16 Moreover, the one who (A)blasphemes the name of the Lord must be put to death; all the congregation shall certainly stone him. The stranger as well as the native, when he blasphemes the Name, shall be put to death.

17 ‘Now (B)if someone [a]takes any human life, he must be put to death. 18 But (C)the one who [b]takes the life of an animal shall make restitution, life for life.

16 anyone who blasphemes(A) the name of the Lord is to be put to death.(B) The entire assembly must stone them. Whether foreigner or native-born, when they blaspheme the Name they are to be put to death.
17 “‘Anyone who takes the life of a human being is to be put to death.(C) 18 Anyone who takes the life of someone’s animal must make restitution(D)—life for life.
