20:18 to Bethel. The ark of the Lord and the priest with the ephod were at Bethel at this time (v. 27).

Who shall go up first. This is the same language that is used at the beginning of Judges, where the question to be decided was who should lead against the Canaanites (1:1).

Judah. The Lord gave the same answer as in 1:2, but in a different situation.
