The Lord’s Reign in Zion(A)

Now (B)it shall come to pass in the latter days
That the mountain of the Lord’s house
Shall be established on the top of the mountains,
And shall be exalted above the hills;
And peoples shall flow to it.
Many nations shall come and say,
“Come, and let us go up to the mountain of the Lord,
To the house of the God of Jacob;
He will teach us His ways,
And we shall walk in His paths.”
For out of Zion the law shall go forth,
And the word of the Lord from Jerusalem.
He shall judge between many peoples,
And rebuke strong nations afar off;
They shall beat their swords into (C)plowshares,
And their spears into [a]pruning hooks;
Nation shall not lift up sword against nation,
(D)Neither shall they learn war anymore.

(E)But everyone shall sit under his vine and under his fig tree,
And no one shall make them afraid;
For the mouth of the Lord of hosts has spoken.
For all people walk each in the name of his god,
But (F)we will walk in the name of the Lord our God
Forever and ever.

Zion’s Future Triumph

“In that day,” says the Lord,
(G)“I will assemble the lame,
(H)I will gather the outcast
And those whom I have afflicted;
I will make the lame (I)a remnant,
And the outcast a strong nation;
So the Lord (J)will reign over them in Mount Zion
From now on, even forever.
And you, O tower of the flock,
The stronghold of the daughter of Zion,
To you shall it come,
Even the former dominion shall come,
The kingdom of the daughter of Jerusalem.”

Now why do you cry aloud?
(K)Is there no king in your midst?
Has your counselor perished?
For (L)pangs have seized you like a woman in [b]labor.
10 Be in pain, and labor to bring forth,
O daughter of Zion,
Like a woman in birth pangs.
For now you shall go forth from the city,
You shall dwell in the field,
And to (M)Babylon you shall go.
There you shall be delivered;
There the (N)Lord will (O)redeem you
From the hand of your enemies.

11 (P)Now also many nations have gathered against you,
Who say, “Let her be defiled,
And let our eye (Q)look upon Zion.”
12 But they do not know (R)the thoughts of the Lord,
Nor do they understand His counsel;
For He will gather them (S)like sheaves to the threshing floor.

13 “Arise(T) and (U)thresh, O daughter of Zion;
For I will make your horn iron,
And I will make your hooves bronze;
You shall (V)beat in pieces many peoples;
(W)I will consecrate their gain to the Lord,
And their substance to (X)the Lord of the whole earth.”

The Messiah Will Be Born at Bethlehem

Now gather yourself in troops,
O daughter of troops;
He has laid siege against us;
They will (Y)strike the judge of Israel with a rod on the cheek.

The Coming Messiah

“But you, (Z)Bethlehem (AA)Ephrathah,
Though you are little (AB)among the (AC)thousands of Judah,
Yet out of you shall come forth to Me
The One to be (AD)Ruler in Israel,
(AE)Whose goings forth are from of old,
From [c]everlasting.”

Therefore He shall give them up,
Until the time that (AF)she who is in labor has given birth;
Then (AG)the remnant of His brethren
Shall return to the children of Israel.
And He shall stand and (AH)feed[d] His flock
In the strength of the Lord,
In the majesty of the name of the Lord His God;
And they shall abide,
For now He (AI)shall be great
To the ends of the earth;
And this One (AJ)shall be peace.

Judgment on Israel’s Enemies

When the Assyrian comes into our land,
And when he treads in our palaces,
Then we will raise against him
Seven shepherds and eight princely men.
They shall [e]waste with the sword the land of Assyria,
And the land of (AK)Nimrod at its entrances;
Thus He shall (AL)deliver us from the Assyrian,
When he comes into our land
And when he treads within our borders.

Then (AM)the remnant of Jacob
Shall be in the midst of many peoples,
(AN)Like dew from the Lord,
Like showers on the grass,
That [f]tarry for no man
Nor [g]wait for the sons of men.
And the remnant of Jacob
Shall be among the Gentiles,
In the midst of many peoples,
Like a (AO)lion among the beasts of the forest,
Like a young lion among flocks of sheep,
Who, if he passes through,
Both treads down and tears in pieces,
And none can deliver.
Your hand shall be lifted against your adversaries,
And all your enemies shall be [h]cut off.

