded say to the one who molds it, “Why have you made me like this?”(EX) 21 Has the potter no right over the clay, to make out of the same lump one object for special use and another for ordinary use?(EY) 22 What if God, desiring to show his wrath and to make known his power, has endured with much patience the objects of wrath that are made for destruction,(EZ) 23 and what if he has done so in order to make known the riches of his glory for the objects of mercy, which he has prepared beforehand for glory— 24 including us whom he has called, not from the Jews only but also from the gentiles? 25 As he also says in Hosea,

“Those who were not my people I will call ‘my people,’
    and her who was not beloved I will call ‘beloved.’ ”(FA)
26 “And in the place where it was said to them, ‘You are not my people,’
    there they shall be called children of the living God.”(FB)

27 And Isaiah cries out concerning Israel, “Though the number of the children of Israel were like the sand of the sea, only a remnant of them will be saved,(FC) 28 for the Lord will execute his sentence on the earth quickly and decisively.”[bd] 29 And as Isaiah predicted,

“If the Lord of hosts had not left descendants to us,
    we would have fared like Sodom
    and been made like Gomorrah.”(FD)

Israel’s Unbelief

30 What then are we to say? Gentiles, who did not strive for righteousness, have attained it, that is, righteousness through faith,(FE) 31 but Israel, who did strive for the law of righteousness, did not attain that law.(FF) 32 Why not? Because they did not strive for it on the basis of faith but as if it were based on works. They have stumbled over the stumbling stone,(FG) 33 as it is written,

“See, I am laying in Zion a stone that will make people stumble, a rock that will make them fall,
    and whoever trusts in him[be] will not be put to shame.”(FH)

10 Brothers and sisters, my heart’s desire and prayer to God for them is that they may be saved. For I can testify that they have a zeal for God, but it is not based on knowledge.(FI) Not knowing the righteousness of God and seeking to establish their own, they have not submitted to God’s righteousness.(FJ) For Christ is the culmination of the law so that there may be righteousness for everyone who believes.(FK)

Salvation Is for All

Moses writes concerning the righteousness that comes from the law, that “the person who does these things will live by them.”(FL) But the righteousness that comes from faith says, “Do not say in your heart, ‘Who will ascend into heaven?’ ” (that is, to bring Christ down) “or ‘Who will descend into the abyss?’ ” (that is, to bring Christ up from the dead). But what does it say?

“The word is near you,
    in your mouth and in your heart”

(that is, the word of faith that we proclaim),(FM) because[bf] if you confess with your mouth that Jesus is Lord and believe[bg] in your heart that God raised him from the dead, you will be saved.(FN) 10 For one believes[bh] with the heart, leading to righteousness, and one confesses with the mouth, leading to salvation. 11 The scripture says, “No one who believes[bi] in him will be put to shame.”(FO) 12 For there is no distinction between Jew and Greek; the same Lord is Lord of all and is generous to all who call on him.(FP) 13 For “everyone who calls on the name of the Lord shall be saved.”(FQ)

14 But how are they to call on one in whom they have not believed?[bj] And how are they to believe[bk] in one of whom they have never heard? And how are they to hear without someone to proclaim him? 15 And how are they to proclaim him unless they are sent? As it is written, “How beautiful are the feet of those who bring good news!”(FR) 16 But not all have obeyed the good news,[bl] for Isaiah says, “Lord, who has believed[bm] our message?”(FS) 17 So faith[bn] comes from what is heard, and what is heard comes through the word of Christ.[bo]

18 But I ask, have they not heard? Indeed they have:

“Their voice has gone out to all the earth
    and their words to the ends of the world.”(FT)

19 Again I ask, did Israel not understand? First Moses says,

“I will use those who are not a nation to make you jealous;
    with a foolish nation I will provoke you.”(FU)

20 Then Isaiah is so bold as to say,

“I have been found by those who did not seek me;
    I have shown myself to those who did not ask for me.”(FV)

21 But of Israel he says, “All day long I have held out my hands to a disobedient and contrary people.”(FW)

Israel’s Rejection Is Not Final

11 I ask, then, has God rejected his people? By no means! I myself am an Israelite, a descendant of Abraham, a member of the tribe of Benjamin.(FX) God has not rejected his people whom he foreknew. Do you not know what the scripture says of Elijah, how he pleads with God against Israel?(FY) “Lord, they have killed your prophets, they have demolished your altars; I alone am left, and they are seeking my life.” But what is the divine reply to him? “I have kept for myself seven thousand who have not bowed the knee to Baal.”(FZ) So, too, at the present time there is a remnant chosen by grace. But if it is by grace, it is no longer on the basis of works, otherwise grace would no longer be grace.[bp](GA)

What then? Israel has not achieved what it was pursuing. The elect have achieved it, but the rest were hardened,(GB) as it is written,

“God gave them a sluggish spirit,
    eyes that would not see
    and ears that would not hear,
down to this very day.”(GC)

And David says,

“Let their table become a snare and a trap,
    a stumbling block and a retribution for them;(GD)
10 let their eyes be darkened so that they cannot see,
    and keep their backs forever bent.”

The Salvation of the Gentiles

11 So I ask, have they stumbled so as to fall? By no means! But through their stumbling[bq] salvation has come to the gentiles, so as to make Israel[br] jealous.(GE) 12 Now if their stumbling[bs] means riches for the world and if their loss means riches for gentiles, how much more will their full inclusion mean!

13 Now I am speaking to you gentiles. Inasmuch as I am an apostle to the gentiles, I celebrate my ministry(GF) 14 in order to make my own people[bt] jealous and thus save some of them.(GG) 15 For if their rejection is the reconciliation of the world, what will their acceptance be but life from the dead? 16 If the part of the dough offered as first fruits is holy, then the whole batch is holy; and if the root is holy, then the branches also are holy.

17 But if some of the branches were broken off, and you, a wild olive shoot, were grafted among the others to share the rich root[bu] of the olive tree, 18 do not boast over the branches. If you do boast, remember: you do not support the root, but the root supports you. 19 You will say, “Branches were broken off so that I might be grafted in.” 20 That is true. They were broken off on account of unbelief,[bv] but you stand on account of belief.[bw] So do not become arrogant, but be afraid.(GH) 21 For if God did not spare the natural branches, neither will he spare you.[bx] 22 Note then the kindness and the severity of God: severity toward those who have fallen but God’s kindness toward you, if you continue in his kindness; otherwise you also will be cut off.(GI) 23 And even those of Israel,[by] if they do not continue in unbelief,[bz] will be grafted in, for God has the power to graft them in again.(GJ) 24 For if you have been cut from what is by nature a wild olive tree and grafted, contrary to nature, into a cultivated olive tree, how much more will these natural branches be grafted back into their own olive tree.

All Israel Will Be Saved

25 I want you to understand this mystery, brothers and sisters, so that you may not claim to be wiser than you are: a hardening has come upon part of Israel until the full number of the gentiles has come in.(GK) 26 And in this way all Israel will be saved, as it is written,

“Out of Zion will come the Deliverer;
    he will banish ungodliness from Jacob.”(GL)
27 “And this is my covenant with them,
    when I take away their sins.”(GM)

28 As regards the gospel they are enemies for your sake, but as regards election they are beloved for the sake of their ancestors, 29 for the gifts and the calling of God are irrevocable. 30 Just as you were once disobedient to God but have now received mercy because of their disobedience,(GN) 31 so also they have now been disobedient in order that, by the mercy shown to you, they also may now[ca] receive mercy. 32 For God has imprisoned all in disobedience so that he may be merciful to all.(GO)

33 O the depth of the riches and wisdom and knowledge of God! How unsearchable are his judgments and how inscrutable his ways!(GP)

34 “For who has known the mind of the Lord?
    Or who has been his counselor?”(GQ)
35 “Or who has given a gift to him,
    to receive a gift in return?”

36 For from him and through him and to him are all things. To him be the glory forever. Amen.(GR)

The New Life in Christ

12 I appeal to you therefore, brothers and sisters, on the basis of God’s mercy, to present your bodies as a living sacrifice, holy and acceptable to God, which is your reasonable act of worship.(GS) Do not be conformed to this age, but be transformed by the renewing of the mind, so that you may discern what is the will of God—what is good and acceptable and perfect.[cb](GT)

For by the grace given to me I say to everyone among you not to think of yourself more highly than you ought to think but to think with sober judgment, each according to the measure of faith that God has assigned.(GU) For as in one body we have many members and not all the members have the same function,(GV) so we, who are many, are one body in Christ, and individually we are members one of another. We have gifts that differ according to the grace given to us: prophecy, in proportion to faith;(GW) ministry, in ministering; the teacher, in teaching;(GX) the encourager, in encouragement; the giver, in sincerity; the leader, in diligence; the compassionate, in cheerfulness.(GY)

Marks of the True Christian

Let love be genuine; hate what is evil; hold fast to what is good; 10 love one another with mutual affection; outdo one another in showing honor. 11 Do not lag in zeal; be ardent in spirit; serve the Lord. 12 Rejoice in hope; be patient in affliction; persevere in prayer.(GZ) 13 Contribute to the needs of the saints; pursue hospitality to strangers.(HA)

14 Bless those who persecute you; bless and do not curse them.(HB) 15 Rejoice with those who rejoice; weep with those who weep. 16 Live in harmony with one another; do not be arrogant, but associate with the lowly;[cc] do not claim to be wiser than you are.(HC) 17 Do not repay anyone evil for evil, but take thought for what is noble in the sight of all.(HD) 18 If it is possible, so far as it depends on you, live peaceably with all.(HE) 19 Beloved, never avenge yourselves, but leave room for the wrath of God,[cd] for it is written, “Vengeance is mine; I will repay, says the Lord.”(HF) 20 Instead, “if your enemies are hungry, feed them; if they are thirsty, give them something to drink, for by doing this you will heap burning coals on their heads.” 21 Do not be overcome by evil, but overcome evil with good.

Being Subject to Authorities

13 Let every person be subject to the governing authorities, for there is no authority except from God, and those authorities that exist have been instituted by God.(HG) Therefore whoever resists authority resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct but to bad. Do you wish to have no fear of the authority? Then do what is good, and you will receive its approval,(HH) for it is God’s agent for your good. But if you do what is wrong, you should be afraid, for the authority[ce] does not bear the sword in vain! It is the agent of God to execute wrath on the wrongdoer. Therefore one must be subject, not only because of wrath but also because of conscience.(HI) For the same reason you also pay taxes, for the authorities are God’s agents, busy with this very thing. Pay to all what is due them: taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, honor to whom honor is due.

Love for One Another

Owe no one anything, except to love one another, for the one who loves another has fulfilled the law.(HJ) The commandments, “You shall not commit adultery; you shall not murder; you shall not steal; you shall not covet,” and any other commandment, are summed up in this word, “You shall love your neighbor as yourself.”(HK) 10 Love does no wrong to a neighbor; therefore, love is the fulfilling of the law.(HL)

An Urgent Appeal

11 Besides this, you know what time it is, how it is already the moment for you to wake from sleep. For salvation is nearer to us now than when we became believers;(HM) 12 the night is far gone; the day is near. Let us then throw off[cf] the works of darkness and put on the armor of light;(HN) 13 let us walk decently as in the day, not in reveling and drunkenness, not in illicit sex and licentiousness, not in quarreling and jealousy.(HO) 14 Instead, put on the Lord Jesus Christ, and make no provision for the flesh, to gratify its desires.(HP)

Do Not Judge Another

14 Welcome those who are weak in faith[cg] but not for the purpose of quarreling over opinions.(HQ) Some believe in eating anything, while the weak eat only vegetables.(HR) Those who eat must not despise those who abstain, and those who abstain must not pass judgment on those who eat, for God has welcomed them. Who are you to pass judgment on slaves of another? It is before their own lord that they stand or fall. And they will be upheld, for the Lord[ch] is able to make them stand.

Some judge one day to be better than another, while others judge all days to be alike. Let all be fully convinced in their own minds. Those who observe the day, observe it for the Lord. Also those who eat, eat for the Lord, since they give thanks to God, while those who abstain, abstain for the Lord and give thanks to God.(HS)

For we do not live to ourselves, and we do not die to ourselves.(HT) If we live, we live to the Lord, and if we die, we die to the Lord; so then, whether we live or whether we die, we are the Lord’s. For to this end Christ died and lived again, so that he might be Lord of both the dead and the living.(HU)

10 Why do you pass judgment on your brother or sister? Or you, why do you despise your brother or sister? For we will all stand before the judgment seat of God.[ci](HV) 11 For it is written,

“As I live, says the Lord, every knee shall bow to me,
    and every tongue shall give praise to[cj] God.”(HW)

12 So then, each one of us will be held accountable.[ck](HX)

Do Not Make Another Stumble

13 Let us therefore no longer pass judgment on one another, but resolve instead never to put a stumbling block or hindrance in the way of a brother or sister.(HY) 14 I know and am persuaded in the Lord Jesus that nothing is unclean in itself, but it is unclean for anyone who considers it unclean.(HZ) 15 If your brother or sister is distressed by what you eat, you are no longer walking in love. Do not let what you eat cause the ruin of one for whom Christ died. 16 So do not let your good be slandered. 17 For the kingdom of God is not food and drink but righteousness and peace and joy in the Holy Spirit.(IA) 18 The one who serves Christ in this way is acceptable to God and has human approval.(IB) 19 Let us then pursue what makes for peace and for mutual upbuilding.(IC) 20 Do not, for the sake of food, destroy the work of God. Everything is indeed clean, but it is wrong to make someone stumble by what you eat; 21 it is good not to eat meat or drink wine or do anything that makes your brother or sister stumble.[cl](ID) 22 Hold the conviction that you have as your own before God. Blessed are those who do not condemn themselves because of what they approve. 23 But those who have doubts are condemned if they eat because they do not act from faith,[cm] for whatever does not proceed from faith[cn] is sin.[co]

Please Others, Not Yourselves

15 We who are strong ought to put up with the failings of the weak and not to please ourselves.(IE) Each of us must please our neighbor for the good purpose of building up the neighbor.(IF) For Christ did not please himself, but, as it is written, “The insults of those who insult you have fallen on me.” For whatever was written in former days was written for our instruction, so that by steadfastness and by the encouragement of the scriptures we might have hope.(IG) May the God of steadfastness and encouragement grant you to live in harmony with one another, in accordance with Christ Jesus,(IH) so that together you may with one voice glorify the God and Father of our Lord Jesus Christ.

