31:9 Moses wrote this law. The conclusion of Moses’ covenant ministry is marked by the completion of the law (vv. 24–26; 28:61 note). Repeatedly in Deuteronomy and Exodus, Moses is said to have written down the law or laws of the Lord. In Leviticus most of the chapters begin with the words, “The Lord spoke to Moses.” God used Moses preeminently to speak and write His word for Israel (18:15–19 note).
