It is likely that the list of the wanderings in Num. 33:18–49, after they left Hazeroth and the wilderness of Paran, indicates where the tabernacle was set up and the core of the people stayed. As for the rebellious majority, they may have fanned out over the peninsula of Sinai with their flocks in order to find forage.