The Gospel for Jews and Gentiles Alike

Welcome one another, therefore, just as Christ has welcomed you, for the glory of God. For I tell you that Christ has become a servant of the circumcised on behalf of the truth of God in order that he might confirm the promises given to the ancestors(II) and that the gentiles might glorify God for his mercy. As it is written,

“Therefore I will confess you among the gentiles
    and sing praises to your name”;(IJ)

10 and again he says,

“Rejoice, O gentiles, with his people”;

11 and again,

“Praise the Lord, all you gentiles,
    and let all the peoples praise him”;

12 and again Isaiah says,

“The root of Jesse shall come,
    the one who rises to rule the gentiles;
in him the gentiles shall hope.”(IK)

13 May the God of hope fill you with all joy and peace in believing, so that you may abound in hope by the power of the Holy Spirit.(IL)

Paul’s Reason for Writing So Boldly

14 I myself feel confident about you, my brothers and sisters, that you yourselves are full of goodness, filled with all knowledge, and able to instruct one another.(IM) 15 Nevertheless, on some points I have written to you rather boldly by way of reminder, because of the grace given me by God(IN) 16 to be a minister of Christ Jesus to the gentiles in the priestly service of the gospel of God, so that the offering of the gentiles may be acceptable, sanctified by the Holy Spirit.(IO) 17 In Christ Jesus, then, I have reason to boast of my work for God. 18 For I will not be so bold as to speak of anything except what Christ has accomplished through me to win obedience from the gentiles, by word and deed, 19 by the power of signs and wonders, by the power of the Spirit,[cp] so that from Jerusalem and as far around as Illyricum I have fully proclaimed the gospel of Christ.(IP) 20 Thus I make it my ambition to proclaim the gospel, not where Christ has already been named, so that I do not build on someone else’s foundation,(IQ) 21 but as it is written,

“Those who have never been told of him shall see,

Paul’s Plan to Visit Rome

22 This is the reason that I have so often been hindered from coming to you. 23 But now, with no further place for me in these regions, I desire, as I have for many years, to come to you(IS) 24 when I go to Spain. For I do hope to see you on my journey and to be sent on by you, once I have enjoyed your company for a little while. 25 At present, however, I am going to Jerusalem in a ministry to the saints,(IT) 26 for Macedonia and Achaia were pleased to share their resources with the poor among the saints at Jerusalem.(IU) 27 They were pleased to do this, and indeed they owe it to them, for if the gentiles have come to share in their spiritual blessings, they ought also to be of service to them in material things.(IV) 28 So, when I have completed this and have delivered to them what has been collected,[cq] I will set out by way of you to Spain, 29 and I know that when I come to you I will come in the fullness of the blessing[cr] of Christ.

30 I appeal to you, brothers and sisters, by our Lord Jesus Christ and by the love of the Spirit, to join me in earnest prayer to God on my behalf,(IW) 31 that I may be rescued from the unbelievers in Judea and that my ministry[cs] to Jerusalem may be acceptable to the saints, 32 so that by God’s will I may come to you with joy and be refreshed in your company.(IX) 33 The God of peace be with all of you.[ct] Amen.(IY)

Personal Greetings

16 I commend to you our sister Phoebe, a deacon[cu] of the church at Cenchreae,(IZ) so that you may welcome her in the Lord, as is fitting for the saints, and help her in whatever she may require from you, for she has been a benefactor of many and of myself as well.

Greet Prisca and Aquila, my coworkers in Christ Jesus,(JA) who risked their necks for my life, to whom not only I give thanks but also all the churches of the gentiles. Greet also the church in their house. Greet my beloved Epaenetus, who was the first convert[cv] in Asia for Christ.(JB) Greet Mary, who has worked very hard for you. Greet Andronicus and Junia,[cw] my fellow Israelites who were in prison with me; they are prominent among the apostles, and they were in Christ before I was. Greet Ampliatus, my beloved in the Lord. Greet Urbanus, our coworker in Christ, and my beloved Stachys.(JC) 10 Greet Apelles, who is approved in Christ. Greet those who belong to the family of Aristobulus. 11 Greet my fellow Israelite Herodion. Greet those in the Lord who belong to the family of Narcissus. 12 Greet those workers in the Lord, Tryphaena and Tryphosa. Greet the beloved Persis, who has worked hard in the Lord. 13 Greet Rufus, chosen in the Lord, and greet his mother—a mother to me also. 14 Greet Asyncritus, Phlegon, Hermes, Patrobas, Hermas, and the brothers and sisters who are with them. 15 Greet Philologus, Julia, Nereus and his sister, and Olympas, and all the saints who are with them.(JD) 16 Greet one another with a holy kiss. All the churches of Christ greet you.(JE)

Final Instructions

17 I urge you, brothers and sisters, to keep an eye on those who create dissensions and hindrances, in opposition to the teaching that you have learned; avoid them.(JF) 18 For such people do not serve our Lord Christ but their own appetites,[cx] and by smooth talk and flattery they deceive the hearts of the simple-minded.(JG) 19 For your obedience is known to all; therefore, I rejoice over you, but I want you to be wise in what is good and guileless in what is evil.(JH) 20 The God of peace will shortly crush Satan under your feet. The grace of our Lord Jesus Christ be with you.[cy](JI)

21 Timothy, my coworker, greets you; so do Lucius and Jason and Sosipater, my fellow Israelites.(JJ)

22 I Tertius, the writer of this letter, greet you in the Lord.[cz]

23 Gaius, who is host to me and to the whole church, greets you. Erastus, the city treasurer, and our brother Quartus greet you.[da](JK)

Final Doxology

25 Now to God[db] who is able to strengthen you according to my gospel and the proclamation of Jesus Christ, according to the revelation of the mystery that was kept secret for long ages(JL) 26 but is now disclosed and through the prophetic writings is made known to all the gentiles, according to the command of the eternal God, to bring about the obedience of faith(JM) 27 to the only wise God, through Jesus Christ, to whom be the glory forever! Amen.[dc]

From Paul, a servant of Christ Jesus. God called me to be an apostle and chose me to tell the Good News.

God promised this Good News long ago through his prophets, as it is written in the Holy Scriptures. 3-4 The Good News is about God’s Son, Jesus Christ our Lord. As a man, he was born from the family of David. But through the Spirit of holiness he was declared to be God’s Son with great power by rising from the dead. Through Christ, God gave me the special work of an apostle, which was to lead people of all nations to believe and obey. I do this work for him. And you who are in Rome are also called to belong to Jesus Christ.

To all of you in Rome whom God loves and has called to be his holy people:

Grace and peace to you from God our Father and the Lord Jesus Christ.

A Prayer of Thanks

First I want to say that I thank my God through Jesus Christ for all of you, because people everywhere in the world are talking about your faith. God, whom I serve with my whole heart by telling the Good News about his Son, knows that I always mention you 10 every time I pray. I pray that I will be allowed to come to you, and this will happen if God wants it. 11 I want very much to see you, to give you some spiritual gift to make you strong. 12 I mean that I want us to help each other with the faith we have. Your faith will help me, and my faith will help you. 13 Brothers and sisters, I want you to know that I planned many times to come to you, but this has not been possible. I wanted to come so that I could help you grow spiritually as I have helped the other non-Jewish people.

14 I have a duty to all people—Greeks and those who are not Greeks, the wise and the foolish. 15 That is why I want so much to preach the Good News to you in Rome.

16 I am not ashamed of the Good News, because it is the power God uses to save everyone who believes—to save the Jews first, and then to save non-Jews. 17 The Good News shows how God makes people right with himself—that it begins and ends with faith. As the Scripture says, “But those who are right with God will live by faith.”[a]

All People Have Done Wrong

18 God’s anger is shown from heaven against all the evil and wrong things people do. By their own evil lives they hide the truth. 19 God shows his anger because some knowledge of him has been made clear to them. Yes, God has shown himself to them. 20 There are things about him that people cannot see—his eternal power and all the things that make him God. But since the beginning of the world those things have been easy to understand by what God has made. So people have no excuse for the bad things they do. 21 They knew God, but they did not give glory to God or thank him. Their thinking became useless. Their foolish minds were filled with darkness. 22 They said they were wise, but they became fools. 23 They traded the glory of God who lives forever for the worship of idols made to look like earthly people, birds, animals, and snakes.

24 Because they did these things, God left them and let them go their sinful way, wanting only to do evil. As a result, they became full of sexual sin, using their bodies wrongly with each other. 25 They traded the truth of God for a lie. They worshiped and served what had been created instead of the God who created those things, who should be praised forever. Amen.

26 Because people did those things, God left them and let them do the shameful things they wanted to do. Women stopped having natural sex and started having sex with other women. 27 In the same way, men stopped having natural sex and began wanting each other. Men did shameful things with other men, and in their bodies they received the punishment for those wrongs.

28 People did not think it was important to have a true knowledge of God. So God left them and allowed them to have their own worthless thinking and to do things they should not do. 29 They are filled with every kind of sin, evil, selfishness, and hatred. They are full of jealousy, murder, fighting, lying, and thinking the worst about each other. They gossip 30 and say evil things about each other. They hate God. They are rude and conceited and brag about themselves. They invent ways of doing evil. They do not obey their parents. 31 They are foolish, they do not keep their promises, and they show no kindness or mercy to others. 32 They know God’s law says that those who live like this should die. But they themselves not only continue to do these evil things, they applaud others who do them.

You People Also Are Sinful

If you think you can judge others, you are wrong. When you judge them, you are really judging yourself guilty, because you do the same things they do. God judges those who do wrong things, and we know that his judging is right. You judge those who do wrong, but you do wrong yourselves. Do you think you will be able to escape the judgment of God? He has been very kind and patient, waiting for you to change, but you think nothing of his kindness. Perhaps you do not understand that God is kind to you so you will change your hearts and lives. But you are stubborn and refuse to change, so you are making your own punishment even greater on the day he shows his anger. On that day everyone will see God’s right judgments. God will reward or punish every person for what that person has done. Some people, by always continuing to do good, live for God’s glory, for honor, and for life that has no end. God will give them life forever. But other people are selfish. They refuse to follow truth and, instead, follow evil. God will give them his punishment and anger. He will give trouble and suffering to everyone who does evil—to the Jews first and also to those who are not Jews. 10 But he will give glory, honor, and peace to everyone who does good—to the Jews first and also to those who are not Jews. 11 For God judges all people in the same way.

12 People who do not have the law and who are sinners will be lost, although they do not have the law. And, in the same way, those who have the law and are sinners will be judged by the law. 13 Hearing the law does not make people right with God. It is those who obey the law who will be right with him. 14 (Those who are not Jews do not have the law, but when they freely do what the law commands, they are the law for themselves. This is true even though they do not have the law. 15 They show that in their hearts they know what is right and wrong, just as the law commands. And they show this by their consciences. Sometimes their thoughts tell them they did wrong, and sometimes their thoughts tell them they did right.) 16 All these things will happen on the day when God, through Christ Jesus, will judge people’s secret thoughts. The Good News that I preach says this.

The Jews and the Law

17 What about you? You call yourself a Jew. You trust in the law of Moses and brag that you are close to God. 18 You know what he wants you to do and what is important, because you have learned the law. 19 You think you are a guide for the blind and a light for those who are in darkness. 20 You think you can show foolish people what is right and teach those who know nothing. You have the law; so you think you know everything and have all truth. 21 You teach others, so why don’t you teach yourself? You tell others not to steal, but you steal. 22 You say that others must not take part in adultery, but you are guilty of that sin. You hate idols, but you steal from temples. 23 You brag about having God’s law, but you bring shame to God by breaking his law, 24 just as the Scriptures say: “Those who are not Jews speak against God’s name because of you.”[b]

25 If you follow the law, your circumcision has meaning. But if you break the law, it is as if you were never circumcised. 26 People who are not Jews are not circumcised, but if they do what the law says, it is as if they were circumcised. 27 You Jews have the written law and circumcision, but you break the law. So those who are not circumcised in their bodies, but still obey the law, will show that you are guilty. 28 They can do this because a person is not a true Jew if he is only a Jew in his physical body; true circumcision is not only on the outside of the body. 29 A person is a Jew only if he is a Jew inside; true circumcision is done in the heart by the Spirit, not by the written law. Such a person gets praise from God rather than from people.

So, do Jews have anything that other people do not have? Is there anything special about being circumcised? Yes, of course, there is in every way. The most important thing is this: God trusted the Jews with his teachings. If some Jews were not faithful to him, will that stop God from doing what he promised? No! God will continue to be true even when every person is false. As the Scriptures say:

“So you will be shown to be right when you speak,
    and you will win your case.” Psalm 51:4

When we do wrong, that shows more clearly that God is right. So can we say that God is wrong to punish us? (I am talking as people might talk.) No! If God could not punish us, he could not judge the world.

A person might say, “When I lie, it really gives him glory, because my lie shows God’s truth. So why am I judged a sinner?” It would be the same to say, “We should do evil so that good will come.” Some people find fault with us and say we teach this, but they are wrong and deserve the punishment they will receive.

All People Are Guilty

So are we Jews better than others? No! We have already said that Jews and those who are not Jews are all guilty of sin. 10 As the Scriptures say:

“There is no one who always does what is right,
    not even one.
11 There is no one who understands.
    There is no one who looks to God for help.
12 All have turned away.
    Together, everyone has become useless.
There is no one who does anything good;
    there is not even one.” Psalm 14:1–3
13 “Their throats are like open graves;
    they use their tongues for telling lies.” Psalm 5:9
“Their words are like snake poison.” Psalm 140:3
14 “Their mouths are full of cursing and hate.” Psalm 10:7
15 “They are always ready to kill people.
16 Everywhere they go they cause ruin and misery.
17 They don’t know how to live in peace.” Isaiah 59:7–8
18 “They have no fear of God.” Psalm 36:1

19 We know that the law’s commands are for those who have the law. This stops all excuses and brings the whole world under God’s judgment, 20 because no one can be made right with God by following the law. The law only shows us our sin.