10 “And it shall be in that day,” says the Lord,
“That I will (AP)cut[i] off your (AQ)horses from your midst
And destroy your (AR)chariots.
11 I will cut off the cities of your land
And throw down all your strongholds.
12 I will cut off sorceries from your hand,
And you shall have no (AS)soothsayers.
13 (AT)Your carved images I will also cut off,
And your sacred pillars from your midst;
You shall (AU)no more worship the work of your hands;
14 I will pluck your [j]wooden images from your midst;
Thus I will destroy your cities.
15 And I will (AV)execute vengeance in anger and fury
On the nations that have not [k]heard.”

God Pleads with Israel

Hear now what the Lord says:

“Arise, plead your case before the mountains,
And let the hills hear your voice.
(AW)Hear, O you mountains, (AX)the Lord’s complaint,
And you strong foundations of the earth;
For (AY)the Lord has a complaint against His people,
And He will [l]contend with Israel.

“O My people, what (AZ)have I done to you?
And how have I (BA)wearied you?
Testify against Me.
(BB)For I brought you up from the land of Egypt,
I redeemed you from the house of bondage;
And I sent before you Moses, Aaron, and Miriam.
O My people, remember now
What (BC)Balak king of Moab counseled,
And what Balaam the son of Beor answered him,
From [m]Acacia Grove to Gilgal,
That you may know (BD)the righteousness of the Lord.”

With what shall I come before the Lord,
And bow myself before the High God?
Shall I come before Him with burnt offerings,
With calves a year old?
(BE)Will the Lord be pleased with thousands of rams,
Ten thousand (BF)rivers of oil?
(BG)Shall I give my firstborn for my transgression,
[n]The fruit of my body for the sin of my soul?

He has (BH)shown you, O man, what is good;
And what does the Lord require of you
But (BI)to do justly,
To love [o]mercy,
And to walk humbly with your God?

Punishment of Israel’s Injustice

The Lord’s voice cries to the city—
Wisdom shall see Your name:

“Hear the rod!
Who has appointed it?
10 Are there yet the treasures of wickedness
In the house of the wicked,
And the short measure that is an abomination?
11 Shall I count pure those with (BJ)the wicked scales,
And with the bag of deceitful weights?
12 For her rich men are full of (BK)violence,
Her inhabitants have spoken lies,
And (BL)their tongue is deceitful in their mouth.

13 “Therefore I will also (BM)make you sick by striking you,
By making you desolate because of your sins.
14 (BN)You shall eat, but not be satisfied;
[p]Hunger shall be in your midst.
You may carry some away,[q] but shall not save them;
And what you do rescue I will give over to the sword.

15 “You shall (BO)sow, but not reap;
You shall tread the olives, but not anoint yourselves with oil;
And make sweet wine, but not drink wine.
16 For the statutes of (BP)Omri are (BQ)kept;
All the works of Ahab’s house are done;
And you walk in their counsels,
That I may make you a [r]desolation,
And your inhabitants a hissing.
Therefore you shall bear the (BR)reproach of [s]My people.”

Sorrow for Israel’s Sins

Woe is me!
For I am like those who gather summer fruits,
Like those who (BS)glean vintage grapes;
There is no cluster to eat
Of the first-ripe fruit which (BT)my soul desires.
The (BU)faithful[t] man has perished from the earth,
And there is no one upright among men.
They all lie in wait for blood;
(BV)Every man hunts his brother with a net.

That they may successfully do evil with both hands—
The prince asks for gifts,
The judge seeks a (BW)bribe,
And the great man utters his evil desire;
So they scheme together.
The best of them is (BX)like a brier;
The most upright is sharper than a thorn hedge;
The day of your watchman and your punishment comes;
Now shall be their perplexity.

(BY)Do not trust in a friend;
Do not put your confidence in a companion;
Guard the doors of your mouth
From her who lies in your (BZ)bosom.
For (CA)son dishonors father,
Daughter rises against her mother,
Daughter-in-law against her mother-in-law;
A man’s enemies are the men of his own household.
Therefore I will look to the Lord;
I will (CB)wait for the God of my salvation;
My God will hear me.

