10 “He who is to be taken captive,
    into captivity he shall go;
he who kills with the sword,
    with the sword he must be killed.”[a]

Here is a call for the patience and the faith of the saints.

11 Then I saw another beast rising out of the earth. He had two horns like a lamb and he spoke like a dragon. 12 He exercises all the authority of the first beast in his presence and causes the earth and those who dwell on it to worship the first beast, whose deadly wound was healed.

The Beast out of the Earth

11 Then I saw a second beast, coming out of the earth.(D) It had two horns like a lamb, but it spoke like a dragon.(E) 12 It exercised all the authority(F) of the first beast on its behalf,(G) and made the earth and its inhabitants worship the first beast,(H) whose fatal wound had been healed.(I)