How God Makes People Right

21 But God has a way to make people right with him without the law, and he has now shown us that way which the law and the prophets told us about. 22 God makes people right with himself through their faith in Jesus Christ. This is true for all who believe in Christ, because all people are the same: 23 Everyone has sinned and fallen short of God’s glorious standard, 24 and all need to be made right with God by his grace, which is a free gift. They need to be made free from sin through Jesus Christ. 25 God sent him to die in our place to take away our sins. We receive forgiveness through faith in the blood of Jesus’ death. This showed that God always does what is right and fair, as in the past when he was patient and did not punish people for their sins. 26 And God gave Jesus to show today that he does what is right. God did this so he could judge rightly and so he could make right any person who has faith in Jesus.

27 So do we have a reason to brag about ourselves? No! And why not? It is the way of faith that stops all bragging, not the way of trying to obey the law. 28 A person is made right with God through faith, not through obeying the law. 29 Is God only the God of the Jews? Is he not also the God of those who are not Jews? 30 Of course he is, because there is only one God. He will make Jews right with him by their faith, and he will also make those who are not Jews right with him through their faith. 31 So do we destroy the law by following the way of faith? No! Faith causes us to be what the law truly wants.

The Example of Abraham

So what can we say that Abraham,[c] the father of our people, learned about faith? If Abraham was made right by the things he did, he had a reason to brag. But this is not God’s view, because the Scripture says, “Abraham believed God, and God accepted Abraham’s faith, and that faith made him right with God.”[d]

When people work, their pay is not given as a gift, but as something earned. But people cannot do any work that will make them right with God. So they must trust in him, who makes even evil people right in his sight. Then God accepts their faith, and that makes them right with him. David said the same thing. He said that people are truly blessed when God, without paying attention to their deeds, makes people right with himself.

“Blessed are they
    whose sins are forgiven,
    whose wrongs are pardoned.
Blessed is the person
    whom the Lord does not consider guilty.” Psalm 32:1–2

Is this blessing only for those who are circumcised or also for those who are not circumcised? We have already said that God accepted Abraham’s faith and that faith made him right with God. 10 So how did this happen? Did God accept Abraham before or after he was circumcised? It was before his circumcision. 11 Abraham was circumcised to show that he was right with God through faith before he was circumcised. So Abraham is the father of all those who believe but are not circumcised; he is the father of all believers who are accepted as being right with God. 12 And Abraham is also the father of those who have been circumcised and who live following the faith that our father Abraham had before he was circumcised.

God Keeps His Promise

13 Abraham[e] and his descendants received the promise that they would get the whole world. He did not receive that promise through the law, but through being right with God by his faith. 14 If people could receive what God promised by following the law, then faith is worthless. And God’s promise to Abraham is worthless, 15 because the law can only bring God’s anger. But if there is no law, there is nothing to disobey.

16 So people receive God’s promise by having faith. This happens so the promise can be a free gift. Then all of Abraham’s children can have that promise. It is not only for those who live under the law of Moses but for anyone who lives with faith like that of Abraham, who is the father of us all. 17 As it is written in the Scriptures: “I am making you a father of many nations.”[f] This is true before God, the God Abraham believed, the God who gives life to the dead and who creates something out of nothing.

18 There was no hope that Abraham would have children. But Abraham believed God and continued hoping, and so he became the father of many nations. As God told him, “Your descendants also will be too many to count.”[g] 19 Abraham was almost a hundred years old, much past the age for having children, and Sarah could not have children. Abraham thought about all this, but his faith in God did not become weak. 20 He never doubted that God would keep his promise, and he never stopped believing. He grew stronger in his faith and gave praise to God. 21 Abraham felt sure that God was able to do what he had promised. 22 So, “God accepted Abraham’s faith, and that faith made him right with God.”[h] 23 Those words (“God accepted Abraham’s faith”) were written not only for Abraham 24 but also for us. God will accept us also because we believe in the One who raised Jesus our Lord from the dead. 25 Jesus was given to die for our sins, and he was raised from the dead to make us right with God.

Right with God

Since we have been made right with God by our faith, we have[i] peace with God. This happened through our Lord Jesus Christ, who through our faith[j] has brought us into that blessing of God’s grace that we now enjoy. And we are happy because of the hope we have of sharing God’s glory. We also have joy with our troubles, because we know that these troubles produce patience. And patience produces character, and character produces hope. And this hope will never disappoint us, because God has poured out his love to fill our hearts. He gave us his love through the Holy Spirit, whom God has given to us.

When we were unable to help ourselves, at the right time, Christ died for us, although we were living against God. Very few people will die to save the life of someone else. Although perhaps for a good person someone might possibly die. But God shows his great love for us in this way: Christ died for us while we were still sinners.

So through Christ we will surely be saved from God’s anger, because we have been made right with God by the blood of Christ’s death. 10 While we were God’s enemies, he made us his friends through the death of his Son. Surely, now that we are his friends, he will save us through his Son’s life. 11 And not only that, but now we are also very happy in God through our Lord Jesus Christ. Through him we are now God’s friends again.

Adam and Christ Compared

12 Sin came into the world because of what one man did, and with sin came death. This is why everyone must die—because everyone sinned. 13 Sin was in the world before the law of Moses, but sin is not counted against us as breaking a command when there is no law. 14 But from the time of Adam to the time of Moses, everyone had to die, even those who had not sinned by breaking a command, as Adam had.

Adam was like the One who was coming in the future. 15 But God’s free gift is not like Adam’s sin. Many people died because of the sin of that one man. But the grace from God was much greater; many people received God’s gift of life by the grace of the one man, Jesus Christ. 16 After Adam sinned once, he was judged guilty. But the gift of God is different. God’s free gift came after many sins, and it makes people right with God. 17 One man sinned, and so death ruled all people because of that one man. But now those people who accept God’s full grace and the great gift of being made right with him will surely have true life and rule through the one man, Jesus Christ.

18 So as one sin of Adam brought the punishment of death to all people, one good act that Christ did makes all people right with God. And that brings true life for all. 19 One man disobeyed God, and many became sinners. In the same way, one man obeyed God, and many will be made right. 20 The law came to make sin worse. But when sin grew worse, God’s grace increased. 21 Sin once used death to rule us, but God gave people more of his grace so that grace could rule by making people right with him. And this brings life forever through Jesus Christ our Lord.

Dead to Sin but Alive in Christ

So do you think we should continue sinning so that God will give us even more grace? No! We died to our old sinful lives, so how can we continue living with sin? Did you forget that all of us became part of Christ when we were baptized? We shared his death in our baptism. When we were baptized, we were buried with Christ and shared his death. So, just as Christ was raised from the dead by the wonderful power of the Father, we also can live a new life.

Christ died, and we have been joined with him by dying too. So we will also be joined with him by rising from the dead as he did. We know that our old life died with Christ on the cross so that our sinful selves would have no power over us and we would not be slaves to sin. Anyone who has died is made free from sin’s control.

If we died with Christ, we know we will also live with him. Christ was raised from the dead, and we know that he cannot die again. Death has no power over him now. 10 Yes, when Christ died, he died to defeat the power of sin one time—enough for all time. He now has a new life, and his new life is with God. 11 In the same way, you should see yourselves as being dead to the power of sin and alive with God through Christ Jesus.

12 So, do not let sin control your life here on earth so that you do what your sinful self wants to do. 13 Do not offer the parts of your body to serve sin, as things to be used in doing evil. Instead, offer yourselves to God as people who have died and now live. Offer the parts of your body to God to be used in doing good. 14 Sin will not be your master, because you are not under law but under God’s grace.

Be Slaves of Righteousness

15 So what should we do? Should we sin because we are under grace and not under law? No! 16 Surely you know that when you give yourselves like slaves to obey someone, then you are really slaves of that person. The person you obey is your master. You can follow sin, which brings spiritual death, or you can obey God, which makes you right with him. 17 In the past you were slaves to sin—sin controlled you. But thank God, you fully obeyed the things that you were taught. 18 You were made free from sin, and now you are slaves to goodness. 19 I use this example because this is hard for you to understand. In the past you offered the parts of your body to be slaves to sin and evil; you lived only for evil. In the same way now you must give yourselves to be slaves of goodness. Then you will live only for God.

20 In the past you were slaves to sin, and goodness did not control you. 21 You did evil things, and now you are ashamed of them. Those things only bring death. 22 But now you are free from sin and have become slaves of God. This brings you a life that is only for God, and this gives you life forever. 23 The payment for sin is death. But God gives us the free gift of life forever in Christ Jesus our Lord.

An Example from Marriage

Brothers and sisters, all of you understand the law of Moses. So surely you know that the law rules over people only while they are alive. For example, a woman must stay married to her husband as long as he is alive. But if her husband dies, she is free from the law of marriage. But if she marries another man while her husband is still alive, the law says she is guilty of adultery. But if her husband dies, she is free from the law of marriage. Then if she marries another man, she is not guilty of adultery.

In the same way, my brothers and sisters, your old selves died, and you became free from the law through the body of Christ. This happened so that you might belong to someone else—the One who was raised from the dead—and so that we might be used in service to God. In the past, we were ruled by our sinful selves. The law made us want to do sinful things that controlled our bodies, so the things we did were bringing us death. In the past, the law held us like prisoners, but our old selves died, and we were made free from the law. So now we serve God in a new way with the Spirit, and not in the old way with written rules.

Our Fight Against Sin

You might think I am saying that sin and the law are the same thing. That is not true. But the law was the only way I could learn what sin meant. I would never have known what it means to want to take something belonging to someone else if the law had not said, “You must not want to take your neighbor’s things.”[k] And sin found a way to use that command and cause me to want all kinds of things I should not want. But without the law, sin has no power. I was alive before I knew the law. But when the law’s command came to me, then sin began to live, 10 and I died. The command was meant to bring life, but for me it brought death. 11 Sin found a way to fool me by using the command to make me die.

12 So the law is holy, and the command is holy and right and good. 13 Does this mean that something that is good brought death to me? No! Sin used something that is good to bring death to me. This happened so that I could see what sin is really like; the command was used to show that sin is very evil.

The War Within Us

14 We know that the law is spiritual, but I am not spiritual since sin rules me as if I were its slave. 15 I do not understand the things I do. I do not do what I want to do, and I do the things I hate. 16 And if I do not want to do the hated things I do, that means I agree that the law is good. 17 But I am not really the one who is doing these hated things; it is sin living in me that does them. 18 Yes, I know that nothing good lives in me—I mean nothing good lives in the part of me that is earthly and sinful. I want to do the things that are good, but I do not do them. 19 I do not do the good things I want to do, but I do the bad things I do not want to do. 20 So if I do things I do not want to do, then I am not the one doing them. It is sin living in me that does those things.

21 So I have learned this rule: When I want to do good, evil is there with me. 22 In my mind, I am happy with God’s law. 23 But I see another law working in my body, which makes war against the law that my mind accepts. That other law working in my body is the law of sin, and it makes me its prisoner. 24 What a miserable man I am! Who will save me from this body that brings me death? 25 I thank God for saving me through Jesus Christ our Lord!

So in my mind I am a slave to God’s law, but in my sinful self I am a slave to the law of sin.

Be Ruled by the Spirit

So now, those who are in Christ Jesus are not judged guilty.[l] Through Christ Jesus the law of the Spirit that brings life made you[m] free from the law that brings sin and death. The law was without power, because the law was made weak by our sinful selves. But God did what the law could not do. He sent his own Son to earth with the same human life that others use for sin. By sending his Son to be an offering for sin, God used a human life to destroy sin. He did this so that we could be the kind of people the law correctly wants us to be. Now we do not live following our sinful selves, but we live following the Spirit.

Those who live following their sinful selves think only about things that their sinful selves want. But those who live following the Spirit are thinking about the things the Spirit wants them to do. If people’s thinking is controlled by the sinful self, there is death. But if their thinking is controlled by the Spirit, there is life and peace. When people’s thinking is controlled by the sinful self, they are against God, because they refuse to obey God’s law and really are not even able to obey God’s law. Those people who are ruled by their sinful selves cannot please God.

But you are not ruled by your sinful selves. You are ruled by the Spirit, if that Spirit of God really lives in you. But the person who does not have the Spirit of Christ does not belong to Christ. 10 Your body will always be dead because of sin. But if Christ is in you, then the Spirit gives you life, because Christ made you right with God. 11 God raised Jesus from the dead, and if God’s Spirit is living in you, he will also give life to your bodies that die. God is the One who raised Christ from the dead, and he will give life through[n] his Spirit that lives in you.

12 So, my brothers and sisters, we must not be ruled by our sinful selves or live the way our sinful selves want. 13 If you use your lives to do the wrong things your sinful selves want, you will die spiritually. But if you use the Spirit’s help to stop doing the wrong things you do with your body, you will have true life.

14 The true children of God are those who let God’s Spirit lead them. 15 The Spirit we received does not make us slaves again to fear; it makes us children of God. With that Spirit we cry out, “Father.”[o] 16 And the Spirit himself joins with our spirits to say we are God’s children. 17 If we are God’s children, we will receive blessings from God together with Christ. But we must suffer as Christ suffered so that we will have glory as Christ has glory.

Our Future Glory

18 The sufferings we have now are nothing compared to the great glory that will be shown to us. 19 Everything God made is waiting with excitement for God to show his children’s glory completely. 20 Everything God made was changed to become useless, not by its own wish but because God wanted it and because all along there was this hope: 21 that everything God made would be set free from ruin to have the freedom and glory that belong to God’s children.

22 We know that everything God made has been waiting until now in pain, like a woman ready to give birth. 23 Not only the world, but we also have been waiting with pain inside us. We have the Spirit as the first part of God’s promise. So we are waiting for God to finish making us his own children, which means our bodies will be made free. 24 We were saved, and we have this hope. If we see what we are waiting for, that is not really hope. People do not hope for something they already have. 25 But we are hoping for something we do not have yet, and we are waiting for it patiently.

26 Also, the Spirit helps us with our weakness. We do not know how to pray as we should. But the Spirit himself speaks to God for us, even begs God for us with deep feelings that words cannot explain. 27 God can see what is in people’s hearts. And he knows what is in the mind of the Spirit, because the Spirit speaks to God for his people in the way God wants.

28 We know that in everything God works for the good of those who love him.[p] They are the people he called, because that was his plan. 29 God knew them before he made the world, and he chose them to be like his Son so that Jesus would be the firstborn[q] of many brothers and sisters. 30 God planned for them to be like his Son; and those he planned to be like his Son, he also called; and those he called, he also made right with him; and those he made right, he also glorified.

