8:3 faithful city. Faithful observance of God’s law was rarely true of Israel, even in Zechariah’s day. The prophet foresees a time when God’s people will reflect His character in their dealings with one another (vv. 16, 17). See also Ex. 34:6, 7.

holy mountain. Mount Zion will be holy because God’s presence will dwell there in a special way. The prophets repeatedly emphasize the day of salvation as a day of renewal of God’s presence (2:5, 11).
