Jerusalem sinned very badly. Because Jerusalem sinned, she became a ruined city that people shake their heads about. In the past people respected her. But now they hate her, because they abused her. Jerusalem groaned and turned away.
For Jerusalem sinned so horribly; therefore, she is tossed away like dirty rags. All who honored her despise her now, for they have seen her stripped naked and humiliated. She groans and hides her face.
Her people have committed many sins. They have become impure. All those who honored Jerusalem now look down on her. They all look at her as if she were a naked woman. The city groans and turns away in shame.

Yerushalayim hath grievously sinned; therefore she is niddah (unclean, Jewish woman’s untouchability during menstruation; Vayikra 15:19); all that honored her despise her, because they have seen her erom (nakedness); yea, she sigheth, and turneth away for shame.
Hideous must be Jerusalem’s crimes that the city itself is now morally and ritually impure. Those who once admired her now hate her. They strip her naked and laugh. All she can do is groan and shrink back, ashamed.
Jerusalem sinned a sin, therefore it was made unsteadfast; all that glorified it forsook it, for they saw the shame thereof (all who honoured it, deserted it, for they saw its shame); forsooth it wailed, and was turned aback.
