16:1 Send the lamb. The Moabites were shepherds (Num. 32:3, 4), and could send lambs as tokens of their submission (cf. 2 Kin. 3:4).
from Sela. The fugitives were either at Sela, a naturally fortified site in Edom or at a mountain stronghold (Hebrew sela‘ means “rock,” or “cliff”). The tribute is sent from their outpost to Judah.