Israel’s Confession and Comfort

(CC)Do not rejoice over me, my enemy;
(CD)When I fall, I will arise;
When I sit in darkness,
The Lord will be a light to me.
(CE)I will bear the indignation of the Lord,
Because I have sinned against Him,
Until He pleads my (CF)case
And executes justice for me.
He will bring me forth to the light;
I will see His righteousness.
10 Then she who is my enemy will see,
And (CG)shame will cover her who said to me,
(CH)“Where is the Lord your God?”
My eyes will see her;
Now she will be trampled down
Like mud in the streets.

11 In the day when your (CI)walls are to be built,
In that day [u]the decree shall go far and wide.
12 In that day (CJ)they[v] shall come to you
From Assyria and the [w]fortified cities,
From the [x]fortress to [y]the River,
From sea to sea,
And mountain to mountain.
13 Yet the land shall be desolate
Because of those who dwell in it,
And (CK)for the fruit of their deeds.

God Will Forgive Israel

14 Shepherd Your people with Your staff,
The flock of Your heritage,
Who dwell [z]solitarily in a (CL)woodland,
In the midst of Carmel;
Let them feed in Bashan and Gilead,
As in days of old.

15 “As(CM) in the days when you came out of the land of Egypt,
I will show [aa]them (CN)wonders.”

16 The nations (CO)shall see and be ashamed of all their might;
(CP)They shall put their hand over their mouth;
Their ears shall be deaf.
17 They shall lick the (CQ)dust like a serpent;
(CR)They shall crawl from their holes like [ab]snakes of the earth.
(CS)They shall be afraid of the Lord our God,
And shall fear because of You.
18 (CT)Who is a God like You,
(CU)Pardoning iniquity
And passing over the transgression of (CV)the remnant of His heritage?

(CW)He does not retain His anger forever,
Because He delights in (CX)mercy.[ac]
19 He will again have compassion on us,
And will subdue our iniquities.

You will cast all [ad]our sins
Into the depths of the sea.
20 (CY)You will give truth to Jacob
And [ae]mercy to Abraham,
(CZ)Which You have sworn to our fathers
From days of old.

The Mountain of the Lord(A)

In the last days

the mountain(B) of the Lord’s temple will be established
    as the highest of the mountains;
it will be exalted above the hills,(C)
    and peoples will stream to it.(D)

Many nations will come and say,

“Come, let us go up to the mountain of the Lord,(E)
    to the temple of the God of Jacob.(F)
He will teach us(G) his ways,(H)
    so that we may walk in his paths.”
The law(I) will go out from Zion,
    the word of the Lord from Jerusalem.
He will judge between many peoples
    and will settle disputes for strong nations far and wide.(J)
They will beat their swords into plowshares
    and their spears into pruning hooks.(K)
Nation will not take up sword against nation,
    nor will they train for war(L) anymore.(M)
Everyone will sit under their own vine
    and under their own fig tree,(N)
and no one will make them afraid,(O)
    for the Lord Almighty has spoken.(P)
All the nations may walk
    in the name of their gods,(Q)
but we will walk in the name of the Lord
    our God for ever and ever.(R)

The Lord’s Plan

“In that day,” declares the Lord,

“I will gather the lame;(S)
    I will assemble the exiles(T)
    and those I have brought to grief.(U)
I will make the lame my remnant,(V)
    those driven away a strong nation.(W)
The Lord will rule over them in Mount Zion(X)
    from that day and forever.(Y)
As for you, watchtower of the flock,
    stronghold[a] of Daughter Zion,
the former dominion will be restored(Z) to you;
    kingship will come to Daughter Jerusalem.(AA)

Why do you now cry aloud—

Has your ruler[c] perished,
    that pain seizes you like that of a woman in labor?(AC)
10 Writhe in agony, Daughter Zion,
    like a woman in labor,
for now you must leave the city
    to camp in the open field.
You will go to Babylon;(AD)
    there you will be rescued.
There the Lord will redeem(AE) you
    out of the hand of your enemies.

11 But now many nations
    are gathered against you.
They say, “Let her be defiled,
    let our eyes gloat(AF) over Zion!”
12 But they do not know
    the thoughts of the Lord;
they do not understand his plan,(AG)
    that he has gathered them like sheaves to the threshing floor.
13 “Rise and thresh,(AH) Daughter Zion,
    for I will give you horns of iron;
I will give you hooves of bronze,
    and you will break to pieces many nations.”(AI)
You will devote their ill-gotten gains to the Lord,(AJ)
    their wealth to the Lord of all the earth.

