Pay everyone what he is owed: if you owe the tax-collector, pay your taxes; if you owe the revenue-collector, pay revenue; if you owe someone respect, pay him respect; if you owe someone honor, pay him honor.

You should, therefore, obey the authorities, not simply because it is the safest, but because it is the right thing to do. It is right, too, for you to pay taxes for the civil authorities are appointed by God for the good purposes of public order and well-being. Give everyone his legitimate due, whether it be rates, or taxes, or reverence, or respect!
Pay them all that they should have. Pay taxes to the person who should have the taxes. Pay money to the person who should have the money. Respect the people who should be respected. Honour a person who should be honoured.