God’s Love in Christ Jesus

31 So what should we say about this? If God is for us, no one can defeat us. 32 He did not spare his own Son but gave him for us all. So with Jesus, God will surely give us all things. 33 Who can accuse the people God has chosen? No one, because God is the One who makes them right. 34 Who can say God’s people are guilty? No one, because Christ Jesus died, but he was also raised from the dead, and now he is on God’s right side, appealing to God for us. 35 Can anything separate us from the love Christ has for us? Can troubles or problems or sufferings or hunger or nakedness or danger or violent death? 36 As it is written in the Scriptures:

“For you we are in danger of death all the time.
    People think we are worth no more than sheep to be killed.” Psalm 44:22

37 But in all these things we are completely victorious through God who showed his love for us. 38 Yes, I am sure that neither death, nor life, nor angels, nor ruling spirits, nothing now, nothing in the future, no powers, 39 nothing above us, nothing below us, nor anything else in the whole world will ever be able to separate us from the love of God that is in Christ Jesus our Lord.

God and the Jewish People

I am in Christ, and I am telling you the truth; I do not lie. My conscience is ruled by the Holy Spirit, and it tells me I am not lying. I have great sorrow and always feel much sadness. I wish I could help my Jewish brothers and sisters, my people. I would even wish that I were cursed and cut off from Christ if that would help them. They are the people of Israel, God’s chosen children. They have seen the glory of God, and they have the agreements that God made between himself and his people. God gave them the law of Moses and the right way of worship and his promises. They are the descendants of our great ancestors, and they are the earthly family into which Christ was born, who is God over all. Praise him forever![r] Amen.

It is not that God failed to keep his promise to them. But only some of the people of Israel are truly God’s people,[s] and only some of Abraham’s[t] descendants are true children of Abraham. But God said to Abraham: “The descendants I promised you will be from Isaac.”[u] This means that not all of Abraham’s descendants are God’s true children. Abraham’s true children are those who become God’s children because of the promise God made to Abraham. God’s promise to Abraham was this: “At the right time I will return, and Sarah will have a son.”[v] 10 And that is not all. Rebekah’s sons had the same father, our father Isaac. 11-12 But before the two boys were born, God told Rebekah, “The older will serve the younger.”[w] This was before the boys had done anything good or bad. God said this so that the one chosen would be chosen because of God’s own plan. He was chosen because he was the one God wanted to call, not because of anything he did. 13 As the Scripture says, “I loved Jacob, but I hated Esau.”[x]

14 So what should we say about this? Is God unfair? In no way. 15 God said to Moses, “I will show kindness to anyone to whom I want to show kindness, and I will show mercy to anyone to whom I want to show mercy.”[y] 16 So God will choose the one to whom he decides to show mercy; his choice does not depend on what people want or try to do. 17 The Scripture says to the king of Egypt: “I made you king for this reason: to show my power in you so that my name will be talked about in all the earth.”[z] 18 So God shows mercy where he wants to show mercy, and he makes stubborn the people he wants to make stubborn.

19 So one of you will ask me: “Then why does God blame us for our sins? Who can fight his will?” 20 You are only human, and human beings have no right to question God. An object should not ask the person who made it, “Why did you make me like this?” 21 The potter can make anything he wants to make. He can use the same clay to make one thing for special use and another thing for daily use.

22 It is the same way with God. He wanted to show his anger and to let people see his power. But he patiently stayed with those people he was angry with—people who were made ready to be destroyed. 23 He waited with patience so that he could make known his rich glory to the people who receive his mercy. He has prepared these people to have his glory, 24 and we are those people whom God called. He called us not from the Jews only but also from those who are not Jews. 25 As the Scripture says in Hosea:

“I will say, ‘You are my people’
    to those I had called ‘not my people.’
And I will show my love
    to those people I did not love.” Hosea 2:1, 23
26 “They were called,
    ‘You are not my people,’
but later they will be called
    ‘children of the living God.’” Hosea 1:10

27 And Isaiah cries out about Israel:

“The people of Israel are many,
    like the grains of sand by the sea.
But only a few of them will be saved,
28 because the Lord will quickly and completely punish the people on the earth.” Isaiah 10:22–23

29 It is as Isaiah said:

“The Lord All-Powerful
    allowed a few of our descendants to live.
Otherwise we would have been completely destroyed
    like the cities of Sodom and Gomorrah.”[aa] Isaiah 1:9

30 So what does all this mean? Those who are not Jews were not trying to make themselves right with God, but they were made right with God because of their faith. 31 The people of Israel tried to follow a law to make themselves right with God. But they did not succeed, 32 because they tried to make themselves right by the things they did instead of trusting in God to make them right. They stumbled over the stone that causes people to stumble. 33 As it is written in the Scripture:

“I will put in Jerusalem a stone that causes people to stumble,
    a rock that makes them fall.
Anyone who trusts in him will never be disappointed.” Isaiah 8:14; 28:16

10 Brothers and sisters, the thing I want most is for all the Jews to be saved. That is my prayer to God. I can say this about them: They really try to follow God, but they do not know the right way. Because they did not know the way that God makes people right with him, they tried to make themselves right in their own way. So they did not accept God’s way of making people right. Christ ended the law so that everyone who believes in him may be right with God.

Moses writes about being made right by following the law. He says, “A person who obeys these things will live because of them.”[ab] But this is what the Scripture says about being made right through faith: “Don’t say to yourself, ‘Who will go up into heaven?’” (That means, “Who will go up to heaven and bring Christ down to earth?”) “And do not say, ‘Who will go down into the world below?’” (That means, “Who will go down and bring Christ up from the dead?”) This is what the Scripture says: “The word is near you; it is in your mouth and in your heart.”[ac] That is the teaching of faith that we are telling. If you declare with your mouth, “Jesus is Lord,” and if you believe in your heart that God raised Jesus from the dead, you will be saved. 10 We believe with our hearts, and so we are made right with God. And we declare with our mouths that we believe, and so we are saved. 11 As the Scripture says, “Anyone who trusts in him will never be disappointed.”[ad] 12 That Scripture says “anyone” because there is no difference between those who are Jews and those who are not. The same Lord is the Lord of all and gives many blessings to all who trust in him, 13 as the Scripture says, “Anyone who calls on the Lord will be saved.”[ae]

14 But before people can ask the Lord for help, they must believe in him; and before they can believe in him, they must hear about him; and for them to hear about the Lord, someone must tell them; 15 and before someone can go and tell them, that person must be sent. It is written, “How beautiful is the person who comes to bring good news.”[af] 16 But not all the Jews accepted the good news. Isaiah said, “Lord, who believed what we told them?”[ag] 17 So faith comes from hearing the Good News, and people hear the Good News when someone tells them about Christ.

18 But I ask: Didn’t people hear the Good News? Yes, they heard—as the Scripture says:

“Their message went out through all the world;
    their words go everywhere on earth.” Psalm 19:4

19 Again I ask: Didn’t the people of Israel understand? Yes, they did understand. First, Moses says:

“I will use those who are not a nation to make you jealous.
    I will use a nation that does not understand to make you angry.” Deuteronomy 32:21

20 Then Isaiah is bold enough to say:

“I was found by those who were not asking me for help.
    I made myself known to people who were not looking for me.” Isaiah 65:1

21 But about Israel God says,

“All day long I stood ready to accept
    people who disobey and are stubborn.” Isaiah 65:2

God Shows Mercy to All People

11 So I ask: Did God throw out his people? No! I myself am an Israelite from the family of Abraham, from the tribe of Benjamin. God chose the Israelites to be his people before they were born, and he has not thrown his people out. Surely you know what the Scripture says about Elijah, how he prayed to God against the people of Israel. “Lord,” he said, “they have killed your prophets, and they have destroyed your altars. I am the only prophet left, and now they are trying to kill me, too.”[ah] But what answer did God give Elijah? He said, “But I have left seven thousand people in Israel who have never bowed down before Baal.”[ai] It is the same now. There are a few people that God has chosen by his grace. And if he chose them by grace, it is not for the things they have done. If they could be made God’s people by what they did, God’s gift of grace would not really be a gift.

So this is what has happened: Although the Israelites tried to be right with God, they did not succeed, but the ones God chose did become right with him. The others were made stubborn and refused to listen to God. As it is written in the Scriptures:

“God gave the people a dull mind so they could not understand.” Isaiah 29:10
“He closed their eyes so they could not see
    and their ears so they could not hear.
This continues until today.” Deuteronomy 29:4

And David says:

“Let their own feasts trap them and cause their ruin;
    let their feasts cause them to stumble and be paid back.
10 Let their eyes be closed so they cannot see
    and their backs be forever weak from troubles.” Psalm 69:22–23

11 So I ask: When the Jews fell, did that fall destroy them? No! But their failure brought salvation to those who are not Jews, in order to make the Jews jealous. 12 The Jews’ failure brought rich blessings for the world, and the Jews’ loss brought rich blessings for the non-Jewish people. So surely the world will receive much richer blessings when enough Jews become the kind of people God wants.

13 Now I am speaking to you who are not Jews. I am an apostle to those who are not Jews, and since I have that work, I will make the most of it. 14 I hope I can make my own people jealous and, in that way, help some of them to be saved. 15 When God turned away from the Jews, he became friends with other people in the world. So when God accepts the Jews, surely that will bring them life after death.

16 If the first piece of bread is offered to God, then the whole loaf is made holy. If the roots of a tree are holy, then the tree’s branches are holy too.

17 It is as if some of the branches from an olive tree have been broken off. You non-Jewish people are like the branch of a wild olive tree that has been joined to that first tree. You now share the strength and life of the first tree, the Jews. 18 So do not brag about those branches that were broken off. If you brag, remember that you do not support the root, but the root supports you. 19 You will say, “Branches were broken off so that I could be joined to their tree.” 20 That is true. But those branches were broken off because they did not believe, and you continue to be part of the tree only because you believe. Do not be proud, but be afraid. 21 If God did not let the natural branches of that tree stay, then he will not let you stay if you don’t believe.

22 So you see that God is kind and also very strict. He punishes those who stop following him. But God is kind to you, if you continue following in his kindness. If you do not, you will be cut off from the tree. 23 And if the Jews will believe in God again, he will accept them back. God is able to put them back where they were. 24 It is not natural for a wild branch to be part of a good tree. And you who are not Jews are like a branch cut from a wild olive tree and joined to a good olive tree. But since those Jews are like a branch that grew from the good tree, surely they can be joined to their own tree again.

25 I want you to understand this secret, brothers and sisters, so you will understand that you do not know everything: Part of Israel has been made stubborn, but that will change when many who are not Jews have come to God. 26 And that is how all Israel will be saved. It is written in the Scriptures:

“The Savior will come from Jerusalem;
    he will take away all evil from the family of Jacob.[aj]
27 And I will make this agreement with those people
    when I take away their sins.” Isaiah 59:20–21; 27:9

28 The Jews refuse to accept the Good News, so they are God’s enemies. This has happened to help you who are not Jews. But the Jews are still God’s chosen people, and he loves them very much because of the promises he made to their ancestors. 29 God never changes his mind about the people he calls and the things he gives them. 30 At one time you refused to obey God. But now you have received mercy, because those people refused to obey. 31 And now the Jews refuse to obey, because God showed mercy to you. But this happened so that they also can[ak] receive mercy from him. 32 God has given all people over to their stubborn ways so that he can show mercy to all.

Praise to God

33 Yes, God’s riches are very great, and his wisdom and knowledge have no end! No one can explain the things God decides or understand his ways. 34 As the Scripture says,

“Who has known the mind of the Lord,
    or who has been able to give him advice?” Isaiah 40:13
35 “No one has ever given God anything
    that he must pay back.” Job 41:11

36 Yes, God made all things, and everything continues through him and for him. To him be the glory forever! Amen.

Give Your Lives to God

12 So brothers and sisters, since God has shown us great mercy, I beg you to offer your lives as a living sacrifice to him. Your offering must be only for God and pleasing to him, which is the spiritual way for you to worship. Do not be shaped by this world; instead be changed within by a new way of thinking. Then you will be able to decide what God wants for you; you will know what is good and pleasing to him and what is perfect. Because God has given me a special gift, I have something to say to everyone among you. Do not think you are better than you are. You must decide what you really are by the amount of faith God has given you. Each one of us has a body with many parts, and these parts all have different uses. In the same way, we are many, but in Christ we are all one body. Each one is a part of that body, and each part belongs to all the other parts. We all have different gifts, each of which came because of the grace God gave us. The person who has the gift of prophecy should use that gift in agreement with the faith. Anyone who has the gift of serving should serve. Anyone who has the gift of teaching should teach. Whoever has the gift of encouraging others should encourage. Whoever has the gift of giving to others should give freely. Anyone who has the gift of being a leader should try hard when he leads. Whoever has the gift of showing mercy to others should do so with joy.

Your love must be real. Hate what is evil, and hold on to what is good. 10 Love each other like brothers and sisters. Give each other more honor than you want for yourselves. 11 Do not be lazy but work hard, serving the Lord with all your heart. 12 Be joyful because you have hope. Be patient when trouble comes, and pray at all times. 13 Share with God’s people who need help. Bring strangers in need into your homes.

14 Wish good for those who harm you; wish them well and do not curse them. 15 Be happy with those who are happy, and be sad with those who are sad. 16 Live in peace with each other. Do not be proud, but make friends with those who seem unimportant. Do not think how smart you are.

17 If someone does wrong to you, do not pay him back by doing wrong to him. Try to do what everyone thinks is right. 18 Do your best to live in peace with everyone. 19 My friends, do not try to punish others when they wrong you, but wait for God to punish them with his anger. It is written: “I will punish those who do wrong; I will repay them,”[al] says the Lord. 20 But you should do this:

“If your enemy is hungry, feed him;
    if he is thirsty, give him a drink.
Doing this will be like pouring burning coals on his head.” Proverbs 25:21–22

21 Do not let evil defeat you, but defeat evil by doing good.

Christians Should Obey the Law

13 All of you must yield to the government rulers. No one rules unless God has given him the power to rule, and no one rules now without that power from God. So those who are against the government are really against what God has commanded. And they will bring punishment on themselves. Those who do right do not have to fear the rulers; only those who do wrong fear them. Do you want to be unafraid of the rulers? Then do what is right, and they will praise you. The ruler is God’s servant to help you. But if you do wrong, then be afraid. He has the power to punish; he is God’s servant to punish those who do wrong. So you must yield to the government, not only because you might be punished, but because you know it is right.

