    and fulfils the counsel of his messengers,
who says of Jerusalem, ‘She shall be inhabited’,
    ^(B)and of the cities of Judah, ‘They shall be built,
    and I will raise up their ruins’;

²⁸ who says of ^(A)Cyrus, ‘He is ^(B)my shepherd,
    and he shall fulfil all my purpose’;
saying of Jerusalem, ‘She shall be built’,
    ^(C)and of the temple, ‘Your foundation shall be laid.’”

^11 (A)The counsel of the Lord stands for ever,
    the plans of his heart to all generations.

^21 (A)Many are the plans in the mind of a man,
    but ^(B)it is the purpose of the Lord ^(C)that will stand.
