So anyone who opposes the authority is standing against what God has established. People who take this kind of stand will get punished. The authorities don’t frighten people who are doing the right thing. Rather, they frighten people who are doing wrong. Would you rather not be afraid of authority? Do what’s right, and you will receive its approval. It is God’s servant given for your benefit. But if you do what’s wrong, be afraid because it doesn’t have weapons to enforce the law for nothing. It is God’s servant put in place to carry out his punishment on those who do what is wrong.

Consequently, whoever rebels against the authority is rebelling against what God has instituted,(A) and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.(B) For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.(C)