This is also why you pay taxes. Rulers are working for God and give their time to their work. Pay everyone, then, what you owe. If you owe any kind of tax, pay it. Show respect and honor to them all.

Loving Others

Do not owe people anything, except always owe love to each other, because the person who loves others has obeyed all the law. The law says, “You must not be guilty of adultery. You must not murder anyone. You must not steal. You must not want to take your neighbor’s things.”[am] All these commands and all others are really only one rule: “Love your neighbor as you love yourself.”[an] 10 Love never hurts a neighbor, so loving is obeying all the law.

11 Do this because we live in an important time. It is now time for you to wake up from your sleep, because our salvation is nearer now than when we first believed. 12 The “night”[ao] is almost finished, and the “day”[ap] is almost here. So we should stop doing things that belong to darkness and take up the weapons used for fighting in the light. 13 Let us live in a right way, like people who belong to the day. We should not have wild parties or get drunk. There should be no sexual sins of any kind, no fighting or jealousy. 14 But clothe yourselves with the Lord Jesus Christ and forget about satisfying your sinful self.

Do Not Criticize Other People

14 Accept into your group someone who is weak in faith, and do not argue about opinions. One person believes it is right to eat all kinds of food.[aq] But another, who is weak, believes it is right to eat only vegetables. The one who knows that it is right to eat any kind of food must not reject the one who eats only vegetables. And the person who eats only vegetables must not think that the one who eats all foods is wrong, because God has accepted that person. You cannot judge another person’s servant. The master decides if the servant is doing well or not. And the Lord’s servant will do well because the Lord helps him do well.

Some think that one day is more important than another, and others think that every day is the same. Let all be sure in their own mind. Those who think one day is more important than other days are doing that for the Lord. And those who eat all kinds of food are doing that for the Lord, and they give thanks to God. Others who refuse to eat some foods do that for the Lord, and they give thanks to God. We do not live or die for ourselves. If we live, we are living for the Lord, and if we die, we are dying for the Lord. So living or dying, we belong to the Lord.

The reason Christ died and rose from the dead to live again was so he would be Lord over both the dead and the living. 10 So why do you judge your brothers or sisters in Christ? And why do you think you are better than they are? We will all stand before God to be judged, 11 because it is written in the Scriptures:

“‘As surely as I live,’ says the Lord,
    ‘Everyone will bow before me;
    everyone will say that I am God.’” Isaiah 45:23

12 So each of us will have to answer to God.

Do Not Cause Others to Sin

13 For that reason we should stop judging each other. We must make up our minds not to do anything that will make another Christian sin. 14 I am in the Lord Jesus, and I know that there is no food that is wrong to eat. But if a person believes something is wrong, that thing is wrong for him. 15 If you hurt your brother’s or sister’s faith because of something you eat, you are not really following the way of love. Do not destroy someone’s faith by eating food he thinks is wrong, because Christ died for him. 16 Do not allow what you think is good to become what others say is evil. 17 In the kingdom of God, eating and drinking are not important. The important things are living right with God, peace, and joy in the Holy Spirit. 18 Anyone who serves Christ by living this way is pleasing God and will be accepted by other people.

19 So let us try to do what makes peace and helps one another. 20 Do not let the eating of food destroy the work of God. All foods are all right to eat, but it is wrong to eat food that causes someone else to sin. 21 It is better not to eat meat or drink wine or do anything that will cause your brother or sister to sin.

22 Your beliefs about these things should be kept secret between you and God. People are happy if they can do what they think is right without feeling guilty. 23 But those who eat something without being sure it is right are wrong because they did not believe it was right. Anything that is done without believing it is right is a sin.

15 We who are strong in faith should help the weak with their weaknesses, and not please only ourselves. Let each of us please our neighbors for their good, to help them be stronger in faith. Even Christ did not live to please himself. It was as the Scriptures said: “When people insult you, it hurts me.”[ar] Everything that was written in the past was written to teach us. The Scriptures give us patience and encouragement so that we can have hope. May the patience and encouragement that come from God allow you to live in harmony with each other the way Christ Jesus wants. Then you will all be joined together, and you will give glory to God the Father of our Lord Jesus Christ. Christ accepted you, so you should accept each other, which will bring glory to God. I tell you that Christ became a servant of the Jews to show that God’s promises to the Jewish ancestors are true. And he also did this so that those who are not Jews could give glory to God for the mercy he gives to them. It is written in the Scriptures:

“So I will praise you among the non-Jewish people.
    I will sing praises to your name.” Psalm 18:49

10 The Scripture also says,

“Be happy, you who are not Jews, together with his people.” Deuteronomy 32:43

11 Again the Scripture says,

“All you who are not Jews, praise the Lord.
    All you people, sing praises to him.” Psalm 117:1

12 And Isaiah says,

“A new king will come from the family of Jesse.[as]
    He will come to rule over the non-Jewish people,
and they will have hope because of him.” Isaiah 11:10

13 I pray that the God who gives hope will fill you with much joy and peace while you trust in him. Then your hope will overflow by the power of the Holy Spirit.

Paul Talks About His Work

14 My brothers and sisters, I am sure that you are full of goodness. I know that you have all the knowledge you need and that you are able to teach each other. 15 But I have written to you very openly about some things I wanted you to remember. I did this because God gave me this special gift: 16 to be a minister of Christ Jesus to those who are not Jews. I served God by teaching his Good News, so that the non-Jewish people could be an offering that God would accept—an offering made holy by the Holy Spirit.

17 So I am proud of what I have done for God in Christ Jesus. 18 I will not talk about anything except what Christ has done through me in leading those who are not Jews to obey God. They have obeyed God because of what I have said and done, 19 because of the power of miracles and the great things they saw, and because of the power of the Holy Spirit. I preached the Good News from Jerusalem all the way around to Illyricum, and so I have finished that part of my work. 20 I always want to preach the Good News in places where people have never heard of Christ, because I do not want to build on the work someone else has already started. 21 But it is written in the Scriptures:

“Those who were not told about him will see,
    and those who have not heard about him will understand.” Isaiah 52:15

Paul’s Plan to Visit Rome

22 This is the reason I was stopped many times from coming to you. 23 Now I have finished my work here. Since for many years I have wanted to come to you, 24 I hope to visit you on my way to Spain. After I enjoy being with you for a while, I hope you can help me on my trip. 25 Now I am going to Jerusalem to help God’s people. 26 The believers in Macedonia and Southern Greece were happy to give their money to help the poor among God’s people at Jerusalem. 27 They were happy to do this, and really they owe it to them. These who are not Jews have shared in the Jews’ spiritual blessings, so they should use their material possessions to help the Jews. 28 After I am sure the poor in Jerusalem get the money that has been given for them, I will leave for Spain and stop and visit you. 29 I know that when I come to you I will bring Christ’s full blessing.

30 Brothers and sisters, I beg you to help me in my work by praying to God for me. Do this because of our Lord Jesus and the love that the Holy Spirit gives us. 31 Pray that I will be saved from the nonbelievers in Judea and that this help I bring to Jerusalem will please God’s people there. 32 Then, if God wants me to, I will come to you with joy, and together you and I will have a time of rest. 33 The God who gives peace be with you all. Amen.

Greetings to the Christians

16 I recommend to you our sister Phoebe, who is a helper[at] in the church in Cenchrea. I ask you to accept her in the Lord in the way God’s people should. Help her with anything she needs, because she has helped me and many other people also.

Give my greetings to Priscilla and Aquila, who work together with me in Christ Jesus and who risked their own lives to save my life. I am thankful to them, and all the non-Jewish churches are thankful as well. Also, greet for me the church that meets at their house.

Greetings to my dear friend Epenetus, who was the first person in Asia to follow Christ. Greetings to Mary, who worked very hard for you. Greetings to Andronicus and Junia, my relatives, who were in prison with me. They are very important apostles. They were believers in Christ before I was. Greetings to Ampliatus, my dear friend in the Lord. Greetings to Urbanus, a worker together with me for Christ. And greetings to my dear friend Stachys. 10 Greetings to Apelles, who was tested and proved that he truly loves Christ. Greetings to all those who are in the family of Aristobulus. 11 Greetings to Herodion, my fellow citizen. Greetings to all those in the family of Narcissus who belong to the Lord. 12 Greetings to Tryphena and Tryphosa, women who work very hard for the Lord. Greetings to my dear friend Persis, who also has worked very hard for the Lord. 13 Greetings to Rufus, who is a special person in the Lord, and to his mother, who has been like a mother to me also. 14 Greetings to Asyncritus, Phlegon, Hermes, Patrobas, Hermas, and all the brothers and sisters who are with them. 15 Greetings to Philologus and Julia, Nereus and his sister, and Olympas, and to all God’s people with them. 16 Greet each other with a holy kiss. All of Christ’s churches send greetings to you.

17 Brothers and sisters, I ask you to look out for those who cause people to be against each other and who upset other people’s faith. They are against the true teaching you learned, so stay away from them. 18 Such people are not serving our Lord Christ but are only doing what pleases themselves. They use fancy talk and fine words to fool the minds of those who do not know about evil. 19 All the believers have heard that you obey, so I am very happy because of you. But I want you to be wise in what is good and innocent in what is evil.

20 The God who brings peace will soon defeat Satan and give you power over him.

The grace of our Lord Jesus be with you.

21 Timothy, a worker together with me, sends greetings, as well as Lucius, Jason, and Sosipater, my relatives.

22 I am Tertius, and I am writing this letter from Paul. I send greetings to you in the Lord.

23 Gaius is letting me and the whole church here use his home. He also sends greetings to you, as do Erastus, the city treasurer, and our brother Quartus. [24 The grace of our Lord Jesus Christ be with all of you. Amen.][au]

25 Glory to God who can make you strong in faith by the Good News that I tell people and by the message about Jesus Christ. The message about Christ is the secret that was hidden for long ages past but is now made known. 26 It has been made clear through the writings of the prophets. And by the command of the eternal God it is made known to all nations that they might believe and obey.

27 To the only wise God be glory forever through Jesus Christ! Amen.

From Paul, a servant of Christ Jesus and an apostle chosen and called by God to preach his Good News.

The Good News was promised long ago by God through his prophets, as written in the Holy Scriptures. It is about his Son, our Lord Jesus Christ: as to his humanity, he was born a descendant of David; as to his divine holiness, he was shown with great power to be the Son of God by being raised from death. Through him God gave me the privilege of being an apostle for the sake of Christ, in order to lead people of all nations to believe and obey. This also includes you who are in Rome, whom God has called to belong to Jesus Christ.

And so I write to all of you in Rome whom God loves and has called to be his own people:

May God our Father and the Lord Jesus Christ give you grace and peace.

Prayer of Thanksgiving

First, I thank my God through Jesus Christ for all of you, because the whole world is hearing about your faith. God is my witness that what I say is true—the God whom I serve with all my heart by preaching the Good News about his Son. God knows that I remember you 10 every time I pray. I ask that God in his good will may at last make it possible for me to visit you now. 11 For I want very much to see you, in order to share a spiritual blessing with you to make you strong. 12 What I mean is that both you and I will be helped at the same time, you by my faith and I by yours.

13 (A)You must remember, my friends, that many times I have planned to visit you, but something has always kept me from doing so. I want to win converts among you also, as I have among other Gentiles. 14 For I have an obligation to all peoples, to the civilized and to the savage, to the educated and to the ignorant. 15 So then, I am eager to preach the Good News to you also who live in Rome.

The Power of the Gospel

16 (B)I have complete confidence in the gospel; it is God's power to save all who believe, first the Jews and also the Gentiles. 17 (C)For the gospel reveals how God puts people right with himself: it is through faith from beginning to end. As the scripture says, “The person who is put right with God through faith shall live.”[a]

Human Guilt

18 God's anger is revealed from heaven against all the sin and evil of the people whose evil ways prevent the truth from being known. 19 God punishes them, because what can be known about God is plain to them, for God himself made it plain. 20 (D)Ever since God created the world, his invisible qualities, both his eternal power and his divine nature, have been clearly seen; they are perceived in the things that God has made. So those people have no excuse at all! 21 (E)They know God, but they do not give him the honor that belongs to him, nor do they thank him. Instead, their thoughts have become complete nonsense, and their empty minds are filled with darkness. 22 They say they are wise, but they are fools; 23 (F)instead of worshiping the immortal God, they worship images made to look like mortals or birds or animals or reptiles.

24 And so God has given those people over to do the filthy things their hearts desire, and they do shameful things with each other. 25 They exchange the truth about God for a lie; they worship and serve what God has created instead of the Creator himself, who is to be praised forever! Amen.

26 Because they do this, God has given them over to shameful passions. Even the women pervert the natural use of their sex by unnatural acts. 27 In the same way the men give up natural sexual relations with women and burn with passion for each other. Men do shameful things with each other, and as a result they bring upon themselves the punishment they deserve for their wrongdoing.

28 Because those people refuse to keep in mind the true knowledge about God, he has given them over to corrupted minds, so that they do the things that they should not do. 29 They are filled with all kinds of wickedness, evil, greed, and vice; they are full of jealousy, murder, fighting, deceit, and malice. They gossip 30 and speak evil of one another; they are hateful to God, insolent,[b] proud, and boastful; they think of more ways to do evil; they disobey their parents; 31 they have no conscience; they do not keep their promises, and they show no kindness or pity for others. 32 They know that God's law says that people who live in this way deserve death. Yet, not only do they continue to do these very things, but they even approve of others who do them.

God's Judgment

(G)Do you, my friend, pass judgment on others? You have no excuse at all, whoever you are. For when you judge others and then do the same things which they do, you condemn yourself. We know that God is right when he judges the people who do such things as these. But you, my friend, do those very things for which you pass judgment on others! Do you think you will escape God's judgment? (H)Or perhaps you despise his great kindness, tolerance, and patience. Surely you know that God is kind, because he is trying to lead you to repent. But you have a hard and stubborn heart, and so you are making your own punishment even greater on the Day when God's anger and righteous judgments will be revealed. (I)For God will reward each of us according to what we have done. Some people keep on doing good, and seek glory, honor, and immortal life; to them God will give eternal life. Other people are selfish and reject what is right, in order to follow what is wrong; on them God will pour out his anger and fury. There will be suffering and pain for all those who do what is evil, for the Jews first and also for the Gentiles. 10 But God will give glory, honor, and peace to all who do what is good, to the Jews first and also to the Gentiles. 11 (J)For God judges everyone by the same standard.

