2 Therefore thus hath the LORD God of Israel said unto the pastors that feed my people: Ye have scattered my flock and driven them away and have not visited them; behold, I visit upon you the evil of your doings, said the LORD.
3 And I will gather the remnant of my sheep out of all the lands where I have driven them and will cause them to return to their folds; and they shall be fruitful and increase.
4 And I will set up shepherds over them which shall feed them; and they shall fear no more nor be dismayed neither shall they be lacking, said the LORD.

New International Version
2 Therefore this is what the Lord, the God of Israel, says to the shepherds(A) who tend my people: “Because you have scattered my flock(B) and driven them away and have not bestowed care on them, I will bestow punishment on you for the evil(C) you have done,” declares the Lord. 3 “I myself will gather the remnant(D) of my flock out of all the countries where I have driven them and will bring them back to their pasture,(E) where they will be fruitful and increase in number. 4 I will place shepherds(F) over them who will tend them, and they will no longer be afraid(G) or terrified, nor will any be missing,(H)” declares the Lord.
