3:5 within her. Zephaniah contrasts the presence of the righteous Lord within Jerusalem and the presence of corrupt and unrighteous leadership within her (v. 3). The essence of God’s covenant commitment is the promise of His presence with His people (Ex. 29:42–46 note; Num. 14:14; Is. 43:2). Here, God’s presence threatens judgment (Hos. 11:9), but the same phrase in 3:17 signifies salvation.