12 The Gentiles do not have the Law of Moses; they sin and are lost apart from the Law. The Jews have the Law; they sin and are judged by the Law. 13 For it is not by hearing the Law that people are put right with God, but by doing what the Law commands. 14 The Gentiles do not have the Law; but whenever they do by instinct what the Law commands, they are their own law, even though they do not have the Law. 15 Their conduct shows that what the Law commands is written in their hearts. Their consciences also show that this is true, since their thoughts sometimes accuse them and sometimes defend them. 16 And so, according to the Good News I preach, this is how it will be on that Day when God through Jesus Christ will judge the secret thoughts of all.

The Jews and the Law

17 What about you? You call yourself a Jew; you depend on the Law and boast about God; 18 you know what God wants you to do, and you have learned from the Law to choose what is right; 19 you are sure that you are a guide for the blind, a light for those who are in darkness, 20 an instructor for the foolish, and a teacher for the ignorant. You are certain that in the Law you have the full content of knowledge and of truth. 21 You teach others—why don't you teach yourself? You preach, “Do not steal”—but do you yourself steal? 22 You say, “Do not commit adultery”—but do you commit adultery? You detest idols—but do you rob temples? 23 You boast about having God's law—but do you bring shame on God by breaking his law? 24 (K)The scripture says, “Because of you Jews, the Gentiles speak evil of God.”

25 If you obey the Law, your circumcision is of value; but if you disobey the Law, you might as well never have been circumcised. 26 If the Gentile, who is not circumcised, obeys the commands of the Law, will not God regard him as though he were circumcised? 27 And so you Jews will be condemned by the Gentiles because you break the Law, even though you have it written down and are circumcised; but they obey the Law, even though they are not physically circumcised. 28 After all, who is a real Jew, truly circumcised? It is not the man who is a Jew on the outside, whose circumcision is a physical thing. 29 (L)Rather, the real Jew is the person who is a Jew on the inside, that is, whose heart has been circumcised, and this is the work of God's Spirit, not of the written Law. Such a person receives praise from God, not from human beings.

Do the Jews then have any advantage over the Gentiles? Or is there any value in being circumcised? Much, indeed, in every way! In the first place, God trusted his message to the Jews. But what if some of them were not faithful? Does this mean that God will not be faithful? (M)Certainly not! God must be true, even though all human beings are liars. As the scripture says,

“You must be shown to be right when you speak;
    you must win your case when you are being tried.”

But what if our doing wrong serves to show up more clearly God's doing right? Can we say that God does wrong when he punishes us? (This would be the natural question to ask.) By no means! If God is not just, how can he judge the world?

But what if my untruth serves God's glory by making his truth stand out more clearly? Why should I still be condemned as a sinner? Why not say, then, “Let us do evil so that good may come”? Some people, indeed, have insulted me by accusing me of saying this very thing! They will be condemned, as they should be.

No One Is Righteous

Well then, are we Jews in any better condition than the Gentiles? Not at all![c] I have already shown that Jews and Gentiles alike are all under the power of sin. 10 (N)As the Scriptures say:

“There is no one who is righteous,
11     no one who is wise
    or who worships God.
12 All have turned away from God;
    they have all gone wrong;
    no one does what is right, not even one.
13 (O)Their words are full of deadly deceit;
    wicked lies roll off their tongues,
    and dangerous threats, like snake's poison, from their lips;
14     (P)their speech is filled with bitter curses.
15 (Q)They are quick to hurt and kill;
16     they leave ruin and destruction wherever they go.
17 They have not known the path of peace,
18     (R)nor have they learned reverence for God.”

19 Now we know that everything in the Law applies to those who live under the Law, in order to stop all human excuses and bring the whole world under God's judgment. 20 (S)For no one is put right in God's sight by doing what the Law requires; what the Law does is to make us know that we have sinned.

How We Are Put Right with God

21 But now God's way of putting people right with himself has been revealed. It has nothing to do with law, even though the Law of Moses and the prophets gave their witness to it. 22 (T)God puts people right through their faith in Jesus Christ. God does this to all who believe in Christ, because there is no difference at all: 23 everyone has sinned and is far away from God's saving presence. 24 But by the free gift of God's grace all are put right with him through Christ Jesus, who sets them free. 25-26 God offered him, so that by his blood[d] he should become the means by which people's sins are forgiven through their faith in him. God did this in order to demonstrate that he is righteous. In the past he was patient and overlooked people's sins; but in the present time he deals with their sins, in order to demonstrate his righteousness. In this way God shows that he himself is righteous and that he puts right everyone who believes in Jesus.

27 What, then, can we boast about? Nothing! And what is the reason for this? Is it that we obey the Law? No, but that we believe. 28 For we conclude that a person is put right with God only through faith, and not by doing what the Law commands. 29 Or is God the God of the Jews only? Is he not the God of the Gentiles also? Of course he is. 30 (U)God is one, and he will put the Jews right with himself on the basis of their faith, and will put the Gentiles right through their faith. 31 Does this mean that by this faith we do away with the Law? No, not at all; instead, we uphold the Law.

The Example of Abraham

What shall we say, then, of Abraham, the father of our race? What was his experience? If he was put right with God by the things he did, he would have something to boast about—but not in God's sight. (V)The scripture says, “Abraham believed God, and because of his faith God accepted him as righteous.” A person who works is paid wages, but they are not regarded as a gift; they are something that has been earned. But those who depend on faith, not on deeds, and who believe in the God who declares the guilty to be innocent, it is this faith that God takes into account in order to put them right with himself. This is what David meant when he spoke of the happiness of the person whom God accepts as righteous, apart from anything that person does:

(W)“Happy are those whose wrongs are forgiven,
    whose sins are pardoned!
Happy is the person whose sins the Lord will not keep account of!”

Does this happiness that David spoke of belong only to those who are circumcised? No indeed! It belongs also to those who are not circumcised. For we have quoted the scripture, “Abraham believed God, and because of his faith God accepted him as righteous.” 10 When did this take place? Was it before or after Abraham was circumcised? It was before, not after. 11 (X)He was circumcised later, and his circumcision was a sign to show that because of his faith God had accepted him as righteous before he had been circumcised. And so Abraham is the spiritual father of all who believe in God and are accepted as righteous by him, even though they are not circumcised. 12 He is also the father of those who are circumcised, that is, of those who, in addition to being circumcised, also live the same life of faith that our father Abraham lived before he was circumcised.

God's Promise Is Received through Faith

13 (Y)When God promised Abraham and his descendants that the world would belong to him, he did so, not because Abraham obeyed the Law, but because he believed and was accepted as righteous by God. 14 (Z)For if what God promises is to be given to those who obey the Law, then faith means nothing and God's promise is worthless. 15 The Law brings down God's anger; but where there is no law, there is no disobeying of the law.

16 (AA)And so the promise was based on faith, in order that the promise should be guaranteed as God's free gift to all of Abraham's descendants—not just to those who obey the Law, but also to those who believe as Abraham did. For Abraham is the spiritual father of us all; 17 (AB)as the scripture says, “I have made you father of many nations.” So the promise is good in the sight of God, in whom Abraham believed—the God who brings the dead to life and whose command brings into being what did not exist. 18 (AC)Abraham believed and hoped, even when there was no reason for hoping, and so became “the father of many nations.” Just as the scripture says, “Your descendants will be as many as the stars.” 19 (AD)He was then almost one hundred years old; but his faith did not weaken when he thought of his body, which was already practically dead, or of the fact that Sarah could not have children. 20 His faith did not leave him, and he did not doubt God's promise; his faith filled him with power, and he gave praise to God. 21 He was absolutely sure that God would be able to do what he had promised. 22 That is why Abraham, through faith, “was accepted as righteous by God.” 23 The words “he was accepted as righteous” were not written for him alone. 24 They were written also for us who are to be accepted as righteous, who believe in him who raised Jesus our Lord from death. 25 (AE)Because of our sins he was given over to die, and he was raised to life in order to put us right with God.

Right with God

Now that we have been put right with God through faith, we have[e] peace with God through our Lord Jesus Christ. He has brought us by faith into this experience of God's grace, in which we now live. And so we boast[f] of the hope we have of sharing God's glory! We also boast[g] of our troubles, because we know that trouble produces endurance, endurance brings God's approval, and his approval creates hope. This hope does not disappoint us, for God has poured out his love into our hearts by means of the Holy Spirit, who is God's gift to us.

For when we were still helpless, Christ died for the wicked at the time that God chose. It is a difficult thing for someone to die for a righteous person. It may even be that someone might dare to die for a good person. But God has shown us how much he loves us—it was while we were still sinners that Christ died for us! By his blood[h] we are now put right with God; how much more, then, will we be saved by him from God's anger! 10 We were God's enemies, but he made us his friends through the death of his Son. Now that we are God's friends, how much more will we be saved by Christ's life! 11 But that is not all; we rejoice because of what God has done through our Lord Jesus Christ, who has now made us God's friends.

Adam and Christ

12 (AF)Sin came into the world through one man, and his sin brought death with it. As a result, death has spread to the whole human race because everyone has sinned. 13 There was sin in the world before the Law was given; but where there is no law, no account is kept of sins. 14 But from the time of Adam to the time of Moses, death ruled over all human beings, even over those who did not sin in the same way that Adam did when he disobeyed God's command.

Adam was a figure of the one who was to come. 15 But the two are not the same, because God's free gift is not like Adam's sin. It is true that many people died because of the sin of that one man. But God's grace is much greater, and so is his free gift to so many people through the grace of the one man, Jesus Christ. 16 And there is a difference between God's gift and the sin of one man. After the one sin, came the judgment of “Guilty”; but after so many sins, comes the undeserved gift of “Not guilty!” 17 It is true that through the sin of one man death began to rule because of that one man. But how much greater is the result of what was done by the one man, Jesus Christ! All who receive God's abundant grace and are freely put right with him will rule in life through Christ.

18 (AG)So then, as the one sin condemned all people, in the same way the one righteous act sets all people free and gives them life. 19 And just as all people were made sinners as the result of the disobedience of one man, in the same way they will all be put right with God as the result of the obedience of the one man.

20 Law was introduced in order to increase wrongdoing; but where sin increased, God's grace increased much more. 21 So then, just as sin ruled by means of death, so also God's grace rules by means of righteousness, leading us to eternal life through Jesus Christ our Lord.

Dead to Sin but Alive in Union with Christ

What shall we say, then? Should we continue to live in sin so that God's grace will increase? Certainly not! We have died to sin—how then can we go on living in it? For surely you know that when we were baptized into union with Christ Jesus, we were baptized into union with his death. (AH)By our baptism, then, we were buried with him and shared his death, in order that, just as Christ was raised from death by the glorious power of the Father, so also we might live a new life.

For since we have become one with him in dying as he did, in the same way we shall be one with him by being raised to life as he was. And we know that our old being has been put to death with Christ on his cross, in order that the power of the sinful self might be destroyed, so that we should no longer be the slaves of sin. For when we die, we are set free from the power of sin. Since we have died with Christ, we believe that we will also live with him. For we know that Christ has been raised from death and will never die again—death will no longer rule over him. 10 And so, because he died, sin has no power over him; and now he lives his life in fellowship with God. 11 In the same way you are to think of yourselves as dead, so far as sin is concerned, but living in fellowship with God through Christ Jesus.

12 Sin must no longer rule in your mortal bodies, so that you obey the desires of your natural self. 13 Nor must you surrender any part of yourselves to sin to be used for wicked purposes. Instead, give yourselves to God, as those who have been brought from death to life, and surrender your whole being to him to be used for righteous purposes. 14 Sin must not be your master; for you do not live under law but under God's grace.

Slaves of Righteousness

15 What, then? Shall we sin, because we are not under law but under God's grace? By no means! 16 Surely you know that when you surrender yourselves as slaves to obey someone, you are in fact the slaves of the master you obey—either of sin, which results in death, or of obedience, which results in being put right with God. 17 But thanks be to God! For though at one time you were slaves to sin, you have obeyed with all your heart the truths found in the teaching you received. 18 You were set free from sin and became the slaves of righteousness. 19 (I use everyday language because of the weakness of your natural selves.) At one time you surrendered yourselves entirely as slaves to impurity and wickedness for wicked purposes. In the same way you must now surrender yourselves entirely as slaves of righteousness for holy purposes.

20 When you were the slaves of sin, you were free from righteousness. 21 What did you gain from doing the things that you are now ashamed of? The result of those things is death! 22 But now you have been set free from sin and are the slaves of God. Your gain is a life fully dedicated to him, and the result is eternal life. 23 For sin pays its wage—death; but God's free gift is eternal life in union with Christ Jesus our Lord.

An Illustration from Marriage

Certainly you will understand what I am about to say, my friends, because all of you know about law. The law rules over people only as long as they live. A married woman, for example, is bound by the law to her husband as long as he lives; but if he dies, then she is free from the law that bound her to him. So then, if she lives with another man while her husband is alive, she will be called an adulteress; but if her husband dies, she is legally a free woman and does not commit adultery if she marries another man. That is how it is with you, my friends. As far as the Law is concerned, you also have died because you are part of the body of Christ; and now you belong to him who was raised from death in order that we might be useful in the service of God. For when we lived according to our human nature, the sinful desires stirred up by the Law were at work in our bodies, and all we did ended in death. Now, however, we are free from the Law, because we died to that which once held us prisoners. No longer do we serve in the old way of a written law, but in the new way of the Spirit.

Law and Sin

(AI)Shall we say, then, that the Law itself is sinful? Of course not! But it was the Law that made me know what sin is. If the Law had not said, “Do not desire what belongs to someone else,” I would not have known such a desire. But by means of that commandment sin found its chance to stir up all kinds of selfish desires in me. Apart from law, sin is a dead thing. I myself was once alive apart from law; but when the commandment came, sin sprang to life, 10 and I died. And the commandment which was meant to bring life, in my case brought death. 11 (AJ)Sin found its chance, and by means of the commandment it deceived me and killed me.

12 So then, the Law itself is holy, and the commandment is holy, right, and good. 13 But does this mean that what is good caused my death? By no means! It was sin that did it; by using what is good, sin brought death to me, in order that its true nature as sin might be revealed. And so, by means of the commandment sin is shown to be even more terribly sinful.

