You can hear ·crying [L a voice] on the bare hilltops [3:2]. It is the people of Israel crying and ·praying for mercy [supplicating]. They have ·become very evil [L wandered off their path] and have forgotten the Lord their God.
The sound of voices comes drifting out of the hills, the unhappy sound of Israel’s crying, Israel lamenting the wasted years, never once giving her God a thought. “Come back, wandering children! I can heal your wanderlust!”

A sound now echoes from the deserted hills where Israel betrayed her God. It is the sound of bitter tears mixed with the prayers of the lost and rebellious people of Israel who have forgotten the Eternal, their True God.