A Promised Ruler From Bethlehem

[d]Marshal your troops now, city of troops,
    for a siege is laid against us.
They will strike Israel’s ruler
    on the cheek(AK) with a rod.

“But you, Bethlehem(AL) Ephrathah,(AM)
    though you are small among the clans[e] of Judah,
out of you will come for me
    one who will be ruler(AN) over Israel,
whose origins are from of old,(AO)
    from ancient times.”(AP)

Therefore Israel will be abandoned(AQ)
    until the time when she who is in labor bears a son,
and the rest of his brothers return
    to join the Israelites.

He will stand and shepherd his flock(AR)
    in the strength of the Lord,
    in the majesty of the name of the Lord his God.
And they will live securely, for then his greatness(AS)
    will reach to the ends of the earth.

And he will be our peace(AT)
    when the Assyrians invade(AU) our land
    and march through our fortresses.
We will raise against them seven shepherds,
    even eight commanders,(AV)
who will rule[f] the land of Assyria with the sword,
    the land of Nimrod(AW) with drawn sword.[g](AX)
He will deliver us from the Assyrians
    when they invade our land
    and march across our borders.(AY)

The remnant(AZ) of Jacob will be
    in the midst of many peoples
like dew(BA) from the Lord,
    like showers on the grass,(BB)
which do not wait for anyone
    or depend on man.
The remnant of Jacob will be among the nations,
    in the midst of many peoples,
like a lion among the beasts of the forest,(BC)
    like a young lion among flocks of sheep,
which mauls and mangles(BD) as it goes,
    and no one can rescue.(BE)
Your hand will be lifted up(BF) in triumph over your enemies,
    and all your foes will be destroyed.

10 “In that day,” declares the Lord,

“I will destroy your horses from among you
    and demolish your chariots.(BG)
11 I will destroy the cities(BH) of your land
    and tear down all your strongholds.(BI)
12 I will destroy your witchcraft
    and you will no longer cast spells.(BJ)
13 I will destroy your idols(BK)
    and your sacred stones from among you;(BL)
you will no longer bow down
    to the work of your hands.(BM)
14 I will uproot from among you your Asherah poles[h](BN)
    when I demolish your cities.
15 I will take vengeance(BO) in anger and wrath
    on the nations that have not obeyed me.”

The Lord’s Case Against Israel

Listen to what the Lord says:

“Stand up, plead my case before the mountains;(BP)
    let the hills hear what you have to say.

“Hear,(BQ) you mountains, the Lord’s accusation;(BR)
    listen, you everlasting foundations of the earth.
For the Lord has a case(BS) against his people;
    he is lodging a charge(BT) against Israel.

“My people, what have I done to you?
    How have I burdened(BU) you?(BV) Answer me.
I brought you up out of Egypt(BW)
    and redeemed you from the land of slavery.(BX)
I sent Moses(BY) to lead you,
    also Aaron(BZ) and Miriam.(CA)
My people, remember
    what Balak(CB) king of Moab plotted
    and what Balaam son of Beor answered.
Remember your journey from Shittim(CC) to Gilgal,(CD)
    that you may know the righteous acts(CE) of the Lord.”

With what shall I come before(CF) the Lord
    and bow down before the exalted God?
Shall I come before him with burnt offerings,
    with calves a year old?(CG)
Will the Lord be pleased with thousands of rams,(CH)
    with ten thousand rivers of olive oil?(CI)
Shall I offer my firstborn(CJ) for my transgression,
    the fruit of my body for the sin of my soul?(CK)
He has shown you, O mortal, what is good.
    And what does the Lord require of you?
To act justly(CL) and to love mercy
    and to walk humbly[i](CM) with your God.(CN)