The Conflict in Us

14 We know that the Law is spiritual; but I am a mortal, sold as a slave to sin. 15 (AK)I do not understand what I do; for I don't do what I would like to do, but instead I do what I hate. 16 Since what I do is what I don't want to do, this shows that I agree that the Law is right. 17 So I am not really the one who does this thing; rather it is the sin that lives in me. 18 I know that good does not live in me—that is, in my human nature. For even though the desire to do good is in me, I am not able to do it. 19 I don't do the good I want to do; instead, I do the evil that I do not want to do. 20 If I do what I don't want to do, this means that I am no longer the one who does it; instead, it is the sin that lives in me.

21 So I find that this law is at work: when I want to do what is good, what is evil is the only choice I have. 22 My inner being delights in the law of God. 23 But I see a different law at work in my body—a law that fights against the law which my mind approves of. It makes me a prisoner to the law of sin which is at work in my body. 24 What an unhappy man I am! Who will rescue me from this body that is taking me to death? 25 Thanks be to God, who does this through our Lord Jesus Christ!

This, then, is my condition: on my own I can serve God's law only with my mind, while my human nature serves the law of sin.

Life in the Spirit

There is no condemnation now for those who live in union with Christ Jesus. For the law of the Spirit, which brings us life in union with Christ Jesus, has set me[i] free from the law of sin and death. What the Law could not do, because human nature was weak, God did. He condemned sin in human nature by sending his own Son, who came with a nature like our sinful nature, to do away with sin. God did this so that the righteous demands of the Law might be fully satisfied in us who live according to the Spirit, and not according to human nature. Those who live as their human nature tells them to, have their minds controlled by what human nature wants. Those who live as the Spirit tells them to, have their minds controlled by what the Spirit wants. To be controlled by human nature results in death; to be controlled by the Spirit results in life and peace. And so people become enemies of God when they are controlled by their human nature; for they do not obey God's law, and in fact they cannot obey it. Those who obey their human nature cannot please God.

But you do not live as your human nature tells you to; instead, you live as the Spirit tells you to—if, in fact, God's Spirit lives in you. Whoever does not have the Spirit of Christ does not belong to him. 10 But if Christ lives in you, the Spirit is life for you[j] because you have been put right with God, even though your bodies are going to die because of sin. 11 (AL)If the Spirit of God, who raised Jesus from death, lives in you, then he who raised Christ from death will also give life to your mortal bodies by the presence of his Spirit in you.

12 So then, my friends, we have an obligation, but it is not to live as our human nature wants us to. 13 For if you live according to your human nature, you are going to die; but if by the Spirit you put to death your sinful actions, you will live. 14 Those who are led by God's Spirit are God's children. 15 (AM)For the Spirit that God has given you does not make you slaves and cause you to be afraid; instead, the Spirit makes you God's children, and by the Spirit's power we cry out to God, “Father! my Father!” 16 God's Spirit joins himself to our spirits to declare that we are God's children. 17 Since we are his children, we will possess the blessings he keeps for his people, and we will also possess with Christ what God has kept for him; for if we share Christ's suffering, we will also share his glory.

The Future Glory

18 (AN)I consider that what we suffer at this present time cannot be compared at all with the glory that is going to be revealed to us. 19 All of creation waits with eager longing for God to reveal his children. 20 (AO)For creation was condemned to lose its purpose, not of its own will, but because God willed it to be so. Yet there was the hope 21 that creation itself would one day be set free from its slavery to decay and would share the glorious freedom of the children of God. 22 For we know that up to the present time all of creation groans with pain, like the pain of childbirth. 23 (AP)But it is not just creation alone which groans; we who have the Spirit as the first of God's gifts also groan within ourselves as we wait for God to make us his children and[k] set our whole being free. 24 For it was by hope that we were saved; but if we see what we hope for, then it is not really hope. For who of us hopes for something we see? 25 But if we hope for what we do not see, we wait for it with patience.

26 In the same way the Spirit also comes to help us, weak as we are. For we do not know how we ought to pray; the Spirit himself pleads with God for us in groans that words cannot express. 27 And God, who sees into our hearts, knows what the thought of the Spirit is; because the Spirit pleads with God on behalf of his people and in accordance with his will.

28 We know that in all things God works for good with those who love him,[l] those whom he has called according to his purpose. 29 Those whom God had already chosen he also set apart to become like his Son, so that the Son would be the first among many believers. 30 And so those whom God set apart, he called; and those he called, he put right with himself, and he shared his glory with them.

God's Love in Christ Jesus

31 In view of all this, what can we say? If God is for us, who can be against us? 32 Certainly not God, who did not even keep back his own Son, but offered him for us all! He gave us his Son—will he not also freely give us all things? 33 Who will accuse God's chosen people? God himself declares them not guilty! 34 Who, then, will condemn them? Not Christ Jesus, who died, or rather, who was raised to life and is at the right side of God, pleading with him for us! 35 Who, then, can separate us from the love of Christ? Can trouble do it, or hardship or persecution or hunger or poverty or danger or death? 36 (AQ)As the scripture says,

“For your sake we are in danger of death at all times;
    we are treated like sheep that are going to be slaughtered.”

37 No, in all these things we have complete victory through him who loved us! 38 For I am certain that nothing can separate us from his love: neither death nor life, neither angels nor other heavenly rulers or powers, neither the present nor the future, 39 neither the world above nor the world below—there is nothing in all creation that will ever be able to separate us from the love of God which is ours through Christ Jesus our Lord.

God and His People

I am speaking the truth; I belong to Christ and I do not lie. My conscience, ruled by the Holy Spirit, also assures me that I am not lying when I say how great is my sorrow, how endless the pain in my heart for my people, my own flesh and blood! For their sake I could wish that I myself were under God's curse and separated from Christ. (AR)They are God's people; he made them his children and revealed his glory to them; he made his covenants[m] with them and gave them the Law; they have the true worship; they have received God's promises; they are descended from the famous Hebrew ancestors; and Christ, as a human being, belongs to their race. May God, who rules over all, be praised forever![n] Amen.

I am not saying that the promise of God has failed; for not all the people of Israel are the people of God. (AS)Nor are all of Abraham's descendants the children of God. God said to Abraham, “It is through Isaac that you will have the descendants I promised you.” This means that the children born in the usual way[o] are not the children of God; instead, the children born as a result of God's promise are regarded as the true descendants. (AT)For God's promise was made in these words: “At the right time[p] I will come back, and Sarah will have a son.”

10 And this is not all. For Rebecca's two sons had the same father, our ancestor Isaac. 11-12 (AU)But in order that the choice of one son might be completely the result of God's own purpose, God said to her, “The older will serve the younger.” He said this before they were born, before they had done anything either good or bad; so God's choice was based on his call, and not on anything they had done. 13 (AV)As the scripture says, “I loved Jacob, but I hated Esau.”

14 Shall we say, then, that God is unjust? Not at all. 15 (AW)For he said to Moses, “I will have mercy on anyone I wish; I will take pity on anyone I wish.” 16 So then, everything depends, not on what we humans want or do, but only on God's mercy. 17 (AX)For the scripture says to the king of Egypt, “I made you king in order to use you to show my power and to spread my fame over the whole world.” 18 So then, God has mercy on anyone he wishes, and he makes stubborn anyone he wishes.

God's Anger and Mercy

19 But one of you will say to me, “If this is so, how can God find fault with anyone? Who can resist God's will?” 20 (AY)But who are you, my friend, to talk back to God? A clay pot does not ask the man who made it, “Why did you make me like this?” 21 (AZ)After all, the man who makes the pots has the right to use the clay as he wishes, and to make two pots from the same lump of clay, one for special occasions and the other for ordinary use.

22 (BA)And the same is true of what God has done. He wanted to show his anger and to make his power known. But he was very patient in enduring those who were the objects of his anger, who were doomed to destruction. 23 And he also wanted to reveal his abundant glory, which was poured out on us who are the objects of his mercy, those of us whom he has prepared to receive his glory. 24 For we are the people he called, not only from among the Jews but also from among the Gentiles. 25 (BB)This is what he says in the book of Hosea:

“The people who were not mine
    I will call ‘My People.’
The nation that I did not love
    I will call ‘My Beloved.’
26 (BC)And in the very place where they were told, ‘You are not my people,’
    there they will be called the children of the living God.”

27 (BD)And Isaiah exclaims about Israel: “Even if the people of Israel are as many as the grains of sand by the sea, yet only a few of them will be saved; 28 for the Lord will quickly settle his full account with the world.” 29 (BE)It is as Isaiah had said before, “If the Lord Almighty had not left us some descendants, we would have become like Sodom, we would have been like Gomorrah.”

Israel and the Gospel

30 So we say that the Gentiles, who were not trying to put themselves right with God, were put right with him through faith; 31 while God's people, who were seeking a law that would put them right with God, did not find it. 32 And why not? Because they did not depend on faith but on what they did. And so they stumbled over the “stumbling stone” 33 (BF)that the scripture speaks of:

“Look, I place in Zion a stone
    that will make people stumble,
    a rock that will make them fall.
But whoever believes in him will not be disappointed.”

10 My friends, how I wish with all my heart that my own people might be saved! How I pray to God for them! I can assure you that they are deeply devoted to God; but their devotion is not based on true knowledge. They have not known the way in which God puts people right with himself, and instead, they have tried to set up their own way; and so they did not submit themselves to God's way of putting people right. For Christ has brought the Law to an end, so that everyone who believes is put right with God.

Salvation Is for All

(BG)Moses wrote this about being put right with God by obeying the Law: “Whoever obeys the commands of the Law will live.” (BH)But what the scripture says about being put right with God through faith is this: “You are not to ask yourself, Who will go up into heaven?” (that is, to bring Christ down). “Nor are you to ask, Who will go down into the world below?” (that is, to bring Christ up from death). What it says is this: “God's message is near you, on your lips and in your heart”—that is, the message of faith that we preach. If you confess that Jesus is Lord and believe that God raised him from death, you will be saved. 10 For it is by our faith that we are put right with God; it is by our confession that we are saved. 11 (BI)The scripture says, “Whoever believes in him will not be disappointed.” 12 This includes everyone, because there is no difference between Jews and Gentiles; God is the same Lord of all and richly blesses all who call to him. 13 (BJ)As the scripture says, “Everyone who calls out to the Lord for help will be saved.”

14 But how can they call to him for help if they have not believed? And how can they believe if they have not heard the message? And how can they hear if the message is not proclaimed? 15 (BK)And how can the message be proclaimed if the messengers are not sent out? As the scripture says, “How wonderful is the coming of messengers who bring good news!” 16 (BL)But not all have accepted the Good News. Isaiah himself said, “Lord, who believed our message?” 17 So then, faith comes from hearing the message, and the message comes through preaching Christ.

18 (BM)But I ask: Is it true that they did not hear the message? Of course they did—for as the scripture says:

“The sound of their voice went out to all the world;
    their words reached the ends of the earth.”
19 (BN)Again I ask: Did the people of Israel not understand? Moses himself is the first one to answer:
“I will use a so-called nation
    to make my people jealous;
and by means of a nation of fools
    I will make my people angry.”
20 (BO)And Isaiah is even bolder when he says,
“I was found by those who were not looking for me;
    I appeared to those who were not asking for me.”

21 (BP)But concerning Israel he says, “All day long I held out my hands to welcome a disobedient and rebellious people.”

God's Mercy on Israel

11 (BQ)I ask, then: Did God reject his own people? Certainly not! I myself am an Israelite, a descendant of Abraham, a member of the tribe of Benjamin. God has not rejected his people, whom he chose from the beginning. You know what the scripture says in the passage where Elijah pleads with God against Israel: (BR)“Lord, they have killed your prophets and torn down your altars; I am the only one left, and they are trying to kill me.” (BS)What answer did God give him? “I have kept for myself seven thousand men who have not worshiped the false god Baal.” It is the same way now: there is a small number left of those whom God has chosen because of his grace. His choice is based on his grace, not on what they have done. For if God's choice were based on what people do, then his grace would not be real grace.

What then? The people of Israel did not find what they were looking for. It was only the small group that God chose who found it; the rest grew deaf to God's call. (BT)As the scripture says, “God made their minds and hearts dull; to this very day they cannot see or hear.” (BU)And David says,

“May they be caught and trapped at their feasts;
    may they fall, may they be punished!
10 May their eyes be blinded so that they cannot see;
    and make them bend under their troubles at all times.”

11 I ask, then: When the Jews stumbled, did they fall to their ruin? By no means! Because they sinned, salvation has come to the Gentiles, to make the Jews jealous of them. 12 The sin of the Jews brought rich blessings to the world, and their spiritual poverty brought rich blessings to the Gentiles. Then, how much greater the blessings will be when the complete number of Jews is included!

The Salvation of the Gentiles

13 I am speaking now to you Gentiles: As long as I am an apostle to the Gentiles, I will take pride in my work. 14 Perhaps I can make the people of my own race jealous, and so be able to save some of them. 15 For when they were rejected, all other people were changed from God's enemies into his friends. What will it be, then, when they are accepted? It will be life for the dead!

16 If the first piece of bread is given to God, then the whole loaf is his also; and if the roots of a tree are offered to God, the branches are his also. 17 Some of the branches of the cultivated olive tree have been broken off, and a branch of a wild olive tree has been joined to it. You Gentiles are like that wild olive tree, and now you share the strong spiritual life of the Jews. 18 So then, you must not despise those who were broken off like branches. How can you be proud? You are just a branch; you don't support the roots—the roots support you.

19 But you will say, “Yes, but the branches were broken off to make room for me.” 20 That is true. They were broken off because they did not believe, while you remain in place because you do believe. But do not be proud of it; instead, be afraid. 21 God did not spare the Jews, who are like natural branches; do you think he will spare you? 22 Here we see how kind and how severe God is. He is severe toward those who have fallen, but kind to you—if you continue in his kindness. But if you do not, you too will be broken off. 23 And if the Jews abandon their unbelief, they will be put back in the place where they were; for God is able to do that. 24 You Gentiles are like the branch of a wild olive tree that is broken off and then, contrary to nature, is joined to a cultivated olive tree. The Jews are like this cultivated tree; and it will be much easier for God to join these broken-off branches to their own tree again.

