Sirach 19:28
If they are prevented from sinning, it’s because they lack the strength. If they find an occasion, they will do evil.
There is a lying rebuke in the anger of an injurious man: and there is a judgment that is not allowed to be good: and there is one that holdeth his peace, he is wise.
If for some reason they are unable to sin now, they'll get around to it at the first opportunity.
Even if his lack of strength keeps him from sinning, when he finds the right time he will do harm.
And if lack of strength prevents him from sinning, he will nevertheless do evil deeds at the first opportunity.
Even if lack of strength keeps him from sinning, he will nevertheless do evil when he finds the opportunity.
