4:41–43 This parenthetical section, in narrative style, marks the close of the first great speech. Moses names the cities of refuge for Transjordan. The principle of having cities of refuge was given in Ex. 21:13; that there should be six was stated in Num. 35:6. This section names the three for Transjordan, while 19:1–13 specifies that three should be designated for Canaan itself. Finally, all six cities are named in Josh. 20:7, 8. This progressive unfolding is consistent with Mosaic authorship and an indication that Deuteronomy was not written after the conquest of Canaan.