God's Mercy on All

25 There is a secret truth, my friends, which I want you to know, for it will keep you from thinking how wise you are. It is that the stubbornness of the people of Israel is not permanent, but will last only until the complete number of Gentiles comes to God. 26 (BV)And this is how all Israel will be saved. As the scripture says,

“The Savior will come from Zion
    and remove all wickedness from the descendants of Jacob.
27 (BW)I will make this covenant with them
    when I take away their sins.”

28 Because they reject the Good News, the Jews are God's enemies for the sake of you Gentiles. But because of God's choice, they are his friends because of their ancestors. 29 For God does not change his mind about whom he chooses and blesses. 30 As for you Gentiles, you disobeyed God in the past; but now you have received God's mercy because the Jews were disobedient. 31 In the same way, because of the mercy that you have received, the Jews now disobey God, in order that they also may now[q] receive God's mercy. 32 For God has made all people prisoners of disobedience, so that he might show mercy to them all.

Praise to God

33 (BX)How great are God's riches! How deep are his wisdom and knowledge! Who can explain his decisions? Who can understand his ways? 34 (BY)As the scripture says,

“Who knows the mind of the Lord?
    Who is able to give him advice?
35 (BZ)Who has ever given him anything,
    so that he had to pay it back?”

36 (CA)For all things were created by him, and all things exist through him and for him. To God be the glory forever! Amen.

Life in God's Service

12 So then, my friends, because of God's great mercy to us I appeal to you: Offer yourselves as a living sacrifice to God, dedicated to his service and pleasing to him. This is the true worship that you should offer. Do not conform yourselves to the standards of this world, but let God transform you inwardly by a complete change of your mind. Then you will be able to know the will of God—what is good and is pleasing to him and is perfect.

And because of God's gracious gift to me I say to every one of you: Do not think of yourself more highly than you should. Instead, be modest in your thinking, and judge yourself according to the amount of faith that God has given you. (CB)We have many parts in the one body, and all these parts have different functions. In the same way, though we are many, we are one body in union with Christ, and we are all joined to each other as different parts of one body. (CC)So we are to use our different gifts in accordance with the grace that God has given us. If our gift is to speak God's message, we should do it according to the faith that we have; if it is to serve, we should serve; if it is to teach, we should teach; if it is to encourage others, we should do so. Whoever shares with others should do it generously; whoever has authority should work hard; whoever shows kindness to others should do it cheerfully.

Love must be completely sincere. Hate what is evil, hold on to what is good. 10 Love one another warmly as Christians, and be eager to show respect for one another. 11 Work hard and do not be lazy. Serve the Lord with a heart full of devotion. 12 Let your hope keep you joyful, be patient in your troubles, and pray at all times. 13 Share your belongings with your needy fellow Christians, and open your homes to strangers.

14 (CD)Ask God to bless those who persecute you—yes, ask him to bless, not to curse. 15 (CE)Be happy with those who are happy, weep with those who weep. 16 (CF)Have the same concern for everyone. Do not be proud, but accept humble duties.[r] Do not think of yourselves as wise.

17 If someone has done you wrong, do not repay him with a wrong. Try to do what everyone considers to be good. 18 Do everything possible on your part to live in peace with everybody. 19 (CG)Never take revenge, my friends, but instead let God's anger do it. For the scripture says, “I will take revenge, I will pay back, says the Lord.” 20 (CH)Instead, as the scripture says: “If your enemies are hungry, feed them; if they are thirsty, give them a drink; for by doing this you will make them burn with shame.” 21 Do not let evil defeat you; instead, conquer evil with good.

Duties toward State Authorities

13 (CI)Everyone must obey state authorities, because no authority exists without God's permission, and the existing authorities have been put there by God. Whoever opposes the existing authority opposes what God has ordered; and anyone who does so will bring judgment on himself. For rulers are not to be feared by those who do good, but by those who do evil. Would you like to be unafraid of those in authority? Then do what is good, and they will praise you, because they are God's servants working for your own good. But if you do evil, then be afraid of them, because their power to punish is real. They are God's servants and carry out God's punishment on those who do evil. For this reason you must obey the authorities—not just because of God's punishment, but also as a matter of conscience.

(CJ)That is also why you pay taxes, because the authorities are working for God when they fulfill their duties. Pay, then, what you owe them; pay them your personal and property taxes, and show respect and honor for them all.

Duties toward One Another

Be under obligation to no one—the only obligation you have is to love one another. Whoever does this has obeyed the Law. (CK)The commandments, “Do not commit adultery; do not commit murder; do not steal; do not desire what belongs to someone else”—all these, and any others besides, are summed up in the one command, “Love your neighbor as you love yourself.” 10 If you love others, you will never do them wrong; to love, then, is to obey the whole Law.

11 You must do this, because you know that the time has come for you to wake up from your sleep. For the moment when we will be saved is closer now than it was when we first believed. 12 The night is nearly over, day is almost here. Let us stop doing the things that belong to the dark, and let us take up weapons for fighting in the light. 13 Let us conduct ourselves properly, as people who live in the light of day—no orgies or drunkenness, no immorality or indecency, no fighting or jealousy. 14 But take up the weapons of the Lord Jesus Christ, and stop paying attention to your sinful nature and satisfying its desires.

Do Not Judge Others

14 (CL)Welcome those who are weak in faith, but do not argue with them about their personal opinions. Some people's faith allows them to eat anything, but the person who is weak in the faith eats only vegetables. The person who will eat anything is not to despise the one who doesn't; while the one who eats only vegetables is not to pass judgment on the one who will eat anything; for God has accepted that person. Who are you to judge the servants of someone else? It is their own Master who will decide whether they succeed or fail. And they will succeed, because the Lord is able to make them succeed.

Some people think that a certain day is more important than other days, while others think that all days are the same. We each should firmly make up our own minds. Those who think highly of a certain day do so in honor of the Lord; those who will eat anything do so in honor of the Lord, because they give thanks to God for the food. Those who refuse to eat certain things do so in honor of the Lord, and they give thanks to God. We do not live for ourselves only, and we do not die for ourselves only. If we live, it is for the Lord that we live, and if we die, it is for the Lord that we die. So whether we live or die, we belong to the Lord. For Christ died and rose to life in order to be the Lord of the living and of the dead. 10 (CM)You then, who eat only vegetables—why do you pass judgment on others? And you who eat anything—why do you despise other believers? All of us will stand before God to be judged by him. 11 (CN)For the scripture says,

“As surely as I am the living God, says the Lord,
    everyone will kneel before me,
    and everyone will confess that I am God.”

12 Every one of us, then, will have to give an account to God.

Do Not Make Others Fall

13 So then, let us stop judging one another. Instead, you should decide never to do anything that would make others stumble or fall into sin. 14 My union with the Lord Jesus makes me certain that no food is of itself ritually unclean; but if you believe that some food is unclean, then it becomes unclean for you. 15 If you hurt others because of something you eat, then you are no longer acting from love. Do not let the food that you eat ruin the person for whom Christ died! 16 Do not let what you regard as good get a bad name. 17 For God's Kingdom is not a matter of eating and drinking, but of the righteousness, peace, and joy which the Holy Spirit gives. 18 And when you serve Christ in this way, you please God and are approved by others.

19 So then, we must always aim[s] at those things that bring peace and that help strengthen one another. 20 Do not, because of food, destroy what God has done. All foods may be eaten, but it is wrong to eat anything that will cause someone else to fall into sin. 21 The right thing to do is to keep from eating meat, drinking wine, or doing anything else that will make other believers fall. 22 Keep what you believe about this matter, then, between yourself and God. Happy are those who do not feel guilty when they do something they judge is right! 23 But if they have doubts about what they eat, God condemns them when they eat it, because their action is not based on faith. And anything that is not based on faith is sin.

Please Others, Not Yourselves

15 We who are strong in the faith ought to help the weak to carry their burdens. We should not please ourselves. Instead, we should all please other believers for their own good, in order to build them up in the faith. (CO)For Christ did not please himself. Instead, as the scripture says, “The insults which are hurled at you have fallen on me.” (CP)Everything written in the Scriptures was written to teach us, in order that we might have hope through the patience and encouragement which the Scriptures give us. And may God, the source of patience and encouragement, enable you to have the same point of view among yourselves by following the example of Christ Jesus, so that all of you together may praise with one voice the God and Father of our Lord Jesus Christ.

The Gospel to the Gentiles

Accept one another, then, for the glory of God, as Christ has accepted you. For I tell you that Christ's life of service was on behalf of the Jews, to show that God is faithful, to make his promises to their ancestors come true, (CQ)and to enable even the Gentiles to praise God for his mercy. As the scripture says,

“And so I will praise you among the Gentiles;
    I will sing praises to you.”
10 (CR)Again it says,
“Rejoice, Gentiles, with God's people!”
11 (CS)And again,
“Praise the Lord, all Gentiles;
    praise him, all peoples!”
12 (CT)And again, Isaiah says,
“A descendant of Jesse will appear;
    he will come to rule the Gentiles,
    and they will put their hope in him.”

13 May God, the source of hope, fill you with all joy and peace by means of your faith in him, so that your hope will continue to grow by the power of the Holy Spirit.

Paul's Reason for Writing So Boldly

14 My friends: I myself feel sure that you are full of goodness, that you have all knowledge, and that you are able to teach one another. 15 But in this letter I have been quite bold about certain subjects of which I have reminded you. I have been bold because of the privilege God has given me 16 of being a servant of Christ Jesus to work for the Gentiles. I serve like a priest in preaching the Good News from God, in order that the Gentiles may be an offering acceptable to God, dedicated to him by the Holy Spirit. 17 In union with Christ Jesus, then, I can be proud of my service for God. 18 I will be bold and speak only about what Christ has done through me to lead the Gentiles to obey God. He has done this by means of words and deeds, 19 by the power of miracles and wonders, and by the power of the Spirit of God. And so, in traveling all the way from Jerusalem to Illyricum, I have proclaimed fully the Good News about Christ. 20 My ambition has always been to proclaim the Good News in places where Christ has not been heard of, so as not to build on a foundation laid by someone else. 21 (CU)As the scripture says,

“Those who were not told about him will see,
    and those who have not heard will understand.”

Paul's Plan to Visit Rome

22 (CV)And so I have been prevented many times from coming to you. 23 But now that I have finished my work in these regions and since I have been wanting for so many years to come to see you, 24 I hope to do so now. I would like to see you on my way to Spain, and be helped by you to go there, after I have enjoyed visiting you for a while. 25 (CW)Right now, however, I am going to Jerusalem in the service of God's people there. 26 For the churches in Macedonia and Achaia have freely decided to give an offering to help the poor among God's people in Jerusalem. 27 (CX)That decision was their own; but, as a matter of fact, they have an obligation to help them. Since the Jews shared their spiritual blessings with the Gentiles, the Gentiles ought to use their material blessings to help the Jews. 28 When I have finished this task and have turned over to them all the money that has been raised for them, I shall leave for Spain and visit you on my way there. 29 When I come to you, I know that I shall come with a full measure of the blessing of Christ.

30 I urge you, friends, by our Lord Jesus Christ and by the love that the Spirit gives: join me in praying fervently to God for me. 31 Pray that I may be kept safe from the unbelievers in Judea and that my service in Jerusalem may be acceptable to God's people there. 32 And so I will come to you full of joy, if it is God's will, and enjoy a refreshing visit with you. 33 May God, our source of peace, be with all of you. Amen.

Personal Greetings

16 I recommend to you our sister Phoebe, who serves the church at Cenchreae. Receive her in the Lord's name, as God's people should, and give her any help she may need from you; for she herself has been a good friend to many people and also to me.

(CY)I send greetings to Priscilla and Aquila, my fellow workers in the service of Christ Jesus; they risked their lives for me. I am grateful to them—not only I, but all the Gentile churches as well. Greetings also to the church that meets in their house.

Greetings to my dear friend Epaenetus, who was the first in the province of Asia to believe in Christ. Greetings to Mary, who has worked so hard for you. Greetings also to Andronicus and Junia,[t] fellow Jews who were in prison with me; they are well known among the apostles, and they became Christians before I did.

My greetings to Ampliatus, my dear friend in the fellowship of the Lord. Greetings also to Urbanus, our fellow worker in Christ's service, and to Stachys, my dear friend. 10 Greetings to Apelles, whose loyalty to Christ has been proved. Greetings to those who belong to the family of Aristobulus. 11 Greetings to Herodion, a fellow Jew, and to the Christians in the family of Narcissus.

12 My greetings to Tryphaena and Tryphosa, who work in the Lord's service, and to my dear friend Persis, who has done so much work for the Lord. 13 (CZ)I send greetings to Rufus, that outstanding worker in the Lord's service, and to his mother, who has always treated me like a son. 14 My greetings to Asyncritus, Phlegon, Hermes, Patrobas, Hermas, and all the other Christians with them. 15 Greetings to Philologus and Julia, to Nereus and his sister, to Olympas and to all of God's people who are with them.

16 Greet one another with the kiss of peace. All the churches of Christ send you their greetings.

Final Instructions

17 I urge you, my friends: watch out for those who cause divisions and upset people's faith and go against the teaching which you have received. Keep away from them! 18 For those who do such things are not serving Christ our Lord, but their own appetites. By their fine words and flattering speech they deceive innocent people. 19 Everyone has heard of your loyalty to the gospel, and for this reason I am happy about you. I want you to be wise about what is good, but innocent in what is evil. 20 And God, our source of peace, will soon crush Satan under your feet.

The grace of our Lord Jesus be with you.[u]

21 (DA)Timothy, my fellow worker, sends you his greetings; and so do Lucius, Jason, and Sosipater, fellow Jews.

22 I, Tertius, the writer of this letter, send you Christian greetings.

23 (DB)My host Gaius, in whose house the church meets, sends you his greetings; Erastus, the city treasurer, and our brother Quartus send you their greetings. 24 [v]

Concluding Prayer of Praise

25 Let us give glory to God! He is able to make you stand firm in your faith, according to the Good News I preach about Jesus Christ and according to the revelation of the secret truth which was hidden for long ages in the past. 26 Now, however, that truth has been brought out into the open through the writings of the prophets; and by the command of the eternal God it is made known to all nations, so that all may believe and obey.

27 To the only God, who alone is all-wise, be glory through Jesus Christ forever! Amen.[w]
