Nine and a half tribes still did not have any land, although two and a half tribes had already received land east of the Jordan River. Moses had divided that land among them, and he had also said that the Levi tribe would not receive a large region like the other tribes. Instead, the people of Levi would receive towns and the nearby pastures for their sheep, goats, and cattle. And since the descendants of Joseph had become the two tribes of Ephraim and Manasseh, there were still nine and a half tribes that needed land. The Lord had told Moses that he would show those tribes how to divide up the land of Canaan. When the priest Eleazar, Joshua, and the leaders of the families and tribes of Israel met to divide up the land of Canaan, the Lord showed them how to do it.
The Lord had commanded Moses long ago how he wanted the people to choose their land. The people of the nine-and-a-half tribes threw lots [C casting lots left the decision to God; the Urim and Thummim may have been used; Ex. 28:30; Num. 27:21] to decide which land they would receive.
The conquered lands of Canaan were allotted to the remaining nine and a half tribes of Israel. The decision as to which tribe would receive which area was decided by throwing dice before the Lord, and he caused them to turn up in the ways he wanted. Eleazar the priest, Joshua, and the tribal leaders supervised the lottery.
Here are the inheritance allotments that the People of Israel received in the land of Canaan. Eleazar the priest, Joshua son of Nun, and the heads of the family clans made the allotments. Each inheritance was assigned by lot to the nine and a half tribes, just as God had commanded Moses.
