4:5 rulers and elders and scribes. These groups constituted the Jewish religious council, the Sanhedrin. Luke 22:66 describes the body of chief priests and scribes as “their council.” This body would include the high priest, members of his family (v. 6), Sadducees, and Pharisees (Matt. 27:62) such as Nicodemus (who is called a “ruler of the Jews” and “teacher of Israel,” John 3:1, 10) and Gamaliel (5:34; 22:3).
