Israel, you are a vine with dried-up roots and fruitless branches. Even if you had more children and loved them dearly, I would slaughter them all.
Ephraim is smitten: their root is dried up, they shall bear no fruit; yea, though they should bring forth, yet will I slay the beloved [fruit] of their womb.

Ephraim will be punished. Their root is dying. They will not have any more babies. They might give birth to babies, but I will kill the precious babies who come from their bodies.
Ephraim's people are very sick. They are like a plant that has dry roots and it gives no fruit. Even if they give birth to children that they love very much, I will kill those children.’

“All their evil came out into the open at the pagan shrine at Gilgal. Oh, how I hated them there! Because of their evil practices, I’ll kick them off my land. I’m wasting no more love on them. Their leaders are a bunch of rebellious adolescents. Ephraim is hit hard— roots withered, no more fruit. Even if by some miracle they had children, the dear babies wouldn’t live—I’d make sure of that!”