Israel’s Guilt and Punishment

Listen! The Lord is calling to the city—
    and to fear your name is wisdom—
    “Heed the rod(CO) and the One who appointed it.[j]
10 Am I still to forget your ill-gotten treasures, you wicked house,
    and the short ephah,[k] which is accursed?(CP)
11 Shall I acquit someone with dishonest scales,(CQ)
    with a bag of false weights?(CR)
12 Your rich people are violent;(CS)
    your inhabitants are liars(CT)
    and their tongues speak deceitfully.(CU)
13 Therefore, I have begun to destroy(CV) you,
    to ruin[l] you because of your sins.
14 You will eat but not be satisfied;(CW)
    your stomach will still be empty.[m]
You will store up but save nothing,(CX)
    because what you save[n] I will give to the sword.
15 You will plant but not harvest;(CY)
    you will press olives but not use the oil,
    you will crush grapes but not drink the wine.(CZ)
16 You have observed the statutes of Omri(DA)
    and all the practices of Ahab’s(DB) house;
    you have followed their traditions.(DC)
Therefore I will give you over to ruin(DD)
    and your people to derision;
    you will bear the scorn(DE) of the nations.[o]

Israel’s Misery

What misery is mine!
I am like one who gathers summer fruit
    at the gleaning of the vineyard;
there is no cluster of grapes to eat,
    none of the early figs(DF) that I crave.
The faithful have been swept from the land;(DG)
    not one(DH) upright person remains.
Everyone lies in wait(DI) to shed blood;(DJ)
    they hunt each other(DK) with nets.(DL)
Both hands are skilled in doing evil;(DM)
    the ruler demands gifts,
the judge accepts bribes,(DN)
    the powerful dictate what they desire—
    they all conspire together.
The best of them is like a brier,(DO)
    the most upright worse than a thorn(DP) hedge.
The day God visits you has come,
    the day your watchmen sound the alarm.
    Now is the time of your confusion.(DQ)
Do not trust a neighbor;
    put no confidence in a friend.(DR)
Even with the woman who lies in your embrace
    guard the words of your lips.
For a son dishonors his father,
    a daughter rises up against her mother,(DS)
a daughter-in-law against her mother-in-law—
    a man’s enemies are the members of his own household.(DT)

But as for me, I watch(DU) in hope(DV) for the Lord,
    I wait for God my Savior;
    my God will hear(DW) me.

Israel Will Rise

Do not gloat over me,(DX) my enemy!
    Though I have fallen, I will rise.(DY)
Though I sit in darkness,
    the Lord will be my light.(DZ)
Because I have sinned against him,
    I will bear the Lord’s wrath,(EA)
until he pleads my case(EB)
    and upholds my cause.
He will bring me out into the light;(EC)
    I will see his righteousness.(ED)
10 Then my enemy will see it
    and will be covered with shame,(EE)
she who said to me,
    “Where is the Lord your God?”(EF)
My eyes will see her downfall;(EG)
    even now she will be trampled(EH) underfoot
    like mire in the streets.

11 The day for building your walls(EI) will come,
    the day for extending your boundaries.
12 In that day people will come to you
    from Assyria(EJ) and the cities of Egypt,
even from Egypt to the Euphrates
    and from sea to sea
    and from mountain to mountain.(EK)
13 The earth will become desolate because of its inhabitants,
    as the result of their deeds.(EL)

Prayer and Praise

14 Shepherd(EM) your people with your staff,(EN)
    the flock of your inheritance,
which lives by itself in a forest,
    in fertile pasturelands.[p](EO)
Let them feed in Bashan(EP) and Gilead(EQ)
    as in days long ago.(ER)

15 “As in the days when you came out of Egypt,
    I will show them my wonders.(ES)

16 Nations will see and be ashamed,(ET)
    deprived of all their power.
They will put their hands over their mouths(EU)
    and their ears will become deaf.
17 They will lick dust(EV) like a snake,
    like creatures that crawl on the ground.
They will come trembling(EW) out of their dens;
    they will turn in fear(EX) to the Lord our God
    and will be afraid of you.
18 Who is a God(EY) like you,
    who pardons sin(EZ) and forgives(FA) the transgression
    of the remnant(FB) of his inheritance?(FC)
You do not stay angry(FD) forever
    but delight to show mercy.(FE)
19 You will again have compassion on us;
    you will tread our sins underfoot
    and hurl all our iniquities(FF) into the depths of the sea.(FG)
20 You will be faithful to Jacob,
    and show love to Abraham,(FH)
as you pledged on oath to our ancestors(FI)
    in days long ago.(FJ)
