And the beast that was, and is not, even he is the eighth, yet is one of the seven and goeth into perdition.

The wild animal is a picture of an eighth king. He was alive once, but he is not alive now. He belongs to the group of seven kings, but God will destroy him completely.

The Beast that once was and is no longer is both an eighth and one of the seven—and headed for Hell.
